NOTE: AMS PROCESS FLOW

PLEASE REVIEW CAREFULLY

It is important to note the following items when changing the manifest and/or bill of lading data.

When changing an existing bill of lading, you must first select the DELETE function from the bill of lading action window; then Submit the Manifest to CBP.

Once you have updated the changes against a bill of lading you must COMPLETE the bill of lading

Once you have COMPLETED all the bill(s) of lading for the particular vessel / voyage, you must Submit the Manifest to CBP. FOR FASTEST PROCESSING, UPDATE AND COMPLETE ALL BILL(S) OF LADING, THEN PERFORM ONE SUBMIT MANIFEST TO CBP.

You cannot make another change against the bill of lading until the Manifest has been submitted to CBP.

ONCE YOU HAVE SUBMITTED THE MANIFEST TO CBP; PLEASE CHECK THE VESSEL STATUS WITHIN 5-15 MINUTES FOR CBP RESPONSES. IT IS VERY IMPORTANT TO USE THE VESSEL STATUS AS A REFERENCE TOOL TO CONFIRM ACCEPTANCE OR REJECTION BY CBP.

Manifest Maintenance

1. Once you log in to the CDM WinAMS (Internet), select Manifest Maintenance then click Continue from the Main Screen.

Vessel Selection Window

1. Select the vessel and voyage that you want to update. Press the first letter of the vessel name to move to the vessel name that begins with that letter, for example press M to move to the vessels that begin with the letter M

2. If you are creating a new manifest, select the CREATE NEW MANIFEST option.

NOTE: If you are creating a new manifest, verify that vessel and voyage is not listed before continuing.

New Manifest Window

1. Select the vessel name from the list. Press the first letter of the vessel name to move to the vessel name that begins with that letter, for example press M to move to the vessels that begin with the letter M

2. If the vessel name does not appear on the list, then type the vessel name in the Vessel Name field. WATCH YOUR SPELLING, NO ABBREVIATIONS OR PUNCTUATION.

3. Enter the voyage number. DO NOT INCLUDE V . NO SPACES OR PUNCTUATION.

4. Enter the vessel flag. You can get the correct country code for the Vessel Flag by clicking the web link LOOK-UP COUNTRY CODE

5. Click the Update button once complete.

Vessel and Voyage Confirmation Window

1. Confirm the vessel and voyage, and then click the Continue button. If the vessel and/or voyage are not correct, then click the back button on your internet browser to return to the previous window.

Bill of Lading Action Window

1. This window allows you to perform the following functions. a. Add new Bill of Lading

i. Bill of Lading FIELD must be NEW BILL OF LADING

ii. Action FIELD must be Add Bill of Lading

b. Delete Bill of Lading (Send DEL action code to USCS) i. Bill of Lading FIELD must be the actual bill of lading number ii. Action FIELD must be Delete Bill of Lading

c. Amend Bill of Lading (Make changes after you have submitted DEL action code to USCS) i. Bill of Lading FIELD must be the actual bill of lading number ii. Action FIELD must be Amend Bill of Lading

d. Submit Manifest to U.S. Customs & Border Patrol (CBP) (This is required once all B/L(s) have been Completed)

i. Bill of Lading FIELD is ignored ii. Action must be Submit Manifest CBP

3. ISF (10+2)

Field is required to submit Importer Security Filing (ISF) 10+2AMS.

Please note that ISF (10+2) is currently being phased until full compliance date of January 2010. The ISF (10+2) is optional; however if ISF (10+2) data is submitted the entire record MUST be ISF (10+2) compliant. For example, if you the SELLER details are entered, the system will require all the SELLER details be complete including name, at least first address line, city, country, contact name and at least first contact number. If country has state or province code and/or postal code; please enter information accordingly.

2. Bill of Lading No. (Required)

field may be up to 12 alphanumeric characters (A-Z, 0-9) with NO punctuation, spaces or non-standard characters

3. OBL Reference (Required)

field must contain carrier SCAC code in first four characters; for example MAEU1234567890 is a valid OBL reference 1234567890 is NOT.

4. E.T.D. (Required for Carriers)

date of sailing in MM/DD/YYYY format

5. E.T.D. Time (Required for Carriers)

estimated time of sailing in MMSS format

6. Ultimate Consignee (Required)

complete name and address

7. Intermediate Consignee (Optional)

complete name address, if entered

8. Seller (ISF)

complete name, first line of address, city, country, contact name, one contact number and type are the minimum requirements.

9. Buyer (ISF)

complete name, first line of address, city, country, contact name, one contact number and type are the minimum requirements.

10. Manufacturer (ISF)

complete name, first line of address, city, country, contact name, one contact number and type are the minimum requirements.

Bill of Lading Update Window (2)

1. Ship To Party (ISF)

complete name, first line of address, city, country, contact name, one contact number and type are the minimum requirements.

2. Import of Record Number (ISF)

field must be IRS approved number such as EIN, SSN, DUNS+4, etc.

3. Consignee Number (ISF)

field must be U.S. Customs (CBP) approved number

4. Cargo Stuffing Location (ISF)

complete name, first line of address, city, country, contact name, one contact number and type are the minimum requirements.

