4. Level 2-specific Orbital parameters/swath geometry

Whittaker proposal for spectral bands

Create two coordinate axis types ("wavelength" and "wavenumber") that can be recognized by the NetCDF library as defining a "spectral coordinate".

Similar to time dimension variable New standard names also needed

center_wavelength, or wavelength center_wavenumber, or wavenumber
