I am pleased to send you this message regarding the presentation Cemefi´s Annual Report for the year 2018. In the period that is reported in the document you have in your hands, relevant events occurred in the life of our institution, and also in the history of our country.

The elections that were held last July reconfigured the political map of México, there is a new President of the Republic and in the Federal Legislative Branch there is also a change in the relationship of forces between the parties represented there. All this translates into new challenges for Cemefi and its membership, and for the various civil society organizations in our country.

Seeking to improve the conditions of the philanthropic sector, during the electoral year the Cemefi participated very actively in the Third Citizen Summit, which presented, to the then candidates for the Presidency, 56 proposals on issues such as violence, inequality, impunity and corruption. In addition, the Summit was constituted as a space of plurality that managed to bring together more than 350 civil society organizations.

Regarding our institutional programs, I would like to emphasize that in 2018 we exceeded the figure of 800 civil society organizations (CSOs) that already have the Accreditation in Institutionality and Transparency (AIT); while, in terms of Corporate Social Responsibility (CSR), almost 1,700 companies received the Socially Responsible Enterprise (SRE) Distinctive, and for the first time the relationship between large companies and Small and Medium Enterprises was almost one to one.

I want to recognize the great work of our 17 Regional Allies that are present in 15 states of the Republic. Thanks to them, it is possible to replicate the programs and projects of Cemefi throughout our country. Personally, I had the opportunity to be in several events called by our Allies and I could see their great work.

In November, we had our Annual Meeting entitled “Civil Society: Actions that Transform”, and with this event we began the celebration of the 30 years of life of the Cemefi. It was a space where a large number of CSOs, from all over the country, converged with socially responsible companies and government officials, including some who would take office after December 1.

Finally, I want to thank all those who have supported the campaign to build The House of Philanthropy and Corporate Social Responsibility, which will be inaugurated in the second half of 2019, making the place where we all grow a new reality, a new space to show everyone the value of the work of civil society and the companies committed to Mexico; and I invite those who have not yet done so to add their mark in this great work.

It has been an intense year, with many actions, but always keeping the growth of our institution in mind, for the benefit of the México that we all want.

For the Mexican Center for Philanthropy (Cemefi), 2018 was a very special year because it achieved three decades after its birth; in these 30 years our association, integrated by foundations and associations, companies and people, has been working for the public good, in partnership and collaboration with other social actors that also seek to transform this country towards a more equitable, solidary and prosperous nation.

Since its inception, the Cemefi has postulated and promoted the vision that the only way to advance social agendas that seek democracy in politics, greater equity in the economic sphere and social progress for all, is through collaboration and partnerships between the government, companies and civil society organizations.

To the 36 founders summoned by Don Manuel Arango to begin the activities of the Cemefi in December 1988, hundreds of civil organizations, socially responsible companies, citizens committed to the public good and other social actors who seek to transform the country with the values of solidarity, philanthropy, volunteering and social responsibility, have joined this challenge.  With the institutional commitment to serve as a convener and articulator axis of the work performed by civil organizations, during 2018 the Cemefi held nine monthly forums for members, numerous workshops, the Annual Congress of Research on the Third Sector and the Annual Meeting, entitled Civil Society, Actions that Transform.

To continue promoting the commitment of Corporate Social Responsibility (CSR), the Latin American Meeting of Socially Responsible Enterprises (SRE) and the International Forum of Socially Responsible Small and Medium Enterprises were held, events in which the SRE Distinction was delivered to companies, of all sizes and sectors of the economy, that complied with the established social responsibility standards.

In order to strengthen the trust of society in civil society organizations, Cemefi continued offering the Accreditation in Institutionality and Transparency (AIT) and its link with socially responsible companies through the Social Investment Platform (PLADIS). And to recognize and stimulate the culture of solidarity Cemefi organized the Recognition of Commitment to Others, the Recognition of Best University Practices in the Promotion of Citizenship and the Recognition of the Best Place to Volunteer.

In 2019, the Strategic Planning for the period 2020-2014 will be carried out. It will be the opportunity to make an assessment of what has been achieved and adapt the programs and activities to present and future challenges, to continue supporting the citizen’s commitment and the strengthening of the civil society organizations sector, that works to make our country a better place for all.

In Cemefi, our hope is to reach new goals and of keep on building, together with all those who make up the Cemefi community, a better, more supportive, more responsible, better organized and more prosperous México.

and their economic support to causes for the development of the community.

• Promote the social investment of companies.

• Promote knowledge that facilitates the understanding of the philanthropic sector, the ways it serves others, its relations with other sectors and its participation in the national development.

• • Encourage the training of professionals and researchers for the

philanthropic sector.

• Promote the professionalization and organization of the work of philanthropic institutions, as well as their diversification.

• Establish communication channels between the associations of the philanthropic sector, and from these to the rest of society, to transform the particular experience into shared knowledge.

• Maintain channels of communication with the Government to facilitate the autonomous participation of the philanthropic sector in the design of public policies and the legal and fiscal frameworks that regulate it.

• Promote relationships and links with philanthropic organizations at a national and international level.

The Mexican Center for Philanthropy (Cemefi) is a non-profit civil association with no political or religious affiliation, whose mission is to promote and articulate the philanthropic, committed and socially responsible participation of citizens, organizations and companies, to reach a more equitable, supportive and prosperous society.

It is a body that brings together civil society organizations (CSOs), which can be donor entities or operational institutions, companies and people who share their mission and work on various social and environmental causes. By the end of 2018, its membership totaled more than 1,600 members.

The government of the institution is in the hands of the General Assembly of Associates and is exercised by a Board of Directors elected by the latter, which in turn appoints an Executive Committee. The operational structure is headed by the Executive Presidency and has the support of a team of specialized professionals who execute the programs of the organization, as well as our regional allies in different regions of the country, who promote Cemefi´s programs in their zones of influence.

He also attended local deliveries of the SRE Distinctive in Querétaro, Qro., With the Roberto Ruiz Obregón Foundation; in Chihuahua, Chih., with the Foundation for the Chihuahuan Entrepreneurship (FECHAC); and in Hermosillo, Sonora, with the Foundation for Sonoran Entrepreneurship (FESAC). It highlights the signing of the agreement with Grupo Proactivo Mexicano, as a Regional Ally of CSR in Puebla.

In other activities, Jorge Villalobos was invited by the representatives of the Fuerza México Trust to issue his opinion on the operation of the fund for the reconstruction derived from the 2017 earthquakes, in charge of that private institution. On the other hand, the Executive President, participated in the sessions of the Advisory Council on Linking of the Popular Autonomous University of the State of Puebla (UPAEP).

The Cemefi, as a member of the Executive Committee of the Citizens Summit, actively participated in the preparatory meetings and in the analysis of all the topics addressed by this event, held on April 14. Subsequently, the agreements and commitments of the Summit Strengthening Axis were followed up. Regarding the media, the collaboration agreement with Grupo Milenio was renewed, and Jorge Villalobos continued to participate in the Editorial Board of the magazine Ganar-Ganar.