5. Consolidator

complete name, first line of address, city, country, contact name, one contact number and type are the minimum requirements.

enter city and country where cargo was received

7. Port of Loading (Required)

field is a five digit number, click LOOK-UP FOREIGN PORT to get

the current list of Foreign City/Port codes. Once the window appears, press CTRL + F to get the search window, type all or part of the city/port name and click OK.

8. Last Foreign Port (Optional)

field is a five digit number, click LOOK-UP FOREIGN PORT to get the current list of Foreign City/Port codes. Once the window appears, press CTRL + F to get the search window, type all or part of the city/port name and click OK. If field is blank, then system will use Port of Loading.

9. Foreign Port Possession (Optional)

field is a five digit number, click LOOK-UP FOREIGN PORT to get the current list of Foreign City/Port codes. Once the window appears, press CTRL + F to get the search window, type all or part of the city/port name and click OK. If field is blank, then system will use Port of Loading.

10. Port of Discharge (Required)

select from drop down list. The values listed are valid U.S. Customs district port codes. If port of discharge does not exists, select the nearest U.S. Customs district port code.

11. E.T.A. (Required)

enter date in MM/DD/YYYY format

12. Carrier SCAC (Required)

enter valid four alphanumeric carrier SCAC code

13. 2nd Notify SCAC (Optional) - enter valid four alphanumeric carrier SCAC code

Bill of Lading Container Update Window

1. Container No. (Required)

Enter the complete number. NO SPACES OR PUNCTUATION

2. Seal No. (Required)

Enter the complete number. NO SPACES

3. Additional Seal No. (Option) - Enter the complete number. NO SPACES

4. Container Code (Required)

Select from the drop down list

Enter the marks of the container or leave AS ADDRESSED in field

8. Quantity and Unit of Measure (Required)

Enter the number of pieces and packaging type. If there at 500,000 pieces in 500 cartons on 50 pallets; enter 500 cartons.

9. Weight and Unit of Measure (Required)

Enter weight with correct weight unit

10. HTS Number (ISF)

Enter complete 6 or 10 digit number. Click the LOOK-UP COMMODITY to get the most current list of HS/Schedule B numbers. Once the window appears, press CTRL + F to get the search window. Type in the commodity description and click OK

11. Cargo Description (Required)

Enter the cargo description.

12. Value (Optional) - Enter the value for the cargo description.

13. Action - Select Update to save changes; Select Delete to remove the container from the Bill of Lading.

Bill of Lading Container Action Window

1. This window allows you to perform the following functions. a. Complete B/L b. Update existing Container information c. Add New Container

2. Select the appropriate option, and then click the Continue button.

Vessel Arrival

1. Once you log in to the CDM WinAMS (Internet), select Vessel Arrival , then click Continue.

Vessel Arrival Selection Window

1. Once you have selected the vessel and voyage, a list of available ports to arrive will be displayed on the screen.

2. Ports that have been arrived will not be available to arrive. The actual arrival information will be list next to each port.

3. Select port and enter the arrival date for that port. The system will validate the date and provide you with a warning if the date is in the past by more than 10 days or in the future by more than 7 days. PLEASE NOTE THAT YOU CANNOT ARRIVE VESSEL BEFORE IT ACTUALLY ARRIVES AT THE PORT.

4. Click Continue once you have enter the appropriate date(s) for the appropriate port(s).

Vessel Arrival Confirmation Window

1. Once you have entered the arrival date(s) for the appropriate port(s), the Vessel Arrival Confirmation will be displayed. Review your information, and then click Submit Arrival to process the arrival for the vessel. PLEASE NOTE THE DATE WARNING MESSAGE.

2. Click SUBMIT ARRIVAL to send arrival request to CBP

Vessel Status Inquiry

1. Select the appropriate vessel and voyage number, then click CONTINUE.

Vessel Status Inquiry (CBP responses)

1. The CDM WinAMS will display the acceptance and rejection messages.

2. Information displayed includes bill of lading number; CBP date and time; CBP confirmation/rejection number; and description of CBP response(s).

Manifest Submit (Value added support function)

1. This function allows the user to resubmit a manifest that has been previously rejected by CBP. The user should ONLY perform this function if the user receives a 039 MANIFEST NOT ON FILE error in the VESSEL STATUS.

2. Select the appropriate vessel and voyage then click CONTINUE.

3. CDM WinAMS will automatically retransmit the manifest to CBP. PLEASE CHECK THE VESSEL STATUS WITHIN 15-30 MINUTES FOR THE CBP RESPONSE.

GLOSSARY CBP United Status Customs and Border Protection agency that controls AMS

NVOCC Non Vessel Operating on Common Carrier, type freight forwarder that can create own BOL

AMS Automated Manifest System that links to CBP for Sea, Air and Truck shipments

BOL Document used as instrument to ship goods (usually sea or truck shipments)

Waybill Document used as instrument to ship goods (usually air or truck shipments)

FEU 40' Equivalent unit

TEU 20' Equivalent unit (2 TEU equal 1 FEU)

LCL Less than container load (term used for consolidation shipments)

FCL Full container load (entire container used to ship product for one customer)

Carrier Owner / operator of the actual vessel (boat)

Shipment Manifest Manifest is document that lists all shipments within one container or vessel

CFS Container Freight Station (used for consolidations)

CY Container Yard (handles full container loads (FCL/FEU) )
