    A Brief Historyof The Citadel

    The OriginIn 1822, the South Carolina Legislature passed An Act to Establish a

    CompetentForce toactasaMunicipalGuardfor theProtectionof theCityofCharlestonandVicinity.LandonthenorthendofMarionSquarewasselectedfor an arsenal and guard house, and in 1829, the architect, FrederickWesner,completedthebuildingwhichwasknownasTheCitadel.Asimilarfacilitywasconstructed in Columbia, South Carolina, which was known as TheArsenal.State troopsoccupiedboth sites at a cost of $24,000 a year.

    GovernorJohnP.Richardsonfeltthatguarddutiesshouldbecombinedwithasystemofeducation.OnDecember20,1842, theSouthCarolinaLegislaturepassed an act establishing the South CarolinaMilitaryAcademy. The Citadeland The Arsenal were converted into educational institutions, and studentsreplaced the state troops. In1845, the roleofTheArsenalwaschanged to theinstruction of freshmen.As a result, cadets spent their first year in ColumbiaandtransferredtoTheCitadelfortheremainingthreeyears.TheSouthCarolinaMilitary Academy became known for its high academic standards and strictmilitarydiscipline.

    Civil War PeriodEnrollment inTheSouthCarolinaMilitaryAcademy increased from thirty-

    four students in 1843 to 296 in 1864. The $200 tuition in 1843 increased to$1,200 in 1864.When South Carolina seceded from the Union in December1860,MajorRobertAndersonmovedhisgarrisonofU.S.troopstoFortSumterandrequestedreinforcementsfromthefederalgovernment.OnJanuary9,1861,CitadelcadetsstationedonMorrisIslandfiredontheU.S.steamer, theStar of the West, as it attempted to supplyFortSumterwith troopsand supplies.Thiswas thefirst overt act of thewar.

    On January 28, 1861, the Corps of Cadets was made part of the militaryorganizationof the state andwasknownas theBattalionofStateCadets.TheArsenal andTheCitadel continued tooperate asmilitaryacademies;however,classeswereoftendisruptedwhen thegovernor called the cadets intomilitaryservice. Manning heavy guns, mounting guard duty, and escorting prisonerswereamong theservicesperformedby thecadets.OnFebruary18,1865,TheCitadel ceased operation as a college when Union troops entered Charlestonandoccupied thesite.TheArsenalwasburnedbyShermans troopsandneverreopened.

    ReopeningIn January1882,TheCitadelbuildingswere returned to theStateofSouth

    Carolina after seventeen years in the possession of the United States govern-ment. In the same month, the legislature of South Carolina passed an act toreopen thecollege.The1882 sessionbeganwithanenrollmentof185cadets.

    Name ChangeIn1910, thenameof thecollegewasofficiallychanged toTheCitadel, the

    MilitaryCollegeofSouthCarolina.ThewordAcademyhadbecomesynonymouswith secondary schools, and the public had the misconception that the SouthCarolinaMilitaryAcademywas a preparatory school.

    New CampusTheCitadel hadoutgrown its campusonMarionSquare, despite numerous

    building additions and could accommodate only 325 students. In 1918, theCityofCharlestongave theStateofSouthCarolina176acreson thebanksoftheAshleyRiver for anewcampus. In1922, thecollegemoved to its currentlocation.

    Today,thepicturesquecampuscontainstwenty-sixmajorbuildings.Inaddi-tiontoaCorpsofapproximately2000cadetscoeducationalsince1996TheCitadel Graduate College offers undergraduate and graduate degree programsduring the evening and summer. The U.S. News & World Report has rankedTheCitadelamongthebestcollegesintheregioninitssurveysofAmericasBestColleges.

    Military ServiceAs early as 1846, Citadel cadets served as drill instructors for the recruits

    of South Carolinas Palmetto Regiment prior to the regiments departure fortheMexicanWar.

    DuringtheCivilWar,theCorpsofCadetsparticipatedineightengagements.The flag of the Corps of Cadets includes eight battle streamers representingthoseengagementsandonestreamerrepresentingtheConfederateStatesArmy.

    In thewarwithSpain in1898,moreCitadelalumnivolunteeredforservicethanwereneeded.InWorldWarI,Citadelgraduateswereamongthefirstcon-tingentsofAmerican troops tofightwith theEnglish andFrenchdivisions. Inmajor conflicts sinceWorldWar II, Citadel cadets have continued to performmilitaryservicefor theircountry.Twenty-threecadetsservedonactivedutyasmembersoftheNationalGuardandReservistsduringOperationDesertStorm.

    ThroughoutTheCitadels162-yearhistory,themilitarycollegehasproducedscores of graduates who have selflessly served their country, often givingtheir lives, to protect our freedom and the freedom of our allies.Aswe fight

    the war on terrorism inAfghanistan, Iraq and other regions, we are proud torecognize our cadets and graduates who are continuing that tradition.     The Student BodyIn1864,therewere145cadetsintheCorps,andwhenthemovetothenew

    campus wasmade, there were almost 300 cadets. In 1947-48, 2,271 studentswere enrolled, including cadets and veterans. Nearly 3,500 veterans ofWorldWarIIandtheKoreanconflict,mostofwhomwerecivilianstudents,attendedthe College under the G.I. Bill. The Citadel program for veterans ended in1960,butwasresumedin1967.TheVeteransCivilianDayProgramwassus-pendedin1992,andthenre-instatedin2010.TheCorpsofCadetsmaintainsastrengthofapproximately2,000cadets.ThroughTheCitadelGraduateCollege,undergraduateprogramshavebeenofferedforcitizensoftheLowcountrysince1966,andthegraduateprogramshavebeenavailablesince1968.Inthe1993-94academicyear,thatcollegewasformallydesignatedastheCollegeofGraduateandProfessional Studies, and in 2007, renamed toTheCitadelGraduateCol-lege.Thiscollegeoffersfourundergraduatedegrees, threethroughcooperative2+2programswithTridentTechnicalCollege.Inaddition,sixmastersdegreeprogramsareoffered, three jointlywith theUniversityofCharleston, and twospecialist degree programs are offered. The Citadel also offers a MaymesterandSummerProgram throughTheCitadelGraduateCollege.

