    Orla Lynch is Director of Teaching at theCentre for the Study of Terrorism and PoliticalViolence (CSTPV), School of InternationalRelations, University of St Andrews, Scotland,and teaches 'Psychology of Terrorism' and'Terrorism and Liberal Democracy. Her

    background is in International Security Studies and Applied

    Psychology and research interests address the impact ofcounter terrorism measures on UK and Irelands Muslimcommunities. She is one of the principal investigators for anEU project investigating the experience of victimisationthrough terrorism across Europe, whilst she is also interestedin issues around cultural training for police and military pluspolice-community relations in populations associated with aterrorist threat. She has worked with national, regional andinternational security agencies including NATO, the UN,London's Metropolitan Police, Police Service of NorthernIsland, Irish Military and Gardai. Her publications include workon Islamic extremism in the UK and forthcoming booksconcern the 'Group Process of Terrorist Organisations' andThe Experience of Victims of Terrorism.

    Charles Bird OBE is a Teaching Fellow at theCSTPV. Between 1986 and 2010 he was a member ofHM Diplomatic Service specialising in the Middle East,conflict, postconflict, terrorism and counter terrorismissues. Postings included the Gulf with involvement inDesert Storm, Belgrade during the war in the former

    Yugoslavia, Macedonia for the Kosovo crisis, Greece and Nigeria. In the

    UK his roles have included Deputy Head of Middle East Department,Head of South Asia Department and leading a project resulting in theformation of the interdepartmental (FCO, MoD, DfID) Stabilisation Unitcoordinating UK Government post conflict reconstruction work inplaces such as Iraq and Afghanistan. In 2003 he was seconded to themilitary and was on the staff of the General Officer Commanding 1st(UK) Armoured Division both during and for several months after theinvasion of Iraq. More recently he was on secondment to the MoDworking on issues related to counter-terrorism.

    Sir David Veness is an HonoraryProfessor of International Relations at CSTPV.He served as Under-Secretary-GeneraI of theUN Department of Safety and Security from itscreation in 2005 until June 2009, withresponsibility for UN operations globally. He

    joined the Metropolitan Police as a cadet in 1964, rising toAssistant Commissioner (Specialist Operations) New

    Scotland Yard from 1994-2005, and in the course of his policecareer he specialised in serious crime investigations,hostage negotiation and counter-terrorism. David waseducated at Trinity College, Cambridge (MA, LLM) andattended the Royal College of Defence Studies in 1990. Davidwas awarded the Queen's Police Medal in 1994, appointedCBE in 2000 and was Knighted in 2004.

    Dr. Peter Lehr is a Lecturer inTerrorism Studies at the CSTPV. A regionalspecialist on the Indian Ocean/Asia-Pacific,he specialises on research in the areas ofpiracy and maritime terrorism as well asterrorism and organised crime in South and

    Southeast Asia. He also works on critical infrastructureprotection, with a focus on airport and seaport security. Heis the editor of Violence at Sea: Piracy in the Age of GlobalTerrorism (Routledge 2007) and co-editor of Lloyds MIUHandbook of Maritime Security(CRC 2009).

    Professor Richard English isDirector of the CSTPV at the University of StAndrews, Scotland. His books include ArmedStruggle: The History of the IRA (winner of the2003 UK Political Studies Association PoliticsBook of the Year Award), Irish Freedom: The

    History of Nationalism in Ireland(winner of the 2007

    Christopher Ewart-Biggs Memorial Prize, and the 2007Political Studies Association of Ireland Book Prize), andTerrorism: How to Respondpublished by Oxford UniversityPress and over forty journal articles and book chapters. Hehas lectured widely on terrorism, political violence,nationalism, and Irish and British politics and history,including invited lectures in Britain, Ireland, the UnitedStates, India, France, the Netherlands, and Italy. In 2009 hewas elected a Fellow of the British Academy (FBA), and also aMember of the Royal Irish Academy (MRIA).

It also examinesthe role of the police during pre-emptive operationsand major terrorist incidents with the help of casestudies.

