P R E F A C E

Census of Population is the largest statistical exercise undertaken in Sri Lanka. Even with electronic computers, the task of processing and tabulation is a long and time consuming process. The successful completion of a Census requires, the combined, co-ordinated and sustained efforts of many persons and organisations both at district and national level. - The success of such efforts are the publications containing statistical tables published early for analysis and policy making. Taking into consideration the need for timeliness in the release of statistical tables from the Census, the Department of Census and Statistics has arranged for periodic releases of Census data on different topics as and when such data become available.

Already the Release No. 1 was issued in June last year which gives information on the population of Districts, Towns and A.G.A. Divisions classified by (a) Sex (b) Under 18 years and 18 years and over (c)'Ethnic Group (d) Religion. Another Census Release was Issued in November, 1981 which contains statistics on physically disabled persons enumerated at the 1981 Census. The present Release No. 2 provides basic data from the 10% Sample of Census Blocks (enumerator's areas). The processing and tabulation of the Census Schedules in respect of a 10% Sample of Census Blocks was undertaken in the first instance in order to meet urgent requirements of the Census data for national planning, policy making and other uses.

This publication contains tables on age distribution, marital status, literacy, school attendance, education and place of birth. Section 1 contains tables giving some basic data for districts while Section 2 contains more detailed tables for the whole Island. Some of which are further classified by urban and rural sectors. It is hoped that this information will be useful until the tables based on the full Census are made available. Explanatory notes on the sample design and some of the .concepts and definitions used at the Census are provided. A brief analysis of the main results of the Census indicating significant changes since 1971 is also included.

The Census of Popualtion, 1981 was successfully carried out due to the unstinted co-operation and assistance of the district administration and numerous persons within and outside the Department. I would therefore wish to thank all those who have contributed directly and indicrectly to its successful completion, specially the Government Agents and Local Government Authorities. I am also indebted to the National News Papers and the Sri Lanka Broadcasting Corporation for giving the Census good publicity. My appreciation also goes to Deputy Superintendents, Assistant Superintendents, Supervisors, Enumerators and all my staff for their unflinching support and untiring efforts in making the Census of Population 1981 a success. I am particularly grateful to the people of Sri Lanka for the high standard of voluntary co-operation shown at the time of Census taking. Explanatory Notes.

The 1981 Census of Population was taken on 17th March 1981. The Census was a 'de facto' count which means that each person was counted and enumerated at the place where he was present between 6.00 P.M. and 12 midnight on the night of 17th March 1981 irrespective of where his or her usual residence was situated.

The tables contained in this publication are based on a 10% sample of the census returns. However, the numbers as shown in the tables are inflated figures which provide estimates of what the actual numbers would have been if the tables were based on the full (or 100 percent) data.

Sample design.

The urban, rural and estates sectors of each district were treated as different strata and a systematic sample of one in ten census blocks (or area covered by each enumerator) was selected in each stratum. All the Census returns within the selected sample census blocks were included in the processing and tabulations. In the case of outdoor enumeration and special enumeration areas e.g. army camps, hotels etc 10% of the individual persons enumerated were selected on a systematic basis for inclusion in the processing.

The sample figures in each stratum were inflated by using the ratio of the total population of the stratum as obtianed by a manual count to the population included in the sample of returns processed. The district figures and the all island figures were obtained by adding up the strata figures. As the inflated figures have been rounded off to the nearest unit there may be a small difference between the total as shown in any column (or row) in a table and the actual sum of the

constituent figures in that column (or row).

Urban-rural classification.

All municipal, urban and town council areas were regarded as comprising the urban sector. All other areas including the estates comprise the rural sector.

Age.

At the census the year, month and date of birth (except when this was not known by the respondent) as well as the age in years completed as on the final census data was recorded. For infants under 1 year old the age was recorded as '00 *. Enumerators were instructed that where the year of birth was not known they should obtain as good an estimate of the age as possible in relation to known ages of his family members or by reference to a well known public or personal event.

Marital Status.

The marital status recorded was the current status at the time of the census. A person whose marriage was registered is classified as- Married (Registered) while one who claims to be married according to custom or repute but whose marriage was not registered according to law is classified as Married (Customary).

A person is regarded as 'Divorced' only if a legal divorce has been obtained in a court of law. A divorced person who has re-married is regarded as, married and not as divorced.

'Legally separated' refers to a person who has obtained a judicial or legal separation in a court of law. It does not include cases of voluntary separation without obtaining a court order.

Religion.

This refers to the individual religion professed by the person. In the case of christians a distinction was made between Roman Catholics and other Christians (eg. Protestants, Anglicans etc.)

Although the term religion was used on the census schedule and in the relevant tables in this report it has become traditional in the Sri Lanka Census to record and categorise the population according to religious affiliation, ie as Buddhists, Hindus, Muslims etc. For example, although the religion is 'Islam* its adherents are categorised as 'Muslim'.

