CEDARFIELD PLANTATION HOA BOARD MEETING

March 18, 2015

LOCATION: Pool House

Call to Order: 7:05 PM Meeting Minutes February Board Meeting minutes were reviewed and approved. Reviewed February Financial Report Pool Committee: Item 1 – Mold specialists inspected pool house and found no active mold in the shower areas and no significant growth in storage room areas Item 2 – Proposals and estimates were reported for repair/ replacement of pool handrail, lights. Swim Club provid-ed an estimate for crack in pool, and gel coat . Repairing the crack in pool and applying the gel coat will cost $11,800. Once updated reports are received from pool management co, board will discuss/vote to proceed with gel coat . Item 3 – Zodiac Pools have agreed to replace or repair pool pumps and motors. Pool needs to be full and running to do testing and determine problem regarding pumps. It was recommended to have an engineer (proposed by Swim Club Management Group) present at the time of inspection. Cost for engineer- $500. Item 4 – Proposals and estimates to repair bathrooms and make improvements on pool house were reported by two con-tractors. Landscape Committee:

Item 1 – Full assessment was done by landscape committee of neighborhood common areas to determine landscape needs Item 2 – recommendation to remove dead Leyland Cypress trees and to replace over time the old ones by planting clusters of Arborvitae and then removing old trees as new ones are established. This is to be done is phases as can be afforded. Item 3 – Irrigation system needs to be updated, and some sensors need to be replaced. A detailed proposal and estimate was reported. Social Committee:

Easter social event is scheduled for Saturday March 28th. There is a real need for candy filled plastic eggs. Please drop off at designated area. Spring Community Yard sales – Saturday, May 16th. Area newspapers and web sites need to be notified to place ads Communications: A new, proposed website will be reviewed for overall updating. Andy Powell explained the benefits of using this for com-munications, current events, etc.

CII Homeowners Association Board Meeting Minutes, March 11, 2015

The meeting was called to order at 7:02 PM and the previous Minutes were reviewed.

Introduction of newly assigned HMC Managers – Kevin introduced Dana Ryan to the Board as our newly ap-pointed HMC Representative who will be attending our monthly meetings. He also introducedChris Miller, HMC Association Manager. Welcome to both HMC representatives!

President’s Report – Kevin addressed the 2014 charges for additional lifeguards for Social Committee Pool Par-ties conducted in July and August and the charge for Pool Closing in October. Invoices will be provided by HMC for our review as to their accuracy. Correction of a mischarge to the 2014 Pool Budget has been resolved and will appear as a credit to the 2015 Pool Expense.

The existing Pool Contract will be reviewed to determine the authorized charge per Lifeguard per hour or per event to facilitate budgeting for those charges to the Social Committee for 2015 events.

Social Committee Report – Jennifer reviewed Easter plans for a Trackless Train, Bounce House, Egg Hunt, Priz-es, Chicks and Bunnies. She has re-sourced suppliers for some of these items for availability and cost control. A request will be submitted for approval for 2 additional Spring Events. She will also add the Website domain to the Information Boards when available.

Treasurer’s report – Kevin and Chris (HMC) provided an update to the February Budget figures which included a discussion to consider re-allocating some of the Liabilities and Equities accounts to more closely reflect their individual positions as related to the current Assets. HMC will provide a recommended Reserves computation for the Board to review at the April Meeting. A review of the allocation of Ad Expense and Ad Income was also presented. The current allocation for both results in a split of 48% for C1, 42% for C2 and 10% for C’Park as previously agreed. These percentages also apply to the costs of conducting shared Social Events such as Easter and Halloween.

Committee reports Pool, Playground and Parking Lot – Bids are being received for Pressure Washing the Pavilion, Sidewalks and Pool House. Touch-up Painting will also be done where needed. A Quote is being reviewed to replace the cur-rent Entry Gate system and Supplier. Phone and WiFi are now on. Landscape – Contractor is providing repairs to the vandalized common area at the expense to the vehicle owner’s insurance. Leveling, seeding and protecting with straw will be accomplished to restore this area. Tree replace-ment costs have been quoted for the McIlwayne entrance.

Website – Michael reported that the new site is in Beta test status. The site will include many choices, from CC&R’s to a calendar of events and copies of most minutes for the past 5 years. At present, Homeowners can visit the HMC website to obtain CC&R’s. Instructions are being provided via the Facebook Cedarfield Site or contact HMC for sign-on details.

Old Business – Minor costs previously paid from the volunteer’s personal credit accounts or cash can now be ex-pensed with the activation of a Credit Card under the supervision of our President.

