DIRECTOR’S MESSAGEAssalamualaikum Warahmatullahi Wa Barakatuh.
2017 has been an “interesting” year. It was a year where we were resolved to generate some income forthe Centre, in line with the university’s aspiration and in supporting one of the Headlines keyperformance indicators of UniMAP, as required by MoHE. At the same time, it had been very evidentfrom the beginning of the year that like us at UniMAP, everyone else was also having to cut back onspending, and were expected to do more with less. And therein was our challenge. Looking back at allthat we have done in 2017, I would like to think that we have managed to overcome the 2017 ‘test’. Iattribute the success to the CIL team, without whose dedication, commitment, resilience andperseverance, many of the activities we have planned would not have come to fruition.
In 2017, CIL generated the most income compared to the previous years, amounting to more than 50%of CIL 2017 operational budget. This is a significant milestone to us, considering that the programmesthat we conducted were also running simultaneously with the mainstream classes that were offered forthe degree and diploma programmes. The programmes involved the provision of language training andenhancement for both students and staff alike, as well as for members of external agencies and thepublic in general. It was a steep learning curve for some of us, as it required us to operate out of ourfamiliar contexts. It had also required us to offer tailor-made training programmes and cater to differentclient needs. Yes, we achieved our main intention of generating income from the programmes, but thebonus that came out of the initiatives was that we got stronger, in our content knowledge, in ourresilience and in our togetherness. That beats all else!
Income generation aside, our main raison d’etre stands strong – to equip UniMAP students with languageskills and competencies essential in the era of knowledge and innovation-based economy. We havebegun work on aligning our English curriculum to the Common Framework of Reference for Languages(CFR) which sees completion in 2018. 2017 saw a higher traffic in students’ request for language advisoryservices, and students who volunteered for the UniMAPfm English and Malay slots. Our ForeignLanguage Day received overwhelming support from students, who showcased their languagecompetencies in various activities. 2017 also marks our inaugural offer of language-based co-curriculumcourse- English Language Theatre Arts, thus providing more avenue for our students to practise theirEnglish language skills. The CIL team also helped students who participated in Bahasa Melayucompetitions organised by external parties, as well as in programmes related to all other foreignlanguages on offer.
Our ties with external parties and other institutions of higher learning have been further strengthened.We remain a favourite for Thai students who came to us for their internship programme. We alsosuccessfully organised SILK2017, which saw our Thai partners coming back to Perlis for the academicmeet. In addition, ISOL2017 took place as a continuation of many years of partnership for studentgrowth and leadership development with Rajamangala University of Technology Srivijaya (RMUTSV).Indeed, we recognise the importance of these ties, for our own strength and for international mobilityagenda. As such, these will continue to be a key part of the work we do at CIL.
The 2017 terrain has made us stronger, and now we are all set for an even more adventurous 2018.

INTRODUCTION
The Centre for International Languages (CIL) or Pusat Bahasa Antarabangsa, is formerly known as the
Department of International Languages (DIL). Established on March 1, 2013, the Centre focuses on
providing students and staff of Universiti Malaysia Perlis, and the community within its vicinity, with
great opportunities to learn languages.
CIL currently provides language courses which are a requirement for students enrolled in all UniMAP
programmes, at both diploma and undergraduate degree levels. It caters to the needs of the ever-
growing number of students who seek to be proficient not only in Bahasa Melayu and English, but also in
a third language of their choice. Apart from Bahasa Melayu and English, other languages offered at CIL
are Arabic, German, Japanese, Korean, Mandarin and Thai.
CIL places priority in equipping UniMAP students with language skills and competencies which are
imperative in this era of knowledge and innovation-based economy. In addition, through our language
courses, we sharpen 21st century skills in our students and clients, in supporting and nurturing them to be
enterprising individuals who will be able to contribute positively in the world of work. Amongst others,
the skills include being creative and innovative, adaptable, being able to work in a team, being effective
communicators and are good in problem solving. The team at CIL also support students’ learning
through the provision of language advisory services, and are ever willing to serve in ensuring that our
students and clients get the best from what we have to offer.

