19mm binder course and the 9.5mm leveling course. Questions and Answers Q1. Does this contract include prevailing wages? A1. Yes, this is a PennDOT Liquid Fuels Fund project. State prevailing wages apply. The link to this project’s wages listing will be provided in the Addendum. Q2. Is the bidder required to submit the notarized notice listed in the EEO Affirmative Action section of the project manual? Are the goals voluntary? A2. Yes, submit the notarized EEO form with the bid, and yes, goals are voluntary.

Q3. Is the Contractor required to pay the City of Reading Business Privilege License fee and Business Privilege Tax? A3. Yes. Q4. What is the expected time the City will issue a Notice to Procced? A4. The City anticipates the contract to be awarded by City Council by August 14 following a successful receipt of bids. The Contractor would be expected to commence the work within a few days following the award by Council. Q5. Is the Contractor responsible for keeping traffic open during construction? A5. Yes, refer to Description of Work, item No. 27. Traffic must be maintained for Kenhorst Boulevard at all times with exceptions to reasonable delays. During construction, the Contractor must maintain a minimum effective width of ten feet (10’) throughout the work zone. Q6. Can the 12’ minimum lane restriction be waived? I don’t see how that will work. A6: See response to Q5 above. Q7: Are we able to install signage on square PA DOT approved sign posts instead of breakaway posts? These square post will be Powder Coated! And what color do you want? A7: The sign post spec was changes see Special Provisions above. Q8: Assuming an August 14th NTP with a 75 day completion that takes us to October 27th. P DOT DISTRICT 5 will only allow paving until October 31st. This is extremely tight even with the City allowing us to work unrestricted hours. A8: The goal is to complete the project this year. City will work with the Contractor to as much as possible to achieve this goal. Q9: Has the City thought about a detour? This will allow the contractor to work more efficiently. A9: Extended closing of Kenhorst Boulevard is not permitted due to the high volume of traffic this road carries. Brief closings as needed to allow brief critical construction operations are addressed in the specifications. Q10. What are the required work hours? A10. This project has no specified required work hours. The Contractor shall establish the work schedule with the goal to complete the work within the contract period this construction season. The Contractor shall submit the work schedule in writing for approval by the Engineer. Any changes to the schedule shall be provide to the Engineer for approval at least 1 week in advance of the change. Q11. How does the Contractor restrict parking in the work zone? A11. The Contractor is responsible for providing all parking restrictions within the work zone as they deem necessary. The Contractor shall coordinate that work with the Reading Parking Authority. Parking restriction permits and signs shall be obtained from the RPA by the Contractor. Use of any unauthorized “no parking” signs is prohibited.

Q12. Can Portland cement be used to help accelerate the cure time for the Cold In Place recycling work? A12. Yes, this is acceptable by PennDOT and by this Contract. A separate pay item is included to address this element. Q13. Will any traffic signal loop sensors require replacement in this Contract? A13. Yes, it is anticipated that at least one loop sensor on the north bound lane at the approach to the Museum Road and Kenhorst Boulevard intersection will require replacement, and approximately four (4) on the south bound lane at the approach to the Lancaster Avenue and Kenhorst Boulevard intersection. Refer to those work items in MS-944. Q14. Can the Cold in Place recycling work proceed prior to the work over the twenty-two feet (22’) wide concrete subbase? A14. The Contractor can perform the work over the 22’ wide concrete subbase and the Cold In Place Recycling in the order that best fits the Contractor to complete the Work. The restriction of completing the work over the 22’ wide concrete subbase has been removed from the Project. Q15. Can the pavement markings as they relate to the alternate epoxy substitute thermoplastic instead? A15. Item D. has had the epoxy requirement removed and replaced with white hot thermoplastic pavement markings. This applies to items D.1., D.2., D.3. and D.4. Q16. On Drawing 5062-011-D-001, Roadway Typical Section shows a 9.5mm 0.3 to 3.0 -90-LB /SY leveling course over concrete subbase only. Does the variable depth 19mm leveling course go over the concrete as explained in the prebid meeting? A16. Yes, the arrows for the 19mm binder course and the 9.5mm leveling course have been reversed on the Roadway Typical Section detail. SPECIAL PROVISIONS

1.01 GENERAL Work in this section describes requirements that are specific to this project.

2.01 LOCATIONS

The work is located within the right-of-way of Kenhorst Boulevard from the intersection of Lancaster Avenue (SR 3222) to and including the intersection of Museum Road.

