Recent and ongoing measures to address the economic crisis

• Abolition of the Special Accounts

• Public Financial Management (PFM) reforms to increase efficiencies in the managem

ent of public finances

• New leadership of the National Revenue authority, to enhance the mobilization of non-oil revenue

• Initiating a process of economic diversification to identify areas where quick progress can be made, such as gold and gum Arabic.

• Mr. Dier Tong Ngo has been appointed as Governor of Bank of South Sudan• Monetary Policy committee under the leadership of Mr. Dier Tong Ngo has taken

following decisions Central Bank Rate raised to 15% Increased reserve requirement ration (RRR) to 20% and Cash Reservation

Organization’s brief history on CVA in south Sudan

Plan International South Sudan developed the Electronic VoucherSystem as part of the Innovation project under SSJR Project in 2018 andhas been scaled up for use in Malakal in 2020.The card, now known asthe “Up2U Card” has been a major achievement in the current JR.

Success of Electronic Voucher System developed by Plan known as Up2U system:

Encourages active participation by communities to identify cash for work activities.

Improve the rehabilitated assets which have degraded over the years due to the conflict.

CFW activities through Up2U Cards have been welcomed by both the communities and their leaders as the benefits are mutual, such as opening of roads leading to schools, churches and markets.

It ensures the safety and dignity of beneficiaries throughout the distribution process.

Limited money agent to facilitate payment to beneficiaries

The exchange rate and price of food commodities forced the community to demand payment in USD

Challenges in COVID-19 and how did your organization cope with those challenges

Challenges in COVD-19 Beneficiaires over crowed during cash distribution, but we

encourage decongestion.

Difficulty to carry out Market monitoring because of the reduced staff numbers due to Covid-19 restrictions.

Update on CashCap support

CashCap is still agree to provide the Twinning support by deploying a Coordinator who can support the sub-CWGs

CashCap has assigned the global IMO to help CWG to create the Cash Dashboard

CashCap is agree to extend the current Cash Working Group Coordinator position for one more year with following objectives

Provide dedicated coordination support to CWG

Ensure Cash and Vouchers are routinely considered, alongside other tools

Build Sufficient capacity for cash and voucher programs

Strengthen the coordination of cash and voucher programs

Ensure the quality of cash and voucher programing.

Update on CWG to be part of Protection task team

The CWG will be working with protection Cluster to set up a task team for returnees on CVA packages