    Archives and MuseumTheArchivescontainsmanuscriptmaterial,photographs,andfilmspertaining

    toTheCitadel. In1966,GeneralMarkW.Clarkdonatedhispersonalmilitaryand official papers covering his career inWorldWar II, theAustrianOccupa-tion, theKoreanWar,andpresidencyofTheCitadel.Othernotablecollectionsinclude thepapersofPulitzerPrizewinninghistorian,BruceCatton; theCivilWar letters of General Ellison Capers, Citadel Class of 1857; and the papersof ViceAdmiral Friedrich Ruge, who was Rommels naval advisor. Authorsand scholars from theUnited States and Europe frequently visit theArchivesto research the collections.

    TheMuseumcontainsexhibits,which trace thehistoryofTheCitadelfrom1842 to the present and features the military, academic, social, and athleticaspects of cadet life. In addition, Citadel rings from 1895 to the present areexhibited.CitadelgraduateswholosttheirlivesinWorldWarII,Korea,Vietnam,Lebanon,Grenada,andIraqarememorializedinphotographalbums,whichareondisplay in theMuseum.

    Throughout its history, The Citadels primary purpose has been to educateundergraduatesasmembersoftheSouthCarolinaCorpsofCadetsandtopreparethem for post-graduate positions of leadership through academic programs ofrecognized excellence supported by the best features of amilitary environment.The cadet lifestyle provides a structured environment that supports growth anddevelopmentofeachstudentsintellect,discipline,physicalfitness,andmoralandethical values. The four pillars which define The Citadel experience for cadetsconsist of these four developmental dimensions.

    AcomplementarypurposeofTheCitadel,realizedthroughTheCitadelGradu-ateCollege, is to provide the citizens of theLowcountry and theState ofSouthCarolina opportunities for professional development by offering a broad rangeof educational programs of recognized excellence at both the graduate and un-dergraduate levels. These programs are designed to accommodate the needs ofnon-traditional students seeking traditional anddemanding academic challenges.

    Institutional Characteristics. TheCitadel isacoeducational,comprehensive,public,four-yearinstitutionwhoseprimaryundergraduatestudentbodyconsistsofmorethan2,100membersoftheCorpsofCadets,allofwhomresideoncampus.The primary service area for these students is regional,with approximately halfofeach freshmanclasscoming fromSouthCarolina.TheCitadel,however,doesdrawundergraduatestudentsfromallpartsoftheUnitedStatesandmanyforeigncountries.Thecollegeoffersawiderangeofbaccalaureatedegreeprograms(Bach-elorofArts,BachelorofScience,BachelorofScienceinBusinessAdministration,Bachelor of Science inCivil Engineering, andBachelor of Science in ElectricalEngineering) in the humanities, social and natural sciences, business administra-tion, engineering, and education.These academic programs prepare graduates oftheCorps ofCadets for a variety of careers; about half of these graduates enterbusiness and the professions, a third ormore enter themilitary and governmentservice,andtheremaindergodirectlyintograduateandprofessionalstudy.Manygraduateschoosetopursueprofessionalorgraduatedegreeslaterintheircareers.

    Throughitsundergraduateandgraduateprograms,TheCitadelGraduateCollegeserves a degree-seeking population of approximately 1,000.The primary servicearea is theSouthCarolinaLowcountry.TheCitadelGraduateCollegeoffersfourbaccalaureatedegreeprograms(BachelorofArtsinCriminalJustice,BachelorofScienceinBusinessAdministration,BachelorofScienceinCivilEngineering,andBachelor of Science in Electrical Engineering), seven graduate degree programs(MasterofArts,MasterofScience,MasterofArtsinEducation,MasterofArtsinTeaching,MasterofEducation,MasterofBusinessAdministration,andSpecialistin Education), and eight certification programs.Meeting the needs of the SouthCarolinaLowcountryintermsofinstruction,publicservice,andresearch,includ-ingsuchinitiativesascooperativeprogramswithothereducationalinstitutions,isan important part ofTheCitadelsmission.

    Together, the Corps of Cadets and The Citadel Graduate College enroll ap-proximately3,200students,abouttwo-thirdsofwhomcomefromSouthCarolina.

    The Purpose of The Citadels Military EnvironmentThe Citadel seeks to provide the best qualities of a military and disciplined

    environment to support the growth and development of character, physical fit-ness,andmoralandethicalprinciples, therebypreparing itsstudents tomeet therequirements of citizens and especially of leaders. From the first year, with theFourth-Class System, through the senior year, themilitary environment requiresadditional duties and responsibilities not normally foundon a college campus.

    ThemilitaryenvironmentatTheCitadelalsoattemptstodrawoutandcultivatesuch values as truth, honor, integrity, and courage.Qualities of proper behaviorand etiquette are stressed, and excellence inmilitary bearing and appearance istaught. Whether in military or civilian life, the testimony of the value of thisinstitution in service to thenation, state, and local communities is prominent.

    Official CommunicationsEachCitadelstudentisassignedaCitadele-mailaddress.Officialcommunica-

    tions are often sent electronically, and these communicationswill be sent to thecadets Citadel e-mail address. It is the responsibility of each student to checkhis/herCitadel e-mail regularly to ensure receipt of all official communications.

    Requirementsfor

    AdmissionThe Citadel gives consideration to all applicants who meet the personal,

    physical, and educational requirements for admission to the Corps of Cadets.TheCitadelseekstoenrollwell-rounded,maturestudentswhosemotivationandeducationalachievementsindicatethattheyarepreparedtodocollegelevelworkwithareasonableprobabilityofsuccess.Therefore,eachadmissionportfolioisreviewed individually andmust include at least the following:

    a. High School Record (courses, grades, class standing). The high schoolrecordprovides insight into an applicantsmotivation, studyhabits, and scopeofinterest.ParticularattentionisgiventogradesearnedinEnglish,mathemat-ics, science, history, and foreign languages.

    b. College Entrance Examination Board Test Scores. Consideration isgiventoanapplicantstestscoresontheCollegeBoardsSATortheAmericanCollegeTestingProgramsAssessmentExam (ACT).Students who desire to submit ACT scores must include the optional writing test offered by ACT.

