I.Introduction

c.Focus:ThisMAprogramisaimedatindividualsinterestedinlearningmoreaboutthiscomplexacademicsubfieldthathasrootsthatreachbacktotheworkofGreco-Romanandmedievalscholars,butisrecentlyresurgent,thanksinparttomediaattentiongiventoemergingmilitarytechnologies,suchasdrones,humanenhancement,andcyberconflict.Undergraduatesseekinganadvanceddegreepost-graduationwillbeexpectedtoelectthisprogram.(WemayalsoseekadditionalapprovalsforthisprogramtobeofferedthroughtheIntegratedGraduateStudiesprogramandforapprovalforgraduate/professionalstudentstoelecttopursueanMAinMilitaryEthicsandaJDorLLMatthesametime,aspartofadualdegreeprogramofstudy.Itwillalsoappealtomid-rankmilitaryofficersfromallbranchesoftheservicepursuingagraduatedegreeinordertoachieveseniorrank,especiallythose“deepselected”fromrecentdeploymenttoteachcadetsandmidshipmenatfederalmilitaryserviceacademies,ortocommandROTCunitsincollegesanduniversities(inwhichacapstonecourseinmilitaryethicsisarequiredfinalcourse,taughtbytheROTCcommandingofficer).d.Description:Militaryethicsfocusesonthecorevaluesandmoralprinciplesthatcollectivelygovernthemenandwomenservinginthemilitaryforcesofnationsaroundtheworld,asmembersofwhatissometimestermedthe“militaryprofession”or“theprofessionofarms.”Theethicalfoundationsthatdefinetheprofessionofarmshavedevelopedovermillenniafromthesharedvaluesandexperiences,uniqueroleresponsibilities,andreflectionsofmembersoftheprofessionontheirownpractices–eventuallycomingtoserveasthebasisforvariouswarriorcodesandtheLawofArmedConflict(LOAC).Militaryethicsisabroadlyinterdisciplinarystudy,incorporatingconcernsabouttheconductofwar,decisionsonhowandwhentoengageinmilitaryoperations,andissuesrelatingtothemoralpsychologyandcareofthosewhoserveandofveteransofmilitaryservice.Traditionaljustwartheoryalsoplaysakeyroleininternationalrelations(politicalandmoralphilosophygoverningwhentheuseofmilitaryforceisjustifiedfortheresolutionofinternationalconflicts)andinternationallaw(includingLOACandinternationalhumanitarianlaw).

II.Proposedcurriculum

a.Descriptionoftheproposedcurriculum:Thecurriculumisinterdisciplinary,withafoundationinmoralandpoliticalphilosophyandinternationalrelations.Overa12-15monthprogram(designedtofacilitatetheenrollmentofmilitarypersonneloneducationalassignment),studentswillstudyfoundationaltopicsinmoralandpoliticalphilosophy,togetherwithadvancedcoreandelectivetopicsinmilitaryandprofessionalethics,militarymedicalethics,militarylaw,

ethicalleadership,andotherrelatedsubjects(includingoptionalsupplementalelectivesinareassuchasreligiousstudies,history,literature,journalism,andthearts).Eachstudentwillcompleteaminimumof30credithours,includingasix-credit“capstonecourse”topresumablybecompletedduringthesummertermfollowingafullacademicyearofcoursework.Thecapstonecoursewillfeatureasummativeprojectdesignedtointegratetheircommonstudies,buttailoredtotheirindividualfutureinterestsinteaching,furthergraduatestudy,oremploymentinpublicpolicyorforeignaffairs,andmayproduceoutcomesotherthanatraditionalpaper/thesis(suchasthedetailedandwelldefendeddesignofamilitaryethicstraining/educationcurriculum).

b.Outlineofrequirements:Thisprogramrequires12-15monthsresidence,withthecompletionoffiverequiredPhilosophycourses,includingthecapstonecourse,andanadditionalfourelectivecoursesfromtheCollegeofArtsandSciences(CAS)andtheSchoolofLawchosenfromthelistofofferingsbelow.AMaster’scapstoneprojectculminatinginapaperisrequired,involvingbothacademicresearchandfieldwork,integratedwiththedegree-candidate’sprofessionalexperienceorinterest.Theoutlineoftheprojectmustbepresentedanddefendedbythespringrecessofthecandidate’ssecondresidentsemester,andtheprojectitselfcompletedoverthefollowingsummerterm,forgraduationinAugusttheyearfollowingmatriculation.Ifspecialcircumstances,suchasmilitarydeployment,preventastudentfromcompletingtheprogramintheintendedtimeframe,theacademicadvisorwillworkwithhim/hertocreateanalternativescheduletoallowcompletionofthedegree,whichmaynecessitatethecapstonecoursebeingofferedinthefallorspringsemesters,aswellasinthesummer.Otherstudentsmayalsoelecttotakemorethan15monthstocompletetheprogram,ifpermittedbyGraduateStudies.TheprogramwillfollowallpoliciesandproceduresoftheCWRUSchoolofGraduateStudies.Thecorerequiredwillbetakenbyalldegreecandidates,whiletheselectionoftopicfortheMaster’scapstoneprojectwilldictatetheselectionofrelevantelectivecoursesbyeachcandidate(inconsultationwithprogramfaculty)tocreateanappropriateconcentrationofstudyforthecapstoneproject(e.g.,militarymedicineandethics;militarylawandethics;psychology,history,orliterature).Hereisanexampleofapossiblecourseofstudy:SampleProgramofStudyandTimetoDegree

