L!STONG Pamahalaang Lokalstandardized disaster protocols for Mayors on early preparedness actions, response actions, and monitoring actions through the DISASTER PREPAREDNESS MANUALS (for hydro-meteorological hazards). L!STO Teams were also created at the local level (DRRMO, M/CLGOO, Fire Marshall and Chief of Police) as support for LGUs.

L!STONG Pamayanan is an initiative under DILG’s Operation L!STO that promotes community preparedness. It started with convergence and dialogues of various local stakeholders (LDRRMC) on their roles before, during and after a disaster. It branched out to the WEmboree, a youth platform for disaster preparedness information and involvement. This 2016, two (2) more activities are added:

1. Community Simulation Drills for Tsunami and Storm Surge: In partnership with the Philippine Public Safety College (PPSC), we have developed and pilot-tested a three-day activity where barangays are tested for their preparedness in case of a tsunami or storm surge alert. Gaps are supported by orientation on concepts of Incident Command System, CBDRRM and contingency planning.

2. Community-Based Disaster Risk Reduction and Management (CBDRRM): In partnership with Save the Children, Center for Disaster Preparedness, Philippine Red Cross and PPSC, the scaled-up CBDRRM shall look into the quality of barangay preparedness plans and other prior interventions. From this, capacity-building shall be given based on the gaps.

L!STONG Pamilyang Pilipino, on the other hand, is a partnership with the Department of Social Welfare and Development (DSWD). This aims to build capacities of families and households for disaster preparedness. In the Family Development Sessions (FDS) of the recipients of the Conditional Cash Transfer, the L!STO Team (DRRMO, Fire Mashall, Chief of Police and Municipal Local Government Ops. Officer) with the Community Mobilizers of the CCT families, shall orient the families on the Gabay at Mapapara sa Listong Pamilyang Pilipino. The Gabayat Mapa is a family guide to action before, during and after a disaster. It requires families to make a household plan determining their evacuation routes, family meeting points, and safe places in their home.