    Althoughthesetestscoresrepresentonlyonefactorinthedeterminationofanapplicantsacceptability, they tendto indicate theapplicantseducationaldevelopment with respect to contemporaries; therefore, the applicants scoresprovideareasonableevaluationofactualpreparednessandpotential todocol-lege levelwork.

    c. TheCitadelseekstodetermineacceptabilitythroughathoroughevalu-ationof each applicants character,maturity,motivation, readiness for college,amenability toa regimented lifestyle,emotional stability,andpotential tocon-tributetocadet life.Whereanyoneof thesefactors is inquestion, theCollegemay obtain additional information by means of interviews with the applicantand/ortheapplicantsparentsorotherpersonswhoknowthecandidate.Ifit isdeemednecessary,TheCitadelmayrequestthattheapplicantpresentawrittenreportongoals inlife,reasonsforchoosingTheCitadel,orreasonsforchoos-ing a particularmajorfieldof study.

    Admission ProcedureFormal application for admissionmust bemade by the applicant. The ap-

    plication for admission may be found online at www.citadel.edu/admissions/apply.TheCitadeladmitsnewstudentsintotheSouthCarolinaCorpsofCadetsonly in the fall semester of eachyear.

    A nonrefundable application fee of $40must accompany each application.Applicationsforadmissionmaybesubmittedafterthecandidatesjunioryearinhighschool.Allstudentsareencouragedtoapplynolaterthanthefallsemesterof theprospectivecadetssenioryear inhighschool.     Legal Presence and ResidencyThe State of South Carolina requires all state colleges and universities to

    Personal RequirementsApplicantstotheSouthCarolinaCorpsofCadetsmustmeettheU.S.Army

    standard for height and weight (Army Reg 40-501) and must be physicallyqualified as determined by theCitadel Surgeon.An initial applicantwho failstomeet theCitadel height/weight standard can gain admission by passing theCitadel body-fat standard (includedon theAdmissionswebsiteunderPhysicalFitness) using the U.S.Army technique for measuring body fat.A final pathtoadmissionfor theinitialapplicantwhofails tomeetheight/weightandbodyfat standardswouldbe to pass theCitadelPhysicalFitnessTest.

    Should an accident, injury, or serious illness in any way change the physical status of the applicant after acceptance but prior to arrival on campus, the Citadel Surgeon must be informed immediately. Anyphysicalimpairment could result in cancellation or postponement of admission. In ad-dition, an applicantmustmeet the followingpersonal requirements: a. Applicantsmustbe at least 17 and less than23yearsof ageon theday

    d. Applicants must not have a record of conviction of a criminal offenseshowingpoormoral character.

    e. Applicantsareexpected tobepreparedphysically for the rigorsofcadetlife. The Citadel Physical Fitness Test (CPFT) will be administered forrecord early in the fall semester. Individualswho do notmeet standardswill be required to participate in remedial physical training.

    High School Course RequirementsAllapplicantsforadmissiontoTheCitadelmustbegraduatesofaccredited

    high schoolsormusthave satisfactorily completed theGeneralEducationDe-velopment (GED) examination. By this, the basic requirements for admissionto theCollege complywith standards prescribed by the SouthCarolinaCom-mission forHigherEducation (CHE).

    Policy on PlacementTheCitadelrequiresfoursemestersoflanguagestudyoritsequivalentinthe

    same language for allmajors except engineering and education.Studentswhowish to continue a language studied in high school or elsewheremust take aplacement test in that language.Theplacement test scoredetermines the levelatwhich the studentwill continuehis/her studyof the language.

    Credit for by-passed courseswill be awardedwhen the higher level coursehasbeencompletedatTheCitadelwiththegradeofCorhigher,transferredin from an accredited institution, or completed through an approved testingout process.

    If the grade of F is earned in a higher level course, no by-pass credit isawarded and all by-passed coursesmust be completed. If the grade of D isearned in the higher level course, that course may be repeated only once inanattempt to earnby-pass credits.     The Citadel Non-Cadet Veteran Day Program

    An eligible non-cadet veteran is defined to be an individual who providesevidence through a DD 214 of honorable discharge from one of theArmedServices indicatingaminimumof90consecutivedaysof full-time federalac-tive service, other than activeduty for training.

    Academic Requirements: Veteran applicantsmustmeet the academic standardsoutlinedunder theHighSchoolCourseRequirementsandEntranceExaminations sectionsfortheCorpsofCadetsorprovideevidenceofprevioussatisfactorycollegework.QualifiedveteranstudentsapplyingastransferstudentsmustmeettherequirementsasstatedinthiscatalogundertheTransferStudentAdmissionssection.

    College Level Equivalency ProgramThroughCollegeLevelEquivalencyProgram(CLEP)SubjectExaminations,

    students are permitted to earn college course credits for knowledge they havegainedincertainsubjectareaspriortobeginningtheircollegeexperience.Stu-dents are permitted to earn credits throughCLEP only during their first year,includingsummer,atTheCitadel.After thestudenthascompletedoneyearatTheCitadel, no course creditsmaybe earned throughCLEP.

    CLEPs creditsmaybe earnedunder the following conditions: 1. SinceallCLEPexaminationsarenotacceptedbyTheCitadel,thestudent

    must obtainprior approval through theOfficeof theRegistrar. 2. The score earnedmustmeetor exceed the currentminimumscored rec-

    ommendedbyCLEP for that subject area exam. 3. The amount of credit will be determined by the scope of the material

    measured. 4. Becauseof the laboratoryexperienceissuchanintegralpartof theCore

    CurriculumScienceRequirement,credit foronly the lectureportionofascience coursemay be earned through CLEP.The lab portionsmust beearned through a laboratory course.

