CEA Board of Directors 2019-2020 TREASURER - Todd Simenson Todd Simenson, P.Eng., FEC, ENV SP, is Stantec’s Vice President and Regional Leader for Alberta North and Territories. In his 31 years with Stantec, Todd has built a strong foundation of relationships and an unrivaled commitment to his clients across Western Canada, dedicating his career to providing real-world solutions that positively impact the communities and clients he serves. Todd leads his team to recognize the importance of maintaining and improving community infrastructure systems, and has successfully completed a wide variety of multi-discipline civil engineering infrastructure projects and studies. In 2017, Todd was honoured with the Frank Spragins Technical Award at the APEGA Summit Awards, an achievement awarded to individuals recognized by their peers for their integrity, technical expertise, and accomplishments in the field in engineering. Todd is Fellow of Engineers Canada and an active supporter of his local community, having coached many sports and having served on boards and associations, including the Association of Professional Engineers of Yukon (APEY) where he served as President in 1993. CAA LIAISON - Allan Partridge Allan Partridge, AAA, MAIBC, FRAIC, SCO, LEEDTMAP, has been practicing architecture for over 30 years. Allan’s involvement in all aspects and phases of his projects brings extensive experience to fast-tracked, construction management processes where budget, schedule and function are major issues. He has specific expertise in the design of medical and healthcare research projects, with many repeat clients. He is also involved in many specialized “one of a kind” projects that include cultural, heritage and conservation work. Allan is active in the profession, serving on a number of committees. He has also lectured at a number of national and international conferences in Heritage & Conservation Management, Practice Evolution and Building Information Modeling. PRESIDENT - Sean Snowden Sean Snowden, P.Eng., is the Manager of Transportation Engineering in Northern Alberta for WSP Canada. He received a B.Sc. in Civil Engineering (Co-op Program) from the University of Alberta in 1995. Sean has served in progressively responsible roles in the civil engineering consulting environment for more than 19 years, providing leadership and advice on design and construction projects and fostering excellent working relationships with clients, stakeholders, technical experts and sub-consultants in a partnered environment. Sean believes in leading by example, continuous improvement and providing exceptional customer service and client value. He has been a member of the CEA Transportation Committee since 2009, and is committed to a sustainable, united consulting engineering industry. IMMEDIATE PAST PRESIDENT - Derek Ciezki Derek Ciezki, P.Eng., is a Partner with SMP Engineering and has over 20 years of experience in Electrical Engineering project design and delivery for Commercial, Institutional and Healthcare Facilities. Derek plays a lead role in Business Development across SMP’s four (4) offices in western Canada. His passion is developing relationships within the industry and understanding what clients truly need. After graduating from the University of Alberta in 2000 with a degree in Electrical Engineering, Derek joined Stantec where he worked on a variety of complex and large scale projects while leading the Electrical Engineering Department. In addition to his consulting practice, Derek joined the CEA Board in 2016 and has served on various committees, including a role as Honorary member of the Consulting Architects of Alberta Board. Derek is also involved with the Edmonton Construction Association and Young Builders Group, understanding the importance of collaboration and bridging the young talent in our industry. Since joining SMP in 2012 and becoming a Partner in 2014, Derek has focused on building partnerships within the province and across western Canada VICE PRESIDENT - Sara Anderson Sara Anderson, P.Eng., is a Principal and Senior Engineer at Urban Systems. Sara graduated from the University of Calgary with a Bachelor in Civil Engineering and she is a professional engineer member of APEGA, EGBC and in the State of Colorado. She is currently the Past Chair of the CEA Municipal Liaison Committee. Sara is a professional engineer with 20 years of experience who specializes in municipal infrastructure in support of growth and development. She has been leading project teams in community planning, infrastructure master planning and financial cycles throughout Alberta and British Columbia. She focuses on infrastructure funding and asset management, stakeholder’s engagement and integration through collaborative communication and processes.