In the international arena, Cemefi actively participated in various meetings of Forum Empresa. Likewise, Jorge Villalobos participated in other international events, highlighting the Summit of Community Foundations of North America. He also participated in the Regional Group on Philanthropy and the Summit of the Sustainable Development Goals (SDG) in Brussels, Belgium, as part of the institutional relationship with The European Business Network for Corporate Social Responsibility (CSR Europe).

Finally, the Cemefi, together with the Center for Research and Studies on Civil Society (CIESC), assumed the Executive Secretariat of the International Society for Third-Sector Research (ISTR), and with that investiture began the planning of the regional conference of the network, to be held in Medellín, Colombia, in July 2019

Strategic alliancesIn its Regional Allies initiative, during 2018 the Cemefi had 17 allied organizations operating in 15 states of the Mexican Republic, promoting its Philanthropy and Corporate Social Responsibility programs. The inclusion of Grupo Proactivo Mexicano as an ally of CSR in Puebla stands out. On the other hand, last year the association received the support of more than 40

Institutional relationsIn the first days of 2018, the Executive President of the Mexican Center for Philanthropy (Cemefi), Jorge Villalobos Grzybowicz, met with Osvaldo Santín Quiroz, Head of the Tax Administration Service (SAT), of the Ministry of Finance and Public Credit, to discuss issues related to organized civil society, as he also did later with Leticia Montemayor Medina, head of the National Institute of Social Development (Indesol).

In his capacity as Director, Jorge Villalobos participated in the sessions of the Citizen Council of the Ministry of Public Administration throughout the year. Also, in August, the Cemefi received, together with the Private Assistance Board of México City, the Executive Secretariat of the National Volunteering Platform (Planavol).

In the last months of the year, and once the then President-elected of México, Andrés Manuel López Obrador, appointed the team he would work with as of December 1, Cemefi met with María Luisa Albores González, who would be Secretary of Welfare, and with Luz Rosales Esteva, designated as the owner of Indesol.

During 2018, the Cemefi strengthened its relationship with its Regional Allies. Its Executive President attended various events, such as the Changing Ceremonies of the President of the Expo Guadalajara Foundation, in the capital of Jalisco, and AccionaRSE, in Culiacán, Sinaloa; as well as the presentation of the Report of the Entrepreneurship Foundation of Yucatán (FEYAC) in Mérida, Yucatán.

Facebook community grew by 15%, reaching 14,201 users; while our followers on Twitter increased 10%, reaching 14,083 people.

In this same period, Cemefi was present in various media. It was mentioned in 267 occasions in massive and digital media, of national and local scope. The spokespersons of the institution attended a total of 21 interviews throughout the year to promote the different programs and events of Cemefi.

Thanks to the support of the MVS Radio Foundation and the ACIR Foundation, four radio campaigns were carried out to publicize Cemefi´s events and to support the fundraising campaign of The House of Philantrophy and Corporate Social Responsibility (CSR). In total, 9,413 radio spots with a commercial value exceeding 4.5 million pesos were transmitted. On the other hand, three commercial supplements were published around the SRE Distinctive.

Institutional collaboration was maintained with the Ganar-Ganar and Newsweek in Spanish magazines; Grupo Milenio; the newspaper Vanguardia, of Coahuila; and the Channel of the Congress of México City, with which 142 interviews were coordinated for members of the association in the television program Con Sentido. To promote The House of Philanthropy and CSR, five advertisements were published in print media.

Juridical servicesIn person and by phone, Cemefi’s legal department offers legal advice to those who wish to establish non-profit institutions as authorized grantors to issue deductible income tax receipts to their donors. In addition, already established civil society organizations (CSOs) provide information on compliance with their tax commitments in various ways, including Cemefi’s communication channels and the Member Forums that are held on a monthly basis.

In order to promote the culture of corporate social responsibility (CSR), Cemefi is part of national and international networks working on this issue. As for 18 years, the Cemefi actively participated in the Alliance for Corporate Social Responsibility for México (AliaRSE), which brings together 15 of the most important business chambers and civil society organizations that are promoting CSR in the country.

At the international level, the Cemefi is part of Forum Empresa, the continental network of organizations that promote corporate social responsibility in America, since its founding in 2000. It is also a member of RedEAmérica, the Latin American network of business foundations and companies that promote grassroots development. In the project called Common Initiative of the Mexican Node of RedEAmérica -which in four years has benefited more than 650 people in six states of the country- the association acts as receiving entity and administrator of resources.

Like every year, the Almanac Look for Others was created with the sponsorship of Biopappel, ADO Foundation, Manuel Arango Foundation and Walmart, from which its 6000 copies were distributed. The Almanac is a calendar whose objective is to disseminate messages that inspire citizen and solidarity action, as well as serving as a link between people, civil society organizations and socially responsible companies.

CommunicationIn 2018, Cemefi’s communication services reached more than 6,867 subscribers, to which the weekly electronic bulletin was sent on 44 occasions, and another 93 messages in the Noti-Mail format. At the end of the year, the institutional website added 978,946 visits - a monthly average of 81,579 - 13% more than in 2017. In social networks, the

for Arts and Crafts “Monapaküy”, located in San Mateo del Mar, Oaxaca, implemented after the earthquakes of 2017.

On the other hand, representatives of Unired attended the National Congress of Civil Protection, which took place in México City. The network also participated with presentations at the 18 Research Congress on the Third Sector, convened by Cemefi and held at the National Autonomous University of México (UNAM) and the International Seminar “Rethinking the Metropolis”, organized by the Autonomous Metropolitan University (UAM), both in México City.

In the framework of the third anniversary of the National Platform for Voluntary Action (Planavol), Unired received recognition for its work as a volunteer in cases of disaster. Finally, the University Network for the Prevention and Attention of Disasters held the Memorial Encounter for the 20 years of Unired, within the framework of the 22 Annual Meeting of the Cemefi.

Philanthropy Directorate

MembershipsDuring 2018, 132 new members joined the Cemefi: 16 associates and 116 members. Of the 16 associates that join the General Assembly of Associates, four are leading organizations in the issues they raise, another four are donor foundations, four more are companies and there are also four people. Of the 116 affiliates, 110 are civil society organizations, five are people interested in creating an institution and one more corresponds to a public body, in the category of user.

Of the 100% of the new members, 14% became members thanks to the work of our Regional Allies: Help Chains (Baja California), the Business Coordinating Council of Irapuato (Guanajuato), Expo Guadalajara (Jalisco), the Chihuahuan Entrepreneurship Foundation, the Entrepreneurship

The association also advocates for the creation of a fiscal agenda that identifies points that could affect the social performance of CSOs, seeking, through dialogue, a better understanding between the government and organized civil society, which allows creating an environment conducive to the work of the philanthropic sector.

The Cemefi is part of the Advisory Board of the Tax Administration Service of the Ministry of Finance and Public Credit, with opinion functions on the destination of goods held in the country’s customs, promoting that part of these resources are destined to authorized donees with assistance, educational and cultural activities.

