The diabetes institute is using Internet enabled
mobile phones to play a 15-30 second videowhich provides content on exercising, blood
glucose and diet.
Another use of mobile phones is to members
wit traumatic brain injury. The first phase of theproject will send out text messages to the members'
own plussed up cell phone calling plans and will
include educational announcements, sleep hygiene
measures, medication and appointment reminders,
and helpful hints tailored to the unique problems that
they may be encountering.

How does SMS auto-response system Work?
People in Africa send a text message to thenumber "248467" this is for "AHTIMP"
(African health tips in Mobile phone) the
system creates a Mailing list that records the
phone number of the people requesting the
service, all the people in the mailing list will
be sent a notifications daily about health tips
such as how to prevent getting sick or what isa increasing threat such as Swine flu was in El
Salvador

Another Example:
The potential extreme of a cell phones healthimpact can be traced to a BBC report last
December of a British doctor saving the life
of a teenage boy who had a badly infected
and gangrenous arm wound in the
Democratic Republic of the Congo. The report
said the doctor performed a successful
forequarter amputation on the boy inOctober in the town of Rutshuru after
receiving step-by-step instructions by text
message from an expert colleague in

Social / Ethical Issues
Text messages that are sent are written in locallanguages. This becomes a benefit because the
fact that citizens know the language will
encourage participation. Absence to other resources such as laptops
have caused mobile phones to be the central
component for people to access information.
E.g. "Over half the world (or about 4 billion people) own
a cell phone and only 400 million own a computer, so
it's only a matter of time before everyone uses a cell
phone for all their computing needs,"

Some countries are strongly aware that they
have a high rate of diseases such as HIV.However, they are treated and manage to
test themselves when they are about to die.
Another challenge being faced by using
mobile phones for health awareness in every
country is that despite the fact that text
messages in some places like Africa are sent
in local language, in some countries they arenot. Many diverse languages in the same
country will require translation.

Illiteracy rates will other be an issue
regarding the use of mobile phones formedical awareness. People that are not able
to read will miss the awareness of the
disease and therefore this causing that they
dont visit any clinic or hospital for medical
awareness.
Illiteracy rates can be overcome through the
use of audio clips, images or video. However, this can be time consuming and at the same
time not all mobile phones will support this
application.

Some developing countries with lack of electricity resources
will might need to implement the development of solar
panels to have a source to power cell phones. This can beexpensive for LEDCS.
Expensive cost regarding the change from proprietary
software and develop open source software.
Proprietary software -This is a computer software that hasrestriction on any modification, use, or distribution of the
software because of copyright usually proprietary software
have to be paid for. An example Google Earth and Win zip
Open Source Software Is a software that is general for public
and can be modified free of charge, this type of software isfree and they started because they are for programmers to
use them and modify them to improve the original software.

HOW THEY ARE USED IN OOBUNTA
Village A as shown in line 43 A cell (mobile) phone and a landlinephone connection.
Mobile phone Campaign for village A & C
Oobuta can start a campaign collecting mobile phones that people don't
use anymore from MEDC, because this instead of being E-waste will be
reuse of electronic materials. Most people in Oobunta are going to beaccepting this phones and this phone should be subscribed to the SMS
auto response system so that mobile phone users have health tip on
their mobile phones daily, so that they can protect against diseases and
reduce the spent on medicine, the use of resources and also the
mortality rates in Oobunta.
Moreover, in village A the fact that they have phone connection canbenefit not only the patients but employees itself as they can receive
text messages from Oobunta Hospital with step to step instructions on
how to treat a symptom or operation. This can also reduce the need for
employee training

Village B This can be a concern as they dont
provide the use of mobile phones or coverage. Thiscan increase the rate of diseases or the number of
patients coming in for treatment as they dont have
a constant reminder to create awareness.
Dr Ogola believes the rapid growth in the use ofmobile phones and the Internet could revolutionize
the way people receive treatment Line 15. Village
B have neither Internet access nor mobile phone
coverage therefore this wouldnt apply anddevelopment in Village B can be stuck compared to
others.

Village C- only have the use of mobile phone. The
same method can be implemented to village C
which again will not only benefit patients but also
employees as they can receive information on
treatments from other important stakeholders like
Dr. Ogola or Oobunta hospital.
At the same time the receiving of text messages is
free therefore it can also benefit patients as money
wouldnt be spent in medical consultations and at
the same time training might reduce the fact that
patients need to look for transportation from one
village to the hospital.