Objective(s) The objectives of establishing CIL-MUET Team are:To manage all tasks and issues related to MUET;To manage requests for MUET workshop and seminar;To gain experience and develop staff’s potentials as a MUET examiner
ReportCentre for International Languages (CIL) has played host as a MUET test centrefor many cycles throughout the years – providing assistance, preppingexamination hall, transportation as well as providing human resources toinvigilate and examine MUET tests. It is important for CIL to strengthen itsimage as a test centre for several reasons;With the main goal of improving students’ language proficiency levels, three ofits Diploma English Courses (English I, English II and English III) are also tailoredto prepare the students for MUET before the students enrol intoundergraduates programmes. Therefore, the experiences and expertise gainedas a test centre has benefited in achieving this purpose.With the establishment of a proper team, working efficiency and liability areguaranteed. Additionally, it also functions as an appropriate platform todisseminate and apply information regarding MUET because several of its teammembers are also diploma and degree course coordinators.With a proper channel to monitor CIL’s involvement in MUET, CIL’sadministration is able to optimize its staff potential and also making sure that allstaff has a chance to improve themselves in different field relating to educationin general..CIL is gaining popularity as a test centre based on the increasing numbers ofexaminees who applied to take MUET at CIL. The majority of the examineeswere UniMAP’s diploma students and also individuals from other institutions,schools and professional organizations. This development is what prompted theteam to relocate the test centre venue to Pauh.

2. Asia Summer Program 2017 (Guangdong University, China)Date 3 – 21 August 2017Objective(s) Participants were able to experience a variety of Asian cultures and learn to adapt
in an international environment.
ReportASP is a credited international mobility programme that ran for three weeksinvolving university students from relevant courses taught by leading instructorsfrom each participating university. It was formed as an affiliate programme of theAsian University Presidents Forum (AUPF) 2013 when the 12th AUPF was held atUniMAP. Representatives from 68 institutions from 17 countries had agreed ingeneral that leaders in Asian higher education must endeavour to promote aprogramme intended to develop multilingual competency, increase multiculturalunderstanding and cultivate creative abilities.
This year, 14 students and 4 instructors visited Guangdong University of ForeignStudies in Guangzhou, China to attend the three-week programme. Two CIL’slanguage courses were offered; English for Technical Communication and SpeakingAssembly.

3. MOHE-UUM English Language Carnival 2017Date 27 – 29 October, 2017Objective(s) The main purpose of this carnival is to improve English proficiency among
students for the purpose of job marketability and at the same time, enhancestudent self-confidence. It is hoped that the students from different universitiesare able to communicate with one another in English as it can help improvetheir communication skills in the language.
ReportCentre for International Languages (CIL) participated in the 1st MOHE EnglishLanguage Carnival which was held at UUM 27-29 October 2017. Instructors andstudents worked together diligently to run the CIL Signature Course booth andperform in stage for the mini sketch competition (English Theatre Arts andSpeaking Assembly Course). The students also cooperated with students fromother public universities in teams for various fun activities to promote the use ofthe English Language throughout the carnival.

ReportThe one-day event was divided into two different sessions to control thenumber of participants in a given time, considering the size of the venue.Activities included lucky draw, language games, food booth and performances.All six different courses sent out representatives to perform on stage.

5. English Theatre Arts Performance DayDate 25 November, 2017Objective(s) The objectives of the performance day for UZW157 English Theatre Arts course
are:• to promote effective communication, leadership and teamwork, as well
as • to learn, realise potential, think and access information in order to make
effective decisions, while enriching understanding of our diverse world.Report Drama and theatre can be an effective method to engage students with
language arts, especially in terms of spoken language. The course integratestheatre as a language art skill with the English language. Ultimately students willbe able to converse in English with better skills and higher confidence whilebeing aware of their immediate audience and narrative context, allowing forgreater and more effective speech interaction. The course is also enlisted as oneof the university ‘signature programmes’ included in the Ministry of HigherEducation Blueprint. It is one of the initiatives to provide resources and accessbeyond formal learning to improve students’ overall language skills and thusincrease graduate employability

3.0 Students Activities
Other than face-to-face classroom-based learning, all IEC students were also providedopportunities to experience first-hand situation to use their language and communicationskills in real-life situations.Some of the activities prepared for them in 2017 included:

The IEC students April 2017 Intake Registration Day was on the 5th of April 2017(Wednesday). After the registration, the students had to settle their fee payment and didthe medical check-up. Their first session, ‘THE ICE BREAKING SESSION’ was conducted by Mr Robert Litowski,CIL Visiting Tutor.

A Library Tour was arranged for the students on the 12 April 2017.

On 15 May 2017, IEC organised a field trip to Gua Kelam (Dark Cave) for the IEC Studentsto introduce them to one of the interesting places in Perlis and to bring them closer tonature. The students were very excited and enjoyed the trip. They also learnt a lot aboutthe history of the Gua Kelam.

After 22 weeks of study, all the 62 students finally completed their study in IECsuccessfully. On the 25 August 2017, CIL organised the IEC Completion Ceremony at thePutra Regency Hotel in Kangar. The ceremony was attended by the Vice Chancellor ofUniMAP, Dato Prof Dr Zul Azhar bin Zahid Jamal together with other members of UniMAPExco, Heads of Department and Deans.

