Community Benefit Fund Committee Annual Report 2015-16Highlights SkyCity Darwin and Lasseters Casino now contribute to the fund resulting in
significantly more funds to distribute The Community Benefit Fund received $10.360 million from the levy on
electronic gaming machines in casinos and hotels during 2015-16. $1.846 million was spent on gambling amelioration grants. $3.623 million was spent on major community grants. $1.629 million was spent on community organisations grants. Twenty-nine vehicle gifts were approved.

Community Benefit FundThe Community Benefit Fund was established to provide funding support for gambling-related research and amelioration programs concerned with problem gambling, as well as community benefit grants which provide assistance for general community development and improvement purposes.
Section 68A of the Gaming Control Act, provides that: (1) the Director-General must maintain in the Agency’s Operating Account a
fund to be known as the Community Benefit Fund; and (2) Moneys in the Community Benefit Fund are to be applied for the following
purposes:a. research into gambling activity, including the social and economic
impact of gambling on individuals, families and the community;b. promotion of community awareness and education in respect of
problem gambling and provision of counselling, rehabilitation and support services for problem gamblers and their families in the Territory;
c. funding of community projects and services of benefit to communities throughout the Territory; and
d. management and administrative support of the Fund.The Fund receives a 10% levy on player loss from electronic gaming machines in casinos and licensed hotels, unclaimed prizes paid to the Director of Licensing and proceeds from items forfeited under the Gaming Control Act. Each year the Minister for Racing Gaming and Licensing determines how this money will be distributed by the fund in terms of gambling amelioration, small and major community organisation grants and administration.
As of 1 July 2015 Northern Territory casinos began contributing to the Community Benefit Fund in line with contributions made by licensed hotels. These contributions resulted in a more than 350% increase in levy contributions in 2015-16. As a consequence a number of changes were made to the fund.
The number of Small and Major Community Organisation Grants rounds increased from two and one respectively to four each. Applications for these rounds of funding are now accepted all year round with the closing of one round marking the opening of another. The limit for Small Community Organisation grants was increased from $5 000 to $10 000 and a new category of quick grants was added.
The Community Benefit Fund secretariat attended information nights in Darwin, Palmerston, Katherine, Tennant Creek and Alice Springs to promote the fund and to provide organisations the opportunity to talk face to face with secretariat staff to discuss ideas for potential applications.
The responsibility for assessing applications for funding falls on the Community Benefit Committee (‘the Committee’) which has been established by the Minister for Racing Gaming and Licensing to advise and assist the Minister in the operation of the Fund. The Committee had 13 additional members appointed during the year and two resignations of members who were no longer able to attend meetings.

The Committee also advises the Minister about the obligations of licensed clubs throughout the Territory to provide direct community benefit contributions to their local communities, as required under the Gaming Machine Act.
Administrative responsibility Under the Gaming Control Act (the Act), the Director-General has responsibility to maintain the Community Benefit Fund (CBF). The Director-General’s duties in relation to the CBF can be broadly summarised as:
maintaining the CBF in the agency operating account determining the revenue of the CBF through assessing gaming machine
levy monitoring and reporting on club community contributions approving funds for gambling related research.
Licensing NT, a division of the Department of Business, is responsible for the coordination, management and administration of the program. This includes secretariat and executive support to the Committee as well as promoting the program within the wider community. The secretariat is also responsible for the management of amelioration support and research activities, overall fund administration and general reporting of the program activities and progress to Government and other stakeholders.
Committee membership and meetingsThe Community Benefit Committee is currently comprised of 14 community representatives and one government representative. Community members of the Committee are appointed in an honorary capacity by the Minister. Nominal fees for attending Committee activities may be paid at the discretion of the Minister. Community members are also entitled to reimbursement for out of pocket expenses in meeting obligations arising from participation in Committee activities, consistent with normal government policy.During 2015-16 the following members served on the CBF Committee for the periods listed below:

The Committee met on four occasions during 2015-16.
Industry contribution to Community Benefit FundThe gambling industry is a major contributor to the Northern Territory economy, with significant investment, employment and taxation revenue effects. It is also a key element in the broader recreational, hospitality and tourism sectors.However, the industry carries the potential for significant negative social consequences as a direct result of problem gambling aspects, particularly in regard to the operation of electronic gaming machines. To establish a responsible and balanced position for the industry, government requires this sector of the gambling industry to contribute to measures that address the adverse effects it created and, more generally, to improve the broader community environment within which the machines operate.The required industry contribution is achieved in two ways:
1. through the imposition of a Community Benefit Fund levy on the electronic gaming machine takings from casinos and licensed hotels
2. by direct support to community improvement and development by licensed clubs operating electronic gaming machines.
Community Benefit Fund levy – casinos and licensed hotelsThe Fund is established under the Gaming Control Act to consolidate and manage the Community Benefit Fund levy collected from the operation of electronic gaming machines in Casinos and licensed hotels. Funding is directed to specific areas of activity as specified in the legislation.
Community support contributions – licensed clubsAs part of the arrangements for allowing gaming machines in community venues, clubs are required to make contributions to the local community and report

