1. Administrative Reminders

a. All cellular phones should be put on silent mode at the start of all sessions. If possible, please refrain from using it during the presentations/sessions.

b. Please observe published schedules. c. The open forum is a venue for lively,

productive and professional discussion of issues. Everyone is encouraged to participate.

d. Listen carefully to the speakers and to the ideas and opinions of other participants. After each presentation, ask questions. To ensure optimal participation, please limit yourself to one question and a follow-up.

e. Full attention and participation are required.

f. The session attire is smart casual, except for the opening ceremonies where participants are encouraged to wear their Business Professional Attire and Modern Barong Tagalog/Filipiniana dress for Awardees and Honorees.

g. For proper identification please wear your ID at all times.

h. Meals will be served at the designated area inside the Lake Wings Ballroom 1, 2, 3 except during simultaneous multi-track sessions where snacks will be served at the assigned function rooms. To avail of the scheduled meals, kindly present the corresponding meal stub.

i. Delegates are required to accomplish and submit evaluation forms for each session and for the conference.

j. Smoking is not allowed inside the congress venue premises.

k. No hard copies of speaker’s presentation materials will be distributed.

l. Official Receipts, shall be distributed during registration.

m. Certificates of Appearance and Participation can be downloaded thru the CESB app.

WENDEL E. AVISADO Secretary, Department of Budget and Management

Secretary Wendel E. Avisado is a lawyer by profession having earned his law degree CUM LAUDE from the Ateneo de Davao University and a Consultant in Law and Governance. He has served the National Government as Regional Director of the Department of the Interior and Local Government from March 1986 to March 1993 and at the same time as Co‐Chair of the Regional Development Council (RDC XI). He advocates for the adoption of a Federal System of Government and champions people empowerment and participatory development. He has attended special local and international trainings, seminars and workshops in various fields, such as Management Fellowship Program at the University of Brussels; Development Planning at the Asian Institute of Management; Career Executive Service Development Program at the Development Academy of the Philippines; Governance and Local Government Administration in the USA, the People’s Republic of China and Indonesia; Urban and Regional Planning at the University of South Australia; Clean Cities Program in the USA and International Conference on Eco2 Cities in Japan. He previously taught at the College of Law of the Ateneo de Davao University and at the School of Management of the University of the Philippines, Mindanao Campus. He was a former Vice‐President for Legal and External Affairs of the JVA Management Corporation and City Administrator of Davao City from 2004 to 2010. He was elected No. 1 City Councilor of the 1st District of Davao City in 2010 until his appointment as Deputy Secretary General of the Housing and Urban Development Coordinating Council (HUDCC) until 2015. He is the Executive Director of the Davao Integrated Development Program (DIDP). Secretary Avisado also served as the National President of the Boy Scouts of the Philippines from 2017 to 2019 and has represented the Boy Scouts of the Philippines in local and international conferences and Scouting events. He also completed his term as the Chairperson of the ASEAN Scouts Association for Regional Cooperation and 1st Vice Chairperson of the Asia Pacific Regional Scout Committee of the World Organization of the Scout Movement (WOSM). On November 08, 2016, President Rodrigo Roa Duterte appointed him as Presidential Assistant for Special Concerns, tasked to oversee the completion of the Yolanda Rehabilitation and Reconstruction Program and other special concerns of the President. He was appointed and took his oath of office as Secretary of Budget and Management on August 05, 2019. Secretary Avisado is a Career Executive Service Eligible conferred on May 8, 1992.

LEONOR M. BRIONES Secretary, Department of Education

Leonor "Liling" Mirasol Magtolis-Briones is a Filipino academician, economist and civil servant who is the incumbent Secretary of the Department of Education

She obtained her Bachelor of Business Administration degree with a major in accounting from Silliman University in 1958 and her Master of Public Administration degree with a major in local government and fiscal administration from the University of the Philippines-Diliman in 1967.

In 1968, she acquired her post-graduate diploma, with honors, at Leeds University in England In 1984, she proceeded to complete further studies in the United States, where she earned a certificate in Policy for Public Enterprise from the Harvard Institute for International Development at Harvard University. She is also professor emeritus of public administration at the National College of Public Administration & Governance (NCPAG) of the University of the Philippines-Diliman and was chairman of the board of directors of Silliman University in Dumaguete City, Negros Oriental.

She was a former Presidential Adviser for Social Development with the rank of department secretary and was National Treasurer of the Philippines (head of the Bureau of the Treasury) from August 1998 to February 2001. Briones has served in various capacities. Her stints include teaching public fiscal administration at the University of the Philippines; and serving as secretary to the Commission on Audit for seven years, consultant to the Senate of the Philippines, Asian Development Bank and the United Nations Development Program, lead convenor of Social Watch Philippines, Inc., coordinator of Social Watch Asia, member of the Coordinating Committee of Social Watch International, chair of the board of Focus on the Global South, the first FIlipino member of the Club of Rome,[ director for Policy and Executive Development at the National College of Public Administration and Governance at the University of the Philippines Diliman, and vice-president for finance in the same university.

In 2010, Briones was nominated for the Presidency of the University of the Philippines but fell short of getting a majority vote from the university's Board of Regents.