It also participates in the Participatory Democracy Commission, as part of the Collaboration Mechanism between CSOs and the Federal Government, coordinated by the Ministry of the Interior, in which improvements to regulatory provisions applicable to civil society organizations are analyzed and promoted.

University Network for the Preventionand Attention of DisastersOn April 19 and 20, the 16 Plenary Meeting of the University Network for the Prevention and Attention of Disasters (Unired) was held at the Pan-American University of México City. The event counted with the representation of 12 universities and with an attendance of 52 people in charge of the same number of groups. The change of Presidency of the Unired was carried out, which was assumed by the Basque University of Quiroga, of Morelia, Michoacán, for the period 2018-2020.

Throughout 2018, seven meetings of the National Coordinating Committee of Unired were held. Likewise, five meetings were held with the Operational Center for Population and Housing (COPVI) and the CETYS Mexicali to follow up on the work of the Ikoots Community Center

Cooperation and Development of Germany and implemented by the German Cooperation for Sustainable Development in collaboration with the Mexican Agency for International Development Cooperation and the General Directorate for Linkage with Civil Society Organizations of the Ministry of Foreign Affairs. Different workshops were held on the same subject in the states of Puebla, Quintana Roo and México City.

In continuity with the collaboration agreement between IBM and Cemefi, whose objective is to contribute to the strategic strengthening of civil society organizations, during 2018 four workshops were held with an average attendance of 17 people from 14 organizations per workshop. The subjects adressed were: Continuity of Operations during a Disaster, Project Management, Becoming a Leader of Change and Organizational Innovation.

Accreditation in Institutionality and TransparencyDuring 2018, 121 organizations were recognized with the optimum level of Accreditation in Institutionality and Transparency (AIT) through its electronic platform. Of the total of accredited, 83 were renewals and 38 were endorsed for the first time. Since the beginning of the program, 836 organizations from 30 states of the country have received the AIT. To help civil society organizations that already have the AIT to obtain resources for their initiatives, linking up with socially responsible companies (SRE), we continue to promote the Social Investment Platform (Pladis), which at the end of the year had 201 projects available for financing by the SRE.

Promotion of Citizen Participation and VolunteeringThrough the Hacesfalta portal, 5,215 volunteers were incorporated into the database of this technological tool, 296 new CSOs were integrated as users of its volunteer services and 2,709 volunteer services and paid work

At the end of 2018, the members and affiliates of the Mexican Center for Philanthropy had 1,648 members distributed as follows:

Throughout the year, nine Forums for Cemefi Members were held, with an attendance of 595 people. Through the internet, the forums were followed live by 868 virtual assistants. Likewise, promotional and dissemination events of the Accreditation platform in Institutionality and Transparency (AIT) were carried out, as well as the Social Investment Platform (Pladis).

On the other hand, two Sustainability Laboratories were carried out in Sinaloa and Tabasco, as part of the Initiative for the Strengthening of Civil Society Organizations, financed by the Federal Ministry of Economic

Donor ServicesThe Cemefi Donors Forum is an exclusive space for donor foundations and social investors to discuss their experiences, analyze their areas of opportunity and share knowledge. The work developed by the group throughout the year focused on the identification of common criteria for the selection of organizations and projects, as well as the development of a methodology for the creation of alliances.

During 2018, nine Forums were held. As part of the agenda of these meetings, six foundations presented their work, two good practices on the theme of “alliances” were also presented and two invited speakers spoke about Social Impact Bonds and Social Benefit Entrepreneurship.

The forums have regular attendance of 19 foundations: the Fund for the Conservation of Nature, the United Fund, the Foundation of Customs Agents for Child Care, the Entrepreneurship Foundation in México (Fundemex), the Drawing a Tomorrow Foundation, the Farmacias del Ahorro Foundation, the Gentera Foundation, the GIN Foundation, the Ibero Meneses Foundation, the Engineer Alejo Peralta and Díaz Ceballos Foundation, the Merced Foundation, the Mota-Engil México Foundation, the QUIERA Foundation, the Sertull Foundation, the Walmart Foundation of México, Hispanics in Philanthropy, National Monte de Piedad, México Social Promoter and SUD Charitable Services.

Digital CSOIn 2018, Mexican organizations registered for the first time on the 585 Digital CSO platform in order to verify their eligibility for the program. In the same period, more than 300 organizations that complied with the requirements and validated their accounts in the system were reviewed.

opportunities were published. On other topics, the newsletter recorded 19,350 new subscribers and 53 volunteers worked on the two largest institutional events: the Latin American Meeting of SRE and Cemefi´s Annual Meeting.

The program shared its experience of promoting voluntary service in events such as the Good Actions Day and the Volunteer Fair, organized by the UNAM, and the Employment Fair, of the Pan-American University, all in México City. In addition, two workshops with the theme “Towards Active Volunteering” were given to 20 civil society organizations, in which they showed strategies for the convocation, selection, integration and evaluation of volunteers.

In August, the Cemefi, together with the Private Assistance Board of México City, took over the Technical Secretariat of the National Volunteering Platform (Planavol). To coordinate their work, five Assembly meetings were held, their internal regulations were drafted, their electronic page was built, an institutional video was produced, the 5D Party was organized to celebrate the International Volunteer Day and the executive plan for the Platform, which included the redefinition of the work assignments of its commissions, was created.

That same month, Cemefi´s staff was part of the team of moderators in the event Analysis of the Situation of Volunteering in México, convened by the Ministry of Foreign Affairs, the National Institute for Social Development, the International Association for Volunteer Efforts (IAVE) and Volunteers from United Nations in México. Also, in October they participated in the 25th IAVE World Volunteer Conference, in Augsburg, Germany, where they shared the work experience of the Planavol.

strategy was continued, adding 14,046 followers on Facebook, 2,948 on Twitter and 2,060 on LinkedIn. In addition, the program site was launched: www.cemefi.org/redes, which has received: 31,840 visits. On the other hand, the Network Coordination was linked to the I Am Young Network, coordinated by the Youth Support Foundation.

Among the events organized in 2018 are the Forum Reimagine Democracy, of REDESCOM, in collaboration with the World Alliance for Citizen Participation (CIVICUS); and the workshops Citizenship and Imaginative Thought, and Storytelling for CSOs, of the Network for Education. For its part, the RIA published the document Children in Journalism and presented it in México City and in Pachuca, Hgo. In addition, it offered the workshop Pedagogical Tools for Children and the Culture of Peace, also in México City.

On the other hand, the operational team of the Cemefi Networks area coordinated the campaign “#Miraporlosdemás, as part of the One Day to Give 2018 initiative, promoted by the crowdfunding platform HIPGive. And, additionally, the Network for Children and Adolescents formed a playful brigade to work in the San Juan Bautista Community Center, located in the Ajusco area, in México City.

Corporate Social Responsibility Directorate

SRE badgeFrom May 14 to 16, the Cemefi and the Alliance for Corporate Social Responsibility for México (AliaRSE) organized the 11 Latin American Meeting of SRE, whose thematic axis was Corporate Social Responsibility (CSR) and the Sustainable Development Goals (SDG), Strategic Synergy, and

Through Digital CSO, Cemefi channeled 2,261 software licenses with a commercial value of more than 15 million pesos, in addition to offering free services in the Microsoft and Google cloud. In 2018 the program donors were Microsoft, Symantec, Google, Bitdefender, Adobe, Autodesk, Tableau, Veritas, Amazon, Zoner and Box. Digital CSO also performs organizational validation services for Airbnb, Benevity, Workplace of Facebook and Kintone.

