Organizational Rules

ORGANISATION AND CONSTITUTION

(A) For ensuring the smooth organization of Inter-School Sports and Games Competitions for Independent Category (Private) of Schools Affiliated to it.

(B) To make sure that these activities are organized as per the directions of the Central Board of Secondary Education and in-conformity with its policies.

(C) The Headquarters of the Sports Committee shall be the Central Board of Secondary Education, Delhi.

(D) The Chairman, CBSE shall be the Chairman of the Sports Committee.

KHO-KHO “BOYS/GIRLS” (RULES)

1. The rules as adopted by the Kho Kho Federation of India apply, with modifications wherever applicable.

2. All the matches at Cluster level will be played on Knockout basis. In case the numbers of teams

reporting are 8 or less than 8, the tournament may be conducted on league cum knock out basis.

3. From each Cluster, only first position winning team will qualify to participate in the CBSE National Championship.

4. All the matches at National level shall be played on league cum knock out basis.

5. At National level: All the teams reporting may be divided into different pools in such a way that by and large no pool is of less than four teams. From each pool, the two teams emerging on top will qualify to play the knock-out stage matches.

6. In matches played on league basis, “points for minus the total points against” shall decide the

tie. Should the tie still persist; it shall be decided by “spin of coin”.

7. A team shall consist of a maximum number of twelve players.

8. The school Organizing Cluster level competition shall take a Group Photo of the teams that have qualified to participate at National level competition. The photo shall be signed by the host school Principal and forwarded to the school organizing next level of competition along with the original entry Performa.

BOARDING/LODGING

Lodging arrangements for participants will be provided within school campus. The participants have to bring their own bed sheets and blankets. While the mattress and pillows will be provided by the school.

The meal arrangements for all participants will be made in the school premises. The meal

coupons may be collected by the team managers on their arrival on payment of Rs.350/-per head

per day including bedding charges.

An amount of Rs.2500/-(rupees two thousand only) per school should be deposited at the

time of registration on arrival of the team towards security deposit which will be refunded

at the time of departure after making deductions, if any for the damages done to school

property by the team.

MEAL TIMINGS

Morning tea :- 5.30a.m to 6.00 a.m.

Breakfast :- 7.00a.m to 8.00 a.m.

Lunch :- 1.00p.m to 2.00 p.m.

Evening tea :- 5.00p.m to 5.30 p.m.

Dinner :- 8.00p.m to 9.00 p.m.

1. Registration of students- 8th October, 2019 2:00p.m onwards at school till 9:00 p.m. Students need to carry

their School ID-Card, Aadhar Card & Group Photograph with School Principal duly attested.

2. All the Coaches & Managers note that meeting for KHO-KHO Cluster will be on 8th October, 2019 at 5:00

pm in the school premises.

3. Lodging will be available from 8th & 9th October onwards.

4. Only dinner will be provided on 8th October-2019.

5. Transport for pick up from the Bus stop will be available on 8th October till 9:00pm from Railway Station,

Old Ghaziabad (towards Vijay Nagar) & Bus Station, Ghaziabad. Participant can contact Transport

Incharged.

6. All the participants document should be duly attested by the Principal and original copy to be submitted at

the time of Registration.

7. Every team will carry their school flag, for the purpose of March past and to be used during prize distribution ceremony at victory stand.

8. You have to carry Students Original Aadhar Card & Date of Birth Certificate.

9. Participation in March past is compulsory, failing which their right to participate can be forfeited.

PARTICIPATING SCHOOL

1. No team will be permitted to play unless accompanied by a teacher/coach at the venue.

2. In no circumstances the composition of team shall change from Cluster/Zone to National. In Extra

ordinary circumstances the changes may be permitted, but only with prior permission from the CBSE,

in writing.

3. All expenses on items like travel, food, kit etc will have to be borne by the participating School.

4. Every team shall carry with them the required documents as mentioned under title “Eligibility”.

5. Any non-designated person accompanying the team will not be entertained for any matter at the venue

and will not be permitted to stay in the premises.

6. School’s opting for stay in the in the campus should carry luggage with proper locks. School Coach &

Manager are responsible for their team be longing.

COLOURS

1. All the participating teams shall compete in the Inter-School tournament in their respective playing

uniform with the prescribed color of their school and numbered.

2. In case of clash of playing jersey color, it shall be decided by the spin of coin as to which team will

have to change playing uniform.

PARTICIPATING SCHOOL

All participating teams must report at the school on 8th October 2019. Meeting of the team

managers will be held on the same day at 5.00 p.m Every affiliated school shall be entitled to enter its team in the CBSE Sports and Games

Competitions. As soon as Calendar is uploaded on the Board□s website, the schools

may fill-in the online discipline-wise Entry Proformae. No school will be permitted to

participate unless they fill the online discipline-wise Entry Proformae and by-hand Entry

Proformae would not be accepted. No team will be permitted to play unless accompanied by

a teacher/coach at the venue.

In no circumstances the composition of team shall change from Cluster/Zone to National. In extra ordinary. Dining in the mess arranged by the host school is mandatory for the teams that opt to stay in the school provided accommodation.

Every player/athlete/team shall carry with them the required documents as mentioned under

title “Eligibility”. Every team will carry their school flag, for the purpose of March past and to

be used during the various ceremonies. Participation in March past is compulsory, failing

which their right to participate can be forfeited.

It is not obligatory on the part of Organizing School to provide food & transport facility to school/teams making their own stay arrangements. Also, it is the responsibility of the school/teams staying outside, to collect information in regard to matches/fixtures/program etc. Any non-designated person accompanying the team will not be entertained for any matter at the venue and will not be permitted to stay in the premises. In case the player/team is being accompanied only by the parent, it should be informed by the Principal of participating school in writing.