Profile of the Guest of Honor

After almost 23 years of uninterrupted and exemplary public service, distinguished by the achievement of the rank of CESO I in the Career Executive Service, Mr. Aniceto “Chito” Sobrepeña has embarked on a second career in the private sector. In 2006, he was elected President of the Metrobank Foundation, Inc., the corporate social responsibility arm of the Metrobank Group and one of the country’s biggest corporate foundations in terms of operating budget.

Since joining the private sector, Mr. Sobrepeña has expertly steered the Metrobank Foundation into new and greater heights of institutional achievements in the area of corporate social responsibility for development. Under his stewardship, the Foundation has emerged as one of the country’s most dynamic corporate philanthropic organizations, implementing a wide array of development programs in key sectors such as: education, visual arts, health care, police and security, judiciary, including the award of grants to various socio-civic and charitable institutions in the Philippines and in the Asia-Pacific region.

Under his stewardship spanning more than 22 years, the Metrobank Foundation has garnered more than 50 awards and local and international distinctions since 1995 in the field of corporate citizenship, public affairs and business communications. Last 2012, the Foundation received the GAWAD RIZAL from the National Historical Commission as the lone institutional awardee during the national hero’s 150th birth anniversary. The Foundation likewise received the Sign of Service or Signum Ministeri Medal from the De La Salle University as the only third institutional recipient in almost three decades joining such icons of our democracy such as Radio Veritas which received the medal in 1983 and NAMFREL, in 1984.

Mr. Sobrepeña graduated Cum Laude from the Ateneo de Manila University in 1973 with an A.B. degree in Political Science, with Departmental Honors. He joined the National Economic and Development Authority after obtaining a Certificate in Development Economics from the University of the Philippines Diliman as a NEDA scholar. He went on to receive his Master of Arts in Development Economics as a USAID scholar at the Williams College, Massachusetts, USA. In 1990, he became the youngest Cabinet member during the administration of President Corazon Aquino at age 36.

Concurrently, Mr. Sobrepeña also serves as Vice Chairman of the Manila Doctors Hospital, the Metrobank Foundation’s health care affiliate, and Chairman of the Manila Tytana Colleges, (formerly the Manila Doctors College),

Concerned by his desire to serve not only the nation and his fellowmen, but above all his Creator and Savior, Mr. Sobrepeña is also an active member serving in the “Ang Ligaya ng Panginoon” (Joy of the Lord) Community, a Catholic Christian covenant community based in Metro Manila and its other Partners-in-Mission since 1982.

Mr. Sobrepeña is married to the former Anna Isabel Crisostomo and has three children.

Rosemarie G. Edillon is the Deputy Director General of the National Economic and

Development Authority. She spearheads the policy formulation process leading to the

development of Ambisyon Natin 2040, a policy document representing the collective long-

term vision of the Filipino people for the next 25 years. She advocated for the formulation of

the Multidimensional Poverty Index (MPI) in coordination with the Philippine Statistical

Authority to support targeted policy interventions geared towards achieving the goals of

Ambisyon Natin 2040. She strengthened the planning and development capability of the

NEDA resulting in the implementation of forty-eight (48) programs from 2015 to 2018.

Florita R.Villar is the Undersecretary of the Department of Social Welfare and Development.

She is recognized for championing social protection in government as Chairperson of the

Social Development Committee – Sub-Committee on Social Protection leading to the

development of the Inter-Agencon Social Protection Statistics. She was influential in various

ASEAN instruments/Outcome Documents putting forward the country’s interests and

advocacies in the ASEAN Region. She led the implementation of the National Household

Targeting System for Poverty Reduction which provides a database for the implementation of

social protection programs and services. She is social worker by profession, and has extensive

experiences in the fields of child and youth welfare, gender and development, early

childhood care and development and disaster risk reduction and management. She is the

recipient of the Most Outstanding Professional of the Year in the Field of Social Work by the

Professional Regulatory Commission in 1997.

Sancho A. Mabborang is a Regional Director of the Department of Science and Technology in Region II and is acknowledged as one of 2019 Gawad

CES finalists for driving technology use among micro, small and medium enterprises (MSMEs) in the region through his successful implementation of the Small Enterprise Technology Up-grading Programs (SETUP) program which marked by 176% increase in the total fund assis-tance in three years and 132% increase in the number of beneficiaries in four (4) years. He is credited for leading the development and roll-out of the OneSTore e-commerce portal for lo-cal MSMEs that widened their target markets and for revitalizing the Research and Develop-ment ecosystem through the establishment of R&D Centers thereby enabling the integration of development needs and research initiatives in Region 2. An exceptional public servant, he is among a group DOST Region 2 employees who were recognized as Civil Service PAGASA awardees in 1993 and later was awarded as DOST Outstanding Provincial Science and Tech-nology Director in 2012.

