Although we are very sorry to report that this will be our last distribution of the Senior Times via the U.S. Postal Ser-vice, we are looking forward to the opportunity to expand our readership as a result of ar-rangements for the Senior Times to be circulated as inserts in the Observer-Reporter, The Valley Independent, the Courier and the Weekender.

We are pleased that some readers have responded to our suggestion that they provide their email addresses. The email distribution list is growing, and email subscribers have already been receiving their papers via email for a few months.

It is interesting to note, too, that the built-in counter for the Senior Times on the Internet shows that thousands of unique viewers “clicked” in to see the Senior Times during the month

of June. As the time draws nearer to

our final mailing, we are expe-riencing increased numbers of notes from individuals who do not want to lose the Senior Times because they have no other way of receiving it except via direct mail.

With regard to mailing in-dividual subscriptions, please note that donations continue to be helpful. If you are making a donation, specifically because you want us to continue mailing you the paper, please include a note with your donation express-ing that you are making the donation to enable us to mail the paper to you.

We may not mail at the bulk mail nonprofit rate; therefore, we are anticipating that the per paper cost to mail the Senior Times will be higher than it was in the past.

There will, of course, be an expense attached to inserting the Senior Times into commercial publications, but it calculates to a much lower per paper cost than direct mail.

As many of you have written, the Senior Times is a valuable means of reaching seniors who might not otherwise have the opportunity to read about issues and interests designed especially

We expect the first few months of distribution, without direct mailing to a specific sub-scriber list, will be filled with compromise. Thinking of returning to school? Before you review the college opportunities avail-able for seniors, meet Charlotte Benvenuto.

“When I graduated from German Township High School in McClellandtown in 1951, I wanted to go to college, but in those days, if you couldn’t afford to go, there was no help avail-able,” recalls Charlotte Benve-nuto, a recent honors graduate of Westmoreland County Commu-nity College (WCCC) where she earned a certificate in General Management, which includes a Food Safety Certification.

Charlotte will celebrate her 81st birthday on August 27 and several of those 81 years have been spent working and also

learning. She first introduced herself to the Southwestern PA

Area Agency on Aging when she called the Senior Community Service Employment Program a few months ago and said, “I am looking for work.” At that time, she was also preparing to graduate from WCCC.

My maiden name was Trim-ble,” Charlotte said and she be-gan to chronicle her educational and work experiences that she confesses might not be in exact order.

“I went to work straight out of high school,” Charlotte said. “For 47 years, I did office work—including bookkeeping and tax work. I did a lot of dif-ferent things.”

Charlotte met her future husband, Pat, when she went

to a dance . “I went with my mother, Charlotte recalls, with a laugh. “Oh, she wouldn’t let me go alone.”

“Pat had a degree in Journal-ism from West Virginia Univer-sity,” Charlotte said. “And after we were married in 1955, he earned a degree in education. Our son, Pat, was born a year later.”

“I once worked in Pittsburgh for a place that bought and sold stores. But, I always loved be-ing in school. At different times in my life, I went to Pitt, Penn State and California Univer-sity, always taking two or three classes,” Charlotte reminisced.

“My first experience going back to school was at the Lewis Lineberger & Hill Academy of Cosmetology in East Liverpool,

Ohio, where we were living. I put in 350 hours before moving back to Pennsylvania. I decided later to go to the Uniontown Beauty Academy. When I reg-istered, they said that too much time had passed since I had attended the Academy in Ohio and I would have to start over. So, after 1261 more hours, I was licensed in cosmetology. I had a beauty shop, off and on, from 1974 through 1979.” …The name of the shop? “Charlotte’s.”

“I went to PIA (Pittsburgh Institute of Aeronautics) for truck driving and I got my CDL (Commercial Drivers’ License). At that time, I would travel across country. But, I started getting vertigo and, eventually, I couldn’t renew my license,” Charlotte said, further detailing

a few health concerns that Char-lotte looked at as only minor setbacks.