3.01 DESCRIPTION OF WORK

The WORK to be performed under this CONTRACT shall include furnishing all equipment, materials and appurtenances, pursuant to all PennDOT Publication 408/2016-1 and all related Specifications and Construction Standards; including Drawings and Specifications attached and made part of this CONTRACT. The CONTRACTOR may substitute HMA for WMA Superpave Material throughout the Project at no additional cost to the City of Reading. All substitute material shall be in accordance with the above stated Specifications. Any reference to the Engineer in this Project shall include Great Valley Consultants, who is working as an agent for the City of Reading. The WORK shall include, but not necessarily be limited to the following:

A. Kenhorst Boulevard – Museum Road to Lancaster Avenue (SR 3222)

L = 4,390 feet (approx.) W = 52 feet

1. Variable Depth Milling to Expose 22’ Width Center Concrete Subbase, (1.5” to 4” approximate): Perform variable depth milling within the limits of Work as specified in the drawings. Depth of milling is approximately three inches (3”) for estimating purposes. The milled material is to be retained by the CONTRACTOR and satisfactorily dispose of in accordance with State and Local Regulations. Milling shall be in accordance with PennDOT Publication 408 Section 491.

At the time of the milling, CONTRACTOR shall have the equipment and materials

available to remove any rebar protruding from the concrete subbase the same day as it is exposed, and is incidental to this milling item.

2. Sawcut Concrete Subbase, Excavate and Dispose, Compact Subgrade, Install Superpave

Asphalt Mixture, WMA Base Course, PG 64-22, 0.3 to 3 ESALs, 25 mm, 8” Depth: After the concrete has been milled per item A.1. The City and/or Engineer shall mark areas in the field to be replaced. Neatly, full-depth sawcut the area to be excavated. The entire depth of concrete shall be excavated (approximately 8” to 10"). The concrete material is to be removed by the CONTRACTOR and satisfactorily dispose of in accordance with State and Local Regulations. Compact Subgrade, install PennDOT 2A aggregate as needed and then place eight inches (8”) of compacted base course using Superpave Asphalt Mixture Design, 25mm, PG64-22, WMA, 0.3 to 3 million ESALs, two (2) lifts. Tack coat all vertical edges of exposed concrete.

3. Superpave Asphalt Mixture, WMA Binder Course (Leveling), PG64-22, 0.3 to 3 ESALs,

19 mm, 1.5” to 4” Depth: Pursuant to PennDOT Publication 408, Section 411 and 460,

apply bituminous Tack Coat, Emulsified Asphalt Class AE-T. Tack coat shall be incidental to the leveling course. Construct a WMA leveling course using Superpave Mixture 19mm, PG64-22, 0.3 to 3 million ESALs. Binder course shall be installed to match the existing/adjacent paving along both sides of the milled area. The cross-slope of the binder shall match that of the existing/adjacent paving. Prior to opening any leveling course to traffic, apply temporary lines and striping as necessary to maintain traffic through the Work Zone. Temporary paint shall be incidental to Item 31 Work Zone Traffic Control.

4. Select Base Repair: Sawcut Pavement, Excavate and Dispose Material, Compact Subgrade,

Install Superpave Asphalt Mixture, WMA Base Course, PG 64-22, 0.3 to 3 ESALs, 25 mm, 5” Depth: Pursuant to PennDOT Publication 408, Section 411 and 460, neatly, full-depth sawcut the area to be excavated. Excavate to a depth of five inches (5”). The excavated material is to be removed by the CONTRACTOR and satisfactorily dispose of in accordance with State and Local Regulations. Compact Subgrade and place five inches (5”) of compacted base course using Superpave Asphalt Mixture Design, 25mm, PG64-22, WMA, 0.3 to 3 million ESALs. Tack coat all vertical edges of exposed concrete.

5. Cold In Place Recycled Bituminous Base Course, 5” Depth: Construct a Cold In-Place

Recycled (CIR)bituminous base course in accordance with PennDOT Publication 408 Section 341 and the CIR mix design (Attachment B).