Diosdado M. San Antonio is an educator and a research advocate whose career spans 34 years public school education. His being recognized as one of the 2019 Gawad CES finalists is a valid proposition. His organizational transformation initiative called Transparent, Ethical and Accountable (or TEA) Governance influenced education administrators, supervisor and teachers in CALABARZON to realize DepED’s vision and mission through good governance. His PRINCE concept or Pro-active, Results-Oriented, Intelligent, Network Building, Credible, Empowering attributes fosters higher learning outcomes among educators. And, his Curriculum Learning and Management Division (CLMD) is helpful for the region in drawing up a regional curriculum matrix (RCM) to manage the region’s curriculum by identifying key issues, standards and learning competencies for specific performance expectations per stage. He has a Bachelor of Science in Industrial Education degree cum laude from the Bicol College of Arts and Trades and a Master of Arts in Education degree in Bicol University. He completed his Doctor of Philosophy in Education degree from the University of New Castle Australia as a recipient of the International Postgraduate Research Scholarship and the University of New Castle Research Scholarship in 2006.

Irene has worked work with local and international women’s and mixed NGOs as project coordinator, researcher, layout artist, publications coordinator, and documenter. She has been teaching Tai Chi and Qigong at the Pan De Amerikana Bakery and Garden Restaurant, Marikina since February 2009 and

has been teaching Tai Chi for free in the Sunday sessions of Peace Blossoms in UP Diliman since 2007. She is also a trainer or resource person for Tai Chi seminars or trainings. She has trained with the Rudolph Petalver of the Blue Dragon Society, Dr. Paul Lam, and Antonio Delgado. Irene is the Director and a Senior Instructor of Peace Blossoms Internal Arts Society, and lead organizer of the World Tai Chi and Qigong Day Celebration in the Philippines since 2009 up to the present. She graduated from the De La Salle University - Manila with degrees in BA Psychology and BSC Marketing Management.

IRENE DEL ROSARIO CHIA

Teacher Ellen has been in the fitness industry for more than two decades. She holds a B.S. in Education degree from the National Teachers College, major in Physical Education. As a passionate dancer and educator in physical education at Jose Rizal College [now University] High School, she taught a wide range of dances, from Philippine folk to modern. She currently works as group exercise instructor and personal trainer of Slimmers World International SM North Edsa and Binondo branches. At Slimmers World, she pioneered several group exercise classes like kickboxing, belly dancing, and more recently Zumba, for which she is certified to teach Basic Steps Levels 1 and 2, Toning, and Strong. Aside from Zumba, she also teaches Yogilates, which combines yoga and Pilates techniques for strength training and toning. Dr. Rene Samaniego is a practicing psychiatrist and psychotherapist in Makati Medical Cen-ter, where he functions as the Consultation-Liaison officer of the Section of Psychiatry under the Department of Neurosciences. He is a past president of the Philippine Psychiatric Associa-tion and a past president and faculty staff of the Carl Jung Circle Center. Currently, he holds an international position as the Secretary of Education and Training of the Asian Federation of Psychiatric Associations (AFPA), and a member and country representative to the Global Alli-ance for Mental Health Advocates. Dr. Samaniego completed residency training in psychiatry at the Makati Medical Center, after which he pursued further training on Psychosomatic Medicine at the George Washington University in Washington D.C. and Inova-Fairfax Hospital in Falls Church, Virginia, U.S.A. Dr. Parkash T. Mansukhani graduated Cum Laude and Class Valedictorian in BS Biology at the Ateneo de Davao University in 1978 and obtained his M.D. degree at the Davao Medical School Foundation (DMSF) in 1982 where he graduated at the top of his class.

He is a Fellow of the Philippine College of Physicians (PCP), the Philippine College of Chest Physicians (PCCP) and the Bronchoesophagology Association of the Philippines Incorporated (BAPI).

He is based in Davao City where he practiced internal, pulmonary and intensive care medicine for 32 years. He has retired from clinical practice and endorsed his patients to his daughter who is also an internist and pulmonologist.

He is an Emeritus Medical Consultant at the Davao Doctors Hospital, Co-Chair of the Regional Coordinating Committee for the Public-Private Mix Tuberculosis Program in Davao City and the Past Founding Chairman of the Council of Health and Integrative Medicine (CHIMe) of the PCCP. For the past 4 years, he has been teaching Mindful Practice to the 4th Year medical students of the DMSF. At this point in his life, he aims to improve health and wellbeing by teaching people skills to decrease stress, increase happiness and productivity. He does this by giving talks and conducting workshops that incorporate insights in health and wellbeing, western medicine, integrative medicine, mind-body-spirit medicine, positive psychology, mindfulness and spirituality.

Being a physician who practices evidence-based medicine puts him in a position to identify strategies that have been proven effective. While his talks and workshops have didactic segments, more importantly, they are experiential and share simple strategies that are easy to apply in daily life.