“I went to the National Ca-reer School and became a CNA (Certified Nursing Assistant). I also went to the vocational school in Uniontown for phle-botomy, but I failed. I just could not find the vein.

“I always worked different jobs while I was going to school. But, we moved about, too much. I finally retired in 2009 when I was working for Anova Home Health Care in Uniontown.”

Finally, after Charlotte re-tired, she found herself inter-ested in taking classes again. This time, as was mentioned, she went to WCCC. Most of her WCCC classes were taken at their Uniontown Campus. I graduated with honors,” Char-lotte says proudly reporting a 3.68 QPA.

After the WCCC graduation ceremony, Charlotte’s church, the First Presbyterian in Ma-sontown, joined Charlotte and her son, Pat in celebrating her graduation.

What is Charlotte doing now that she finished school? “I go to church and work around the house a little and I watch a lot of Lawrence Welk.”

What advice would you offer someone else who is thinking about attending classes? “Start sooner,” Charlotte says with a laugh. “But go.”

This pro-gram permits individuals to take the class for a grade or to audit the course, in which case no grade is issued. Individuals are responsible for paying for their books and may register for up to 18 credits (or 21 credits with special approval). Courses are available online and in the class-room, space permitted, at Cali-fornia’s Main Campus as well as the Southpointe Campus near Canonsburg. University of Pittsburgh Os-her Lifelong Learning Institute (OLLI) is a program designed for individuals 55 years or older. This program offers individuals an opportunity to attend various events, as well as a scholarly atmosphere where the members can benefit from interaction with Pitt faculty, other adult learners, and younger students. Courses are taken on an audit basis, for enrichment, with no credits to avoid the stress of exams and grades. There is a membership fee of $125 a term or $225 a year, which includes three con-secutive terms. Each year, the Southwest-ern Pennsylvania Area Agency on Aging (AAA) seeks nomi-nations, from within its ser-vice area of Fayette, Greene and Washington Counties, for the prestigious Humanitarian Award. In the end, one indi-vidual is chosen for outstanding dedication and personal com-mitment to causes enhancing the wellbeing of older adults in southwestern Pennsylvania.

Of the thousands of out-standing volunteers, relatively few are nominated, and only one may be chosen to receive the prestigious award. Each

year, the Area Agency on Aging Board Members face the daunt-ing task of selecting that one person. This year’s winner was announced at the Senior Games Victory Celebration and Awards Banquet held on June 28 at The Willow Room, Belle Vernon.

AAA Board Member Rita Hritz was given the honor of making the award. First, she read the 2013 finalists, with the exception of one: Elsie Ahlgren, Point Marion; Rose Marie Angelo, Burgettstown; Barbara Cochran, Charleroi; Nadene Dodds, Langeloth; Marge Hatalsky, Brownsville;

Nancy Hillberry, Midway; Jack Kocerka, Bobtown; Stella Ya-russi, Canonsburg; and Cathy Zimmerman, Uniontown.

Then, Ms. Hritz said, “This year, it is my privilege to in-troduce the last finalist and the 2013 winner of the Hu-manitarian Award, Mr. Charles Cieszynski of Smithfield. In choosing Mr. Cieszynski, the Board recognized that although Mr. Cieszynski has displayed a dedication to older adults during his 39-year career in banking, it is his volunteer career of advo-cacy that has most impacted the lives of the elderly throughout the area and the community of Smithfield where he resides.”

Mr. Cieszynski humbly lis-tened, his wife Dianne at his side, as Ms. Hritz detailed his many volunteer accomplish-ments, and many of his support-ers from the Smithfield Colonial Senior Citizens listened intently as Mr. Cieszynski’s selfless deeds were read.

Notice was given to his at-tention to the needs of the home-bound and disabled and to his efforts to arrange for emergency grass cutting and snow removal, as well as his assistance to vic-tims of fire.