    Maritime Terrorism and Security(Module F)

    This module provides participants with a solid foundationin the complex and often obscure world of maritimesecurity. The module assesses the threat of terrorism to

    the maritime industry and includes profiles of the variousterrorist groups involved. It also presents a historicalperspective on the emergence of maritime terrorism.

    Due to the recent proliferation of maritime piracy as aserious threat to international shipping along many ofthe major sea lines of communication, this module alsoanalyses this phenomenon.

    Current threats to the maritime domain posed bypiracy and terrorism

    Capabilities of groups involved in maritime relatedterrorism and crime

    What is infrastructure and what makes it critical? Why isit imperative to protect it and what would happen if wechose not to protect it?

    These are all questions addressed in this module beforestudying the international necessity to protect theseareas against a range of threats, and in particular that ofterrorism, in an all hazards approach. By criticallyexamining key areas, the module enhances participantsunderstanding of this essential topic.

    Cyberterrorism(Module H)

    This module examines the concept of cyberterrorism andprovides an introduction to the ways in which terroristsuse the Internet and the politics of cybersecurity. It offers

    simplified explanations of the technology of the Internetand major types of cyberattack, with the aim ofassisting students to gain a concrete sense of the issuesthat are under discussion. The module does not aim toprovide a technical grounding in cybersecurity.

    During your studies you will gain an understanding of:

    The main definitional and conceptual issues needed toassess why the idea of cyberterrorism may be relevant,and how it may be distinguished from other phenomena.

    The culture and practice of computer hacking.

    Basic technical principles of how the Internet works,and how it can be illegally exploited.

    How the Internet is used as a weapon and aresource by activists, terrorists and governments.

    The general principles of cybersecurity, andespecially the political and legal issues at stake in

    developing regimes against cybercrime and,potentially, cyberterrorism.

    Radicalisation and De-Radicalisation(Module I)

    Why people turn to terrorism, how they become involved, andthen eventually participate in terrorist activity is a complexarea. Looking at the root-causes of terrorism and also if a

    terrorist personality exists are key ways in which this areacan be understood. This module looks at the process ofradicalising individuals and defines key concepts such asradicalisation, disengagement, and de-radicalisation, as wellas Islamism, Jihadism, Salafism and Fundamentalism.

    The module also includes:

    A study of German Red Army Faction terrorists toillustrate the arguments against the existence ofcommon traits in those who become terrorists

    Triggering events and understanding terrorism as aprocess

    The process character or nature of becoming involvedwith terrorism - small steps vs major steps and whatevents lead to individuals becoming terrorists

    The threat of the use of CBRN or weapons of massdestruction by terrorist organisations is something that isever present in the 21st century. While the number of

    cases of attacks using one of these types of weapons isactually rare, the ability of groups to acquire or make thesetypes of weapons is an ever present concern. Thereforethe study of this area is something that is of keyimportance in understanding the terrorist threat.

    This module looks at the development of CBRNweapons in the past century and assesses how andwhy, despite the reductions in stockpiles and thetreaties to prevent the proliferation of these weapons,development continues to spread.

    Mechanisms of supply of CBRN and the difficulties ofobtaining intelligence

    Terrorist CBRN threat and how perceptions of civilianthreats changed after 9/11

    Intent alongside capabilities of groups and individuals

    This module introduces participants to the role thathuman rights standards play in the fight againstterrorism, both in terms of the duties that they impose

    on governments to protect civilians from harm and interms of the constraints they place on the counter-terrorism measures that governments may adopt.

    COURSE PROGRAMME

    This terrorism studies course is delivered totally online and has intakes three times a year. Materials are available in any time zone and on demand whenever itis convenient for you to study. Certificate students study the core module, followed by three elective modules from the ten available, allowing participants tostudy the facets most relevant to their own interests. Modules can also be studied individually or additional modules studied to increase the knowledge gainedfrom the Certificate.

    The content is delivered as interactive e-learning lessons with associated online discussion forums and self-assessment tests. A module is studied over fourweeks with participants required to pass an online exam and a written assignment to complete a module. Participants are able to contact the course tutor atthe University of St Andrews for any queries about content or assignments. For any technical problems with accessing the e-learning, a help desk is availablefrom IBC Academy.