Coach Tom Batalla is a Certified Clinical Psychologist by the Psychological Association of the Philippines and is a Registered Psychologist. He is a Board Member of Philippine Association for Child and Play Therapy and is a Neurolinguistic Programming Practitioner and a CranioSacral Therapist. As a Play Therapist, he developed “BATA”, a protocol of play based sensorimotor activities for facilitating basic communication and social skills of children with developmental delays. The method had been presented at the Philippine Psychiatric Association Annual Convention in1991, at the Guam Association of Social Workers Annual Convention in 1992 and at the Psychological Association of the Philippines Annual Convention in 2011. As a Trauma Therapist, he developed a training program and guideline for trauma counselors/therapists to facilitate the process of recovery of victims of traumatic incidents. Headed a team of Psychologists in Quezon City who did trauma counselling/therapy with the hostage survivors from Basilan several years ago. With his team, trained a group of counselors, social workers and community workers in Zamboanga City in the skills of crisis debriefing and trauma counselling. He has been a trainor since 1977 in Team Building Workshops and a Psychotherapist since 1984. He handles clients of all ages, from babies to senior citizens. He helps children with developmental delays, behavioural and emotional problems as well as adults with phobias, depression, trauma, multiple personalities and relationship issues and concerns. He also handles clients that experience spiritual emergencies and/or psychic experiences. He is the Supervising Clinical Psychologist at Ateneo Bulatao Center for Psychology Services, and is a Counselor/Psychotherapist at The Child’s World, a regular pre-school and SPED school. He is the Trainor/Facilitator for the Career Executive Service Boards’ Paglaum Workshop and Self Mastery Through Self Knowledge and Self Transformation Module of the SALDIWA Training Course and has been a Senior Staff Psychologist at Metropolitan Psychological Corporation at Makati Medical Center and Clinical Services Coordinator at the Ateneo Wellness Center where he trained graduate students from the Ateneo de Manila University’s Department of Psychology in group play therapy and served as a mentor to the Junior Psychologists at the Ateneo Wellness Center as well. Tom took graduate studies at the Department of Psychology in UP Diliman and additional graduate courses at the Ateneo de Manila’s Department of Psychology. He studied CranioSacral Therapy with The Upledger Institute in Sydney, Australia and in Vancouver, Canada. He had attended several NLP workshops prior to attending the NLP Practitioner Training Course where he has been certified as an NLP Practitioner by Judith de Lozier and Maurice Cruz. His keen interest and active involvement with psycho-spiritual practices and transpersonal psychology such as yoga, zen, theosophy, anthroposophy, Kabbalah, etc. has made him help clients with spiritual emergencies and/or psychic experiences. He studied Vibrational Radiesthesia in Toronto, Canada as well. Tom helped design and conducts the CESB Paglaum Seminar Workshop with his team of Psychologists. Ms. Teresita Albert has more than 30 years of facilitating experience. Her educational background in Guidance Counseling and Psychology during the early 70’s, has helped her enable others to ignite the best in themselves, through the various programs she has undertaken through the years. She has a Bachelor’s degree in Guidance and Counseling from the St. Scholastica College, where she also pursued studies in Sociology and where she was consistently in the dean’s list. Immediately after graduation, she worked as a Vice President for Silicon Technologies and as the President of Good Housekeeping in 1973. She then worked as the President and CEO of the General Scott Inn in Washington, D.C. and as the CEO of Travel Access in 1987. She then became the CEO and President of Self-Center in 2000, where she designed and facilitated Teen Explore Camps. In 2005, Ms. Albert became a certified Facilitator of Birkman Method in Houston, Texas. She is currently the CEO and President of the T.R.A.C. Training Consultancy. She has conducted different workshops for: Allied Bank, TESDA, Meralco Foundation, and Caltex Philippines. Her current training and consultancy clients are as follows: El Nido Resorts, Nestle Philippines, Jollibee, Department of Tourism, PhilHealth Luzon, Misibis Bay Resort, Sea Air, De La Salle University, and Assumption College in Makati, among others. Her other skills and endeavors include: as a Life Coach, as an Owner of a Coffee Shop from 1993 to 1998, as a Trainer on Deaf and Mute Value Formation for 6 years, and as a Customer Relationship Advocate. Touching people, that have crossed her path, she has successfully gone beyond technical platforms, in order to show the human personnel side of how the best in one’s self, when combined with the best in others, can enable everyone to create a clearer, more fulfilling future for themselves; whether it be in their personal or corporate lives.

JULIUS A. LECCIONES, CESO III Executive Director Philippine Children’s Medical Center 2011 Gawad CES Awardee

Dr. Julius Lecciones is the Executive Director of the Philippine Children’s Medical Center (PCMC). He substantially contributed to the enhancement of pediatric cancer prevention and cure in the Philippines. He was one of those awarded the 2011 Gawad CES for his initiatives to provide better services to children who are diagnosed with various types of cancer.

Director Lecciones was recognized for organizing and leading the implementation of “My Child Matters Philippines” program, a national public awareness and mobilization campaign since 2006. This made the PCMC the focal point of advocacy program and activities on public awareness of pediatric cancer. He linked up with the private sector, other hospitals, non-government organizations and media to raise public awareness about childhood cancer. He also increased access to appropriate medical services particularly by patients from indigent families.

He also led the development of an evidence-based but cheaper local leukemia treatment protocol adapted by the Philippine Society of Pediatric Oncology (PSPO) and collaborated closely with it in undertaking intensive research and documentation of actual cases of patients with leukemia, mobilizing the resources within PCMC and PSPO, and the International Network for Cancer Treatment and Research (INCTR). Dr. Lecciones also established a national referral network for cancer patients involving 13 participating private and government hospitals in 5 regional areas to address care in-access by pediatric cancer patients. With the strong support of the Philippine Society of Pediatric Oncology, he spearheaded the establishment of networks in some hospitals in Metro Manila and private hospitals in Cagayan Valley, Cabanatuan, Tarlac, Batangas, Tacloban City, Iloilo and Dumaguete City.