DIRECTOR - Frank Prosperi-PortaFrank Prosperi-Porta, P. Eng. is a Principal with Read Jones Christoffersen Ltd. in the Edmonton office and a member of the Executive of Read Jones Christoffersen Ltd.(RJC). Frank graduated from the University of British Columbia in 1974 with a Bachelor of Applied Science. Frank has worked in the Consulting Engineering industry since joining RJC in 1975 first in the Vancouver office, subsequently transferring to Toronto in 1979 and has been a member of the RJC Edmonton office since 1982.He has been involved in the design of many major projects in the City of Edmonton such as Manulife Office Tower, Grey Nuns Hospital and the Millwoods Town Centre Mall. Formally the Managing Principal for Structural Engineering in the Edmonton office, Frank relinquished this role in 2017 and subsequently joined the Executive Committee of RJC. Frank is currently an active member of the Rotary Club of St. Albert and Past President of that same club. Currently, Frank is the Past Chair of CEA ‘s Edmonton Building Committee.

DIRECTOR - Greg BurghardtGreg Burghardt, P.Eng., MBA, CEO of Arrow Engineering, is known by his team, colleagues and friends as dedicated, caring and future oriented. Greg focuses on reinforcing Arrow’s vibrant culture, relationship-building and the pursuit of excellence in buildings engineering. Greg started his career in construction in 1988, and worked for the first 12 years as a general contractor. Eventually, Greg moved into a role within Consulting Engineering, where his well-rounded experience moved him to co-found Arrow Engineering in 2006 with just eight people; today, Arrow is a vibrant, multi-disciplinary team of over 65.

Greg has a deep love of life-long learning, and graduated with his MBA in 1991. Greg shares his knowledge and experience by actively involving himself in the construction industry; in addition to his role with the CEA, Greg currently holds a position on the Edmonton Construction Association’s Board of Directors.

ACEC LIAISON - Helder AfonsoHelder Afonso, P.Eng., is Vice President and General Manager for Associated Engineering’s Alberta North region. Subsequent to obtaining his Honours Diploma in Civil Engineering Technology from the Northern Alberta Institute of Technology in 1984, Helder obtained a Bachelor of Science Degree in Civil Engineering from the University of Alberta in 1988. He joined Associated Engineering upon graduation developing his skills as a structural engineer on buildings, bridges, water treatment facilities and other heavy civil structures. Through his tenure, his scope of practice evolved in to project management of multi-discipline projects, and further progressed into leading an Industrial and Buildings Services practice. In July 2010, Helder was promoted to General Manager with the responsibility of leading the Alberta North region for the company. Helder served as CEA Treasurer for 2 terms of his appointment.

DIRECTOR - Anthony PlamondonTony Plamondon, P.Eng., is the Manager of the Urban Transportation group at ISL in Edmonton – leading a large team of professional engineers, technologists, and technicians. He is a graduate of the University of Alberta in 2003 (BSc. in Civil Engineering) with over 15 years of experience working as a consultant in the fields of transportation, municipal and land development engineering. Tony’s leadership style, both on a project and team level, is focused around open and transparent communication and collaboration. His main focus is in the pursuit and management of complex, multi-disciplinary projects for public-sector clients. Tony is a past Chair and an active member of the City of Edmonton Liaison Committee for the CEA, where he helped develop a working committee with the Integrated Infrastructure Services (IIS) Branch. Tony’s extracurricular activities include golf, squash, fitness, and coaching minor hockey.

HONORARY PAST PRESIDENT LIAISON - David NagyDavid Nagy, P.Eng., MBA, is the Manager of the Bridge Group with Associated Engineering Alberta Ltd. David’s enthusiasm and passion for engineering consulting is reinforced by the project work he continues to deliver throughout the province. David completed his undergraduate studies in Civil Engineering at McGill University and later completed his MBA at the Haskayne School of Business, University of Calgary. David believes great opportunities are created with trusting partnerships whether it is at an industry, community or project level and all partners must be able to see value in the collaboration. Lastly, David was the recipient of the 2014 Harold L. Morrison Rising Young Professional Award and the 2015 Allen D. Williams Scholarship Award; both awards recognized David’s dedication and commitment to the profession.