Ethnic group

The ethnic groups distinguished are Sinhala, Sri Lanka Tamil, Indian Tamil, Sri Lanka Moor, Burgher and Malays. Any one not belonging to one of the above groups was recorded and classified as 'other'. As the classification by ethnic group relates to racifal or ethnic affiliation tamils of Indian origin were recorded as Indian Tamil even though they or their parents may have obtained Sri Lanka citizenship by registration.

Where the parents of a child belong to different ethnic groups the child was regarded as belonging to the father's group.

Citizenship

No distinction was made in the Census Schedule with regard to citizens by descent and citizens by registration. In the case of a non-citizen the country of which he/she was a citizen was recorded. In the case of the 'stateless' persons whose applications for Sri Lanka citizenship were pending the citizenship was recorded as 'Not known'.

Literacy.

The census schedule provided for recording the ability to read and write Sinhala, Tamil arid English.

A person was regarded as able to read and write a language only if he could both read and write a short, simple letter or message in that language.

A person able to read and write at least one language is regarded as literate.

A person who could read and write a language other than Sinhala, Tamil or English is also literate e.g. a German national. As the Census schedule did not provided for recording such cases they would not be included as literate in the literacy tables. However such cases would be very few and not likely to affect the overall literacy figures significantly.

Attendance at school or other educational institution.

Persons attending a government school or private recognised school with any classes from grade 1 to GCE Advanced Level or those who were enrolled but were unable to actually attend classes due to illness, vacation or other reason were regarded as 'attending school'.

Persons attending educational institutions such as University, Technical College, Law College and other recognised institutions preparing students for recognised professional examinations were regarded as 'attending other educational institution 1.

Vocational and trade schools, shorthand or typing classes, dressmaking classes etc were excluded. So were in-service or on the job training and apprenticeships.

Educational Attaintaient.

This refers to the highest academic, technical or professional qualification obtained. In the case of persons with no such qualifications i t is the highest grade or class passed in school.

Place of Birth.

The information recorded on the Census schedule was the district in which the person was born or the country if born abroad. In the case of the new districts that have been created enumerators were asked to identify the district in terms of its present name and boundaries. For example, a person born in a place situated in the present Gampaha district was to be recorded as born in Gampaha district even though at the time the person was born Gampaha district did not exist and the place was situated in Colombo district.

Usual Residence

Usual residence refers to the housing unit or living quarters at which the person usually lives, i.e. sleeps, keeps his clothes and other belongings etc.

It is the residence from which a person generally goes to work or if a student, attends school. A person's usual residence need n o t b e his permanent residence or parents' residence although in many cases the usual residence may happen to be the permanent residence or parent's residence.

The place o r district of usual residence is the place or district in which the person's usual residence is situated.

Note on the Discrepancies between the Sum of the Figures and their Totals as shown.

O n account of the estimation procedure adopted which is described above under sample design, the sum of the figures in any column (or row) of the tables may differ slightly from the totals as shown. Also, the figures for males and females when added up may differ slightly from the total shown for both sexes. As the figures are estimates which cannot •be regarded as accurate upto the last digit these small differences should not cause any inconvenience in the use and interpretation o f the figures.

The district population totals and Sri Lanka total appearing in Table 1 differ from the figures in the rest of the table. The figures shown in Table 1 are figures obtained from the manual count of all the Census records and published in Preliminary Release N o . 1. The figures in Table 1 should b e taken as the actual total population figures for districts. The figures in the rest of the tables provide a cross-classification by various characteristics for a study of distributions and patterns. The fact that the total population for districts and Sri Lanka as appearing in these tables differ slightly from the actual figures in Table 1 should not make a significant difference to the distributions and patterns studied.

In the age group 25 - 29 years "the percentage of females who are single (never married) has increased from 24.6% in 1971 to 30.1% in 1981. For the 30 - 34 age group it has increased from 10.9% to 16.0% and for the 35 - 39 group from 5.6% to 9.2%. All the other age groups too show increases in the percentage of single females but of smaller magnitudes. Correspondingly,the percentages of currently married females in each group show decreases between 1971 and 1981.

The average age at marriage of females calculated from the Census data on proportions single shows an increase from 23.5 years in 1971 to 24.4 years in 1981. This is an increase of 0.9 years compared to the increase of 1.1 years observed between 1963 and 1971.

Table C shows the percentages of single and currently married males by age groups for 1971 and 1981.

Among males there has been a decrease in the percentage of single (never married) and a corresponding increase in the percentage of currently married males in every age group except the 30 - 34 years group which shows no change. The proportion of currently married among the 20 - 24 year olds shows the largest increase from 13.6% in 1971 to 16.1% in 1981.

For males the average age at marriage shows only a very slight decrease from 28.0 in 1971 to 27.9 in 1981.