Dr. Lecciones obtained his Doctor of Medicine degree from the University of the Philippines (UP) in 1981 and completed his academic requirements leading to a Master’s degree in Health Systems Management from the Philippine Women’s University (PWU) in 2013. He also has Master’s degrees in Public Management and in Hospital Services Administration, both acquired from the Ateneo de Manila University (AdMU). He recently finished his Doctor of Public Administration degree at the UP National College of Public Administration (NCPAG).

Ms. Anna Isabel Sobrepeña is an experienced editor and writer with a demonstrated history of working in the publishing and consumer services industry. Skilled in writing, copy editing, event planning and creating content, Anna is distinguished by awards from the International Association of Business Communicators, Philippine Quill for cover stories she had written in Lifestyle Asia as well as coffee table books that were listed among the bestsellers of National Bookstore and Power Books. Last year, she was recognized as Editor of the Year in 2018 by Asia Leaders Awards for professional integrity and competence in steering the country’s longest running glossy magazine for 11 years. A few weeks ago, the Global Filipina Network100 awarded her as one of the most Influential Filipina Thought Leaders and Innovators in the recently concluded FWN Summit in Paris, France. Currently, she is a freelance editor and writer contributing to a national daily and other magazine publications as well as doing special projects. She is also a speaker on Christian living and on improving communication in marriage. Married for 35 years to Chito Sobrepeña, they have raised a family of three children. JV has a degree in Organizational Communication (AB-OCM) from De La Salle University Taft Avenue. She started her career in the IT industry holding marketing and business development positions. From year 2001-2004, JV joined Microsoft Philippines with exposure to these 4 roles: 1. Global Alliance Manager, 2. ISV (Independent Software Vendor) Manager, 3. CTEC Manager (Certified Technical and Education Centers), and 4. Partner Readiness Manager. All these roles strengthened her skills in people engagement, as well as designing learning and development roadmaps for Microsoft employees and its channel communities. Through her engagement with her channel partners and customers, JV received the CPE (Customer Partner Experience) Hero Award for Microsoft Asia Pacific and Greater China Region. After Microsoft, she pursued her passion in teaching by being a licensed teacher, and taught Corporate Culture and Its Impact the Society in her alma mater.

After 2 years of teaching Corporate Culture, JV realized that her calling is to teach and serve among corporate leaders and employees, and so she began People Ignite Organizational Development and Training Inc. back in 2004. While she was starting People Ignite, she represented the Philippines in Singapore during the ICET (International Convention for Educational Technology) through her winning paper “Living a Legacy through Ambassadorship”, a paper that focused on respect for diversity, and leveraging on this diversity to work even better with others.

Atty. Rowena Candice M. Ruiz is a lawyer by profession and a proud Bedan having received her Bachelor of Laws Degree from San Beda College of Law. Prior to that, she took her pre-law studies at the De La Salle University where she graduated with Honorable Mention. Last year, she also obtained a Master of Laws in Globalization and Development with Merit Honors at the University of London, through a Chevening Scholarship, a global scholarship programme of the United Kingdom.

Before assuming the position of Executive Director of the Government Procurement Policy Board – Technical Support Office, she worked at the Department of Budget and Management (DBM) for more than ten (10) years where she last held the position of Head of its Legal Service. While at DBM, Executive Director Ruiz crafted special and general provisions in the proposed national budget and recommended the President’s veto actions on the enrolled appropriations bill.

Executive Director Ruiz is no stranger to government procurement as she was part of the Technical Working Group on the revised of the Implementing Rules and Regulations of RA 9184 and has been a recognized trainer of GPPB-TSO since 2014. Her extensive government exposure has led her to gain valuable insights and challenging experience on the political-legal aspects of governance. She has likewise earned herself a good reputation as a procurement adviser having worked on the Bids and Awards Committee (BAC) on the Development of Philippine Properties in Japan, the DBM BAC, and having recommended to the DBM Secretary actions/decisions on the appeals and protest actions filed against the DBM Procurement Service.

She also served as project procurement consultant of the Asian Development Bank and occasionally lectures on Government Budgeting to agencies, Civil Society Organizations and Universities.