    5. Becausethebasicskillsof listeningtoandspeakinga languagearesuchcritical components of the Core Language Experience, completing anyportionof thisrequirement throughCLEPmustbeapprovedbytheheadof theDepartment ofModernLanguages.

    A complete listing of courses for which credit may be awarded throughCLEP is available in theOfficeof theRegistrar. A student may receive credit for no more than four courses through CLEP or any other testing out program.

    Departmental Testing Out Program SomeCitadeldepartmentshavedevelopedaprocessbywhichstudentsmayearn credit for selected courses. These processes may differ from departmenttodepartment,andinterestedstudentsshouldcheckwiththeRegistrarsOfficefor a list of those credits that canbe earned through this program. A student may receive credit for no more than four courses through CLEP or any other testing out program.

    Academic PoliciesAny exceptions to policies stated in this Catalog, purported to have been

    made verbally to a student by an official of the college, are null and void un-less documentedwith a signed statement from the collegeofficial authorized tomake the exception.

    This catalog is not an unchangeable contract, but an announcement of the current policies. Implicit in each students matriculation at The Citadel is an unwritten agreement to comply with the institutions rules and regulations, which The Citadel may modify to ensure the quality of its academic programs. When graduation requirements are changed, students will be informed in writing. Ev-ery effort will be made to ensure that the new requirements can be met by the students original expected graduation date.

    Catalog of RecordThe catalog bearing the number of the academic year inwhich cadets enter

    TheCitadelwill be their catalogof record formatters of academicpolicy.When a cadet is readmitted after an absence of at least three academic se-

    mesters (summer sessionswillnotbeconsideredas semesters for thispurpose),the catalog bearing the number of the academic year in which the student isreadmitted will be the catalog of record for matters of academic policy andgraduation requirements.

    GradesOnly letter grades are given to evaluate a students progress. The following

    definitionsof letter grades are applicable: A Superior B VeryGood C Satisfactory;Acceptable D Marginal;Passing F Unsatisfactory P Grade assigned in pass/fail courses that do not carry credit hours to

    designatepassingperformance. S Grade assigned in pass/fail courses that carry credit hours to designate

    I An Incomplete is awarded when course requirements have been verynearlymetbutforauthorizedreasons(illness,injury,familyemergency,etc.)cannotbecompletedduringthecurrentsemester.TobeeligibleforthegradeofI,studentsmustbepassingatthetimetheyareforcedtoterminatetheirparticipationinthecourse.Studentswhoarenotpassingat the time they are forced to terminate their participationwill receivethegradeofFinthecourse.ThegradeofImustberemovedwithinthe first thirty class days of the next full semester, or the I becomesan F. The summer sessionwill not be considered a semester in thiscase.     IP Grade assigned for courses inwhich requirements are not expected tobemet in one academic term. The grade of IPmust be removed inthe next full semester, or the IP becomes an F. The summer ses-sionwill not be considered a semester in this case.Under extenuatingcircumstances, an extensionmay be awarded by theAssociate ProvostforAcademicAffairs with the recommendation of the instructor. Theremoval of the IP is the responsibility of the student. Students maynot enroll in a course inwhich they currentlyhave an IP.

    Shouldastudentfailtocompleteasemesterorsummersessionforanyreason,thegrade in eachcourse inwhich the student is thenenrolled shallbeF,I,orWasdeterminedbytheindividualfacultymemberinconsultationwiththeAssociateProvost forAcademicAffairs.

    No numerical symbol, bracket, or percentage is assigned the equivalent ofanygrade.Arbitrarydistributionofgradesaccordingtosomeformulaorcurveisnotpermitted.However,bymeansofdepartmental supervisionandconsultationamong instructors, every effort is made to obtain consistent grading standardswithin thedepartment.

    Academic AwardsThe Deans List is a recognition given for the work in a semester to those

    students registered for 12ormore semester hourswhosegrade-point average is3.200 or higher, with no grade of I and no grade below C. The medal iswornon the cadet uniformduring the following semester.

    Gold StarsareawardedtothosestudentsontheDeansListwhohavemadeagrade-pointaverageof3.700orhigherfortheworkofasemester.Starscanonlybewornonthecadetuniformif thecadetearnedthemintheprevioussemester.

    Pass-FailJuniors and seniors with cumulative grade-point averages of 2.00 or higher

    may take elective courses on a Pass-Fail option. Normally no more than onecourse may be taken under this option each semester, and no more than fourcourses taken under this option may be used to meet graduation requirements.Studentsmay not change their decision to take a course on the Pass-Fail basis

    coursegradewillbereplacedbythenewergradewhencalculatingstudentsGradePointAverages(GPAs),qualityhours,andearnedcredithours.Boththe old and new grades will appear on students transcripts, but only thenewergradewill beused in calculatingGPAs.

    5. The maximum number of hours for which Grade Replacement will beallowed over the course of a students undergraduate career is 16. If astudent repeats more than 16 hours of credit, both the old and the newgradewill be used to calculate the studentsGrade PointAverage (GPA),quality hours, and earned credit hours.

    6. For the purpose of determining graduation honors (e.g., cum laude, etc.),both the old grade and the new grade will be used in making the GPAcalculation to determinehonors eligibility.

    Transfer CreditsTheappropriatedeansordepartmentheadshaveresponsibilityforconsidering

    all transfer courses. Normally, only courses taken at an accredited institutionwhich are comparable in content and credit hours to specific courses offeredbyTheCitadel and inwhich grades of C or better have been earnedwill beconsideredfor transfer. However, theappropriatedeanordepartmentheadmayacceptfortransfertomeetGeneralElectivecreditscoursesthatarenotofferedbyTheCitadelbutwhichare considered tobeworthyof credit as electivesand inwhichgradesofCorhigherhavebeenearned.Inthosecaseswhereacourse

    hasbeentakeninadepartmentorschoolnotrepresentedatTheCitadel,thedeanof the school or head of the department in which the student is majoring willdetermine if thecourse inquestionmaybeacceptedforGeneralElectivecredit.