Cedarfield Park HOA Board Meeting Minutes March 2015

Present: Phil Hoffman, Sandy Thiry, Steve Young, Tom Anderson, Cheryl Westlake

Guest: Dana Ryan, Hawthorne Management Co.

New Business: Welcomed Dana as our new representative from Hawthorne Management Co.

Dana comes to Hawthorne with a background in property management in Chicago and has been

in Charlotte for 1 ½ years.

Website: Site has been updated.

Pool/Recreation Area:

-Discovered a broken water pipe behind shower/pump room wall and plastic tubing for the water

fountain; repaired at a cost of $163.48. Phil purchased seasonal supplies for the pool - Total

$55.16.

-RC has submitted the application for our pool permit - $150.

-Mid April to get furniture out and cleaned up for the season.

-AT&T to turn phone on for season.

-Reviewed pool closing schedule.

-Other repairs necessary for pool area include replacing fascia boards at eaves, rotting siding,

wood trim, sheet rock in bathroom ceilings and placement of ant bait. Estimated cost of repairs

- $2,200 was approved (3-2 vote).

Good and Welfare:

-Playground Mulch Spreading Party date set for Saturday April 25th

at 10:00am. Rain date -

Sunday April 26th

. Cheryl will put out fliers.

-Cedarfield Park will partake in the Easter Egg Hunt March 28. Cheryl will drop off leaflet an-

nouncement at mailboxes. Those participating will need to donate plastic eggs.

-Entranceway donation request forms and non-resident pool forms will be mailed in early April.

Dana will review mailing costs.

-The Board agreed to continue the Yard of the Month program again this summer for June, July,

and August with winner to receive a $50 gift card.

Financial Statements:

-Dana to combine the itemized reserves except for the pool and parking lot funds.

-Steve asked about late fees as an expense on budget report. Dana will review the procedure

and respond to the Board with her findings.

Architect Request:

-Request to erect a pergola on Fox Tail Lane was approved.

Annual Springtime Home Maintenance

Reminders: Spring will be here before you know it! With that said, it's

time again for all Cedarfield residents to inspect their proper-

ties and ensure their homes are being maintained properly in

accordance with our community’s governing documents.

Maintaining the exterior of our homes including the land-

scaping is the responsibility of each homeowner and in-

cludes:

Landscape Maintenance. Grass, hedges, shrubs, vines and mass planting of any type on any

lot or any portion of the project shall be kept trimmed and shall, at regular intervals, be mowed,

trimmed and cut so as to appear neat and attractive. Trees, shrubs, vines and plants which die shall be

promptly removed. Edge around sidewalks, curbs and driveways and remove weeds growing in the

cracks of driveways. Painting. Exterior surfaces should be repainted as needed, including shutters and doors. Sun

exposure will prematurely fade paint on exterior siding, windows, shutters and doors. Homeowners

wishing to repaint their home a different color than what was originally painted should seek prior ap-

proval from the Association. Pressure Washing. Certain sides of homes get moldy and dirty very fast due to lack of sun-

light. Please maintain these areas by pressure washing at minimum annually. This should include the

removal of mold from all surfaces including decks and masonry surfaces. Mailboxes, Outdoor Lighting. Ensure outdoor lighting and mailboxes are maintained and in

good working order. Replace bulbs and broken fixtures regularly. As necessary, aging mailboxes

should also be reviewed for repairs and/or replacement. Homeowners seeking to replace their mail-

box with something other than what was originally installed are required to submit an architectural

request prior to any changes. Roofs. As our community is now 25+ years old, roofs should be checked regularly to ensure

that they are in good repair. Damage to roofs due to storms should be repaired immediately. Driveways. Driveways should be free of oil stains and pressure washed if necessary. They

should also be clear of any clutter. Hoses, Garden Tools, Etc. Garden hoses and other garden tools or materials should be stored

neatly at the rear of homes, out of view from the street. Planters should be maintained and contain

living plants. Exterior Improvements. Please note that any homeowner seeking to make any exterior alter-

ations or improvements to their home or lot should submit an application to be reviewed and ap-

proved by the homeowners association prior to any work being performed. The Board of Directors and Hawthorne Management Company will continue conducting inspections of

our community; however, residents with homes that are determined to have specific maintenance issues

or problems will be notified by mail and given specific timeframes to correct and repair the identified

maintenance issues with their residence. If specific issues are not resolved within the specified

timeframes, the Board will unfortunately be calling those homeowners to hearings. If you have specific

questions or concerns regarding the maintenance of your home, please contact Hawthorne Management