Atty. Ariel G. Ronquillo is the Assistant Commissioner for Legal Affairs of the Civil Service Commission (CSC). He serves as the Commission’s Principal Focal Point for the Review of Philippine Implementation of the United Nations Convention Against Corruption (UNCAC); Head of the CSC’s Technical Working Group (TWG) of the Proposed Civil Service Code of the Philippines; Head of the Revised Rules on Administrative Cases in the Civil Service (RRACCS) Amendment Task Force; and Chairman of the Legislative Liaison System (LLS) on Good Governance Cluster. Prior to his assignment as Assistant Commissioner for Legal Concerns, he successfully headed the CSC – Office for Legal Affairs at the Central Office, Director III at the Civil Service Commission Regional Office No. 4 and at the Commission Secretariat and Liaison Office (CSLO) at the CSC Central Office. He finished his Bachelor of Laws at the Far Eastern University (FEU) in 1991. In 2006, he was conferred an Award of Achievement for having been a Distinguished Member of the FEU Law Alumni Association. Atty. Ronquillo is a regular resource speaker on Civil Service Law, Rules and Regulations; Administrative Discipline; Republic Act No. 6713; and Administrative Disciplinary Rules on Sexual Harassment Cases. Dr. Emmanuel C. Lallana, Ph.D. is Chief Executive of Ideacorp – an independent, non-profit organization focused on the use of Information and Communications Technology (ICT) in governance and education, in business and the economy and in transforming society. Dr. Lallana works on Digital Development (also called ICT for Development or ICT4D) issues, particularly ICT Policy Development, Human Capital Development, and e-Governance (with particular interest in social media and mobiles in Governance). He has published extensively on ICT4D issues and trains government officials from developing countries in Asia on ICT policy development, eGovernance and Social Media Policy. Dr. Lallana has worked with academic/research institutions, business groups, civil society organizations, national government agencies and international organizations. He served the Philippine government as a political appointee of President Fidel V. Ramos (as Deputy Director, Foreign Service Institute) and President Gloria Macapagal Arroyo (as Commissioner, Commission on Information and Communications Technology). He received a letter of commendation from President Benigno S. Aquino III for “laudable work” as a member of the Philippines’ High Level Task Force on ASEAN Connectivity. At present, he is a Consultant in the National Privacy Commission - a government body established by law to implement and administer the Data Privacy Act of 2012 and ensure the country’s compliance with international standards set for data protection. He is also an Adjunct Professor in College of Computer Studies, National University - a private, non-sectarian higher education institution in the Philippines that was founded in August 1900 as Colegio Filipino. A Member, Board of Management, Asian Media Information and Communication Center (AMIC) - serves as oversight body in the operational management of the organization.

Atty. Rachel P. Follosco received her Ll.B. degree from the University of the Philippines in 1993, graduating third in her graduating class, and admitted to the Philippine bar in 1994. She received her Bachelor of Science degree in Business Administration and Accountancy (Magna Cum Laude) from the University of the Philippines in 1988. From 1993 to 1996, she worked with the Philippine firm associated with BAKER & Mc KENZIE, where she specialized in the tax, commercial, and corporate practices of the firm. She has extensive exposure in international taxation, tax structuring and tax planning. She is a tax consultant for varioys USAID-funded projects for the Bureau of Internal Revenue. In addition, she was a senior lecturer in taxation law, banking and finance, and legal accounting at the University of the Philippines from 1994 to 2000 and in 2009. In the corporate field, she has extensive experience in assisting foreign investors in the registration of their Philippine business entities, structuring of their Philippine investments, as well as addressing their other common legal concerns relating to their business operations, including all regulatory compliance. She authored/co-authored and updates the Philippine Section of the International Tax and Investment Service (published by Tolley Lexis Nexis), International Joint Ventures (published by Kluwer Law International), International Secured Transactions (published by Thomson Reuters) and International Banking Law and Regulation (published by Thomson Reuters). Since she remains eager to acquire new competencies, she has obtained training as a Data Protection Officer and completed the training course for Certified Information Privacy Manager (CIPM) with the IAPP. Assistant Secretary Mary Jean T. Pacheco has been with the Department of Trade and Industry (DTI) for 18 years, starting as Division Chief of CITEM’s Corporate Planning Division in 1999. She describes herself as a highly motivated, dedicated public service professional with significant contribution and experience in planning, monitoring & evaluation, performance management, public administration, and public policy formulation. In 2012, as the Director of the DTI’s Corporate Planning Service, she initiated the adoption of the Performance Governance System (PGS) in the DTI, and was instrumental in having the PGS approved by the CSC as the DTI Strategic Performance Management System in 2014. These efforts resulted in the Department of Trade and Industry being named by the Institute for Solidarity in Asia (ISA) as one of the country’s first “Islands of Good Governance” in 2015, in recognition of efforts the department, to implement sustainable and transformative reforms in public service, a recognition shared with 11 other public sector agencies. Prior to joining the Executive branch, Assistant Secretary Pacheco was part of the Legislative Branch (Senate of the Philippines) where she served under Senator Leticia Ramos Shahani and Senator Loren Legarda. As HEA of the Senate Committee on Agriculture under Senator Shahani, she was involved in the enactment of several laws on agriculture, notably the (i) Agricultural Tarrification Act; (ii) Philippine Fisheries Code; (iii) Joint Resolution Creating the Congressional Commission on Agricultural Modernization. In 1998, she joined the office of newly elected Senator Loren Legarda, as Director IV, responsible for admin and finance, last February 14, 2018 Jean was promoted to Assistant Secretary of the Competitiveness and Ease of Doing Business Group (CEODBG). Before entering government, Assistant Secretary Pacheco was involved in policy formulation in organizations such as the Foundation for Resource Linkage and Development (FRLD), and the Philippine Chamber of Commerce and Industry (PCCI), where she served 5 years as head of International Affairs Division. Assistant Secretary Pacheco is a loyal Thomasian having obtained her secondary, undergraduate and graduate degrees at the University of Santo Tomas. She also received a degree in Masters in Public Policy from Massey University in Auckland, New Zealand.