    To ensure that courses taken away from The Citadel will be accepted fortransfer, studentsmust obtain written prior approval through the Office of theRegistrar. Gradesearnedincoursestransferredfromanothercollegewillnotbecomputedinthestudentsgrade-pointaverageatTheCitadel.CoursespreviouslypassedatTheCitadelwillnotbeacceptedfortransfer. Alltranscriptssentfromanother college toThe Citadel become the property of The Citadel and cannotbe issued to the student or a thirdparty.

    Cadets who have been given Academic or Conduct Discharges from The Citadel or who leave The Citadel while their conduct status is in question may not enroll in courses at The Citadel during that period of discharge nor may they transfer back to The Citadel courses taken during that period of discharge. Cadets who have resigned in lieu of a conduct discharge will be treated as if they have committed the offense with which they have been charged and have been given the most severe consequence available for that offense. Courses these cadets may take during the period of that consequence will not be considered for transfer back to The Citadel. Cadets who have been discharged for reasons other than academics or conduct may transfer back to The Citadel no more than four (4) pre-approved courses taken during that period of discharge.

    All transfer credits are provisional. If a department/school determines within a reasonable period of time after classes begin that the student is not prepared to take a course for which the transferred course is a prerequisite, the allow-ance of credit is withdrawn, and the student must take the prerequisite course at The Citadel.

    Duringthefallandspringsemesters,acadetmaynottakeacourseofferedatanotherinstitution(classroomoronline)oracourseofferedthroughTheCitadelGraduateCollege.

    Maymester and Summer SchoolTheCitadel offers aMaymester, twoday summer sessions, and two evening

    summer sessions. Over a summer, a student will not normally be permitted toenrollatTheCitadelortransferinfromanotheraccreditedinstitutionmorethanfourcoursesandassociatedlabs.If,however,thestudentisenrolledinMaymesterand two summer sessions, amaximumof five courses and associated labsmaybetaken.ThemaximumloadallowedinMaymesterisonecourse;themaximumallowed in each session of summer school is two courses and associated labs.As with all transfer courses, prior approval is required for transfer of summercourses taken at another accredited institution.

    Class Attendance PolicyThe cornerstone of undergraduate education is communication between the

    teacherandthelearner,andatTheCitadel,classattendanceismandatory.Studentsmay,however,needtomissclassforauthorizedreasonsathleticevents,academictravel,specialceremonies,guardduties,etc.Illnessandpersonalemergenciesmayalsocausestudentstobeabsentforlegitimatereasons.Shoulditbenecessarytomiss a class for any reason, the student will, unless circumstances preclude it,notify theprofessor inadvanceandwillbe responsible foranymaterialmissed.Tests and labs are critically important and are scheduledwell in advance. It is,therefore,imperativethatthesearemissedonlyduetocircumstancesbeyondthecontrol of the student and that the student notify the instructorwhenmissing atest or lab cannot be avoided.

    Absences,whether excused or unexcused, in excess of 20%of themeetingsofaparticularcoursecan,at thediscretionof theprofessor, result inagradeofFinthecourse.Whenclassattendanceisusedtoadjustordetermineacadetsgrade, the faculty members class attendance record will provide the officialattendance record. Faculty members may correct submitted class absence datafor6workingdays after theday the classmeetsby sending this information totheAssociateProvost forAcademicAffairs.However, theAssociateProvost forAcademicAffairswillacceptnolateclassabsencesubmissionsfromthefacultyafter the last dayof classes each semester..

    As soon as a determination has been made that a grade of F for exces-sive absences is warranted, the instructor will notify theAssociate Provost forAcademicAffairs,and thestudentwillbeassignedanF. If,asa resultof thisaction,thetotalhourscarriedbyafull-timestudentdropsbelow12credithours,the student is subject to immediate discharge from theCollege unless there areextenuating circumstances. Such circumstancesmust be presented inwriting totheAssociateProvost forAcademicAffairs.

    Whenthenumberofunexcusedabsencesreaches5,thestudentandhisorherparentswill be issuedawarningby theAssociateProvost forAcademicAffairsthat continued disregard of the academic policy requiring class attendance willresult in an academic discharge from theCollege.After 10 unexcused absencesin any semester, the studentwill bepermitted to complete the current semester,butwillbeacademicallydischargedfromtheCollegeforthefollowingsemester.Cadetswho accumulate 10 ormore unexcused absences in the spring semesterand who would otherwise be eligible to participate in commencement will notbe permitted to do so. In all other circumstances, cadetswho accumulate 10 ormoreunexcused absenceswill be awarded an academicdischarge.

    Final ExaminationsExaminationsare requiredat the endof each semester.Examinationswill be

    given at the assigned time. If a faculty member has more than one section ofthe same course, studentsmay,with the permission of the facultymember andprovidingthatthereisnoconflict,takethefinalexaminationwithanothersection.

    Sinceno scheduling conflicts are possible,make-up examinations shouldnotbenecessary.Anyexaminationwhich ismisseddue to anemergency shouldberescheduled after the regularly scheduled examination period but not during aReadingPeriod,duringESP,oronaSunday.Ifreschedulingisnotpossiblepriorto the deadline for submission of final grades, the instructor should award thestudent an I. Conflicts resulting from a students travel arrangements do notconstitute an emergency anddonot justify amake-up examination.Any excep-tion to thesepoliciesmustbe requested inwritingby thestudentandconcurredin by the instructor and theAssociateProvost forAcademicAffairs.

    DegreesThe degree ofBachelor ofArts is conferred upon satisfactory completion of

    theappropriateprogramofstudy inchemistry,criminal justice,English,history,modern languages, political science, or psychology. The Bachelor of Sciencedegree is conferred upon satisfactory completion of the appropriate program ofstudy in biology; chemistry; computer science; education; health, exercise, andsport science;mathematics; or physics.