A story was recalled about Mr. Cieszynski becoming aware of a homeless individual who is a Vietnam veteran. The man and

his mother had lived together, but had become separated when she was taken out of her home and moved to a nursing facility. Mr. Cieszynski not only provid-ed the homeless man with food and shelter at his own home, he also provided a more permanent residence in his rental prop-erty until such time as the man could be moved to Pittsburgh for services provided under the Veterans Affairs Office. Mr. Cieszynski and his newfound friend continue to stay in touch and the man is now working for a hospital in Allegheny County.

organizing the local Neighbor-hood Crime Watch with monthly meetings, including such speak-ers on educational programs in-cluding identity theft, vandalism and home invasion, to which se-niors are particularly vulnerable. As the mayor of Smithfield, primarily a pro bono position, he also serves as chairman of the Police Safety Committee.

The Smithfield Colonials said that they are pleased to welcome Mr. Cieszynski who attends their holiday meetings and senior volunteer recognition dinners, and always contributes door prizes and gifts for the seniors. The group further re-ported that when the floor of the Smithfield Borough Building, where the Smithfield Colonials meet, was in need of replace-ment and the Shuffleboard Court

was in danger of being elimi-nated, Mr. Cieszynski used his influence to encourage donations from local organi-zations, as well as from the bank where he is employed.

Mr. Cieszynski is a mem-ber of several organizations. He has helped to organize the Memorial Day Parades and the programs at the Mount Moriah Baptist Church Cem-etery, as well as veteran’s organizations that pay tribute to the Veterans. He is active in the Lion’s Club and in the Rotary Club participat-ing in community services, such as providing Christmas lights, contributing toward American Flags placed on Main Street, and presenting

Southwestern PA Area Agency on Aging is seek-ing professionals and peers interested in becoming vol-unteer Leader Trainers for the Stanford University designed Chronic Disease Self-Manage-ment Program (CDSMP).

As a leader, volunteers learn how to help individuals with chronic conditions who are 60 years-of-age and older to bet-ter manage their lives relative to dealing with pain, fatigue, nutrition choices, exercise, and treatment choices, as well as effective ways to talk with their doctor and family about their health. This training will enable those who suc-cessfully complete the classes to present community work-shops in Chronic Disease Self-

Management, which is one of the approved PA Department of Aging PrimeTime Health evidence-based programs.

Training will be held at Area Agency on Aging, 305 Chamber Plaza, Charleroi, Pa., on four consecutive Tues-days beginning September 10 through October 1, from 9 a.m. to 4:30 p.m.

Refreshments and lunch will be provided. Space is limited.

Aspiring Leaders, both pro-fessional and peer, must attend every class, successfully com-plete all the training activities, be approved by the Master Trainers, and facilitate a work-shop within 12 months of the training.

Further, according to the National Council on Aging, chronic diseases account for 75% of the money our nation spends on health care, yet only 1% of health dollars are spent on public efforts to improve overall health.

Mr. Cieszynski arranges for flags from the Fayette County Veterans Affairs Office and directs the Cub Scouts and Boy Scouts when they place Me-morial Day flags on Veteran’s graves at five local cemeteries.

Mr. Cieszynski also men-tored an Eagle Scout as he earned his award and later when the Scout discovered the old Brownfield Cemetery, the Scout restored it under Mr. Cieszyn-ski’s direction.

He served for many years as

the treasurer and financial secre-tary of the Smithfield Volunteer Fire Department and is presently an honorary member.

In partnership with the Unit-ed Way, on the Fayette County Day of Caring, Mr. Cieszyn-ski arranged for volunteers to complete improvements on the Smithfield Borough Building and to paint the entire house of a 90 year-old resident.

Mr. Cieszynski serves as treasurer to the Georges Creek Municipal Authority and is an avid supporter of the Fayette County Library System and the Smithfield Public Library. He is a former member of the Fayette County Zoning Hearing Board and the Fayette County Redevel-opment Authority. He is also a volunteer member of the Albert Gallatin Human Services Board of Directors.