YP DIRECTOR - Aparna Krishan Aparna Krishan, P.Eng., is a Transportation Engineer with McElhanney Ltd. Graduating in 2011 from the University of Calgary, Aparna has eight years of consulting experience focusing on transportation planning with an emphasis on traffic modelling, road safety, and active transportation. Aparna has been extensively involved with the CEA Young Professionals’ Group since 2013, where she has held a number of executive committee roles. These have involved organizing technical tours and speaker series, planning CEA YP conferences, sitting on the Transportation and City of Calgary Liaison Commit-tees, and most recently, being past chair for the Calgary YPG.

Her involvement stems from a passion to engage in her community, provide guidance to the younger generation, and represent young professionals and women in the consulting engineering industry. This is reflected in her work as a mentor to engineering students through Engineers Without Borders and volunteering at student outreach events promoting STEM education, including science nights and career fairs for elementary through high school students.

APEGA LIAISON - Jennifer EnnsJennifer Enns, P.Eng., FEC, FGC (Hon) is currently a second term member of APEGA Council and is Manager of Corporate Engineering & Energy Services at The City of Calgary, where she has worked for the last 13 years. A graduate of civil engineering at Carleton Engineering, Jennifer has worked for over 35 years in both the public and private sectors, including transportation engineering consulting in Ottawa. Jennifer currently manages a team of engineers that develop innovative sustainability solutions, manages The city’s natural gas, district energy, and 100% green electricity purchases and efficiencies, and its Sustainable Infrastructure Policy. Jennifer is a proponent of working in partnership with the consulting and construction industries, and is The City’s liaison to these groups. Her team also produces the very successful annual Partnering with Industry Symposium. For seven years Jennifer was a member of the APEGA Practice Review Board, and sat on the AAA Practice Review Board as the public member.

DIRECTOR - Kelly ButzKelly Butz, P.Eng., has been part of the Magna IV Engineering team for 15 years. He has amassed a deep diversity of electrical and business leadership experience ranging from repairing breakers to detailed design, and from managing maintenance shutdowns to leading multi-regional operations. In his previous role as Vice President of Engineering, Kelly’s entrepreneurial spirit was on display in his focus on Magna’s growing markets in Western Canada, the United States, and Chile.

In addition to playing mini-sticks with his two boys (both under age 5), Kelly has been a long-serving member of the Garneau Community League and the Institute of Electrical and Electronics Engineers (IEEE). Kelly is also supportive of his wife’s efforts with the Second Chance Animal Rescue Society.

DIRECTOR - Monica WagnerMonica Wagner, M.Eng., P.Eng. is the Manager of Engineering & Infrastructure for the Calgary office of Wood Environment & Infrastructure Solutions. Monica has worked as a water resources engineer in the consulting engineering industry in Calgary for more than 30 years. Her technical background is in surface water resources and she has undertaken projects in the oil & gas, mining, municipal and public sectors for resource and infrastructure developments on projects throughout Canada and internationally. Monica now leads a multidisciplinary team of transportation, municipal engineering, water resources and civil engineering specialists in Wood’s Calgary office. Monica has been a Director of the Alberta Branch of the Canadian Water Resources Association for more than 20 years and has been a National Director for CWRA since 2007.

DIRECTOR - Joel NolinJoël Nolin, P.Eng. is the District Manager for AECOM’s southern Alberta operations and the Manager for AECOM’s Calgary Remediation Team. Since graduating with a B.Sc. in Civil Engineering (Co-op) from the University in Manitoba in 1994, he has worked in progressive management roles in Winnipeg, Saskatoon and Calgary. For the last several years his project responsibilities have primarily related to major environmental assignments - responsible and accountable for the management and direction of programs and projects.

Technically, his work experiences are varied with his primary experience being in the execution of environmental site assessment and contaminated site remediation, supplemented by work in solid waste management, industrial hygiene, and hazardous materials emergency response. Joël is passionate about consulting engineering – enjoying the ability to work on multidiscipline technical teams, delivering a high-quality product and recognizing that excellent customer service is a key differentiator.