    GraduatesinbusinessadministrationreceivethedegreeofBachelorofScienceinBusinessAdministration.

    Graduates in civil engineering receive the degree of Bachelor of Sciencein Civil Engineering. Graduates in electrical engineering receive the degree ofBachelor ofScience inElectricalEngineering.

    Requirements for Degree CompletionAcademics: Astudentmustcompleteoneof themajorcoursesof studyout-

    lined in thecatalogof recordandmustachieveaminimumgrade-pointaverageof2.000basedonallqualityhoursattemptedandallqualitypointsearnedatTheCitadel. In addition, each studentmust achieve aminimumgrade-point averageof 2.000 based on all quality hours attempted and all quality points earned inmajor coursework atTheCitadel.

    All students, including transfer students from other colleges, are required toearn at The Citadel a minimum of one-half the semester hours prescribed fortheirmajor courseof study.

    Thestudentsschoolordepartmentisresponsibleforensuringthatthestudentsknowledge in themajor iscurrent.Cadetswhohavemet theoverallgrade-pointaverage and major coursework grade-point average requirements and who areconductproficientbutwhohavenotcompletedallcourserequirementsforgradu-ationmay take notmore than two courses totaling 7 semester hours at anotherinstitution for transfer toTheCitadel in order to completedegree requirements.Prior approval of these courses ismandatory.

    ROTC:TheROTCrequirementforcadetsservestwopurposes.First,ROTCcourseworkplaysamajor role inTheCitadelsmission toeducateandpreparegraduates to become principled leaders in all walks of life. Second, ROTCcoursework is an essential component of the criteria to receive a commissionin one of the armed forces.All cadets are, therefore, required to enroll in andpassanROTCcourse forevery semesterduringwhich theyareenrolledatTheCitadeloruntil theyhave completedeight semestersormetgraduation require-ments.     Physical Education: The required physical education program for cadets isdesignedtoprovideanexemplaryenvironmentandexperienceswhichcontributetoan improvedqualityof life for the student.Theprogramoffersbasic instruc-tion in adult and lifetime physical fitness, healthful living, physical activitiesand recreational sportswhich areof immediate and lastingvalue.Each cadet isrequired to completeRPED250,ContemporaryHealthFoundations, andRPED251,FoundationsofFitnessandExercise,aswellastwodifferentactivitycourses.

    Residential: Students pursuing a cadet degree must reside in the Corps ofCadets for at least four full semesters.

    Requirements for Participation in Commencement Exercises

    Studentswhohavenot completed all degree requirementsmayparticipate intheMayCommencement if the following conditions aremet: 1.AllGradePointAverage (GPA) requirements have beenmet.That is, the

    cumulative and major grade-point averages must be at least 2.000. ForEducation majors and Physical Education (Teaching Track) majors, thecumulative and professional education grade-point averages must be atleast 2.500.

    Course SubstitutionsCoursesubstitutionsaremadeonlywhenjustifiedbyextenuatingcircumstances.

    Suchcircumstancesmustbepresentedinwritingbythestudent,andtherequestedsubstitutionmust have the support of the faculty advisor, the associate dean ordepartment head, and the Associate Provost for Academic Affairs. Forms forrequesting course substitutions are available in theRegistrarsOffice.

    Combining CoursesCoursesmaybecombinedtomeetamaximum of one general electiverequire-

    ment under the following circumstances: 1. The courses to be combinedmust be offered by the samedepartment and

    must be related in someway. 2. The associate dean or department head of the students major school or

    department must provide a recommendation and rationale for combiningthe courses.

    3. TheAssociate Provost forAcademicAffairsmust grant final approval forthe combiningof courses.

    Pursuing a Double MajorUndercertaincircumstances,astudentmaywishtopursuetwodifferentmajors

    concurrentlywithin thesamebaccalaureatedegree.Thiswillbepermittedunderthe following conditions: 1. StudentsmustdeclaretheirintentionstotheRegistrarnolaterthanthefall

    semester of the junior year. 2. Bothmajorsmust beofferedunder the samebaccalaureatedegree. 3. Studentsmust complete all requirements for eachmajor. 4. Students, in addition to meeting a minimum overall grade-point average,

    mustachievetheminimumgrade-pointaveragerequirementsofeachmajor. 5. Requirements for bothmajorsmust be completed concurrently.

    A student who has met these requirements will have both majors indicatedon the transcript.

    Pursuing a Second Baccalaureate DegreeUndercertaincircumstances,astudentmaywishtopursuetwodifferentbacca-

    laureatedegreesconcurrently.Thiswillbeallowedunderthefollowingconditions: 1. The studentmust complete all requirements of eachdegree. 2. Thestudent isnormallyexpected tocomplete requirements for thesecond

    degreewhile pursuing the initial undergraduatedegree. 3. Any remaining requirements after the initial degree has been completed

    InternshipsAcademic internships offer the opportunity for students to apply academic

    learning to practical situations.Normally, only juniors and seniors are eligible for academic internships. A

    minimumcumulativeGPAof2.500 is preferred.Exceptions to this requirementwill be consideredby the internshipadvisor and thedepartmentheador associ-ate dean.

    Toreceivecoursecredit,thestudentshouldpursueaninternshipthatisclearlyrelatedtohisorhermajorcourseofstudyand/orcareerinterest.Iftheinternshipisnotofferedbythestudentsschoolormajordepartment,thestudentmusthavesuccessfully completed appropriate preparatory coursework.

    To receive three semester hours of credit, each internwillwork aminimumof 50 hours over the course of the semester, to include activities on site at theinternshipagencyandregularmeetingswiththeinternshipadvisor.Eachstudentintern will be required to maintain an internship journal or diary containing adetailed record of internship activities andwill prepare a formal paper and/or aformal oral presentation based on a substantive topic related to the internshipexperience.