Mr. Cieszynski is a member of the First Baptist Church of Fairchance and is Chairman of the Board of Trustees.

Mr. Cieszynski is known as a man of high moral standards with a strong sense of family values, as a loving husband to his wife Dianne, father to his son and daughter, Casey and Chrystal, and grandchildren.

When Mr. Cieszynski ac-cepted the Humanitarian Award, he graciously thanked those who had nominated him as well as those who had supported him and the good that was made pos-sible with their help. He further recognized the importance of his family and the presence of God in his life.

Medicare provides vital health insurance for about 50 million seniors and people with disabilities, but most people with Medicare have some form of additional coverage. Why is this coverage so important? And what are your options for getting this coverage? Let’s take a look.

Q: What gaps does Medicare have?

A: Medicare provides very important basic health insur-ance. However, it has gaps in the services it covers and in what beneficiaries have to pay out of pocket. Medicare has limited or no coverage for vision, hearing, dental, and long-term care. In terms of what beneficiaries have to pay, in addition to premiums, they often have large deduct-ibles. And many services, like doctor visits and lab tests, come with substantial co-insurance (often 20 percent). Finally, un-like most other health insurance, Medicare does not have lifetime

Beyond Basic Medicare: Understanding Medicare Supplemental Coverageor annual out-of-pocket limits.

Q: How do people supple-ment Medicare?

A: Because of these major gaps, most people with Medicare have some kind of supplemental coverage. About one-third of beneficiaries have supplemental coverage from a former em-ployer. People who can’t get job-based supplemental coverage have other options: Those with very low incomes and assets can get help through their state Medicaid programs. Otherwise, private Medicare supplemental insurance (often called “Me-digap”) or a private Medicare Advantage plan can help. But these options may be expensive, and have other limitations.

Q: What are Medigap plans? A: Medigap plans are sold by

private insurance companies, but these plans have to follow state and federal rules. Medigap plans come in several standard vari-eties, which helps consumers compare plans. They cover some of Medicare’s cost-sharing (for example, deductibles and co-in-surance), but they do not pay for services that Medicare does not cover. Medigap plans are popu-lar because they rarely change from year to year, and they allow

you to see any health care pro-vider who accepts Medicare. But Medigap plans can have high premiums that increase annually, and policyholders usually must buy separate Part D prescription drug plans. Also, if you have a Medigap plan, think twice be-fore dropping it for some other coverage—you may not be able to get it back later.

Q: What are Medicare Ad-vantage plans?

A: Medicare Advantage plans are run by private insur-ance companies that contract with Medicare to provide the full range of Medicare benefits. Most include Part D prescription drug coverage, and some offer supplemental benefits and have

out-of-pocket limits. Medicare Advantage plans

have grown more popular in recent years, but they have drawbacks. In general, they limit which doctors and hospitals you may use, and plans decide what services they will approve. Plans can leave a market, forcing people to change their coverage. Beneficiaries can join, switch, or leave their Medicare Advantage plans only during Medicare’s open enrollment period each fall.

Q: What if you can’t afford supplemental coverage?

A: You may be eligible for Medicaid or a Medicare Savings Program in your state, or for the Part D Extra Help program through Social Security.

Q: How can you get more information?

A: Anyone with Medicare can get help from a local coun-selor through their State Health Insurance Assistance Program (SHIP) known in Pennsylvania as APPRISE. The Southwestern PA Area Agency on Aging AP-PRISE program may be reached by calling 724-489-8080, or toll free at 1-888-300-2704, ext. 4438. You may also call 1-800-MEDICARE and ask for a referral to your local SHIP or go online at: www.familiesusa.org/resources/program-locator <http://www.familiesusa.org/resources/program-locator> and click on your state.

A Medicare National Mail-Order Program for diabetes testing supplies went into effect on July 1.

