Thisreportisbasedonasurveymadein362districtsofthePunjabtostudythebudgetmakingprocessatdistrictlevel.Thestudyrevealsthatdistrictgovernmenthavebeenlaggingfarbehindthe accomplishment of budget timepline provided in Punjab local governmet budget rules.Accordingtothereporttransparencyandpublicparticipationwerealsofoundlackinginbudgetmakingprocess.Thedistrictgovernmentsfailedto includestakeholders inthebudgetmakingprocess.

There are 9 districts in the Punjab who have not held any pre-budget consultation. Theseconsultationsaremandatoryaccordingtothebudgetrulesandwouldhaveprovidedachancetothestakeholders3toexpresstheiropinionandgetafeelingofbeingincluded.Peoples’inclusionin theprocessofgovernance isan important step to restore theconfidenceof thepeople indemocraticprocess.Thedistrictswhoclaimedtohavepre-budgetconsultations,did itmainlywith district officers and elected representatives thus altogether ignoring the definition ofstakeholdersasdefinedinPunjabLocalGovernmentBudgetRules2017.

District finance department is required to issue Budget Call Letter (BCL) in the month ofSeptember.Thestudyshowsthatonly4districtshadissuedBCLbeforeNovember15,2016;15districtsissuedBCLbetweenNov15,2016toMarch31,2017and11districtshadnotissuedBCLaslateasMarch31.OnedistrictDeraGhaziKhandidnotinitiatethebudgetmakingprocess,hencethebudgetwasnotmadeandapprovedbeforethestartofnewfiscalyear.

Thereareonly10districtswhohavetheirfunctionalwebsite.Amongstthem,only4haveposteddistrictbudgetonthewebsites;threedistrictspostedlastthreeyearswhileonepostedbudgetofonlyoneyearonitswebsite.

Only3districtsissuedpre-budgetstatement.Further,thereisnoprecedentindistrictstoissuecitizensbudget.Forthefirsttime,thisyear,officialsof7districtsinPunjabclaimedtohaveissuedcitizen’sBudget.HowevertheofficialsfailedtoprovidethecopiesofcitizensbudgetwhenCNBArepresentativesdemandedduringthe interview.CNBApartnershavesent formal Informationrequeststothedepartments.Forsakeofrecord,budgetofficials’responsetoquestionregardingcitizens’budgethasbeenincludedthesamewayinthedistrictstablesofthisreport.

2Surveywasconductedinall36districtsofPunjabbutdatacouldnotbecollectedfromdistrictsofAttockandDeraGhaziKhanbecausethebudgetmakingprocesshadnotbeeninitiatedtillthetimeofsurveyinJune2017.Hencethedatatablesforbothofthesedistrictshavenotbeenincludedinthesectionofdistricttablesofthisreport.3 The Punjab Local Government Budget Rules 2017 include elected representatives, general public, womenorganization,privatesector,nongovernmentalorganisations,communitybasedorganisations,minoritiesandotherrelevantorganisationsinthelistofstakeholders.

Thestudyalsopointsoutthepoorsituationofbudgetbranchintermofhumanresource.Thereare,intotal,5864vacanciesinfinanceandplanningbranchagainstwhichonly475personsareposted.Onehundredandelevenpostsarevacant,thatpartiallyexplainthepoorperformanceofthebudgetmakingprocessatdistrict level. Inaddition, inonedistrict thepositionofDistrictOfficerFinanceisvacant.

The provincial government has not shown proactive initiative for transferring financialresponsibilityandauthoritytolocalgovernmentsinPunjab.Thereareatleastthreeinstancesinsupport of this argument. Firstly, after laps of two years of elections when elected localgovernmenttookchargetherewasnoformulatodetermineshareofthedistrictsfromprovincialdivisiblepool,thegovernmentcameupwithaninterimPFCinthemiddleofthefinancialyear,thattooonlytolastforsixmonths.Secondly,thelocalgovernmentbudgetrulesalsocameinthemiddle of the financial years when some of important budget timelines had already lapsed.Thirdly,introductionofautonomouseducationandhealthauthoritieseffectivelydiminishesanyfinancialcontrolofelectedlocalgovernmentsoverthetwolargestsectorsdevolvedtodistricts.

Theelocalgovernmentshavenotbeenempoweredtoplanandexecutetheirowndevelopmentschemes.Insteadduetoweakdevolution,theyplantheirschemeswhicharethenforwardedtoProvincial governmentwhich then execute them. This, in otherwords,means that the localgovernmentsareleftwithlittlefreedomtoplanandexecutetheirowndevelopmentpriorities.

