Any teacher shall be permitted to be present during a closed meeting in which there is a discussion or consideration of a disciplinary matter that involves the teacher and some student and the student involved in the matter is present, provided the teacher makes a written request to be present to the presiding officer of the appropriate board. 3. WHEREAS, the Carroll County Board of Supervisors convened a Closed Session this date pursuant to an affirmative recorded vote and on the motion to close the meeting in accordance with the Virginia Freedom of Information Act; WHEREAS, Section 2.2-3711(D) of the Code of Virginia requires a certification by the Board of Supervisors that such Closed Session was conducted in conformity with Virginia law; NOW, THEREFORE, BE IT RESOLVED that the Carroll County Board of Supervisors hereby certifies that, to the best of each member’s knowledge, (I) only public business matters lawfully exempted from open meeting requirements under the Virginia Freedom of Information Act were heard, discussed or considered in the Closed Session to which this certification applies, and (II) only such business matters as were identified in the motion by which this Closed Session was convened were heard, discussed, or considered in the meeting to which this certification applies.

APPROVAL OF AGENDA Mr. Robbie McCraw made a motion to approve the agenda with the addition of an Appreciation Resolution under New Business. Mr. Phillip McCraw seconded the motion.

AYES: Rex Hill Joe Webb Robbie McCraw Bob Martin Tom Littrell Phillip McCraw NAYS: None CITIZENS TIME Traffic Issue – Bill Baldwin addressed the Board regarding the accidents that are taking place in front of their homes where two people have lost their lives. Mr. Hill asked the location. Mr. Baldwin said it is at the Faddis Hill crossroads. The posted speed limit is 55 mph, and the houses are right on the road. There are three things they would like to see; a flashing light, rumble strips, and reduced speed limit. As vehicles top the hill and start down the other side they are speeding and there is no room for correction. VDOT has added some rumble strips coming up the hill and put a suggested speed limit. Mr. Dalton said the Board has the right to request VDOT to do a Safety and Speed Study for that area with a vote by Resolution. Mr. Martin said it is a growth area for the County and as homes go up for sale, businesses are opening up there and there will be more traffic. Years ago, citizens on Airport Rd. wanted the speed reduced and who do you think the first people to get tickets were? Mr. Martin made a motion to request VDOT to do a safety study to consider a flashing light, rumble strips, and reduced speed limit. Mr. Robbie McCraw seconded the motion. Mr. David Boatman said that he owns the house where the car landed last time. A request coming from the Board will carry more weight than from the individuals. All of the things mentioned are low cost, and a rumble bar beside the road would also be helpful. The Sheriff’s Office setting up radar as vehicles come over the hill would also be helpful in getting vehicles to slow down. Mr. Robbie McCraw withdrew his second. Mr. Martin modified his motion to include consideration of rumble strips on the side of the road and asking the Sheriff’s Department to patrol the area. Mr. Robbie McCraw seconded the modified motion. Mr. Webb said he would like to include asking VA State Police to monitor the area. Mr. Durbin said we have a motion from Mr. Martin that has been seconded to request a speed study, consider changes to speed limits and addition of safety devices to include without limitation white bar rumble strips, flashing lights or other safety measures. There is also a motion to amend that motion from Mr.

AYES: Rex Hill Joe Webb Robbie McCraw Bob Martin Tom Littrell Phillip McCraw NAYS: None County Employees – Tracy Moore addressed the Board with a concern that a lot of citizens were talking about the morale of County employees. The workers come every day not only fearing for their job, but the fact of uncertainty. We are going through a transition right now. The employees are the backbone of our community. He noted the County have had all the turnovers, pay freezes and the negative rumors. Maybe one of the committees that you are coming up with will address that and bring some positivity. This issue needs addressed. Several departments are short staffed right now and that is a major issue. I know the Board and Mr. Dalton have a lot of things going on right now and a lot of tough decisions but maybe there is something you can do to give the employees a morale boost. Traffic Issue – Mr. Jimmy Strickland said he was going to speak on the traffic issue, but all items had been covered. Traffic Issue – Mr. David Hancock said years ago they were going to 4-lane Glendale Road but that doesn’t come up anymore. I would like to see the rumbles on the side of the road. I would like to see something done right away. PAYMENT OF INVOICES Mr. Robbie McCraw made a motion, seconded by Dr. Tom Littrell to pay the payroll and accounts receivable invoices.

Dr. Tom Littrell made a motion, seconded by Mr. Phillip McCraw to approve the Consent Agenda Sections A and B, which includes a Social Service Appropriation and an Emergency Services Appropriation.