This new cost-saving pro-gram will require beneficiaries to order testing supplies covered under Medicare Part B through a National Mail-Order Program or a Medicare-approved pharmacy. This change, expected to affect 2.3 million Medicare beneficia-ries who are on traditional fee-for-service Medicare, does not apply to people on Medicare Advantage plans, such as an HMO or PPO.

If you are on traditional Medicare and you need diabetic testing supplies, you may need to make some changes to how you order supplies. The first step is to find a national mail-order supplier. You can do this by visiting medicare.gov/supplier or by calling 800-MEDICARE

(800-633-4227). They can give you a list of suppliers who are under contract with Medicare to provide the new prices.

If you prefer locally provided supplies, you may also get your supplies from a pharmacy or store that accepts Medicare as-signment. Ask your pharmacist if they accept Medicare assign-ment before getting your pre-scription filled. Any pharmacy or store that says it accepts Medi-care assignment can only charge you for any unmet deductible (Medicare Part B) and your 20 percent coinsurance. Stores and pharmacies that don’t accept Medicare assignment can charge you more.

The cost of diabetic supplies will be the same for mail-order suppliers and pharmacies or stores that accept Medicare as-signment, according to CMS.

The national mail order pro-gram applies to people with both Type 1 and Type 2 diabetes. It covers blood sugar test strips, control solution for the test strips, lancets, the lancing de-vice and batteries for your blood

National mail-order suppli-ers have to include coverage for more than 50 percent of the cur-rently available test strips on the market. If the supplier you’ve chosen doesn’t offer your brand of test strips, ask your doctor if you can use an alternative brand. If there’s a medical reason for you to use a particular test strip, your doctor can document this, and the supplier can either given you the exact brand you need, or help you find another supplier who will.

Unsolicited phone calls from mail order suppliers aren’t al-lowed under CMS rules. If you get a call pressuring you to switch suppliers, report the call to Medicare at the phone number given above. In addition, CMS recommends never giving your Medicare number or personal information to anyone who calls you.

Although the summer months are typically known for clear, sunny skies, this summer has been rainy. As se-vere weather and major flood-ing continue to impact several counties in Pennsylvania, the Better Business Bureau of Western PA is advising con-sumers on how to deal with water damage.

Floods and other natural di-sasters can often bring out the best in people. Unfortunately, these stressful and often unex-pected events can attract un-scrupulous repair contractors, who are simply out to make a fast buck. These individu-als are usually unqualified to complete the necessary work and attempt to capitalize on the misfortunes of others.

“If your home or property suffers from water damage, take the time to request bids from at least two or three different companies based on the same materials and specifications,” says Warren King, president of the Better Business Bureau of Western PA. “Don’t just stop at the lowest bid; make sure you can trust the company and that you are dealing with a reputable contractor. Before signing a contract for repairs related to flooding or water damage, consider the following tips from your BBB:

• Start your search with BBB to see if the contractor you are considering has a busi-ness review on file at www.bbb.org. Check out their BBB rating, complaint activity and other relevant information to help you make an informed decision. Search the Accred-ited Business Directory to find companies that have met and agreed to uphold BBB’s strict Code of Business Practices.

• Verify the company is registered and insured. Con-sumers should ask whether the company is insured against claims covering workers’ com-pensation, property damage and personal liability in case of accidents. Consumers should obtain the name of the insur-ance carrier and call to verify

coverage. In addition, consum-ers should check whether a contractor is registered with the PA Office of the Attor-ney General, by calling 888-520-6680 or visiting www.attorneygeneral.gov. Under the law, home improvement contracts are required to have this toll free number and the registration number posted in the contract.

• Get everything in writing. Read and understand the con-tract before signing and do not sign if there are blank lines or if there are statements you do not understand. Law requires a copy of the signed contract be given to you at the time of signing. Get all verbal prom-ises in writing. Any warranty offered on products by the contractor should be in writ-ing and scrutinized carefully. Make certain you understand all the terms and conditions, including the length of the warranty.