As part of the Cemefi alliance with TechSoup, the donation platform of 12 countries in Central America, South America and the Caribbean is also attended. In the reporting period, 116 organizations registered and 84 verified their eligibility to purchase software products and services through the program. Since its launch, the platform has accumulated approximately 500 validated records and 1,664 licenses have been channeled through it.

In addition, Digital CSO program provided support to an approximate of 130 Spanish-speaking organizations in their process of obtaining or renewing the Determination of Equivalencies with NGOsource. Through this procedure, organizations verify their similarity with a philanthropic organization in the United States to be able to receive resources from donors in that country.

CSO networksDuring 2018, the coordination strategy of Cemefi’s CSO Networks program was followed, reinforcing the bonds of trust in the work teams. The Mexican Environmental Network (RAM), the Network for Community Development (REDESCOM), the Network for Education, the Network for Children and Adolescents (RIA), and the Network for Health, together held 60 meetings. It is worth highlighting the renewal of the Net of Networks group, which had four meetings aimed at following up on different processes.

Throughout the year, nine new members joined. The digital communication

Thanks to the support of AliaRSE, in México, and the Network Forum Empresa, in Latin America, the 2018 Recognition call received 104 practices -82 implemented in México and 22 in Latin America- among which 18 were selected as winners: 13 from México, two from Uruguay, one from Colombia, one from Ecuador and one from El Salvador. In addition, 38 honorable mentions were awarded. During the event, the representatives of the award-winning companies reported their practices through various exhibition formats such as conferences, panels and individual forums.

Silver Snail AwardDuring the 11 Latin American Meeting of SRE, in May, Cemefi delivered the Ibero-American Recognition to the Message of Social Benefit, Silver Snail Award, in its professional version. In this edition, 182 messages were received from twelve countries, of which an international jury selected the campaigns and pieces that were the winners of the Silver Snail sculpture. The award-winning messages came from Argentina, Brazil, Spain and México.

The main objective of the meeting was to publicly recognize the efforts of these companies to voluntarily assume the commitment to implement a socially responsible management and continuous improvement, as part of their culture and business strategy. Within the framework of the event, 32 CSR promoting entities were also recognized for their work with the value chain in different states of the country.

Additionally, 117 companies joined the 1% Social Investment initiative, which seeks that companies that have the SRE Distinction publicly commit themselves to donate that percentage of their profits before taxes to causes of social benefit. Finally, another 35 companies were recognized for their participation in the Social Inclusion Program.

On the other hand, in the second half of the year the Second Socially Responsible SMEs Forum was held in Guadalajara, Jalisco, with the support of the Expo Guadalajara Foundation, our Regional Ally in the state. The event was held in October at the Expo Guadalajara venue, where 814 micro, small and medium enterprises (SMEs) received the SRE Distinctive.

CSR Best PracticesFrom October 3 to 5, the 13 International Seminar on Best Practices of CSR took place in Guadalajara, Jalisco, within the framework of the Second Forum of Socially Responsible SMEs and in collaboration with the Expo Guadalajara Foundation. The purpose of the Seminar was to disseminate and recognize the business projects of México and Latin America that obtained the Recognition of Best Practices of CSR for their originality and ability to reproduce them in other latitudes.

Likewise, in October, during the Second International Socially Responsible SMEs Forum, in Guadalajara, Jalisco, the Silver Snail University Recognition was delivered to the best proposals for social benefit messages made by young students from Latin America, in four categories. This year the theme was: Challenges of CSR: Companies against Corruption, and 183 students from 25 universities from six countries participated, among which the international jury chose the four winners, from Colombia and México.

TrainingThe SRE Campus project continued to grow during 2018. In total, 210 training hours were offered in which 1,957 company executives participated. The most relevant activities were the Learning Forums that took place during the 11 Latin American Meeting of SRE, in May, in México City, and in the Second Forum of Socially Responsible SMEs, in Guadalajara, Jalisco, in October.

The range of training courses offered by the SRE Campus included subjects such as: Management Tools, CSR and Journalism, Valuation of Intangible Assets, ISO 37001, Volunteering, Impact Measurement, New Trends in CSR and Risk Management.

In 2018, the SRE Accredited Consultants program reached 66 specialists in the different areas related to social responsibility and sustainability, who were recognized at a special ceremony during the Latin American Meeting of SRE. Likewise, a new call was made in which 11 people participated, who met the requirements of academic solvency, professional experience and ethical commitment.

Research Directorate

Directory of Philanthropic InstitutionsThe Directory of Philanthropic Institutions is a tool that promotes the visibility of all civil society organizations registered in the country, making known their activities, services and contact information, bringing them closer to other sectors of society -government, companies, researchers and the general public- strengthening them and helping them to fulfill their social purpose.

In 2018, a campaign was carried out to update the information of Cemefi members in this registry, providing access codes to keep their information up to date. Throughout the year, a total of 757 queries were counted through the search engine that is a fundamental part of the Directory system.

Philanthropic Information CenterThe Philanthropic Information Center (CIF), also known as the CIF Library, was enriched in 2018 with 653 printed and digital documents. A total of 231 people made use of its services. The most requested literature is in digital format, mainly by email; and others navigated face-to-face in the Foundation Center databases: Foundation Directory Only - an information resource with more than 140,000 international organizations -, and using the Foundation Maps tool to get to know the donors and the recipients of donations.

To make literature known about the third sector, nine bibliographies were prepared for the Cemefi Members’ Forums, 12 philanthropic readings were promoted in the CIF section of the association’s portal, 12 bibliographic novelties were prepared for the Congress Committee of Research on the Third Sector and 54 promotions were produced for Cemefi’s institutional social networks.

In the 17 Interdisciplinary Academic Week of the Faculty of Accounting and Administration of the National Autonomous University of México (UNAM), in México City, the conference entitled Philanthropic Mosaic for the University Sector was given; through the Cemefi Philanthropic Information Center.

PublicationsIn November, the publication called Guide for the Administration of a CSO was presented in México City, which was prepared in conjunction with the Mexican Youth Institute (IMJUVE) and aims to provide practical and simple tools on the process for the administration a civil society organization. This publication seeks to promote the active participation of young people in matters of the common good.

Special Projects

Participation in the Third Citizen Summit

In April 2018, more than 350 organizations that make up the Third Citizen Summit presented, to the candidates for the Presidency of México, an agenda with 56 proposals distributed in seven thematic areas: Environment in Sustainable Development, Community Cohesion and Participatory Development, Human Rights, Quality Education, Strengthening of Civil Society Organizations, and Justice and Security.

Since then, the Mexican Center for Philanthropy (Cemefi) actively participated in various aspects of this initiative, especially coordinating the Strengthening of Civil Society Organizations, along with Alternatives and Capacities and the Appleseed México Foundation.

