• What is a Certified Collection Center (CCC)?
• They provide a public service by accepting used motor oil from the public, who change their own oil. We call them, DIYer’s (do-it-yourself oil changers).
• The CCC’s agree to provide a safe and convenient place for the public to bring their used motor oil for proper disposal. By doing so, they keep the oil from being illegally dumped into the soil and water.

MULTIPLE SITE COLLECTION CENTER REQUIREMENTS
ØOn the Claim Form (CalRecycle 31):§The certification number for a multiple site operator
will be a five digit number starting with a 9XXXX.
§The gallons on this form will be the total number of gallons of oil collected from all sites.
§The address on the claim form should be where payment is to be mailed, which must match the STD 204.

ØOn Attachment for Multiple Site Operators Form (CalRecycle 31B):§Must be included with the claim to detail the gallons
of oil collected by each site.
§The individual site certification numbers (i.e. 19-C-12345) must be used on this form.

DO-IT-YOURSELF (DIY) OIL REQUIREMENTS
ØGallons of DIY oil can be claimed in the appropriate area of the CalRecycle 31 form on Line 8 if you are requesting the 40 cents.
ØDIY oil cannot be claimed under both the DIY Line 8 and Generated On Site oil on Line 10. The claim will be adjusted as a “mathematical error” if you claim the DIY oil on both lines. The Used Oil Unit will determine this by the total number of gallons on the attached manifest.
ØFurther verification will be needed if an unusually large quantity of DIY oil is claimed in regards to the type of certification.
ØThe recommendation is to keep a log of DIY oil collected from the public for audit purposes. If you are only claiming 16 cents per gallon, no log is required.
USED OIL LOG (CALRECYCLE 201)
Ø DIY logs must include: Customer name, address, date of drop-off, number of gallons, and number of filters.

Ø The incentive payment timeframe is usually within 8-10 weeks of receipt of the claim. The following may cause a delay in the processing.
RE-REFINED OIL
Re-Refined Incentive Payment Claim
•In October 2009, Senate Bill (SB) 546, established a re-refining incentive of $0.02/gallon paid to certified re-refiners beginning January 1, 2013 for re-refined base lubricant produced from used oil; used oil must be generated and collected in California.
WHAT IS RE-REFINED OIL? ØRe-refined oil is used motor oil that undergoes an extensive
re-refining process to remove contaminants to produce a good-as-new base oil.
Is it safe to use?
• Yes, re-refined base stocks must undergo the same testing and meet the same standards as virgin lubricants in order to receive the certification of the American Petroleum Institute (API).
Does re-refined oil cost more?• Re-refined oil is priced
competitively to regular motor oil.