AYES: Rex Hill Joe Webb Robbie McCraw Bob Martin Tom Littrell Phillip McCraw NAYS: None NEW BUSINESS Waste Industries Update – Mr. Robert Washler stated that as of last Friday all of the new trash containers have been delivered except for about 15. Several needed help with the can placement. We also gained about 60 new customers so that will help with keeping the County clean. Mr. Robbie McCraw said that an owner of a trailer park off of Poplar Knoll was unhappy because his tenants did not get notification. He was also concerned about a bag that fell out of a can and it wasn’t picked up. Mr. Washler said letters were sent out and they also made blast calls and he verify. Hillsville Volunteer Fire Department – Donnie Spangler, Chief of HVFD reported that sadly they had an accident with a piece of equipment, and they are trying to find a way to replace that. We don’t want to put any more burden on the County or the Fire Department. We would like to take one of the engines that is paid for by ATL Fund and pay that truck off. We are seeking permission to do that. When we see what we can purchase to replace the truck we would like to use the ATL Fund to make the payment and not exceed what we get from that. Mr. Robbie McCraw replied he does not have any issues with that. It would take some burden off of us if you pay off the truck. Mr. Spangler responded after that we plan on getting that loan in HVFD’s name so it is not on your debt load, but it would be titled to the County. We would just like to us the ATL Fund to make the payment with. Mr. Webb said he has worked with Donnie and they have come up with a great plan to alleviate a debt and to get a new truck without the extra expense to the County. Mr. Dalton said we need to refer it to the budget committee and work with them on the payoff of the loan and figure out an amount that can be borrowed according to the ATL funds. If Mr. Spangler can get everything together, we will meet the first of next week to get everything going. VACORP Agreement/Renewal – Mr. Robbie McCraw made a motion to accept the VACORP Agreement. Mr. Martin seconded the motion. Mr. Dalton said the VACORP Renewal of what we estimated in the budget will require an additional appropriation to different department. We recommend approval of that. Mr. Robbie McCraw and Mr. Martin amended the motion to include the appropriations for the VACORP Renewal.

Mr. Robbie McCraw made a motion, seconded by Mr. Webb to name the County Administrator to VIAA, BRCEDA, CPMT, CLEO, Crossroads, District III, MRPDC, Solid Waste and Wired Road.

WHEREAS, Carroll County has been included in the legislation requiring Counties along the Interstate 81 Corridor to increase gas taxes in the County by seven (7) cents per gallon to fund needed improvements for the interstate; and, WHEREAS, Carroll County, along with Alleghany, Bath, Bland, Craig, Floyd, Franklin, Grayson, Giles, Highland and Page Counties, do not have any part of Interstate 81 within our borders but are being included in this legislation; and, WHEREAS, Interstate 81 is major economic engine, with the transportation of products and services benefiting all areas of the Commonwealth, not just the counties of the planning districts along the corridor; and, WHEREAS, a large percentage of Carroll County’s work force travels out of the County for employment, this additional gas tax places a financial burden on already fiscally stressed persons; and, WHEREAS, while Carroll County agrees that improvements and repairs are sorely needed for Interstate 81, the unfunded mandate should be shared by all localities in Virginia to ensure equality. NOW, THEREFORE, BE IT RESOLVED, that the Carroll County Board of Supervisors strongly opposes the additional gas tax for Interstate 81 improvements for contiguous Counties unless collections from those Counties can be used toward primary/secondary improvements in the respective counties. Adopted this, 12th day of August 2019 in the County of Carroll, Virginia.

WHEREAS, Steven B. Truitt was named County Administrator and began employment with Carroll County, Virginia on September 26, 2016; and, WHEREAS, during his tenure, Mr. Truitt has worked tirelessly on bringing Economic Development prospects to the County; and,

WHEREAS, Mr. Truitt has made huge strides in the Woodlawn School Revitalization Project; and, WHEREAS, Mr. Truitt has made significant contributions in the Gigabeam Wireless Internet project, bringing service to underserved areas within the County; and, WHEREAS, Mr. Truitt was instrumental in the reconstruction of the Carroll County website, making it more user friendly; and, WHEREAS, Mr. Truitt’s final working day for the County is August 16, 2019; and, WHEREAS, the Board wishes to extend our sincere best wishes for his future endeavors; and, NOW, THEREFORE, BE IT RESOLVED, that the County of Carroll recognizes and appreciates Mr. Steven B. Truitt’s service to the County. Adopted this, 12th day of August 2019 in the County of Carroll, Virginia.

Mr. Martin stated that the Board has accomplished many things working with Mr.

Dalton. The County is in a tight financial system and we have agreed on a way

for the County to come out ahead in the short and long term.

Dr. Littrell spoke of a question that he needs some help on and requested that

staff be able to work on that. It is always good to hear what is going on.

Mr. Robbie McCraw said we will work with VDOT on the traffic issue and try to

get things resolved. The County Fair is coming up and it is a huge event that we

should support. It is also Breastfeeding month and the Health Department will

have a station set up as well as a couple other agencies in the Health Corner. It

is a pleasure to work with this Board and the people of this County, I enjoy it.

Mr. Phillip McCraw said talking about employees being scared for their jobs, the

budget is tight, and we are looking at ways to get in line, but no one should be

threatened about their job. We appreciate the employees and the job they do,

and I will never do anything to try to cause them to lose a job. The Board has

their differences, but we work together well.

Mr. Webb apologized for missing the meeting in June. I read about being a

conspirator and I am doing the best I can. If you have a problem with me, come

to me. This County is in serious trouble as far as finances and we are working

hard. We are not trying to scare anybody about their job but have taken actions

to get a grip on what is going on. If you are afraid of losing your job, you might

not be doing your job. If you are doing your job, I will be the first to stand up and

protect you. We are trying to get a grip on things and going in the right direction.

Our plan is to prosper the County with the resources that we have. I appreciate

the citizens and to the employees, it is not going to be chaos forever.

Mr. Hill said it has been tough and it is not getting any better. We have great

employees and I have never had problems getting the things I ask for. On the

County Fair, it is a great event and I encourage everyone to come out and

volunteer. I appreciate what everyone does for the County.

COUNTY ADMINISTRATOR COMMENTS

Mr. Dalton apologized for missing the last meeting due to previous obligations. I

have spoken with most of the staff and Constitutional Officers and think we have

made great strides in talking. We have all agreed to work for the best of the

County. Thank you for the opportunity.