A five inch (5”) depth CIR base course shall be constructed between the face of the gutter (curb and gutter to remain) and the edge of the 22’ wide concrete subbase in the center of the road. Both lanes, as described, are approximately thirteen feet (13’) in width and shall receive CIR. The elevation of the CIR near the curblines shall match the front edge of the gutter (not curb) after the gutter milling. The elevation of the CIR along the concrete subbase shall be installed to the existing elevation. All material shall be considered unclassified. Any excess material needed to be removed shall be excavated, hauled and disposed by the CONTRACTOR and considered incidental. Prior to opening the street to traffic, temporary pavement markings shall be applied as necessary to delineated the center of the road and lane approaches at intersections. Temporary paint shall be incidental to Item 31 Work Zone Traffic Control.

6. Emulsified Asphalt: Add this bituminous material to the recycled base in accordance with PennDOT Publication 408 Section 341 and the CIR mix design (Attachment B).

7. Superpave Asphalt Mixture, WMA Wearing Course (Leveling), PG 64-22, 0.3 to 3

ESALs, 9.5 mm, 90 lb/SY: Pursuant to PennDOT Publication 408, Section 411 and 460, apply bituminous Tack Coat, Emulsified Asphalt, Class AE-T. Tack coat shall be incidental to the leveling course. Construct a ninety pounds per square yard (90 lb/SY) WMA leveling course using Superpave Mixture 9.5mm, PG64-22, 0 to 0.3 million ESALs. Construct the leveling course in a manner to provide positive drainage to curb gutter line and inlets. Prior to opening any leveling course to traffic, apply temporary pavement markings as necessary to maintain traffic through the work zone. Temporary paint shall be incidental to Item 31 Work Zone Traffic Control.

8. 1.5” Depth Milling, Material Retained by Contractor: In accordance with PennDOT Publication 408 Section 491, perform one and one half inches (1½“) milling at the limits of Work as marked in the field. Milling includes the removal of bituminous on the two feet (2’) wide gutter, but excludes the limits of the CIR, the milling of the center concrete subbase and the select base repair of Item A.4. The milled material is to be retained by the CONTRACTOR and satisfactorily dispose of in accordance with State and Local Regulations. Area shall be swept to remove all loose debris including any brick that may have been broken from the existing gutter.

9. Sawcut & Remove Concrete Gutter, Dispose, Install Superpave Asphalt Mixture, WMA

Base Course, PG 64-22, 0.3 to 3 ESALs, 25 mm, 5”Depth: This work shall occur after the gutter has been milled, but prior to the CIR base course. As directed by the ENGINEER and/or CITY, sawcut and remove the existing gutter along the curb. The concrete material is to be removed by the CONTRACTOR and satisfactorily dispose of in accordance with State and Local Regulations. An offset of no more than three inches (3”) from the face of the curb to allow for maneuverability of the saw is acceptable. 2A aggregate shall be installed and compacted for any depth greater than five inches (5”). Tack coat of adjacent curb and gutter shall be incidental. Install five inches (5”) of base course using Superpave Mixture, WMA, 25mm, PG64-22, 0.3 to 3 million ESALs.

10. Grade Adjustment of Manholes: This work will require the CONTRACTOR to

coordinate with the appropriate utility provider to allow the CONTRACTOR to raise or lower the existing manhole lids as needed to insure that the finished pavement surface at the utility is smooth and flush. Grade adjustment rings or similar devices with required attachment devices and accessories to be supplied by the CONTRACTOR. Materials shall be approved for use by the appropriate utility provider. Work shall be in accordance with the Manufacturer’s instructions.

11. Remove/Replace Inlet Top, Type C and Risers: Remove/Replace inlet top marked in the field with a PennDOT 2x6 C-Top inlet with a bicycle safe grate per PennDOT standards RC-45M. Disposal of the existing top shall be incidental to the work.

C-Top shall be set using non-shrink grout/mortar mix. Risers shall be PennDOT precast concrete risers or cast-in-place concrete. If depth is three inches (3”) or greater, one #4 rebar shall be installed throughout the entire riser centered vertically. Five feet (5’) of curb shall be replaced on both sides of the inlet top. The C-Tops shall be doweled into the five feet (5’) of replacement curb. Curb shall be per the City of Reading construction standards. Street shall be sawcut two feet (2’) from edges of curb and inlet with 2A aggregate compacted backfill. Inlet and curb shall be set a minimum forty-eight (48) hours prior to the reconstruction of this street.

12. Loop Sensors at Museum Road: In accordance with PennDOT Specifications,

Publication 408, Section 956 and the condition diagram in the drawings, replace all loop sensors damaged during the Work at the intersection. The CONTRACTOR shall be responsible for maintaining all traffic and/or temporary signal functions during construction. Intersection diagrams included in the Drawings.

