Dear Colleague,

Welcome to the 2011 CCSSO and NASBE Joint Legislative Conference in Washington D.C. We are pleased to give chiefs and state boards the opportunity to collaborate on key policy issues and work effectively to establish common principles, priorities, and goals as we move to a new era in education reform.

At the 2010 Annual Policy Forum, chiefs cited several key priorities for the national reform agenda. Since then, states have called on congress to reauthorize the Elementary and Secondary Education Act in 2011. In anticipation of the revised federal law, we hope to provide chiefs and state boards the knowledge and resources necessary to inform the future of education policy in the United States.

This two-and-a-half day conference will commence with a speech from Paul Begala, former Counselor to President William Jefferson Clinton and Ari Fleischer, former White House Press Secretary to President George W. Bush. During the conference, we will provide formal updates on legislative priorities, an overview of state-led accountability reform efforts and an opportunity for states to engage in a guided conversation with U.S. Secretary of Education Arne Duncan. This conference will also provide time for chiefs and state boards to network, share ideas, and collaborate on important policy issues.

Throughout the meeting, members are provided opportunities to develop unified messages and to engage with their state congressional delegation, the administration, and US Department of Education officials to share and discuss issues and concerns.

Paul Begala, former Counselor to President William Jefferson Clinton and Ari Fleischer, former White House Press Secretary to President George W. Bush will discuss the current political climate, opportunity for bipartisan policy work, and the upcoming 2012 election cycle.

Former President Bill Clinton described his longtime friend and former aide Paul Begala as, “a witty dynamo from Sugar Land, Texas…who brought energy, focus and credibility to our efforts.” Secretary of State Hillary Clinton says Paul, “embodies a passion for populism with a commitment to civility, no easy feat.”

Tom DeLay, the former Republican House Majority Leader, named Begala as one of five architects of the coalition that ousted his party from power. “I have never seen such a powerful coalition,” DeLay said.

And radio talk show host Rush Limbaugh has said of Paul, “He’s a lightweight…. If you don’t know who The Forehead is, Paul Begala, he’s

the guy, the kid that played the banjo on the bridge in the movie Deliverance.”

Begala is a political analyst for CNN, where he is part of the political team that won an Emmy for its coverage of the 2006 elections and a Peabody Award for its coverage of the 2008 Presidential election.

Begala served as counselor to President Clinton in the White House, where he helped define and defend the Administration’s agenda, from the State of the Union Address to the economic, domestic and international issues the White House faces each day. With his partner James Carville, he was a senior strategist for the Clinton-Gore Presidential Campaign in 1992, and he has helped direct the political strategy of numerous other campaigns across the country and around the world, including advising politicians in Europe, Latin America, the Caribbean and Africa.

He helped his friend John F. Kennedy, Jr. launch the political magazine George and wrote the “Capitol Hillbilly” column. He is the author of several New York Times best-selling books, including Is Our Children Learning? The Case Against George W. Bush and Buck Up, Suck Up, and Come Back When You Foul Up.

Begala is an affiliated professor of Public Policy at Georgetown University and in 2007 was named the prestigious Carl Sanders Distinguished Scholar in Political Leadership at the University of Georgia School of Law.

Begala received his bachelor’s degree in government and his law degree from the University of Texas at Austin, where he was also the student body president.

Paul Begala Ari Fleischer

As former White House press secretary, Ari Fleischer was the primary spokesperson for President Bush and delivered the daily White House briefings from 2001 to 2003. He previously served as the senior communications advisor and spokesman for the Bush- Cheney presidential campaign. In his almost four years working for George W. Bush, he served as spokesman during the historic presidential recount; September 11, 2001; two wars; and the anthrax attack. His best selling book, Taking Heat, details his years in the White House and reached #7 on the New York Times bestseller list.

Prior to joining then Governor Bush’s campaign, Fleischer was the national spokesman and communications director for Elizabeth

Dole’s presidential campaign. In November 1994, Fleischer was hired as communications director by the House Committee on Ways and Means after Republicans took control of the Congress. He also served as press secretary to New Mexico Senator Pete Domenici from 1989 to 1994. From 1983 to 1989, Fleischer served as press secretary to two members of Congress from New York, and worked on several political campaigns.

Fleischer is a native of Pound Ridge, New York and a 1982 graduate of Vermont’s Middlebury College. Now president of his own firm, Ari Fleischer Communications Inc., he offers advice to clients in the corporate and sports world on how to handle the press.

Fleischer has provided counsel to clients such as Major League Baseball, the Women’s Tennis Association, the Sporting Goods Manufacturers Association and has conducted media training with seven National Football League teams, all the National Football League head coaches, as well as media training to NASCAR. He has also done media training for several individual athletes. He resides in Westchester County with his wife, Becki, and their two children.

Currently, only a third of students graduate on-time with the skills and knowledge they need to succeed beyond high school. Ms. Phillips will address the value of public/private partnerships, including philanthropic partnerships in accomplishing the goal to provide all students—especially low-income and minority students—with the opportunity to realize their full potential. Ms. Phillips will also address the importance of federal/state partnerships and continued collaboration between chief state school officers and state boards of education to solve continued challenges like equitable access and opportunity.

The draft InTASC Model Core Teaching Standards were introduced to the CCSSO Membership at the CCSSO Summer Institute in 2010, launching a campaign to generate public feedback on the standards. The InTASC Model Core Teaching Standards describe what an effective educator should know and be able to do to improve student achievement. This session will provide an overview of the final revised InTASC Model Core Teaching Standards and how they can be used as the basis for measuring teacher effectiveness, focusing on the following discussion points:

• How do we assess teacher performance using multiple measures?

• How do we evaluate the results of those measurements?