On May 29, this process was made public through an act that aimed to include all political forces in order to enter into a dialogue with civil society organizations (CSOs) and work together to move towards a democratic State of Rights without corruption or impunity. The then candidates subscribed, without reservation, more than 60% of the proposals presented, and less than 10% were not signed.

The House of Philanthropy and Corporate Social Responsibility

Throughout 2018, Cemefi went ahead with the real estate project of the House of Philanthropy and Corporate Social Responsibility (CSR), which will be an iconic space in México City that will facilitate the linking of organized civil society and of the socially responsible companies of our country, as well as the development of projects in favor of a more equitable, solidary and prosperous México.

Throughout the year, great progress was made in the construction, which will be inaugurated in the second semester of 2019. At the same time, the fund raising campaign for the construction of The House continued. In order to strengthen it, three campaign events were held during the 11 Latin American Meeting of SRE, the Second International Forum for Socially Responsible SMEs and Cemefi´s Annual Meeting 2018, as well as a radio campaign donated by ACIR Foundation.

As a result of all these efforts, at the end of 2018 a total of 156 donors joined the project, contributing a total of 35.9 million pesos. Additionally, a challenge grant was obtained from the Charles Stewart Mott Foundation, for a value of 250 thousand US dollars, which duplicates the donations of organizations, foundations and Mexican people made during the second semester of 2018 and first semester of 2019.

Since its foundation in December 1988, the Mexican Center for Philanthropy (Cemefi) has been working to create a more just society, with equity and prosperity, as its mission says. It has promoted philanthropy and social responsibility in México for three decades, together with its membership and establishing strategic alliances with different social actors. This is a chronology of some of its most important achievements and contributions to the common good in our country.

1988 The businessman and philanthropist Manuel Arango Arias, together with the Compartir foundations, Universo XXI and Mariposa Monarca, founded the Mexican Center for Philanthropic Institutions, A.C.

1989Ricardo Govela Autrey is appointed as General Director, who is part of the first professional team.

1990The Directory of Philanthropic Institutions is published, the first of its kind in México, with the records of 608 institutions.

The research of Mexican Philanthropy, diagnosis and proposals, comparative study of philanthropy in the United States and México, is published.

1991The institution changes its name to Mexican Center for Philantrophy, Civil Asociation, (Cemefi), now with 36 founding members.

1992Cemefi and the Iberoamerican University promote the University Program of the Third Sector, which operates until 1996.

Cemefi participates in the First Ibero-American Meeting of Foundations in Cáceres, Spain, and is part of the initiator and promoter group of the Ibero-American Civil Society Encounter Movement. Cemefi organized the 2nd Ibero-American Encounter of Philanthropy in Guadalajara, Jal. (1994); the 8th Ibero-American Encounter of the Third Sector, in México City (2006) and the 12th Ibero-American Encounter of Civil Society, in Puebla (2014).

1993Various researches related to philanthropy in México and corporate philanthropy in companies are carried out.

1994The Executive Committee appoints Jorge V. Villalobos Grzybowicz, as General Director of the association.

The Look for the Others program is presented to promote a philanthropic and social responsibility culture in our country. It proposes the standard of 1: people donate 1% of their income and 1 volunteer hour a week; Companies donate 1% of profits before taxes.

Cemefi and the Mott Foundation present the Community Foundation model in México and soon after the Community Foundation of Oaxaca was born, as the first foundation of its kind in our country.

1995Cemefi and Synergos Institute, organized in México the First Trinational Forum for Social Investment with the presence of entrepreneurs from México, the United States and Canada. David Rockefeller chairs the meeting.

Cemefi and the Independent Sector of the United States, organize in México City the First World Assembly of Civicus, a global alliance for citizen participation, which is inaugurated by President Ernesto Zedillo Ponce de León.

Manuel Arango leaves the presidency of the association in the Executive Committee and the General Office changes to be the Executive Presidency.Cemefi is defined as an organization of members who share the Mission and contribute quotas for its support. Today it is composed of more than 1600 members.

The first Annual Reunion of Associates and Affiliates of Cemefi is organized in the Xochitla Ecological Park, in Tepotzotlán, State of México, as the antecedent of the Annual Meeting of Members.The Business Philanthropy program begins, which in 1997 becomes the Corporate Social Responsibility Program (CSR).

1996Mr. Emilio Carrillo Gamboa assumes the Presidency of the Board of Directors.

The Philanthropic Information Center, sponsored by the Ford Foundation, is created to safeguard and disseminate materials on philanthropy,

volunteering and social responsibility.

1997The Board of Tepeyac, A.C. responsible for the Hospital of Our Lady of Guadalupe, located in the San Angel neighborhood, who for more than 50 years served people with polio (until eradicating it from Mexico) decided to donate to Cemefi the property that housed this institution, to promote philanthropy and volunteering. This donation initiated the institutional patrimony of Cemefi.

The Recognition of Commitment to Others is given for the first time, to those who have contributed to the development of philanthropy in our country.

The Cemefi, represented by Manuel Arango, is part of the group of organizations that create the Enterprise network, which years later became Forum Empresa, the CSR network of the Americas.

1998Ms. María Luisa Barrera de Serna takes the Chair of the Board of DirectorsThe Association of Distributors of Renault Jeep of México grants in loan to the Cemefi, the property located in the street Salvador Alvarado 7, in the Escandón neighborhood in México City, to establish their offices there. Five years later, the association decided to donate it definitively to Cemefi.After the passage of Hurricane Paulina by the coasts of Acapulco (October of 1997), the Cemefi summons to the creation the Unired, University Network for the Prevention and Attention to Disasters.

Cemefi and the Council on Foundations of the United States, call the IMAG meeting in Oaxaca, which is attended by associations of foundations from more than fifty countries. Subsequently, the initiative is formalized as WINGS.

The IDB Inter-American Development Bank selects Cemefi as the model institution promoting philanthropy and civil society in Latin AmericaThe meal to cellebrate the 10 Anniversary of Cemefi, is presided over by President Ernesto Zedillo and his wife Nilda Patricia Velasco.

2001The Distinctive of Socially Responsible Enterprise SRE® is created, as well as the Recognition of Best Practices of Social Responsibility, to recognize the commitment of the companies that operate in our country, with the principles and values of this new business vision.

Cemefi calls the First Seminar on Research on the Third Sector, which over the years would be transformed into the Research Congress on the Third Sector.

2002In Cemefi’s agreement with the Chandra Foundation of Spain, and under the auspices of the BBVA Bancomer Foundation, the portal www.hacesfalta.org.mx is launched in México as a promotional tool for volunteering in our country.

Cemefi is one of the founding partners of RedEAmérica, promoted by the Interamerican Foundation (IAF), the network of foundations and business actions for grassroots development, which seeks to promote sustainable communities in Latin America. Cemefi assumes the Executive Secretariat.The First Meeting of Donor Entities is organized, with the assistance of representatives of business, community, independent and family foundations.