13. Loop Sensors at Lancaster Avenue: In accordance with PennDOT Specifications,

Publication 408, Section 956 and the condition diagram in the drawings, replace all loop sensors damaged during the Work at the intersection. The CONTRACTOR shall be

responsible for maintaining all traffic and/or temporary signal functions during construction. Intersection diagrams included in the Drawings.

14. Superpave Asphalt Mixture, WMA Wearing Course, PG 64-22, 0.3 to 3 ESALs, 9.5 mm,

SRL-H, 1.5" Depth: As follows and pursuant to PennDOT Publication 408, Section 411 and 460. Construct a one and one half-inch (1½”) compacted WMA wearing course using Superpave Mixture 9.5mm, PG64-22, 0.3 to 3 million ESALs, SRL-H with a minimum of 2% slope towards the curb line. Tack coat shall be incidental and required on all vertical joints. Any exposed edge of paving left open to traffic shall have a Notched Wedge Joint per RC-28M.

Seal all joints, curb gutter line, manholes, utility boxes, inlets, and other abutting structures with hot bituminous material of the same type and class as designated for the wearing course with a minimum band width of one foot (1’).

15. White Hot Thermoplastic Legend, “ONLY”, 8’x 5.9’: In accordance with PennDOT

Specifications, Publication 408, Section 960 or 965, furnish and apply thermoplastic ONLY legends at the locations of the previous legends per the signal diagram in the Drawings.

16. White Hot Thermoplastic Legend, “Left Arrow, 3’ x 12’: In accordance with PennDOT

Specifications, Publication 408, Section 960 or 965, furnish and apply thermoplastic arrow legends at the locations of the previous legends per the signal diagram in the Drawings.

17. White Hot Thermoplastic Legend, “Right Arrow”, 3’ x 12’: In accordance with

PennDOT Specifications, Publication 408, Section 960 or 965, furnish and apply thermoplastic arrow legends at the locations of the previous legends per the signal diagram in the Drawings.

18. White Hot Thermoplastic Legend, Bicycle with Rider, 3’-6” x 6’: In accordance with

PennDOT Specifications, Publication 408, Section 960 or 965, furnish and apply thermoplastic bicycle with rider legends in the bike lanes as indicated on the Proposed Conditions Drawings.

19. White Hot Thermoplastic Legend, “Straight Arrow”, 2’ x 6’: In accordance with

PennDOT Specifications, Publication 408, Section 960 or 965, furnish and apply thermoplastic arrow legends in the bike lanes as indicated on the Proposed Conditions Drawings.

20. White Hot Thermoplastic 24” Line: In accordance with PennDOT Specifications,

Publication 408, Section 960 or 965, furnish and apply thermoplastic 24” lines at the locations of the previous 24” lines.

21. Pedestrian Sign (W11-2) at Crossing: Signs shall be located per the Proposed Conditions

Drawings, the MUTCD, PennDOT Publication 111. Signs posts and appurtenances shall be in compliance with PennDOT Publication 111 and 236. Posts shall be U-channel epoxy coated, color: green, with breakaway connection, in accordance with City of Reading standards. Color and size of sign as specified in the Details.

22. Diagonal Pointing Arrow Sign (W16-7P) at Crossing: Signs shall be located per the Proposed Conditions Drawings, the MUTCD, PennDOT Publication 111. Signs posts and appurtenances shall be in compliance with PennDOT Publication 111 and 236. Posts shall be U-channel epoxy coated, color: green, with breakaway connection, in accordance with City of Reading standards. Color and size of sign as specified in the Details.

23. Bike Lane Sign (R3-17) : Signs shall be located per the Proposed Conditions Drawings,

the MUTCD, PennDOT Publication 111. Signs posts and appurtenances shall be in compliance with PennDOT Publication 111 and 236. Posts shall be U-channel epoxy coated, color: green, with breakaway connection, in accordance with City of Reading standards. Color and size of sign as specified in the Details.

24. End Sign (R3-17bP) : Signs shall be located per the Proposed Conditions Drawings, the

MUTCD, PennDOT Publication 111. Signs posts and appurtenances shall be in compliance with PennDOT Publication 111 and 236. Posts shall be U-channel epoxy coated, color: green, with breakaway connection, in accordance with City of Reading standards. Color and size of sign as specified in the Details.