Participating school drivers will park their vehicle, only in the parking area, not anywhere else.

ACCREDITED REPRESENTATIVES (TEACHER/COACH/MANAGER)

1. All the teams shall be accompanied by a Teacher/Coach/Manager (For Girls Team) designated by

the participating school Principal.

2. No team will be permitted to participate without accompanying official.

3. No team shall be accompanied by any parent. However if a parent is accompanying the team, such

information may be provided by the school on the school letterhead.

4. No team shall be accompanied by more than two officials. The officials accompanying the team

shall have a valid Identity Card issued by their school Principal.

5. No extra person shall be permitted to stay inside the school premises and on the play field along

with the teams

ENTRIES

As soon as the Sports Calendar has been uploaded, it becomes the responsibility of the schools to

fill in the entry proforma online.

A junior player can be permitted to play in senior age group, and then the participation in the original group will be forfeited.

Soon after filling-in the entry proforma, schools shall make travel bookings and send the information to the Organizing school for making the necessary arrangements.

Whatsoever the reason may be, on the spot entry and late entry will not be entertained.

WITHDRAWING SCHOOL

If a school, after filling-in its entry, wishes to withdraw from a tournament/meet, it shall give a written request of its intention to do so to the Organizing Secretary/School.

School withdrawing without informing/requesting the Organizing school, will be penalized with a penalty or Rs.1000/-.

ELIGIBILITY

Age:

The athlete/player should be within the particular age group on 31 December of the year of competition.

(a) Only bonafide students shall be eligible to participate in the Inter-School

tournaments/meets. Feeding any non bonafide student shall lead to disqualification of the team.

(b) A student, who has failed twice in a particular class, shall no more be eligible to participate. (c) Incomplete information in any respect is liable for disqualification of team. (d) Any violation in eligibility (over age or Impersonation) shall be dealt according to rules. (e) Medical checkup may also be applied by the Jury of Appeal appointed by the

Organizing school in the cases of overage suspicion. (f) A player shall be under 17 & 19 years of age on 31 Dec 2019.For session 2019-20 sports

events, the age criteria will be as follows:- 1. Under 17 years: Born on or after 01.01.2003

2. Under 19 years: Born on or after 01.01.2001

(g) All the supporting papers verifying the age of the player, etc in original, as per the CBSE Guidelines & Rules shall be carried personally by the Team Manager/Coach while reporting for participation.

(h) The player□s right to participate forfeits if fails to produce

the papers supporting the eligibility in original on demand.

Any team/athlete not fulfilling the eligibility criteria before the commencement of the

tournament/meet shall not be permitted to participate.

DISQUALIFICATIONS

A player/team may be disqualified/scratched for the following reasons.

1. If the ineligibility of any member of the team is detected.

2. Inclusion of non bonafide student in the team.

3. Misbehavior on ground by athlete or accompanying official.

4. Use of abusive language by athlete or accompanying official.

5. Misbehavior with Officials/Opponents by athlete or accompanying official.

6. Indiscipline at the place of stay by athlete or accompanying official.

7. Damaging the school property.

8. Indiscipline during the Opening and Closing ceremonies by athlete or accompanying official.

9. Non participation in March Past.

The Organizing School in no case shall show the eligibility performa or any other paper

of a team to anyone who lodges the protest. It is only jury of appeals prerogative to

verify all the documents.

The Organizing school shall submit details of the defaulters to the Jt Director (Sports) reporting the names of the schools/athletes, in a separate cover. All such defaulters will be debarred from the participation in CBSE Inter School Sports and Games Competition for the next year. If any of such school resorts to unfair means again, in the subsequent years, it will be debarred for three years.

PROTEST

Protest of any nature in connection with the tournament shall be in writing and must reach the

Organizing Secretary and CBSE Observer within one hour of the declaration of the result, duly

accompanied by a fee of Rs.1000/- (Rupees One Thousand).

Such a protest will be considered by Jury of Appeal, consisting of following:-

1. Principal, Organizing School

2. Organizing Secretary

3. CBSE Observer

4. Technically qualified Peoples present 5.Deptt.of Physical Edu.

The parties under dispute may be heard before deciding the issue. In

case the protest is uphold, the protest fee shall be refunded to the

protesting school otherwise the fee shall be forfeited.

The decision taken by the Jury of Appeal will be final and binding.

IMPORTANT: IT SHALL BE MANDATORY FOR ALL THE PARTICIPATING SCHOOLS TO PROVIDE THE FOLLOWING ON ARRIVAL AT VENUE-

(i) The documents for verification in original if asked for.

(ii) The team photo with school Principal along with the entry Performa, countersigned by the concerned Principal. Annexure-“D” Annexure-“E” (iii)Consent

of participation before 15th September 2019 Annexure-F” (iv) Enclosed Annexure “G” regarding your arrival plans and send the same to us in advance to facilitate the bus arrangements. (v) Enclosed Annexure “H” for ID cards of participants. (vi) To provide CBSE registration number for student/player studying in class.

(vii) To supply the eligibility Performa filled-in online, countersigned by the concerned Principal.

(viii) Participants studying in XI & XII, provide class X certificate with photo and birth certificate. (Xerox copies to be attached with the entry Annexure and original may be produced on demand, at the time of tournament.

(ix) No school will be permitted to participate unless they fill the online discipline-wise Entry Performa and by-hand Entry Performa, Spot Entry, entry through e-mail, telephonic calls would not be accepted.

(x) School flag – 02

(xi) Security fees – Rs.2500/-(refundable) at the time of team registration.

(IX) AADHAR CARD IS COMPULSORY.