YP DIRECTOR - Laura CreswellLaura is a professional engineer with over 6 years of consulting experience. Her technical skillset is broad and ranges from water distribution network design and construction to rural road network development. Laura is particularly passionate about serving indigenous communities. Her drive and passion for her career comes largely from the influence of her hard working dedicated first nations clients. Through building trust and collaboration with these communities she’s had the privilege to work on both civil infrastructure projects as well as assisting in housing policies, community operation and maintenance strategies, economic development activities and lands management work.

Laura has volunteered her time with the CEA Young Professionals Committee for over 5 years. She had served as vice, present and past chair with Edmonton’s young professional group. In addition, Laura has been a part of the organizing committee for two of the annual CEA YP conferences. Most recently she was a speaker at the Calgary Young Professionals Speaker Series on Drinking Water in Alberta. As Laura continues to grow in her career she hopes to share her passion for building vibrant relationships with all types of communities.

ACEC LIAISON - Sheldon HudsonSheldon Hudson, P.Eng., MBA, is the Vice President of Al-Terra Engineering Ltd. where he manages the rural transportation group. Sheldon holds a B.Sc. in Civil Engineering from the University of Alberta (1996) as well as an MBA from the Alberta School of Business (2016). Sheldon has played an active role in CEA throughout his career, including past chair of the Transportation Committee and past member of Alberta Transportation’s Strategic Priorities Group. Sheldon also sat on the CEA board of directors (2011-2014), and served as the CEA President for the 2012-2013 term. In 2016, Sheldon was appointed board director to the Association of Consulting Engineering Companies – Canada (ACEC), as the Alberta representative. Outside of CEA, Sheldon was appointed board director to Edmonton Global in 2017, the new economic development entity with the mission to be the catalyst for global investment and trade in the Edmonton Metropolitan Region.

DIRECTOR - Ryan GidluckRyan Gidluck, P.Eng., PMP, is the Vice President of Morrison Hershfield’s Infrastructure Team. Ryan graduated from the University of Saskatchewan with a degree in Civil Engineering in 1996 and has over 20 years of engineering experience.

Ryan has been fortunate to take on many interesting roles in a wide variety of engineering projects from preliminary engineering studies up to mega projects. During his career, Ryan has managed the design, procurement and construction of transit infrastructure, roads and bridges, buildings, storm-water ponds, underground and overhead utilities and intelligent transportation systems. Ryan is an active member of the Project Management Institute, Engineers Without Borders and the Consulting Engineers of Alberta.

DIRECTOR - Neil RobsonNeil Robson, M.Eng., P.Eng. is a Principal and structural engineer at DIALOG. Proudly born and raised in Edmonton, Neil earned his B.Sc. in Civil Engineering and his M.Eng. in Structural Engineering from the University of Alberta. Since joining DIALOG in 2001, he has worked on a wide variety of institutional and community-building infrastructure projects, particularly in northern Alberta. Neil is a distinguished leader in DIALOG. He manages the bridge engineering team, co-chairs the firm’s Agreements Practice Roundtable, and is part of Edmonton’s studio management team. He has been a member of the CEA Transportation Committee and currently contributes to a Technical Subcommittee for the Canadian Highway Bridge Design Code. Neil’s leadership extends outside the practice, coaching his daughter’s hockey team and playing on recreational hockey, and softball teams.

DIRECTOR - Wendy MacKayWendy MacKay, P.Eng., is a Principal and Director at Morrison Hershfield Limited. Wendy is a 1996 University of Alberta graduate with a BSc in Civil Engineering. Since graduation, Wendy has spent 18 of 23 years as a consultant, with 5 years pursuing interests on the owner side. Wendy has been involved in project management, planning, design and construction of numerous civil engineering projects for municipal, provincial and private sector clients. She demonstrates strong client communication and relationship building skills and now leads multi location project teams to deliver transportation infrastructure assignments. Wendy was previously involved with CEA, sitting on the CEA board of directors from 2012-2013.