those contributions on a regular basis. Guidelines exist to clarify what can be legitimately reported as a contribution.Section 68B(2)(b) of the Gaming Control Act requires the Community Benefit Fund Committee ‘to monitor the contribution that clubs that are licensees under the Gaming Machine Act make to the community’.In 2015-16, community support contributions from licensed clubs totalled $4.14 million, equating to 13% of net gaming machine revenue received. This represents a decrease of 2% from the 2014-15 community support contributions, which totalled $4.424 million, equating to 15% of net gaming machine revenue received. (Table 8 refers)
Gambling Amelioration GrantsThe Gambling Amelioration Grants Program was established to support interventions that reduce problem gambling and minimise the harms that result from gambling. Interventions can range from community awareness and education through to the provision of counselling, rehabilitation or support services for problem gamblers and their families.
In 2015-16 the ability to apply for funding for up to three years was reintroduced. Nine gambling amelioration grants were funded a total of $1 845 882 in 2015-16 to provide gambling amelioration services. Three of these grants were multi-year agreements. These grants were: Multi-year grants
Amity Community Services Incorporated received a three-year grant for a total of $1 935 390 ($626 250 in 2015-16) for their ongoing gambling harm minimisation service and education program, which includes individual assessment and counselling, maintenance of its website and the Gambling Counselling Helpline.
Amity Community Services Incorporated received a three year grant for a total of $610 000 ($139 091 in 2015-16) to develop and trial a multi-venue self-exclusion system that is designed to supersede the current paper-based system and provide an easy one-stop-shop for an individual wishing to self-exclude.
Somerville Community Services received a three-year grant for $1 064 035 ($337 521 in 2015-16) to continue its problem gambling financial counselling service in Darwin and Palmerston.
Single year grants Amity Community Services and italk library received funding of $230 000
to develop a series of videos based around Red Flag gambling behaviours, to be incorporated into responsible gambling training.
italk library received funding of $210 000 to continue the strong living project. This project is aimed at the prevention and reduction of habitual gambling within Indigenous communities.
NT Friendship and Support received $158 532 for their Bright Lights project which is a Motivational Interviewing and Brief Intervention Outreach program in Katherine.
Indigenous Community Television received $91 314 for Handle your Gambling, which is a unique public health promotional campaign that

specifically targets Indigenous Australians living in remote communities in the NT.
Waltja Tjutangku Palyapayi Aboriginal Corporation received $20 000 for ‘Be Ninti about Gambling – Youth Camps’. These camps are intended to provide a safe environment for young people to learn from their elders about issues and impacts of problem gambling.
The Department of Justice, Victoria was also paid $33 174 as the Northern Territory’s contribution to the National Online Problem Gambling Project and review.
Gambling researchTwo research projects received funding in 2015-16. Both projects were continuations of existing programs that commenced in 2014-15. The total paid in 2016-17 was $281 818. These projects are:
Australian National University –. Were successful in being funded $300 000 ($100 000 in 2016-17) to be paid over three financial years to expand the useability of ‘Gambling Harm in the Northern Territory - An Atlas of Venue Catchments’.
Menzies School of Health Research – Continued their work on the Northern Territory Gambling Prevalence Survey. This project was funded in 2014-15 a total of $536 364 ($181 818 in 2015-16) to be paid over three financial years.
Subsequent to the end of the financial year a project between the Australian National University, Menzies School of Health Research and Amity Community Services was approved. This project will develop and pilot a health promotion initiative addressing problem gambling in three remote indigenous communities.
Major Community Organisation GrantsThe Major Community Grants Program was established in 2008-09 to provide funding support to not-for-profit Northern Territory-based organisations for community development and improvement purposes. The maximum grant available for each project is $200 000. In 2015-16 a significant increase to the budget available has seen the number of Major Grants round increase from one to four, with an increase in grants awarded from eight in 2014-15 to 97 in 2015-16. A regional summary of the Major Grants can be found at Table 2 and a list of successful applicants can be found at Table 5.

Small Community Organisation Grants Community Organisation grants are available to support projects which have the potential to improve the wellbeing and lifestyle of Territorians. Funding for a wide range of purposes may be provided to eligible not-for-profit Territory-based community organisations.The maximum amount that can be applied for was increased from $5 000 to $10 000 this year. Funding is provided for non-recurrent expenditure and is available only for clearly identified projects which can be completed within specified time frames.Greater consideration is given to priority issues such as level of existing community support and circumstances such as remoteness or high levels of socio-economic disadvantage. Preference is also given to requests for lower value amounts. This combined approach allows for an equitable distribution of available funds throughout the Northern Territory to as many worthwhile projects as possible.Table 3 provides a regional summary of applications received and approved and a full list of successful applicants can be found at Table 5.

Quick GrantsA new category of funding was introduced this year called Quick Grants. These are for applicants who require funding urgently and do not have time to wait for a normal Small or Major Grants round to be completed. There were 55 applications received in 2015-16 requesting a total of $762 072 in funding. There were 41 applications approved totalling $561 197. A full list of successful applicants can be found below in Table 7.

Vehicle Gift and Long-Term LoansThe Community Benefit Committee considers applications for vehicle gifts and long-term loans and makes recommendations to the Minister for Racing Gaming and Licensing. Applications for vehicle gifts or long-term loans are called for on a biannual basis with similar criteria to that of Community Organisation Grants. There were 49 vehicle gift applications received during 2015-16with 28 being approved. No long-term loan applications were received.
