Overall Objective
The aim of the Cluster is to improve the living
conditions and protection of IDPs in sites and
settlements and ensure equal access to services,
with a clear focus on moving toward attaining
durable solutions.
Baseline data
Communityengagement
One of the central aims of CCCM is to enable
affected populations to play an active role in the
decision-making processes that affect them.
In October, a site management committee has been
created in Ntocota, existing community structures
have been reinvigorated in Ntele and Nicuapa and
vulnerable population committees have been created
in 25 de Junho, Unidade and Saul for a total of 23
committees created across 13 sites in Metuge, Chiure
and Montepuez district.
During the month of October, the Complaint and
Feedback Mechanism was implemented across 11
sites. A total of 115 cases were filed, for a total of
887 cases since April this year. Out of the 115 cases
received, 65 per cent were complaints and 35 per
cent request for information.
A total of 72 per cent of the cases received in
October were closed within the same month. Of this,
69 per cent were closed after referral and 31 per
cent were closed at site.
Most of the cases were related to the NFI sector
(26%) and Shelter (23%) followed by FSL sector (22%).

!Relocationactivities
Linked to site development activities, CCCM supports local
authorities and partners to safely relocate IDPs from
congested host communities and flood prone areas.
Community engagement and sensitization is implemented
alongside with the relocation activities.
In October, Camp Management activities provided the GoM
logistics support for the relocation of 193 families to Cujupane
Relocation Site in Ancuabe and 339 families to Nicavaco
Relocation Site in Metuge.
Moreover, the CCCM team completed the relocation of 530
households from the flood prone area in 25 de Junho site to
the recently created 25 de Junho Extension area.
Between the 18th and the 22nd of October, the CCCM Cluster
deployed a team in Mueda district to support the government
in the planning and definition of a roadmap concerning the
relocation of 800 families from the over-congested Eduardo
Mondalane site to Nandimba and Mpepe site. During the week,
the CCCM Cluster coordinated with partners on the ground in
order to identify priorities and create an operation plan for
the relocation that will take place in the coming weeks
Sitedevelopment
During the month of October, the CCCM Cluster supported SPA in the preparation of a
site plan of Pulo, a new relocation site in Metuge district. Logistic and technical support
given to SDPA and SDPI in Mueda for development of 4 sites.
The CCCM team has also been working with SDPI on the development of 7 new sites
across Cabo Delgado. The table below gives the latest update on the site development
progress within the reporting period.
Moreover, 319 solar street lights have been installed across 17 sites in Cabo Delgado.
Coordination and Information
management
CCCM partners provide site level coordination and information
so that service providers responding in sites and settlements
can ensure sustained emergency responses for affected
populations that meet minimum standards without
duplication of activities.
The CCCM cluster keeps an updated Master Site list with
names and locations of known IDP sites across the region.
Coordination meetings with service providers working in
displacement sites have been held on a bi-weekly basis.
In October the Service Monitoring Tool data collection has
been conducted by CCCM teams across sites in Chiure, Metuge
and Montepuez. A Communication with Communities survey
has completed in October and a Relocation Satisfaction survey
has been conducted in Cujupane.
Government official from INGD, SPAS and DPDTA in Nampula
province received inductions on Site Management
Coordination and Protection Mainstreaming.