2003The Cemefi and the Mexican Association of Volunteers A.C. (Amevac), call for the Annual Volunteer Award, which in 2009 the federal government turned into the National Prize for Voluntary and Solidarity Action.

2004The Cemefi and a group of institutions, after ten years of advocacy work, achieve the enactment of the Federal Law for the Promotion of the Activities of Civil Society Organizations.

The Award for Research on Civil Society in México is presented for the first time, to stimulate academic work in this sector. As of 2006 it is sponsored by Grupo Financiero Monex.

Mr. Samuel Kalisch Valdez takes the chairmanship of the Board of Directors

2005The Cemefi participates in the global discussion to define the ISO 26000 standard of CSR. The association modifies its institutional image.

2006The President of the Board of Directors is Mrs. Jacqueline Butcher García Colín.

The Indicators in Institutionality and Transparency program is created, which now bears the name of Accreditation in Institutionality and Transparency (AIT).

2007Cemefi promotes its program of Regional Allies to expand its philantropic and social responsibility programs in different states of the Republic.

The Cemefi, together with a group of organizations, presented Proposals for the Single Rate Business Contribution (CETU) and the Income Tax Law to encourage donations in Mexico. Dialogue was achieved with the federal government, which reconsidered the provisions, giving way to the IETU.

2008With the impulse and promotion of Cemefi and other institutions, INEGI creates the Satellite Account of the Non-Profit Institutions in México, to have statistical information on this sector.

An alliance with the international organization TechSoup is agreed and the Cemefi technology donation program is initiated through Digital CSO.

2009In fiscal matters, it was achieved that in the automated system of tax exemptions for foreign trade, donations of technology products that are managed through Cemefi’s Digital CSO program were accepted.

In addition, legislative initiatives that inhibited the development of the sector were stopped (they proposed that only 50% of the amount appearing in the donation receipts could be deducted, among other proposals).

2010Mrs. Mercedes Aragonés y Ruipérez assumes the Presidency of the Board of Directors

2011The association acquires in a judicial auction, the neighboring property to its offices and the idea of building the House of Philanthropy and Corporate Social Responsibility is gestated. In 2013, the executive project began and in January 2018 construction initiated and it will conclude in June 2019.

2012The Cemefi participated in the working group of the Ministry of the Interior with the purpose of opening an instance that allowed the dialogue of civil society organizations before this Secretariat. The result was the institutionalization of this instance of participation.

2013Thanks to the efforts of Cemefi and the support it had from organizations such as CONAJAP, the deputies were able to correct the fiscal dispositions that were adverse to the sector, in the Tax Reform and the prerogatives and incentives to the authorized donation sector were maintained.

2014The Public Accountant Jorge Eduardo Familiar Haro from the Board of Directors assumes the Presidency of the Board of Directors.

2015The Platform for Social Investment (PLADIS) is presented, which links socially responsible companies with civil organizations.

2016The Ibero-American Recognition of the Social Benefit Message, Silver Snail, is incorporated into the Cemefi Corporate Social Responsibility Program.

2017In February, the Recognition of Best University Practices in the Promotion of Citizenship was delivered for the first time. Five practices were awarded.

2018The Recognition for the Best Place to Volunteer is given, for the first time, to the institutions that effectively channel the talent of their volunteers, translating it for the benefit of their cause and to others.

Institutional EventsAnnual Assembly of Associates 2018

On May 22, the Mexican Center for Philanthropy (Cemefi) held its Annual Members’ Assembly, in which the members of the Board of Directors and the Executive Committee were elected. To preside over the Board for the period 2018-2020, Jorge E. Familiar Haro was elected again. Likewise, the admission of its new members, approved beforehand by the same Council, was ratified before the Assembly.

The Annual Report for the year 2017 was also presented and delivered in writing, as well as the Work Plan for 2018. Jorge Villalobos Grzybowicz, Executive President of Cemefi, explained the main objectives to be reached with each of the publics that the institution works for.

Recognition of Best University Practices in the Promotion of Citizenship

On April 19, at the facilities of the Panamerican University, in México City, the Cemefi delivered the Recognition of Best University Practices in the Promotion of Citizenship, in its second edition. This distinction was created with the aim of contributing to foster that higher education in our country is comprehensive and oriented towards the education of citizens committed to their environment and society.

The practices recognized in 2018 were about Community Linkage, through the Professional Educational Practices of the Autonomous University of Ciudad Juárez; Brigada Lobos al Rescate, from the Autonomous University of Coahuila; and University Vanguard to the Service of the Community, of the Hippocrates University, of Acapulco, Gro.

Research Congress on the Third Sector

On September 27 and 28, in México City, Cemefi held, at the National Autonomous University of México (UNAM), the 18 Research Congress on the Third Sector, entitled Participation, Citizenship and Philanthropy: Theoretical Debates and Experiences in the Current Context. The event brought together 75 academic papers related to civil society and their contributions to the development of the country. In addition, it offered keynote lectures by international and national guests, and a specialized book fair.

Within the framework of the Congress, the Award for Research on Civil Society was presented to Ricardo Lindquist Sánchez, in the Bachelor’s category; Adrián Mauricio Aguilar Orta, in the Master’s degree; and Mariana Hernández Flores, for her PhD thesis. This award, which celebrated 14 years of existence, highlights the work of research that contributes to the analysis of issues related to civil society in México.

International Forum of SociallyResponsible SMEs

With Expo Guadalajara as its headquarters, Cemefi held the Second International Forum of Socially Responsible SMEs, on October 3 and 4, in the capital of the State of Jalisco, an event that brought together Mexican and Latin American companies. The theme of the meeting was Corporate Social Responsibility (CSR) and Sustainable Development Goals (SDG), Strategic Synergy.

Within the framework of the event, the Cemefi and the Alliance for Corporate Social Responsibility (AliaRSE) delivered the Socially Responsible Enterprise Distinctive 2018, to 811 micro, small and medium enterprises that satisfactorily complied with corporate social responsibility standards.

The agenda of the event also included the presentation of the Best Practices of Socially Responsible Enterprises (SRE) 2018, and the ceremony of delivery of the Recognition of Best Practices of CSR, which in its nineteenth edition had the participation of 73 companies, from eight countries, which in total postulated 104 practices; of which, the Cemefi awarded 27; 18 from México and five from Latin America. In addition, 38 honorable mentions were awarded.

Latin American Meeting of SRE

With the theme of Corporate Social Responsibility (CSR) and Sustainable Development Goals (SDO), Strategic Synergy, the 11 Latin American Meeting of SRE (Socially Responsible Enterprises) was held, from May 14 to 16 in México City, organized by the Cemefi and the Alliance for Corporate Social Responsibility for México (AliaRSE).

Since the SDGs were proposed by the United Nations, Cemefi has promoted them in the country and has called on socially responsible companies to commit themselves to this initiative. Therefore, the program of the Meeting was designed to show innovative experiences that are defining the new trends in CSR aligned to the SDGs.

The most outstanding part of the event was the delivery of the Socially Responsible Enterprise Distinction to 877 large companies operating in México. For the first time, socially responsible companies are distributed throughout the Mexican Republic. The states with the largest number of SREs are México City, Nuevo León, Jalisco, Sinaloa and the State of México.