25. Ahead Sign (W16-9P) : Signs shall be located per the Proposed Conditions Drawings, the

MUTCD, PennDOT Publication 111. Signs posts and appurtenances shall be in compliance with PennDOT Publication 111 and 236. Posts shall be U-channel epoxy coated, color: green, with breakaway connection, in accordance with City of Reading standards. Color and size of sign as specified in the Details.

26. Begin Right Turn/Yield Bikes Sign (R4-4) : Signs shall be located per the Plan Drawings,

the MUTCD, PennDOT Publication 111. Signs posts and appurtenances shall be in compliance with PennDOT Publication 111 and 236. Posts shall be U-channel epoxy coated, color: green, with breakaway connection, in accordance with City of Reading standards. Color and size of sign as specified in the Details.

27. Work Zone Traffic Control: Also referenced as Maintenance and Protection of Traffic on

the Plan Drawings, traffic control shall be as follows:

Working hours for this project are unrestricted. Furnish and place “This roadway to be under construction (Date)” (W23-1) signs at the limits of work for the project four (4) days in advance of start of construction, as directed. Remove signs at the start of construction in each direction. Maintain and protect traffic in accordance with PA 67 Code, chapter 212, figures PATA 104, 110, 121, and 122 of Publication 213 dated April 2014, and as indicated on the traffic control plan. Additional PATA figures may only be implemented if approved by the City of Reading. Traffic must be maintained for Kenhorst Boulevard at all times with exceptions to reasonable delays. All lanes of traffic must maintain a minimum effective width of ten feet (10’) throughout the work zone.

Prior to opening any travel lanes to traffic, any milled, leveling course or CIR surface will require temporary line painting to re-establish travel lanes through construction zone. Temporary lines will be incidental to Work Zone Traffic Control. At the times the center of Kenhorst Boulevard is under construction, a long-term closure of this area is permitted. The center area is not permitted to close more than 2,500 feet at any single time. The intersection with Pershing Boulevard, at the State Police Station, must maintain cross traffic through construction zone. Provide new or like traffic control signs and devices. Do not use reflective sheeting that is scratched, scarred, dirty or shows evidence of loss of reflectivity. Do not use signs or devices that are cracked, bent, dented or broken. Replace reflective sheeting on barricade rails should they become scratched were reflectivity becomes impaired. Mount all long term signs on Type III barricades unless otherwise noted or as directed. Use Type III (orange) retro-reflective sheeting material on all long term traffic control devices. Notify the District Community Relations Coordinator at 610-871-4555, and the inspector-in- charge ten (10) days in advance of all traffic restrictions Provide at least three (3) days notice to City of Reading Municipal Office prior to imposing traffic restrictions. Coordinate with City of Reading Police Department regarding daily parking restrictions within the work area. Maintain access to all side roads, private driveways, and businesses at all times. If short-term operation will affect access to driveways, provide minimum seventy-two (72) hour advance notice to property owner. As defined in PA 67 Code, section 173.3(3)(ii), the use of flashing or strobe lights in headlights, parking lights and taillights is prohibited. All construction vehicles operated within the project limits are prohibited from using such lights. Provide longitudinal transitions between milled surfaces and existing pavement matching Table A of RC-28M. When a traveled portion of roadway is milled, it shall be replaced within six (6) days. Install “Rough Road” (W8-8) signs in advance of all milled roadway sections that are not paved before opening to traffic. Slope areas around utility manholes, valves or boxes, and inlets to 3:1 or flatter in milled roadway sections that are open to traffic. “Rough Road” (W8-8) signs to have black legend and border on orange retro-reflective background. Use 8’ x 4’ flashing arrow panels for all lane closures. Before opening lanes to traffic, replace all lane lines, centerlines and edgelines covered or destroyed during the previous night’s operation. Protect excavations, and construction work so as not to expose pedestrians to hazards.

