The Association Agreement between Tunisia and
the European Union:
– Aims to establish a free trade area between
Tunisia and the EU.
– Enter into action after the signing of the
Agreements on Conformity Assessment and
Acceptance of industrial products (ACAA).
Context
ACAA signing
The signing of mutual recognition requires:
• The use by Tunisia of technical rules of the European Community relating to the quality of industrial products.
• The establishment of a regulatory framework,
• The establishment of a system of conformity assessment:
– Measurement laboratories (EMC, LVD, etc.)
– Metrology labs,
– Etc ...
• Creating structures for market surveillance.
Objectives
This project aims to:
• Improve the competitiveness of Tunisian industry,
• Protect the Tunisian consumer,
• Protect the electromagnetic environment,
• Apply quality systems as national requirement and in
export operations of industrial products,

Activity of the laboratory
• Industry support (pre / full compliance)
– Compliance verification before marketing
– Technical advice, training and expertise
– Technical assistance
– Engineering
– Professional training
• Market control:
– CERT is a governmental entity
– Implementation of Legal and administrative structures of market
control (in progress)
– Baseline 10 meters distance of measures
– accreditation required
New approach directives
• Directives are text of laws
• Prescribe essential requirements (Health, safety, EMC, etc)
• Manufacturer self declaration
• CE label as indication of compliance
How to access the market?
International certification
11
• European directives
– Essential requirements = minimum requirements
• For R&TTE equipments, we can add
– Performance testing
– Interoperability testing
R&TTE directive
• Terminal access requirements have been removed: fixed
network terminal equipment therefore only needs to comply
with
Health and Safety requirements:
– Health : as per EMF recommandation 1999/519/CE
– Safety : as per Directive 2006/95/CE (LVD) but with the lower limit removed. (Article 3.1)
EMC requirements: as per Directive 2004/108/CE (Article 3.1)
Radio equipment needs to effectively use the spectrum and not
cause harmful interference. (Article 3.2)

Example: Bluetooth & Wifi
Applied standards
• Radio : EN 300 328 + ERC 70-03 recommandation
• EMC : EN 301 489-17 & EN 301 489-01
• Safety: EN 60950
• Health : EN 50364

CERT LABs is proposed by ITU to be a regional laboratory for the Arab and Africain regions
Regional lab
• CERT LABs can:
– Give technical, reglementary and management assistance to countries willing to set up their own conformance scheme
– Make conformance tests for countries not having test laboratories
– Make documentary study as assistance to market control entities in arab and africain countries
– Give professional trainings
General requirements
Reglementary &
Institutional
Civil infrastructure
Acquisitions Capacity building
Reglementary & institutional
• Texts of law adoption
• Market control authorities
• Notifying authorities
• Standardisation body
• Accreditation body
• Architecture plan
• Civil engineering constraints
• Power supply constraints
• Climatic constraints
• Fire protection constraints
Civil infrastructure
Acquisitions
• Fixing the needs
• Writing and launching tender books
• Acquisitions reception
• Anechoic chambers
• Shielded rooms
• Instruments
• Softwares
Capacity building
• Trainings for: – Reglementary requirements – Learning standards – Management system
• Assistance to – Writing tender books – Writing technical procedures – Quality management system
Quality manual Quality procedures
– Uncertainty budget
• Pre-audit for laboratory accreditation
Accreditation according to the
standard ISO 17025
– ISO / IEC 17025 contains the criteria to prove the
competence of a laboratory.
• Management requirements
• Technical
– Accreditation is a formal recognition of the
independent competence of a laboratory