Recognition for the Best Place to Volunteer

El 13 de noviembre, en el marco de su Reunión Anual 2018, el Cemefi entregó por primera ocasión el Reconocimiento al Mejor Lugar para Hacer Voluntariado, que tiene por objeto impulsar a las instituciones a enriquecer sus procesos de captación, operación, retención y reconocimiento a sus voluntarios.

Para entregar este Reconocimiento se contó con un comité de expertos en el tema, quienes analizaron las candidaturas y consideraron que debían recibirlo cuatro organizaciones de la sociedad civil: Asociación Pro Personas con Parálisis Cerebral, Fundación Hogares, Fundación ProEmpleo Productivo y Peraj México.

Recognition of Commitment to Others

The Mexican Center for Philanthropy (Cemefi) delivered on November 21, in México City, the Recognition of Commitment to Others, in its 2018 edition, the highest distinction that the institution gives to individuals and organizations of civil society that, through their example, promote the philanthropic culture in our country.

The people and institutions selected by the Cemefi Recognition Committee, presided by Nelly Jiménez O’Farrill, to be awarded in 2018 were: Edmundo López de la Rosa, Alicia Valdovinos Septién, the Ciudad de la Alegría Foundation, the Memory and Tolerance Museum and Antonio López de Silanes Pérez, in the post mortem category.

Cemefi´s Annual Meeting 2018

Before an audience that exceeded 900 people, including members of civil society organizations, public officials, academics, businessmen and the media, Cemefi´s Annual Meeting 2018 was held from November 12 to 14 in México City, with the theme Civil Society: Actions that Transform.

During the inauguration, Alfonso Romo Garza, who attended on behalf of the Elected President of México, Andrés Manuel López Obrador, called on civil organizations to work together with the government, in an area of mutual respect and collaboration to build a better country. He added that the future federal administration will not seek to limit the work of the institutions.

As part of the program, four plenary panels were held, entitled Evolution of the Public Presence of Civil Society, Substantive Contributions of Civil Society to Public Life, Global Challenges of Civil Society and Main Challenges of Civil Society in México. Throughout the event, relevant ideas emerged about the work of the philanthropic sector, and the meeting served as a framework to begin the celebration of Cemefi´s 30th Anniversary.

We have audited the accompanying financial statements of Centro Mexicano para la Filantropía, A. C. (the Association), which comprise the balance sheets as of December 31, 2018 and 2017, the statements of activities and the statements of cash flows for the years then ended, and notes to the financial statements, including a summary of the significant accounting policies and other explanatory information.

In our opinion, the accompanying financial statements present fairly, in all material respects, the financial position of the Association, as of December 31, 2018 and 2017, and its financial performance and its cash flows for the years then ended in accordance with Mexican Financial Reporting Standards (MFRS).

Basis for Opinion

We conducted our audits in accordance with International Standards on Auditing (ISAs). Our responsibilities under those standards are further described in the Auditor’s Responsibilities for the Audit of Financial Statements section of our report. We are independent of the Association in accordance with the International Ethics Standards Board for Accountants’ Code of Ethics for Professional Accountants (IESBA Code) and with the Ethics Code issued by the Mexican Institute of Public Accountants (IMCP Code), and we have fulfilled our other ethical responsibilities in accordance with the IESBA Code and IMCP Code.

We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our opinion.

Responsibilities of Management and Those Charged with Governance for the Financial Statements

Management is responsible for the preparation and fair presentation of the accompanying financial statements in accordance with MFRS, and for such internal control as management determines is necessary to enable the preparation of financial statements that are free from material misstatement, whether due to fraud or error.

In preparing the financial statements, management is responsible for assessing the Association’s ability to continue as a going concern, disclosing, as applicable, matters, related to going concern and using the going concern basis of accounting unless management either intends to liquidate the Association or to cease operations, or has no realistic alternative but to do so.

Those charged with governance are responsible for overseeing the Association’s financial reporting process.

Misstatements can arise from fraud or error and are considered material if, individually or in the aggregate, they could reasonably be expected to influence the economic decisions of users taken on the basis of these financial statements.

As part of an audit in accordance with ISAs, we exercise professional judgment and maintain professional skepticism throughout the audit. We also:

• Identify and assess the risks of material misstatement of the financial statements, whether due to fraud or error, design and perform audit procedures responsive to those risks, and obtain audit evidence that is sufficient and appropriate to provide a basis for our opinion. The risk of not detecting a material misstatement resulting from fraud is higher than for one resulting from error, as fraud may involve collusion, forgery, intentional omissions, misrepresentations, or override of internal control.

1. ActivitiesCentro Mexicano para la Filantropía, A. C. (the “Association”) is dedicated to the development of philanthropic activities and all types of activities that aim to provide assistance to communities and persons, as well as to promote the financing, material and moral assistance to organizations with philanthropic objectives.

The services rendered by the Association include the support to donors, both in terms of consultation and the receipt of donations and their subsequent channeling to the cause or institution determined by the respective donor. When the donation is not immediately applied, a special account is opened where the donation is deposited and reported as deferred revenue until it is delivered to its final destination.

2. Important eventIn 2016 the Association formed a Construction Committee responsible for monitoring the project to build the new headquarters of the Association. The objective of this project is to have a privileged meeting place for individuals, associations and companies interested in promoting philanthropy, volunteerism and social responsibility; to strengthen the civil society and its efforts to achieve better conditions for Mexican people. Following the recommendation of the Construction Committee, in the second half of 2016, four architectural firms were convened, to develop proposals of the architectural project for this new building. At the year-end, the architectural project carries a 90% progress.

The construction will take place with an estimated investment of $130 million pesos. The resources to start the project come from the endowment fund of the association, and the entire investment will come from a campaign donation. As of December 31, 2018, the amount of donations obtained is of $26.9 million pesos. Currently, the construction is in process and it is estimated to finish in September, 2019. (See Note 9).

3. Basis of presentationa. Explanation for translation into English - The accompanying financial statements have been translated from Spanish into English for use outside of Mexico. These financial statements are presented on the basis of Mexican Financial Reporting Standards (“MFRS”), which are comprised of accounting standards that are individually referred to as Normas de Información Financiera, or “NIFs”. Certain accounting practices applied by the Association that conform with MFRS may not conform with accounting principles generally accepted in the country of use.

b. Monetary unit of the financial statements - The accompanying financial statements have been translated from Spanish into English for use outside of Mexico. These financial statements are presented on the basis of Mexican Financial Reporting Standards (“MFRS”), which are comprised of accounting standards that are individually referred to as Normas de Información Financiera, or “NIFs”. Certain accounting practices applied by the Association that conform with MFRS may not conform with accounting principles generally accepted in the country of use.

c. Comprehensive income - Comprehensive income represents changes in stockholders’ equity during the year, for concepts other than capital contributions, reductions and distributions, and is comprised of the net income (loss) of the year, plus other comprehensive income (loss) items of the same period, which are presented directly in stockholders’ equity without affecting results. Other comprehensive income (loss) is represented by the effects of actuarial loss.

d. Income from operations - Income from operations is the result of subtracting cost of sales and general expenses from net sales. While NIF B-3, Statement of Comprehensive Income, does not require inclusion of this line item within results, it has been included for a better understanding of the Asociaction’s economic and financial performance.