Mr. Alexander Arevalo holds a Masters Degree in Public Administration (MPA) from the Harvard University, USA in 2000 where he focused on ICT in Governance and a Masters Degree in Business Management (MBM) from the Asian Institute of Management in 1997. In 1982, he graduated cum laude from the Philippine Military Academy. His awards include a Presi-dential Legion of Honor, Military Gold Cross and Bronze Cross medals. He is a Career Executive Service Officer (CESO) III. In 2006, he became the first Asian to have an implant of the only US-FDA approved human RFID (radio frequency identifica-tion) chip in his arm. He was the Acting Chief of the Management Information Systems Office of the Supreme Court from March 2011 to August 2013. He then became an ICT consultant for the Office of the Chief Justice of the Supreme Court and thereafter, he joined the private sector. He was Director, Central Management Information Office of the Department of Finance in 2010. He was the Deputy Commissioner for Management Information Systems and Technology Group of the Bureau of Customs (BOC) from 2001 to 2010 and was concurrently the BOC’s Acting Commissioner in 2005. For nine years, he was the Executive Assistant to Presidents Fidel V. Ramos, Joseph E. Estrada and Gloria Macapagal-Arroyo. In 2000, he was appointed as Presidential Assistant for E-Commerce. He pioneered the use of barcodes and hologram stick-ers to protect the security of Presidential documents, which have been replicated in other offices in the executive, legislative and judicial branches of government. He is further cited for the use of leading-edge satellite, telecommunications, computer and digital technologies to manage the day-to-day administrative and “backroom” operations of the Office of the President. At the BOC, he was also the architect and project manager of the P500 Million Electronic-to-Mobile (e2m) Customs ICT Pro-ject that computerized its end-to-end imports/exports processes and enterprise resource planning (ERP) systems. He was the architect and project manager of the P500 Million National Single Window (NSW) Project that interconnected the BOC with forty government agencies. The project introduced the agencies’ shift from paper-based to online of applications for import permits and the use of bar codes and cellphones to track and process import applications. He is also the architect of the then proposed P250 Million Nationwide Petroleum Inventory System and P250 Million Container X-Ray Processing System for the BOC, for which he turned over P475 Million budget to his successor. He was concurrently the BOC Project Coordinator for various ICT-related projects supported by the European Union Trade Related Technical Assistance (EU-TRTA), Japan Interna-tional Cooperation Agency (JICA), United States Aid for International Development (USAID) and U.S. Millennium Challenge Corporation (USMCC). From 2004 to 2010 he was the Chairman of the ASEAN Single Window (ASW) Steering Committee and its predecessor ASEAN Single Window Working Group that pioneered the development of the concept, organization, protocol and system for the ASW. The ASW aims to interconnect over 300 government agencies in ASEAN by 2016. He was as an active member of the United Nations Economic Commission for Europe (UNECE) Single Window and the APEC Single Window Working Group where he presented the strategies for the development of the ASW and the Philippine NSW. For 3 years, he was Chairman of the defunct ASEAN Customs ICT Directors/Chiefs. At the Supreme Court, he introduced the shift from tape to digital recording for courtrooms starting 2013 and the impending movement towards world-class computerized case management, enterprise resource planning system, electronic case filing and cloud and mobile computing. He also initiated the development of an electronic mobile collection system for the Su-preme Court. He managed P400 Million ICT projects for 2013.

As Executive Assistant to the President, he introduced the use of signed masking tape to tag the muzzles of military and po-lice firearms during New Year celebrations. For 3 years, he was the Administrative Officer and Senior Aide-de-Camp to the Secretary of National Defense, after serving as Deputy and Executive Officer of the 600-man Philippine Constabulary Special Action Force with the rank of Lieutenant Colonel.

TINA ROSE MARIE L. CANDA, CESO II Undersecretary, Department of Budget and Management

Concurrent SESSION 7: Budget 101—Public Finance Policies, Systems and Laws for Public Managers

Ms. Tina Rose Marie L. Canda is an Undersecretary of the Department of Budget and Management. She handles budget preparation and budget execution activities, analyzes the accountability reports to assess agency performance and reviews the various budgetary issuances proposed for issuance or revision. Usec. Canda graduated cum laude with a degree of Bachelor of Arts, major in Economics in 1982. She spent her entire career with the DBM starting as a Budget Analyst also in 1982. She handled foreign assisted projects and departments belonging to the Agriculture, Industry and Tourism sectors. She became director of the Budget Technical Service, a unit tasked with policy, standard setting and providing budgeting, accountability procedures for the national government agencies. She was also assigned as BMB-D Director of the Operations Group. As such, she handled agencies belonging to the justice, national security and public safety agencies such as the DILG, DOJ, DND, the Judiciary, Ombudsman, House of Representatives, Senate of the Philippines, and ARMM. She has often represented the Department as speaker on budgeting policies and procedures especially where it applies to the budget preparation, execution and accountability phases of the budget cycle.

