Purpose: The purpose of this subplement is to request approval for the development of additional hardened surface campsites in the Frank Russell Recreation Area Equestrian Camping Facility. This proposal will address ian aspect of a recreational facility that has been identified as insufficient to providing quality experiences. It is projected that subject proposal will improve customer service by providing a quality facility that will meet current standards, visitor demand and operational needs. It also projected that the proposal will realize an increase in visitation and user fees . . 3. Background: Previous camping offered at Mark Twain Lake permitted trail- riders to board their horses/mules iljl the Frank Russell Corral, but they had to camp in the adjoining Joanna Loop ofthe FranM Russell Campground. Because of numerous factors, such as horse/mule care requirements, disdnce between conal and campsites, and limited visibility of the corralled stock from the campsifes, many equine recreational users found the camping conditions undesirable. Many sought alternative boarding and camping accommodations due to these factors. I Supplement No.5 of the Mark Twain Lake Master Plan addressed this issue by approving the development of three hardened campsites in the Frank Russell Recreation Area in proximity to the Joanna Trail CorraL A 2012 Handshake Partnership grant, and subsequent Challenge Partnership Agreement the NEMO River Valley Chapter of the Show Me Missouri Back Country Horsemen, [funded the construction of the equestrian campsites. 4. Project Description: It is propose to develop five hardened campsites in the area directly adjacent to the corral, increasing the t tal available campsites in the Frank Russell Equestrian Campground to nine. Three campsite will be traditional single unit sites, featuring hardened surface trailer pads, gravel impact are s, a picnic table, ground grill, lantern hanger, and 50 amp electric service. The remaining sites e proposed to be developed as "buddy" campsite, and will feature two hardened surface trailer p ds with a shared gravel impact area, picnic table, ground grill , lantern hanger and 50 amp elect ~ ic service. There is potential to include water utilities in proximity to the sites. The hardened ~ites will provide a favorable recreation environment for equine recreational users, as most entf.usiasts possess stock trailers that are outfitted with living quarters. This activity will occur outside the developed campground maintaining a defined separation of recreational uses, but cl~se enough to utilize existing facility utility infrastructure. It will continue to address customer requests by providing a camping facility that permits equine enthusiasts to maintain their equipmett and stock at the same location.

It is anticipated that this actio will increase customer satisfaction, increase visitation, and promote increased volunteer cont ibutions. Mark Twain Lake has received commitments from the NEMO River Valley Chapter of the Show Me Missouri Back Country Horsemen to support the development and mainte1nce of the facility in order to maintain compliance with the Master Plan and Partnering Requi ements for installation of new recreation structures.

5. Cost Estimate: The cost estimate r this action is $24,000.00.

6. Environmental Compliance: An e vironmental checklist, dated September 21, 2011 was submitted and approved for the initia development. The submitted document addressed the proposed development area.

7. Conclusion: The proposed projec addresses an identified need at Mark Twain Lake and is an appropriate proposal to meet the demflnd for recreational facilities and operational needs. The proposed action is in accordance witH the Mark Twain Lake Master Plan and Corps regulations and policies. Approval of this supple! ent is recommended.