The Census also shows a decrease in the number of customary marriages. In the 1971 Census 413,754 females were in customary marriages while in 1981 the number has decreased to 298,288. Females in customary marriaaes as a nercentane of all married females declined from 18.8% in 1971 to 10.7% in 1981. This shows that the prevalence of customary marriages is declining.

The rising age at marriage among females has been one of the major causes for the decline in the birth rate. There is obivously a limit to the delaying of marriage on the part of females and even though the 1981 Census indicates a continuation of the trend in risina aae at marriage.

postponement of marriage as a factor in future reductions in the'birth rate' is likely to be a less significant factor than the acceptance and wider use of family planning methods.

Literacy

The 1981 Census shows improvements in the literacy rates since 1971. The literacy rate defined as the percentage of the population aged 10 years and over who are able to read and write at least one language has risen from 78.5% in 1971 to 86.5% in 1981. The rate for males has improved by 4 .9 percentage points from 85 .6 in 1971 to 90.5% while females show a greater improvement by 11.5 percentage points from 70.9 in 1971 to 82.4%.

Males show higher rates of literacy than females at every age.

Urban areas show a higher literacy rate with-93.3% compared to the rural areas (84 .5%). Both urban and rural areas show improved rates of literacy since 1971 as can be seen in the table below.

Gampaha district has the highest literacy rate with 94.2% followed by Colombo (93.8%) and Jaffna ( 9 2 . 9 % ) . Batticaloa district is the least literate with 66.1%, a position it held in 1971 too with 57.0%. Other districts with literacy rates below 80% are Nuwara Eliya (78.6%), Amparai (75 .7%) , Trincomalee ( 7 8 . 6 % ) , Badulla (76.5%) and Moneragala (76.3%). All

the other districts- have, literacy-rates b«tween-80% and 90%. In all districts the rates for males are higher than -tor females.

Burghers show the highest literacy rate with 97.1% followed by Malays (91.1%), Sinhalese (88.4%), Sri Lanka Tamils (86.9%), Sri Lanka Moors (79.3%) and Indian Tamils (66.9%). Among males Indian Tamils have the lowest literacy rate with (78.6%) while among females the groups with very low rates are Indian Tamils with 55.1% and Sri Lanka Moors with 71.5%.

The percentage of the population aged 10 years and over literate in English is only 1115%. Literacy in a second lanauage is also low. Table E shows the per cent literate in Sinhala, Tamil or English by Ethnic Groups.

Only 2.0% of the population 10 years and over are literate in all three languages. Among the Sinhalese 10.3% are literate in English and only 1.4% in Tamil. Among, the Sri Lanka Tamils 17.3% are literate in English and 10.9% in Sinhala. Among Sri lanka Moors 25.8% are literate in Sinhala and 13.9% in English.

School Attendance

For the purpose of this section attendance at an educational institution other than a school is also regarded as attendance at a school. Such attendance is very small compared to attendance at normal schools.

The percentage of the population attending school in 1981 shows a considerable increase over the 1971 figure at every age. The highest percentage observed in 1971 was at age 9 with 79.1%, of children of this age

v • attending school. In 1981 too, age 9 shows the highest percentage in school but it has increased to 91.5%

In 1971 only 15.6% of the children aged 5 years were attending school because the minimum age for admission to schools was 6 years. In 1981, the percentage of children aaed 5 vears in school has increased to 61.5% because the minimum acre has now been lowered to 5 years.

The percentage in school' rises to 86.6% at 6 years and rises gradually to 9 1 . 5 at age 9 . Thereafter it drops gradually to 71 .1 at age 14 and then rather quickly to 23 .6 at age 19.

The school participation rates do not differ appreciably for the two sexes. The following table summarises the changes between 1971 and 1981 by Broad Age Groups.

Educational Attainment

There* have been some improvements in the educational attainments of the population aged 10 years and over since the Census of 1971. The proportion of males with no schooling has declined from 16.0% in 1971 to 8.7%

while the female proportion has declined from 29.5% to 17.5%

The proportion that has not completed primary school, i.e. passed at lease grade 5 has declined from 26.9% to 13.6% for males and from 22.7%

to lil.4% for females. Correspondingly, the proportion that has completed primary but not obtained G.C.B. (O.L.) in 6 subjects has increased indicating that a greater proportion of the population has now completed primary education than in 1971

The proportion that has passed G.C.E. (O.L.) in at least 6 subjects has increased from 4.6% to 7.1% for males and 4.3% to 7.0% for females. Although the proportions that;ihave passed G.C.E. (A.L.) in 3 subjects and those with degree or higher qualifications also show slight improvements!, the numbers with such attainments show considerable increases. The number of males with degree or higher qualifications has increased from 29,081 in 1971 to 4 9 , 5 4 3 . The corresponding figures for females are 12,358 to 26,847 representing an increase of over 100%.