Based on the report above, there was a reduction of translation and editing jobs in 2017compared to 2016. This is caused by the temporary suspension of translation workapplications during the UTPB operations revision process and the deliberation for thecharging of services. The 111th University Management Committee Meeting (No. 5/2017)approved of the proposal for the operation and the revision of the UTPB translation andediting rates. The guidelines and the standard operating procedures (SOP) weredeveloped and enforced 15th November 2017.
Language Services
UTPB continues to operate two of its Language Services to students, namely theLanguage Helpdesk and Santai Bahasa at UniMAPfm.
1. Language Helpdesk
UTPB with the cooperation of the UniMAP Tuanku Syed Faizuddin Putra Library ran theLanguage Helpdesk consultation sessions throughout 2017. There was an encouragingreception from Bachelor's Degree and postgraduate students. The Helpdesk focuses onconsulting with the students for help in translation, editing, grammar and terminology.This year, the Helpdesk was run every Tuesdays and Thursdays from 2 PM to 4PM in theInd-E-Zone Meeting Room on Level 2 at the Tuanku Syed Faizuddin Putra Library. It ishoped that the Helpdesk would also be sustained throughout the following year.

2. Santai Bahasa Programme at UniMAPfm
The Santai Bahasa Programme at UniMAPfm is an UTPB initiative to transposeknowledge of language from the classroom to the radio airwaves. The programme atUniMAPfm continued into 2017 because of encouraging response from students. BesidesUniMAP students, the programme also included CIL interns. The three Santai Bahasa slotswith UniMAPfm in 2017 were entitled Santai Bahasa (the Bahasa Melayu slot), EnglishExpress (the English Language slot) and Thai Sabai Sabai (the Thai slot). Students wereable to deepen their knowledge in language and enhance their confidence incommunication. Conversing about academic but leisurely topics on air helped to theirstrengthen their command of language across a variety of media.

the Andaman province. The programme committee developed a syllabus for the participants involved.

The programme was the result of cooperation with the community of Satul, Thailand, aimed atproviding UniMAP students the opportunity to experience and learn about the way of life andthe culture of the local community as well as to provide the students with the opportunity topractice Thai language employing a variety of learning activities with the locals.
Therefore, this programme was an excellent platform to expose the students and also tohighlight UniMAP internationally by collaborating with the community in Satul, Thailand.
This programme was the second programme organised by UniMAP for students who enrolled inthe Thai language course.

BASIC ENGLISH AND TAGALOG CLASS WITH MALAYSIAN ARMY (BUKIT COWDER PERLIS)
Universiti Malaysia Perlis (UniMAP) through the Centre for International Languages (CIL) in
collaboration with 4RRD Kem Bukit Cowder organised an English Course for nearly 50
Malaysian armed forces, who would be undergoing cross-training with Philippines troops in
October 2017 for the Land Malphi Series 18/2017 mission. The mission to be accomplished
abroad required the army to communicate in languages other than Malay. Hence, CIL took the
initiative to organise basic English and Tagalog language classes in preparation for the mission.

“UNITY through Diversity” was the theme in the fourth Symposium for International Languages &
Knowledge (SiLK) by a joint-collaboration between three established universities in ASEAN (RMUTSV,
WU and UniMAP). SiLK set out to foster inquiry, invite dialogue and build a body of knowledge on the
nature and nurture of language learning. More specifically, the symposium was hoped to be able to bring
impact on different facets of the education field and knowledge in general.

TABLETOP RPG AS A LANGUAGE LEARNING TOOL WORKSHOP
This internal CIL workshop was an initiative to introduce analogue tabletop role-playing games toenhance language learning activities in the classroom. Besides improving reading, writing and speakingabilities, game sessions for students would be designed to increase their creativity, problem solving andsocial skills. The moderator ran a game session for CIL personnel using a modern espionage setting.

All of the delegates departed toThailand through Padang Besar. Once arrived at Songkhla, all delegates were taken toRMUTSV for an Opening Ceremony of the International Soft Skills and Leadership SkillsProgram (ISOL 2017) and welcomed by Assoc Prof. Suwat Tanyaros Vice President forAcademic Affairs, Associate Prof. Ongarch Insang, Assistant to the President,International Relations Office.
• The participants continued the programme for three days (17-19 November) at UniMAPin Perlis under the care of facilitators from CIL.

MANDARIN LANGUAGE COURSE
This programme accentuates UniMAP in teaching and learning beyond classroom activities aswell as exposing the public on the importance of acquiring a third language.
