multiple domains (agriculture, transports, geology, etc.); proprietary (e.g. based on commercial GISs); working on a variety of geodata formats; interoperable through geodata export/import;

Geodata conversion: costly and complex.

Political: GSDI, NSDI, EGII (GI2000), etc.;

Technological: open formats, but mainly open APIs;

OGC (Open GIS Consortium®);

However the interoperability through geodata exchange willsurvive for a while.

User needs: locate the data; determine (with metadata) if data meet own needs; request data processing (e.g. filter, project, clip); transfer and import data onto own GIS applications;

Organizational needs: cataloguing data (with metadata); making metadata and data available on the network; setting a legal framework for sharing data (and costs);