• Remember the rule of thirds and follow it. A rule of thumb is to pay one third at the start of the project, one third when work is 50 percent completed and one third after completion. In fact, the law actually states for a contract of more than $1,000, the contrac-tor cannot accept a deposit in excess of 1/3 of the contract price, or 1/3 of the contract

price plus the cost of special order materials. Make sure you get a receipt from the contrac-tor and that the contract prop-erly accounts for the amount you have already paid.

• Where there is water dam-age, there can also be mold. Hire local contractors quali-fied in mold remediation and property restoration. To find local contractors and restorers check with the Cleaning and Restoration Association and the Restoration Industry As-sociation. When talking to a potential contractor for your restoration job, ask to see a list of references and call them.

• Act promptly. Every in-surance contract requires the policyholder to mitigate dam-ages. Do what you can safely do to mitigate your loss. Some examples include cutting off the water, moving contents (things inside your house) to a safe place and tarping the roof (but only if it can be safely done).

• Do not be surprised if the insurance check is issued to both you and the lender that holds your mortgage. Your contractor may require you to sign a statement acknowledg-ing that the lien of the mort-gage attaches to the insurance check. This is a common prac-tice since Hurricane Katrina and helps to make sure the

insurance check is being used to restore the property.

• If your heating, venti-lation and air conditioning system (HVAC) was flooded, have the system checked and cleaned by a service technician before you turn it on.

If you live in an area in which there has been extensive damage it may take a while for local contractors to get around to you and you may be frustrated. This is understand-able. Scammers will attempt to manipulate these feelings of frustration to your detriment though. Try not to be pres-sured into making a decision that might come back to haunt you later.

Flood victims should never feel forced to make a hasty de-cision or to choose an unknown contractor. Start With Trust. -Colleen Valosen… Good weather gives us just the push we need to get out and enjoy life a little more… On June 5, Dave Coder, Chief of Staff for Pam Snyder, House of Representatives 50th District, stopped in for a visit… We had the pleasure of wishing a happy 50th anniversary to Jerry and Pat Wilson and a happy 60th anniversary to Sil and Jenny Confortini… The weather for the Senior Games was much more bearable than last year. Our athletes and spectators enjoyed the day very much… On June 20, we traveled to Hugo’s in Centerville for our observance of Mother’s Day and Father’s Day. The family-style meal was so good and the laughs and chatter never stopped… On June 27, a group attended the Victory Cel-ebration and Awards Banquet at The Willow Room and enjoyed the delicious food and wonder-ful fellowship!... Pat Lemley has reminded us that our efforts and contributions will be needed soon since the “Stuff the Bus” project is just around the corner. We are anxious to see how many backpacks we can fill… Our recent contributions of women’s clothing were really appreciated by the Department of Veterans Affairs. It feels good to be doing helpful things… We were also encouraged by her to contact our state senator and representative in hopes of securing their support in making sure seniors receive the millions of dollars promised in the state budget… We send along our get-well wishes to our friends Gloria Roberts, Chuck Andrews, Betty Cogar and Carol Thompson. Con-gratulations to all who partici-pated and won a medal!... Some members attended the Victory Celebration and Awards Banquet on June 27… On July 3, we had a party to celebrate the 4th of July. Bob Podish provided our musical entertainment… Farm-ers Market Nutrition Vouchers were distributed on July 12 in time for the opening of the local farmers markets… Our weekly schedule of activities are as fol-lows: Monday: knitting classes and computer classes; Tuesday: card party and sitting exercises; Wednesday: scrapbooking (sec-ond and fourth Wednesday of the month) and SilverSneakers exer-cises; Thursday: sitting exercises and Bible study; and Friday: SilverSneakers exercises. Every day we enjoy bingo, puzzles, quilting, dominoes, darts, Wii

bowling and use of the fitness center with a treadmill, a total body exerciser, a linear trainer and a recumbent machine. So you can see there are plenty of activities at the Center.
