CENSUS 2020 HARD-TO-COUNT COMMUNITIES IN NEW YORK 2010 Mail Return Rate: 67% Number of HTC Tracts: 606 Population in HTC Tracts: 2,080,293 (80%) 2010 Mail Return Rate: 71% Number of HTC Tracts: 207 Population in HTC Tracts: 812,582 (57%) 2010 Mail Return Rate: 70% Number of HTC Tracts: 451 Population in HTC Tracts: 1,538,261 (67%) In the 2010 decennial census, 75.8% of New York's households mailed back their questionnaire, requiring more costly and difficult in-person follow up from the Census Bureau to count the remaining 24.2%. Based on the latest census estimates, approximately 36% of New York's current population (or 7,099,946 people) lives in hard-to-count neighborhoods. (These are census tracts where almost a quarter or more households did not mail back their census questionnaire in 2010.) Without higher self-response, more households in these and other neighborhoods in New York are at risk of being missed in the 2020 census. 0-60% 60-65% 65-70% 70-73% Hardest to Count (HTC) Tracts in the Nation 2010 mail return rates of 73% or less (in the bottom 20% of return rates nationwide) are shaded on the map.
