INTRODUCTION

Health and safety representatives Workplace health and safety representatives play a crucial role in fostering co-operation and consultation between employers and employees. The functions of health and safety representatives and elements of the introductory training course for health and safety representatives map closely to the elements in five key WHS units of the Certificate III in Work Health and Safety. The close mapping will allow health and safety representatives to easily achieve the requirements of the five units. This integrated assessment tool covers the evidence gathering and judgement tools that can be used to formally assess health and safety representatives against the requirements of the five Cert III WHS units.

About this assessment tool The assessment matrix and judgement tools for each unit demonstrates that all required aspects have been identified, how each evidence gathering tool relates to the evidence, and that every requirement is assessed somewhere. The ‘Results’ column is used to collate the evidence from the integrated assessment tools for each learner, then make the assessment decision for each aspect (row) and then for the whole unit (column). The judgement for each row is made when sufficient evidence has been accumulated. This can then be signed off as a ‘permanent’ record of achievement and provide evidence of valid assessment judgement. If the learner ‘fails’ to demonstrate any aspect, the assessment matrix provides detailed and specific feedback about any deficiencies in the evidence (and hence appropriate actions to remedy it). This integrated assessment tool also contains a range of evidence gathering tools designed to test a candidate's competence. These have been developed to provide a common basis to assess a candidate's competence against the requirements of the five Cert III WHS units. It is anticipated that Registered Training Organisations (RTO) will use the integrated assessment tool to help formulate an appropriate package to assist health and safety representatives who are seeking skills recognition. RTOs may wish to include in such a package further guidance for the learner, assessor and third party referee.

EVIDENCE GATHERING TOOLS

Suggested assessment approach. For health and safety representatives undergoing training it is suggested that the demonstration activities and required knowledge be incorporated into class learning activities. To meet sufficiency requirements, additional evidence will only be needed from one additional source - either from a workplace portfolio or from the third-party report. Often a group context is the best for skills involving working in groups and therefore the demonstration activities can be organised as a group activity for assessment if you can ‘isolate’ the performance of each student by observing the evidence of each individual’s performance within the group. But you have to be wary of students who ride the group to give the appearance of competence. For health and safety representatives who have already been trained and have significant workplace experience it is suggested that, in addition to demonstrating the required knowledge, additional evidence is from the workplace portfolio and from the third-party report. Alternatively, two third-party reports completed independently by different third parties observing different activities (examples) would constitute two sources of evidence to meet sufficiency requirements. Similarly, two workplace portfolios using evidence from different examples would constitute multiple sources of evidence to meet sufficiency requirements. Different examples do not have to be used throughout but for any particular element of competency you generally need two examples of evidence. Therefore, a single portfolio with two different examples for each element of competency will meet sufficiency requirements. Different examples have to be used for the elements in the Demonstrations and Portfolio if both are being used together for evidence, as a portfolio report of evidence already used in the demonstration would be just one bit of evidence reported twice. Likewise, one demonstration observed by two observers is just one bit of evidence. There is not a strict rule that demands two forms or samples of evidence (some Training Packages do demand it). In this case it is indicated that it would be preferred, and in general terms it supports sufficiency and reliability if there are multiple examples of evidence. Learning Workplace application

The evidence is observed and recorded by an RTO assessor either in class learning activities or at the workplace. The Demonstrations can be observed by a third party at the workplace. If so, they can be validated* by direct observation of a small sample of criteria by an RTO assessor.

Each item of knowledge only has to be demonstrated once.

The evidence is accumulated and presented by the candidate in the form of a portfolio. The candidate cross-references the evidence to each requirement, then this is validated by the RTO assessor by direct observation of a small sample of criteria. Evidence from different activities would constitute multiple sources of evidence to meet sufficiency requirements.

The report is completed by a supervisor or a suitably experienced staff member, and can be validated * by direct observation of a small sample of criteria by an RTO assessor. Two third-party reports completed independently by different third parties observing different activities would constitute two sources of evidence to meet sufficiency requirements. RTOs should provide third parties with a copy of the performance criteria for information only, to make sure all third-parties are looking for the same things.

* Every now and then a completed for third-party record from the workplace would be re-assessed by an RTO assessor to see if they find the same evidence and reach the same conclusions. It is useful for third-party observers to know that their observations may be checked, it provides a way of finding endemic confusion on any aspect, and it provides assurance of quality.

THIRD PARTY REPORT The Third Party Report covers the unit elements, critical aspects of evidence and required skills in all six units and provides evidence that the candidate is working at the standard required by industry.

The third party report is intended to be completed by a supervisor or a suitably experienced health and safety representative or safety officer who can comment on the candidate’s experience and role in carrying out the functions of an elected health and safety representative.

A copy of the performance criteria should be provided by the RTO for information, to ensure all third-party assessors are looking for the same things. The third party report can be validated by direct observation of a small sample of criteria by an RTO assessor*. More than one third-party report completed independently by different third parties observing different activities would constitute two sources of evidence to meet sufficiency requirements.

* Every now and then a completed record from the workplace may be re-assessed by an

RTO assessor to see if they find the same evidence and reach the same conclusions.

DEMONSTRATION ACTIVITIES The Demonstration Activities consist of assessor conducted practical activities and scenarios and cover the unit elements, critical aspects of evidence and required skills in all five units and provides evidence that the candidate can work at the standard required by industry. These demonstrations and scenarios are generally already included in health and safety representative introductory training courses. Alternatively, the demonstrations can be observed by a third party at the workplace. The assessor can choose to amalgamate demonstrations or test each demonstration separately. Portfolio

Candidates may also provide additional evidence in the form of a portfolio. The candidate cross-references the evidence to each requirement, then this is validated by the RTO assessor by direct observation of a small sample of criteria. Evidence from different activities would constitute multiple sources of evidence to meet sufficiency requirements. The candidate may provide clarification of the information submitted in the Portfolio during an interview or via telephone. Note to candidate When collecting material for a Portfolio, please ensure that the confidentiality of colleagues, workers and other persons is protected, and block out any sensitive information.