Thestudyrecommendsthatlocaldecisionsmustbemadelocallyanddistrictsshouldbegivenpolitical,administrativeandfinancialresponsibilityandauthorityintruespiritofdevolutionasenshrinedinarticle140-AoftheconstitutionofPakistan.

IntroductionandBackground

ThesimplestdefinitionofBudgetknowntodayis:astatementofincomesandexpendituresofthegovernmentasestimatedoveraperiodofoneyear.

Thebudgetismorethanjustastatement;inmoderndayofpoliticalscienceandpublicfinancethe budget document occupies a pivotal role. This document presents the policy of thegovernmentandindicatestheareasofpriorityofthegovernment.Hence,thedecisionsmadeduringbudgetmakinghaveverylongtermimpacts.Eventheshorttermdecisionmadebythegovernmentarequitecriticalbecausetheyalso impactthe livesofcitizens, for instance;howmuchtospendoneducation?Whatwatersupplyprojectswillbestartednextyear?Howmuchtospendonhealth?Etc.

The significance of budget in one sentence can be noted as a document that translates thedevelopmentagendaofthegovernmentanditsprioritiesintomonitoryterms.Equallyimportantisthebudgetmakingprocess,particularlythelevelofpublicengagementinit.

Thepublicparticipationisbroughtaboutthroughtransparencyoftheprocessandinvolvementofpublicrepresentativesinbudgetmaking.Everyyearwenoticetheelectedrepresentativesofthenationalandprovincialassembliesactivelydebatetheproposedbudget.Thegovernmentmakesspecialeffortstotransmitthebudgetsessionovernationaltelevisionandprintmedia.Budgetdetailsarealsopublishedonprintandelectronicmedia.

However,thedistrictbudgetdonotattractanyattentionwhatsoever.Peopleofthedistrictarenotevenawarethatthedistrictbudgethasbeenpreparedandapproved.

ThestudyofbudgetmakingprocessatdistrictlevelinthePunjabisanattempttohighlightthesteps of the budgetmaking process and see how these steps are implemented according totimelinesandproceduresenshrinedinthePunjabLocalGovernmentAct2013andPunjabLocalGovernment(Budget)Rules2017.Thestudyalsogivesrecommendationsattheend.

Methodology

All thematerial presented and used in preparing this report is based on empirical evidencecollectedfromallthe36districtsofthePunjab.Assuchreliancehasbeenplacedonprimarydatathrough out. A detailed questionnairewas designed to assess the level of adherence to theBudgetRuleswithspecialattentiontowardsmeetingthetimelinessetundertheBudgetRules.TwentyTwopartnerCSOsofCitizens’NetworkforBudgetAccountability(CNBA)collectedthedataabouteachbudgetrelatedactivityfromtheofficesoftheDistrictOfficersFinance&Budgetandotherofficesasandwhenneeded.Thedatawasthencompiledandanalyzedbyateamofexperts. The results of this analysis have been used in compiling the present report and arepresentedhereindistrictwisematrixtogiveaclearpictureofeachdistrictseparately.

Recommendations

Onthebasisofthestudy,followingrecommendationsaremade:

1. Thereisagreaterneedforinvolvingcitizensandcitizens’associationsduringeverystageofbudgetmaking process. Citizens are the important stakeholder in the budget process. Alldevelopmentplanningshouldbemadekeepingcitizensinforefront.

5. The tradition of citizens’ budget is not strong enough in Pakistan. Citizens Budget is adocument that presents the salient features of the budget in jargon-free and easy-to-understand language. As some of the provincial governments in Pakistan have started topublishcitizens’budgetinrecentyears;thedistrictsareyettobeconvincedaboutitsutility.

The study recommends that citizens’ budget should bemade integral part of the budgetdocumentsandalldistrictsshouldbeaskedtopublishandwidelycirculatethisdocument.

6. Budget making process should be started according to the budget schedule. The budgetcalendarstartswiththeissueofBudgetCallLetter(BCL)bythefinancedepartment.ThisBCLshouldbe issued in themonthofSeptember.Thestudyobserves that this first timeline ishardlymetwhichcausesdelaysinthesubsequentactivities.Allthedistrictgovernmentsneedto initiate thebudgetmakingprocess according to the timelinesprescribed in thebudgetcalendargivenattheendofPunjabLocalGovernmentsBudgetRules2017.