4. Summary of significant accounting policiesThe accompanying financial statements have been prepared in conformity with MFRS, which require that management make certain estimates and use certain assumptions that affect the amounts reported in the financial statements and their related disclosures; however, actual results may differ from such estimates. The Association’s management, upon applying professional judgment, considers that estimates made and assumptions used were adequate under the circumstances. The significant accounting policies of the Association are as follows:

a.Accounting changesAs of January 1, 2018, the E2018 Improvements to NIF - The following improvements were issued which generate accounting changes effective as of January 1, 2018:

NIF B-2, Statement of cash flows - For liabilities from financing activities, requires disclosure of the relevant changes in cash flows, and preferably the initial and closing balances of such items should be reconciled.

NIF B-10, Effects of inflation - Also requires disclosure of the accumulated inflation percentage for three years, which includes the previous two years and the period referred to in the current financial statements, that will be used as the basis to classify the economic environment in which the Asociation will operate in the following year.

NIF C-6, Property, plant and equipment and NIF C-8, Intangible assets - The depreciation and amortization method based on revenues cannot be used, except where the revenues and the consumption of the economic benefits from the assets follow a similar pattern.

At the date of issuance of these financial statements, the adoption of these improvements did not have a material effect on the Association’s financial information.

b. Recognition of the effects of inflation - Beginning on January 1, 2008, the Associaction discontinued recognition of the effects of inflation in its financial statements. However, non-monetary assets and liabilities and stockholders’ equity include the restatement effects recognized through December 31, 2007.

c. Cash and cash equivalents - Cash and cash equivalents consist mainly of bank deposits in checking accounts and short-term investments, highly liquid and easily convertible into cash, which are subject to immaterial value change risks. Cash is stated at nominal value and cash equivalents are valued at fair value; any fluctuations in value are recognized in comprehensive financing income of the period. Cash equivalents consist primarily of investments in mutual funds.

d. Investments in securities - From the time of their acquisition, investments in securities, both debt and equity, are classified based on the intention of the Association into one of the following categories:

(1) trading, when they are debt or equity instruments, and the Association intends to trade them in the short term before their maturity; these investments are valued at fair value and the fluctuations in valuation are recognized in results of the period; (2) held to maturity, when the Association has the intention and financial capacity to hold them throughout their effective term; they are recognized and kept at the amortized cost; and (3) available-for-sale. These investments include those that are classified neither as trading nor held-to-maturity. These investments are stated at fair value.

As of December 31, 2018 and 2017, the Association only holds investments in securities available for sale (See Note 5).

e. Property, furniture and equipment - Property, furniture and equipment are recorded at acquisition cost. Balances from domestic acquisitions made through December 31, 2007 were restated for the effects of inflation by applying factors derived from the National

Consumer Price Index (“NCPI”). Depreciation is calculated using the straight-line method based on the average useful lives of the related assets, as follows:

d. Employee benefits - Employee benefits are those granted to personnel and/or their beneficiaries in exchange for the services rendered by the employee, which include all kinds of remuneration earned, as follows:

I. Direct employee benefits - Direct employee benefits are calculated based on the services rendered by employees, considering their most recent salaries. Liability is recognized as it accrues. These benefits include mainly compensated absences, such as vacation and vacation premiums, and incentives.

II. Employee benefits from termination, retirement and other - Liabilities from seniority premiums, pensions, and severance termination of the employment relationship is recognized as accrued, which is calculated by independent actuaries based on the projected unit credit method projected using nominal interest rates.

g. Income taxes - The income tax (ISR) is recorded in the income year in which it is incurred in accordance to what is stated in Title III of the ISR Law.

h. Foreign currency transactions - Foreign currency transactions are recorded at the applicable exchange rate in effect at the transaction date. Monetary assets and liabilities denominated in foreign currency are translated into Mexican pesos at the applicable exchange rate in effect at the balance sheet date. Exchange fluctuations are recorded as a component of comprehensive financing income.

i. Revenue recognition - The main source of income are donations received from individuals and entities which are deductible for income tax purposes. Revenues are generally recognized when realized or accrued, under which they generate immediate and continuous expenses.

All the investments in securities have been classified as trading securities because the intention of the Association is to dispose of them in the short-term, rather than hold them to maturity.

As of December 31, 2018 and 2017, the investments were valued at fair value and the added value in valuation was recognized in the comprehensive financing income.

6. Property, furniture and equipment

7. Employee benefits As of 2011 the Association has a pension plan that covers all employees who turn 65 years old and at least 10 years of seniority, this is similar to a legal compensation that consists of a single payment at the date of retirement.

This plan also covers seniority premiums, which consist of a single payment of 12 days for each year worked based on the last salary, limited to double the minimum wage established by law. The relative liability and the annual cost of benefits are calculated by an independent actuary according to the bases defined in the plans, using the projected unit credit method.

The cost, obligations and other elements of pension plans, seniority premiums and remunerations at the end of the employment relationship other than restructuring were determined based on calculations prepared by independent actuaries as of December 31, 2018 and 2017. The components of the net cost (income) for the years ended December 31, 2017 and 2018 are as follows:

10. Income taxesSince the Association is a not-for-profit organization, it is not subject to income tax as established in Title III of the ISR law. However, if it makes distributions in cash or in kind to its members, the distributions must be considered as a taxable distributable surplus. No distributions have taken place since the date of the establishment of the Association. As there was no distribution of surplus among Association members, the only distributable surplus of the Association for tax purposes was originated by the expenses incurred that are not deductible in accordance with this title. The ISR incurred on such distributable surplus in 2018 and 2017 was $139,035 and $153,332, respectively, as shown in the statements of income and expenses.

11. Net worth of the associationAs of December 31, 2018 and 2017, the net worth of the Association consists of contributions of $15,020,628 (nominal value).

The Association is a Mexican entity, and any interest or share in the Association acquired by a foreigner is considered to be from Mexican origin.

The assets of the Association shall be used strictly to fulfill the purposes of the Association. Upon dissolution, the assets will be given to a similar not-for- profit association or institution designated by the Board of the Association.

12.ContingencyAt the date of the issuance of the Financial Statements, the Association is in the process of resolution through the Procurator of the Taxpayer’s Defense (“PRODECON” for its name in Spanish) of a claim for taxes of 2014 for the authority’s part however, the management and its legal advisors are the result of said resolution.

13. Authorization to issue the financial statementsOn April 1, 2019, the issuance of the financial statements was authorized, by Mr. Jorge Victor Villalobos Grzybowicz, Executive President, and Mr. Raúl Escobedo Vázquez, Director of Administration and Finance; consequently, they do not reflect events occurred after that date. These financial statements are subject to the approval of the General Meeting of the members of the Association, where they may be modified, based on provisions set forth the Mexican General Corporate Law.