Atty. Josephine A. Tilan joined the Commission on Audit (COA) as Auditing Aide II in 1984. She rose from the ranks and held such positions as Auditing Examiner, Auditors I to IV, Supervising Auditor, Service Chief until her assignment as Director III at the Commission Proper Adjudication & Secretariat Support Services Sector – Claims and Adjudication Office – Corporate. She is a CPA and a Lawyer and was conferred a Diploma in Development Management under the Public Management Development Program of the Development Academy of the Philippines. She finished her BSC – Accounting at the University of Baguio, Cum Laude and her Bachelor of Laws at Saint Louis University, Baguio City. While with the COA, she was assigned as auditor of various government agencies like the Philippine Cotton Corporation, City of Baguio, DSWD Cordillera Administrative Region (CAR), BLGF-CAR, etc. Her work experience includes being an External Auditor and Senior External Auditor of the United Nations (UN) Board of Auditors at the UN Headquarters in New York City and Nairobi, Kenya in 2001 to 2002. She was also part of the team that audited Foreign Based Government Agencies in Kuwait City, Kuwait and Singapore as member and audit team leader, respectively. Halili Cruz School of Dance

Most Outstanding Ballet School in Asia

The Halili-Cruz School of Ballet (HCSB) was established by Shirley Halili-Cruz in 1985 to share her love and passion for dance. The school enhances its program by using the following: Commonwealth Society of Teachers of Dancing, American Academy of Ballet and the Philippine National Ballet syllabi. Students of HCSB also participate in a yearly International Examination with the Commonwealth Society of Teachers of Dance from Australia. To date, HCSB has garnered more than 300 national and international awards, among them are: Hall of Fame, ALIW AWARD as Best Classical Dance Company in the Philippines; Hall of Fame, NATIONAL PRODUCT QUALITY EXCELLENCE AWARDS as the Best Ballet School; 8-time ANI NG DANGAL AWARD for its international achievements; PEOPLES CHOICE award as the Most Outstanding Performing Group of the Philippines; First prize winner in the Asia Pacific Dance Competitions in Thailand, Singapore, Hong Kong and the Philippines; First prize winner in the 21st Century International Dance and Arts Festival in Malaysia; First prize winner in Dance Excellence, Los Angeles, California, USA; Global Excellence Award, Bangkok Thailand. HCSB has successfully represented the Philippines in different international festivals and competitions in Australia, Hong Kong, Japan, Thailand, Malaysia, Singapore, China, Brunei, South Korea, Russia, England and the USA. The numerous achievements of HCSB are accounted to the able leadership of its multi awarded Artistic Director, Shirley Halili-Cruz, with the strong support of the equally outstanding members of the HCSB Artistic Team: Grace Perez & Anna Cruz-Bueno. HCSB Ballet Teachers: Lia Mazo, Gabby Quinto and Aira Rostrata are all outstanding graduates of HCSB. They are also soloists of the Halili-Cruz Dance Company, the performing group of the Halili-Cruz School of Ballet.

Philippine Stagers Foundation

PHILIPPINE STAGERS FOUNDATION (PSF) is a critically acclaimed professional theatre company duly organized and registered under the laws of Securities and Exchange Commission. Founded in 2002 by Atty. Vincent M. Tañada, a lawyer and a writer together with Jeffrey T. Ambrosio, an interior designer and Hans Christian H. Lim, a professional computer analyst and graphics designer. The three PSF incorporators saw the needs for transformation and recuperation of Philippine theater. But PSF is not just an ordinary performing group. It is a Foundation with an objective of helping the poor, the sick, the elderly and the forgotten through the medium of theater arts. At present, the foundation has more than 50 high school and college scholars. Aside from its very successful Scholarship Program, the foundation is consistently handling absolutely free Theatre Workshop every summer with more than 200 participants from various schools in the country. For its regular season runs, the Foundation has also organizes outreach activities and various charitable projects with Golden Acres Home for the Aged, Servants of Charity, National Center for Mental Health and Reception Study Center for Children. Through this, Philippine Stagers Foundation is an artistic team with a purpose in the society. Remaining humble and silent despite its phenomenal success, the foundation has produced several stage plays that broke all time theatre box office records in the Philippines. For its plays: ‘Mactan 1521’, ‘Enzo… Santo’, ‘Chi-noi’, ‘O’Moises’, ‘Pinoy Samurai’, ‘Desaparicidos, A Filipino Musicale’, ‘Namaste…Ang Makulay na Buhay ni Gandhi’, ‘Troy Avenue’, ‘Ako si Ninoy’ (22nd Aliw Awards Best Musical Play), ‘Enzo…santo’ (rerun) and ‘Cory ng Edsa’ (24thAliw Awards Best Musical Play and Broadway World Awards Best Musical Production). In 2012 Broadway World awarded the Best Musical Production to ‘Joe, A Filipino Rock’sical. In 2013 PSF produced ‘Bonifacio Isang Sarsuwela’ which won in the KBP Golden Dove Awards and CMMA as Best Educational Cultural Show in cooperation with Radyo Balintataw. Last year PSF mounted ‘Filipinas 1941’ which was awarded by the Broadway World Awards as the Best Musical of 2014. To date, only PSF averages from 100-500 shows in big venue such as SM Cinemas, UP Theater, St. Scholastica’s St. Cecilia’s Hall, St. Paul University, Waterfront Hotel, Cebu, AFP Theater, Tanghalang Pasigueño, Meralco Theater to name a few. The aggressiveness of its marketing team remains inspiration in producing quality plays. Its markets hailed all its plays as spectacular, well-polished, and innovative. The Aliw Awards, the only award-giving body in the country honoring live performances, has recognized the company numerous times. The Broadway World Philippines also recognized PSF as Philippines best theater group. In 2010, the company was awarded by President Noynoy Aquino as one of the Ten Accomplished Youth

Organization (TAYO) at the Heroes Hall of Malacañang Palace.