    Academic ClassificationsAcademic classificationsof 4A (first semester freshman) through3B (second

    semestersophomore)arebasedstrictlyonhoursearned.Forexample,tobeclas-sified 3A (first semester sophomore), the cadets total hours earnedmust be nolessthan8fewerthanthetotalhoursrequiredthroughthespringsemesterofthefreshmanyearof themajorcourseof study.A tableofcredithours required foreachacademicclassificationforeachmajorisprovidedonTheCitadelwebpageunder Registrar.

    Tobe academically eligible tobe classified as afirst semester junior (2A), acadetmusthavecompleted theFineArts requirement inaddition to the require-ment for hours earned.

    Tobeacademicallyeligible tobeclassifiedas afirst semester senior (1A), acadetmusthaveearnedasufficientnumberofhourstobenomorethan8hoursshort of the number of hours required in themajor course of study through thespring semester of the junior year.

    Academic classification is used by the Office of FinancialAid to determineloaneligibilityandbytheCommandantsOfficetodetermineroomassignments,theappropriateclassnumeral,classprivileges,andeligibilitytoholdcadetrank.

    Ordering and Receiving a Class RingWhileanyrisingseniorcadetmayinthespringofthejunioryearbemeasured

    for and order a class ring, to be eligible to receive a class ring, a cadet mustmeet these two conditions: (1) have an academic classification of 1A and (2)have a cumulativeGPAof at least 2.000.To participate in theRingCeremony,thecadetmust(3)havepassedtheCorpsPhysicalFitnessTestand(4)havemet

If a cadet fails tomeet requirements to receivethe ringwith his/her class, theAlumniAssociationwill normally hold the ringuntil the endof the following spring semester. If the cadethasnotmet require-ments to receive the ring by that time, it will be returned to themanufacturer.Thecadetmaynotordertheringagainuntilallrequirementstoreceivetheringhave been met. The eligibility of cadets who failed to meet ring eligibility inOctoberoftheirsenioryearwillbecheckedagaininJanuary.Theringsofcadetswhohavenotyet received their ringsbutwill receive theirdiplomas inMayorwill be eligible to participate in the commencement ceremony will be clearedto receive their ringsbefore commencement.Noother cadetswill be cleared toreceive their ringsuntil after commencement.

    These are minimum requirements and will not be waived. Students should see the Registrar to confirm eligibility.

    Academic Criteria for ContinuanceInordertobeeligibletocontinueatTheCitadel,astudentmustmeetminimum

    standards for hours earned at The Citadel or properly transferred from anotheraccredited institutionandcumulativegrade-pointaveragemaintained.Thesecri-teria are assessed initially after the cadets second semester at The Citadel andthen at the endof each two-semester period.

    Credits earned throughAPor coursework taken by an entering freshman inthesummerpriortoinitialmatriculationWILL NOTbeusedtowardmeetingtheminimum standard for hours earned in an academic year.AlthoughTheCitadelwill notify students who are deficient in either or both areas, it is the respon-sibility of the student to ensure that these criteria are met. To avoid academicdischarge, a student must meet both hour and GPA requirements concurrentlyeither at the end of the fall semester, at the end of the spring semester, or inAugust, as appropriate.

    Afull-timestudent(onecarryingatleast12credithourseachsemester)mustpassatleast24semesterhoursineach12-monthperiodafterinitialmatriculationorreadmission.If a previously passed course is repeated, the hours may be used only once toward meeting requirements for hours passed.

    Part-time studentsmust pass 50%of thehours attempted.Each student must maintain a minimum cumulative grade-point average as

    prescribed in the following table. This grade-point average is calculated as de-scribed earlier in this section.

    For the purpose of determining academic probation, criteria for continuance, deans list, gold stars, graduation, and other academic matters, the grade-point average will be computed to three decimal places.

    Academic DischargeA cadets academic record will be subject to formal review for purposes of

    academic discharge at the end of the second semester after initialmatriculationatTheCitadel.Duringthesetwosemestersandthesummersessionsafter initialmatriculation, the cadet must have earned at least 24 credit hours and must atthetimeofreviewmeetGPArequirementsforcontinuance.Iftheserequirementsarenotmetconcurrentlyat that time, thecadetwillbedischarged foracademicdeficiencies.

    Academic assessment for the purpose of academic discharge is conducted atthe end of each two-semester period, and the associated summer sessions, afterthe student is admitted or readmitted. Under the academic discharge policy,cadetsmay be discharged for academic deficiencies in January or inAugust ofeach year.Credits completedwhile a student is on academic dischargewill notnormallybeacceptedfor transfer toTheCitadel.Exceptions to thispolicymusthave the approval of theAssociateProvost forAcademicAffairs.

    Summersessionworkcannotmakestudentsineligibletoenrollinthefollow-ing fall semester, if theywereeligible forenrollmentat theendof thepreviousspring semester.

    Minimumgrade-pointaveragesforthevariouscategoriesareasshownintheprevious sections; however, theminimumGPA requiredwill not be raised as aresultofsummerschoolwork.Thatis,studentsmovingfromonecategorytothenexthighercategoryasa resultofcredithoursearned insummerschoolatTheCitadel or elsewhere will be required to meet the GPAminimum of the lowercategoryof credit hours for continuance in the following fall term.

    Studentswho voluntarilywithdraw at times other than January orAugust orwho are discharged for other than academic reasons will have their academicstatus assessedupon application for readmission.

    Whenthenumberofunexcusedabsencesreaches5,thestudentandhisorherparentswill be issuedawarningby theAssociateProvost forAcademicAffairsthat continued disregard of the academic policy requiring class attendance willresult in an academic discharge from the College. If the number of unexcusedabsencesreaches10,thestudentwillbepermittedtocompletethecurrentsemester,butwillbeacademicallydischargedfromtheCollegeforthefollowingsemester.Cadetswho accumulate 10 ormore unexcused absences in the spring semesterand who would otherwise be eligible to participate in commencement will notbe permitted to do so. In all other circumstances, cadetswho accumulate 10 ormoreunexcused absenceswill be awarded an academicdischarge.

