CDCS AND CSG FAMILIES MOVING FORWARD WITH NEW CONTRACT AGREEMENT In January, Paid Parents, family caregivers, PCAs, and clients elected to serve on our Union bargaining committee announced that – after four months of negotiations with the State – they had reached a tentative agreement on a new, second Union contract. Here’s some of what we achieved: • A 3.09% increase in CDCS and CSG budgets • New stipends to reward home care workers for pursuing training: a $500 stipend for up to 5,000 caregivers, with a committee of caregivers, clients, and State officials deciding what trainings and how many hours of them will be required to receive the $500 stipend New funding for the State to launch an online matching registry (to help clients find caregivers and caregivers find clients) • $1.3 million in State support for more trainings developed and made available by that same committee of caregivers and clients working together with State officials The benefits in the tentative agreement would bring over $96 million in new resources into Minnesota’s home care programs, through a rate increase for PCA programs and corresponding budget increases for all CDCS and CSG clients. The reimbursement rate in PCA Choice and individual budgets in CDCS and CSG will all go up by the same amounts, independent of what workers are currently paid – so while the contract would only guarantee a raise for the two-thirds of workers currently making under $13, many of the one-third of workers currently making over $13 will also see raises. For this agreement to go into effect, it needs to be ratified by the state legislature.