Restore all travel lanes to normal traffic flow at the close of each work day. Do not attach or place adhesive to sign face that is temporarily covered during construction operations. Maintain constant surveillance of traffic control operations, and satisfactorily replace or correct all missing, damaged, ineffective, or misaligned equipment to the satisfaction of the inspector-in-charge. Equip all construction equipment that travels in any traffic lane open to public use with high intensity flashing lights. Use flashing lights of an amber color. Have flashing lights operating when vehicle is entering, leaving, or traveling on any traffic lane open to public use. Provide lights which have a 360 degree field of vision. Magnetically attach sign, or approved equal, to all vehicles excluding concrete delivery trucks used on this project during construction operations which travel the project on any traffic lane open to public use. Attach sign to rear of vehicles in a prominent position. Maintain signs in a condition suitable to the inspector-in-charge. Size of signs for pick-up trucks and smaller vehicles are a minimum 1 foot high by 3 feet wide with 3 inch letters. Signs for larger trucks are a minimum 2 feet high by 5 feet wide with 6 inch letters. Provide a sign legend of an orange background with black letters, readable at a distance of 200 feet during daylight hours. Provide sign lettering which reads as follows:

CONSTRUCTION VEHICLE KEEP ALERT FOR

SUDDEN STOPS AND TURNS

Ensure that ANSI 107-2004 Class 2 apparel (orange or fluorescent yellow-green) is worn by all employees engaged in work operations within the right-of-way of any Federal-Aid or State Highway. Flaggers shall be required to wear ANSI 107-2004 ANSI Class 2 vests (orange or fluorescent yellow-green), when performing flagger operations. ANSI 107-2004 Class 3 apparel shall be worn by all employees in night time operations. At completion of project, remove all construction signs and devices from the project site.

28. Portland Cement: Portland cement will be the additive incorporated into the Cold In-Place recycled base course at a rate of five pounds per square yard (5 lb/SY). Additives shall be uniformly distributed and mixed with the pulverized material, and any existing underlying material as specified. Apply the cement by use of a mobile cement mixer or truck mount capable of mixing predetermined ratios of cement, or by means of cyclone, screw-type or pressure-manifold type distributors. The metering system of the Portland cement shall be calibrated and checked by weight per square yard in the field.

Place by way of equipment capable of automatically metering dry additives with a

variation of not more than .25 percent. All additive lay-down equipment must be calibrated before the start of work and witnessed by the Engineer. Portland cement is added to cure the emulsified asphalt in the mix and allow for early cure and early

strength. The recycled base course shall not receive an overly for a minimum three (3) days once the process is completed, but this time is subject to change per the Engineer.

29. No Pedestrian Crossing Sign (R9-3): Signs shall be located at the intersection with Pershing Boulevard per sheet 16 of 52 of the Kenhorst Blvd ADA Curb Ramps drawing in the Drawings, the MUTCD and PennDOT Publication 111. Signs posts and appurtenances shall be in compliance with PennDOT Publication 111 and 236. Posts shall be U-channel epoxy coated, color: green, with breakaway connection, in accordance with City of Reading standards. Color and size of sign as specified in the Details.

B. As-Directed Items

1. Soft and Yielding: Only in areas directed by the City or Engineer, sawcut CIR, excavate, remove 11” depth of unclassified material. The excavated material is to be removed by the CONTRACTOR and satisfactorily dispose of in accordance with State and Local Regulations. Compact subgrade, install geogrid (Mirafi BXG120 or approved equal) and install 2A aggregate at 6” depth. Tack coat vertical joints of excavation. Construct Superpave Asphalt Mixture, WMA base course, PG 64-22, 0.3 to 3 ESALs, 25 mm, 5” depth.

C. Waterborne Pavement Markings

1. 6” White Line: Apply a six-inch (6”) wide white line using waterborne paint pursuant to

PennDOT Publication 408, Section 962 at the locations in the Proposed Conditions Drawings.

2. 24” White Line: Apply a twenty-four-inch (24”) wide white line using waterborne paint

pursuant to PennDOT Publication 408, Section 962 at the locations in the Proposed Conditions Drawings.

3. 4” Double Yellow Line: Apply a four-inch (4”) wide double yellow line using

waterborne paint pursuant to PennDOT Publication 408, Section 962 at the locations in the Proposed Conditions Drawings. Specific attention required of Section 962.3 for all “long line” painting.

4. 4” White Line: Apply a six-inch (6”) wide white line using waterborne paint pursuant to

PennDOT Publication 408, Section 962 at the locations in the Proposed Conditions Drawings. Specific attention required of Section 962.3 for all “long line” painting.

D. Epoxy Pavement Markings

1. 6” White Line: Apply a six-inch (6”) wide white line using epoxy paint pursuant to

PennDOT Publication 408, Section 964 at the locations in the Proposed Conditions Drawings.