    ReadmissionAstudentwho is discharged for academic reasons for thefirst timemay ap-

    ply for readmission after being out of school for one semester. Summer schooldoesnot constitute a semester in this instance.Studentswho are discharged foracademic or disciplinary reasonsmay not, during the period of discharge, takecoursesfortransfertoTheCitadel.ThedeadlineforthereceiptofanapplicationforreadmissionforthespringtermisOctober1standforthefalltermisJune1st.

    In addition to any specific readmission requirements stated at the time ofdischarge, applicants for readmission to the South Carolina Corps of Cadetsmustmeet thepersonalandphysicalfitness requirements forcurrentcadets (seeupdatedApplication forReadmissionon theRegistrarswebsite).These includethe following:

    a. ApplicantsforreadmissionmustmeettheU.S.Armystandardforheightandweight (ArmyReg600-9)andmustbephysicallyqualifiedasdeterminedby the Citadel Surgeon. Applicants who fail to meet the height/weightstandards can gain readmission bymeeting theCitadel body-fat standard.Height/weightandbody-fatstandardsforcurrentcadetsaredetailedintheWhiteBook,Chapter5.Thesestandardsaremorestringent than thoseforinitial applicants.

    b. Applicantsforreadmissionmaynotbemarriednorhavechildcarerespon-sibility for anyminor child related to himor her bybloodormarriage.

    c. Applicants must not have a record of conviction of a criminal offenseshowingpoormoral character.

    d. Applicantsforreadmissionmustbe less than26yearsoldon thefirstdayof classes in the semester of their readmission.

    If approved for readmission after an academic discharge, the studentwill bereadmittedonacademicprobation.Cadetswhohavebeenapprovedforreadmis-sionmayormaynot be assigned to their former cadet company.

    Second Academic DischargeA student who fails for a second time to meet minimum academic criteria

    for continuance will be awarded a SecondAcademic Discharge. TheAssociateProvost for Academic Affairs will review the academic record and any ex-tenuatingcircumstances the studentwishes topresent inwriting. Basedon thisreview and in consultationwith the faculty advisor and the department head orAssociateDean, theAssociate Provost forAcademicAffairswill determine theconditions under which the student may be considered for readmission after asecond academicdischarge.

    Academic Forgiveness or Fresh Start PolicyAny undergraduate studentwho has been separated fromTheCitadel for 48

    ormore consecutivemonths is eligible to apply forAcademicForgiveness.Uponreadmission,astudentseekingtoapplyforAcademicForgivenessmust

    first complete 24hours atTheCitadelwith a grade-point average (GPA)of 2.0or higher on those24hours in order to apply forAcademicForgiveness.

    To apply forAcademic Forgiveness, a readmitted student who has met theminimumGPArequirementon24hoursmustmakeaformalwrittenrequest foran academic fresh start and must meet in person with theAssociate ProvostforAcademicAffairs to discuss that application.

    IfastudentisgrantedAcademicForgiveness,thenallpreviouscourseworkcom-pletedatTheCitadelwillbetreatedastransfercredit(i.e.,aspass/failcoursework)for thepurposeofcomputing thestudentscumulativeCitadelGPA; inaddition,courseswhich thestudentpreviouslypassedatTheCitadelwithagradeofD

    willcontinuetobecountedin thestudents totalearnedhoursandwillnothavetoberepeated.Allpreviousgradeswillremainonthestudentspermanentrecord,but theywill notbe computed in the studentsGPA.The transcriptwill containthis notation: Academic Forgiveness was granted as of (date of readmission);gradesearnedatTheCitadelprior to thisdatearenot included in this studentsGPA calculation. Students who have been grantedAcademic Forgiveness willnot be eligible to receivegraduationhonors (e.g.,cum laude, etc.).

    Conduct DischargeCadetswhohavebeensuspendedordismissedorwholeavetheCollegewith

    adisciplinaryboardpendingarenoteligibletoattendanyundergraduateclassatTheCitadelday,evening,orsummerortotransfercreditsbacktoTheCitadelfor any courses takenduring theperiodof discharge.

    Cadets Called to Active DutyWhenCadetsarecalledtoActiveDuty,itisthepolicyofTheCitadeltominimize

    theacademicandfinancialimpactsofbeingrequiredtointerrupttheirstudies.Whenthecadetlearnsthatcall toactivedutyis likely,he/shenotifiestheOfficeoftheAssociateProvostforAcademicAffairsandhis/herTacticalOfficer.

    FinancialIfthecadetandhis/herinstructorsfeelthatcompletingcoursesinwhichhe/sheis

    currentlyenrolledisnotareasonableexpectation,thecadetisawardedthegradeofWineachcourseandisprovidedafullrefundlessroomandboardusedandQMcharges.Whenthecadetelectsnottowithdrawfromallcourses,refundsoftuitionandfeesareproratedbasedonaper-credit-hourrateandthenumberofcreditsthecadetandhis/herfacultymembersbelievehe/shewillbeabletocomplete.

    AcademicWhenthedateofrequireddeparturefromTheCitadelbecomesfixed,thecadet

    workswithhis/herinstructorstodetermineifitisreasonabletocompletecoursesafterdepartingonactivedutyordelayingcompletionuntilthecadetreturnstoTheCitadel. In this effort, the instructor isnot expected tomodify theexpectationsorassignmentsofthecourse,buttohelpthestudentdetermineifitisfeasibletocontinue toworkon,andultimatelycomplete,course requirementsafter leavingTheCitadel.Insomecases,thedateofdepartureissufficientlylateinthesemesterthatfinalcourseassignmentsandthefinalexamcanbecompletedbeforethecadetleavescampus.This,however,willlikelybetheexceptionratherthantherule,andfacultymembersarenotexpectedtoforceearlycoursecompletion.

    Whenthefacultymemberandthestudentfeelthatitisnotreasonabletocompleterequirementsinaparticularcourse,thestudentiswithdrawnfromthatcoursewiththegradeofW.Whenthefacultymemberandstudentfeelthatrequirementsin