    Although designed to be studied as 4-week individual modules or as a 16-week four module Certificate programme, the need for flexibility in some individualsstudy programmes due to varying work commitments is recognised. Participants are able to request extensions and to defer completion for up to a maximumof one year, without any additional fees.

    Successful completion of the compulsory Key Issues in International Terrorism and at least three electives results in a certificate of study by the prestigiousUniversity of St Andrews, with the course accredited at level seven of the Scottish Credit and Qualifications Framework.

    COURSE DELIVERY

    The course is delivered entirely online via IBC Academys learning management system, on behalf of the University of St Andrews. This is how participants willaccess all content and resources including assessment details, discussion forums and contact the tutors. Participants will also have access to an online libraryof carefully selected core journal articles, chosen by course tutors, for background reading and further study.

    Each student has their own username and password to login to the site which is emailed during on the first day of the course. Each module is split into a seriesof lessons and guidance is given to keep participants on track with studying and assignment preparation throughout the four week study period of the module.

    The modules contain interactive elements including short activities to allow participants to test their understanding while progressing through the lesson aswell as an end of lesson quiz. Students will receive instant feedback on these. The online exam which forms part of the assessment and the details of thewritten assignment are also found on here.

    ENTRY QUALIFICATIONS : There are no formal entry prerequisitesfor this course, although students must have an adequate command ofEnglish in order to meet the demands of study. You must also haveregular and reliable access to the internet for the duration of thecourse.

    TEACHING METHOD : The course is delivered entirely online by interactivee-learning in conjunction with online forums and email.

    DELIVERY : The modules are all provided as e-learning with interactiveelements throughout the materials. You will need to have up-to-dateversions of Adobe Flash Player and Java installed on your computer(usually already installed but available free to download) and access tothe course website permitted through any firewalls. Pop-up blockers onyour computer must also be disabled for our learning managementsystem and the site should be added to your secure sites list. Werecommend a minimum reliable internet connection download speed of1MB to ensure ease of access to the online learning. You will be sent fulldetails of how to ensure you have the latest versions of Adobe FlashPlayer and Java installed in the welcome pack which will be madeavailable to you on the day your intake commences. Note: The coursematerials are not downloadable and there is no hard copy versionavailable. You must be connected to the internet to study this course andas such must ensure that you will be able to access the internet for theduration of your studies. At present you cannot use an iPad to view thecourse as these devices do not support flash.     MODULES : Students need to study four modules in order to beawarded the Certificate. They must study the compulsory core moduleKey Issues in International Terrorism and then a further threeelectives. Participants can undertake additional elective modules togain accreditation in those areas. Students can study any module onan individual basis but they do not carry individual accreditation.

    EXTRA MATERIALS : The modules are designed to be self-contained,

    with relevant links and references shown. You will need to refer toexternal online sources in order to complete the assignments butthere are no compulsory text books to buy.

    COURSE WEBSITE : In addition to the modules, students will haveaccess to the online forum. Participants can enhance their learningexperience through interaction with fellow participants. The tutors canalso be contacted via the forums or by email if participants need anyclarification.

    ONLINE LEARNING : The nature of a distance learning programmerequires students to adopt a disciplined and independent approach totheir studies. In order to study independently, you will require goodtime management skills and self motivation.

    COURSE COMPLETION : Once a student has submitted their finalassessment, their marks will be carried forward to the awards boardat the University of St Andrews. You will be notified by the Universityonce your Certificate has been awarded and it will be posted to you.Access to the course content after this date is not available.

    DEFERRAL : The Certificate is designed as a 16 week online courseand should be completed within this time. However, the course isflexible and allows students to request an extension if needed.Students can have up to a year in which to complete the coursewithout any additional fees, but they must request this by email.Extending the deferral period beyond one year from commencement issubject to a 275 / US$440 fee (VAT exempt) for each additional intake.

    ACCREDITATION : Successful completion of the Certificate courseleads to a certificate of professional development from the Universityof St Andrews. The course is accredited under the Scottish Credit andQualifications Framework (SCQF) at level 7 for 15 academic creditpoints, equivalent to 150 credit hours. Anyone taking the fullCertificate who also opts to do additional modules will have allcompleted modules listed on their certificate.