2. 24” White Line: Apply a twenty-four-inch (24”) wide white line using epoxy paint

pursuant to PennDOT Publication 408, Section 964 at the locations in the Proposed Conditions Drawings.

3. 4” Double Yellow Line: Apply a four-inch (4”) wide double yellow line using epoxy paint pursuant to PennDOT Publication 408, Section 964 at the locations in the Proposed Conditions Drawings.

4. 4” White Line: Apply a six-inch (6”) wide white line using epoxy paint pursuant to

PennDOT Publication 408, Section 964 at the locations in the Proposed Conditions Drawings.

3.02 SPECIAL CONDITIONS A. Any curbs, sidewalks, pavement or private property damaged by the CONTRACTOR shall be

repaired as required by the Engineer at no expense to the City. Any curb, sidewalk or pavement repairs shall comply with the City of Reading Construction Standards.

B. All excavation, including excavation for subgrade, trench excavation and bulk excavation, is

unclassified and includes excavation and removal of all soil, shale, rock, boulders, fill, and all other materials encountered, of whatever nature.

D. The CONTRACTOR shall use caution so as not to disturb or cover property corners located

within the project area. The CONTRACTOR shall be responsible to re-establish any property corner disturbed during construction at no cost to the CITY or property owner.

E. The estimated quantities under the price bids as shown on the Proposal are approximate only, are

not guaranteed, and are subject to final checking as actually constructed on the project site. The Contractor shall notify the Engineer, in writing, should the quantities to be installed exceed ten percent (10%) of the total Contract amount due to actual field conditions. Any quantities in excess of ten percent (10%) of the total Contract shall not be authorized by the City/Engineer without issuance of a Contract Change Order, prior to actual installation and verification by the Engineer.

F. Quantities for payment will be determined by actual measurements taken in the field by the

Engineer as the Work progresses and for material delivered as required. Payments shall be made on the basis of UNIT PRICES as shown in the Proposal.

G. Cutting of the pavement for patching and pavement joints shall be performed in a neat and clean

manner. Excess material shall be removed from the project site and disposed of properly by the Contractor. All areas where proposed paving abuts existing paving, the existing paving shall be saw cut or milled at one and one half inch (1½”).

H. Where the bituminous pavement is placed adjacent to curbs, along pavement joints, and adjacent

to structures, utilities, etc., apply PG 64-22 along the full length of all such joints in accordance with Penn DOT specifications.

I. All waterborne pavement markings shall be placed in accordance to Publication 408, Section 962.

All “Long Line” paint must be placed using proper equipment in accordance with Section 962.3(b) equipment.

J. The Contractor is required to submit a Work Zone Traffic Control Plan in accordance with

PennDOT Publication 213M, which will require approval from the City.

K. Any curb, sidewalk or other property damaged by the Contractor shall be repaired as required by the Engineer at no expense to the City.

L. An Emulsified Asphalt, Class AE-T tack coat shall be placed on all surfaces to be paved in

accordance with Publication 408, Section 460.2 MATERIAL, and 460.3 CONSTRUCTION. Source and type of material along with distributor calibrations will be required for submittal three (3) weeks prior to start of work.

M. Mix Designs for bituminous paving materials shall be submitted for approval three (3) weeks

prior to starting work. N. Prior to opening the street to traffic, temporary pavement markings shall be applied as necessary

to delineated the center of the road and lane approaches at intersections. O. Work shall meet the requirements of the following PennDOT publications:

3.03 EXISTING SITE CONDITIONS A. The curb reveal along the streets varies from 0” to 8”. Due the existing curb and gutter the

required curb shall match the existing reveal. Proper drainage shall take priority over the existing curb reveal but must be discussed with the City as necessary. Contractor shall take necessary precautions to avoid damage to existing curbing to remain.

B. Contractor is responsible to verify all site conditions and shall locate any utility or other physical

elements that may interfere with work prior to commencing with the work. Report all inconsistencies between site conditions and Contract Documents to the Engineer prior to the commencement of Work.

3.04 COORDINATION OF THE WORK A. Traffic coordination – Contractor shall maintain at least one lane of traffic flow in each direction

during the construction period with exceptions to reasonable delays. The Contractor is responsible for the control of traffic in a safe and efficient manner at all times during construction.

B. Contractor may restrict left turns onto minor streets at the time the center of Kenhorst Boulevard is under construction.