b.OtherCASdepartments,CWRUschools,oradministrativeoffices:ThisinterdisciplinaryMAutilizestheexpertiseinthisfieldalreadypresentatCWRU,drawingprimarilyfromthefacultyoftheCollegeofArtsandSciencesandtheSchoolofLaw.CASparticipatingdepartmentsandfacultyincludePhilosophy,ReligiousStudies,PoliticalScience,ArtHistory,andClassics.CWRUhasawell-establishedpositivereputationinMilitaryEthics,thankstotheworkofscholarssuchastheLawSchool’sDeanMichaelScharf(knownworldwideforhisvitalworkwiththeInternationalCriminalCourttoaidintheidentificationandprosecutionofwarcriminals)andCAS’sInamoriProfessorinEthics,ShannonFrench(whoseoriginalworkonwarriorcodesisnowcanoninthefieldandwhohasworkedfortheUSNavy,MarineCorps,andmostrecently,Armytodefineandeducateofficersandtroopsonwarriorvalues).TheCollegefacultyalsoincludesAnthonyJack,whohasco-authoredrecentworkwithFrenchondehumanizationandneuroethicsinamilitarycontextandco-presentedsessionsattwoofthemostprestigiousMilitaryEthicsglobalconferences,andawiderangeofexpertscholarswhooffercoursesthatcoverrelevanttopicsinmilitaryhistory,internationalrelations,humanrights,comparativereligionandevenwartimejournalism(fromthePulitzerPrizewinningProf.JimSheeler).CWRULawProfessorMaxMehlmanhasbecomeanexpertonmilitarybioethicsandwonanNIHgranttostudytheethicsofbio-enhancementinthemilitary.

In2010,theInamoriCenterhostedtheInternationalPeaceandWarSummit,whichhadparticipantsfrom15countriesandincludedCASfacultysuchasProfsLauraHengehold,GilbertDoho,JeremyBendik-Keymer;Engineering’sJimMcGuffin-Cawley;andmanyothers.Startingin2016,CWRUwillbecomethehostinstitutionforISME–theInternationalSocietyforMilitaryEthics.Inaddition,theInamoriCenterisamemberofCETMONS(ConsortiumonEthics,

c.Describeadministrativearrangementsfortheinitiative:ThisprogramwillbeadministeredjointlybytheCollegeofArtsandSciencesandtheInamoriCenter.ThedegreeandadministrativesupportwillbehousedintheDepartmentofPhilosophy.TheInamoriCenterDirector,togetherwithstaffsupportandacommitteeofCWRUfaculty,willalsohelpcoordinateeachyear’svisitingscholar,reviewofapplications,advisingofMAparticipants,andsupervisionofcapstoneprojects.

d.HowistheproposedinitiativeimportanttotheCASandtheinvolvedCASdepartments?ThisprogramincreasesenrollmentandgeneratesimportantnewtuitionrevenueinCASandtheinvolveddepartmentsandfocusesnationalinterestonauniqueprogramutilizingtheexpertiseoftheCollegeandthewideruniversity.Inparticular,thenewMAsupportsthecoremissionoftheInamoriCenterforEthicsandExcellenceinCAStopromoteethicalleadership.InstructioninMilitaryEthicsbenefitsmilitaryandpoliticalleadersandleadstobetter-informedcitizens/voters.MilitaryEthicscoversawideswathofglobalissuesinethics,includinghumanrights,humanitarianintervention,transitionaljustice,andthemoralfoundationsofsustainablepeace.Thiswouldalsotieinperfectlywiththeresearcheffortsofthecenterandcreatecohortsofgraduatestudentstoparticipateinandhelpadvancethatresearch.

e.WhatistherelationshipbetweentheproposedinitiativeandtheinvolvedCASdepartments’currentprograms(undergraduateand/orgraduate)?ThisprogramwilldrawfromcoursesalreadyinexistenceinseveralCASdepartments,suchasPhilosophy,PoliticalScience,ArtHistory,Classics,ReligiousStudies,etc.Preliminaryconversationswithfacultyhavetakenplace,butfurtherandmoreformalconversationsneedtobehadwiththeChairsofalltherelevantdepartmentstoseehowthisprogramcanintegratewithandbenefittheirexistingprograms.OurhopeisthattheMAwilldrawavaluablebutnotoverwhelmingnumberofadditionalstudentsintoCAScoursesthatwillbemostwelcomeandwilladdtothediversityofperspectivesinthoseclassrooms.ThereiscurrentlynograduateprograminthePhilosophyDepartment,fromwhichthemajorityoftherequiredcourseswilloriginate,sotheprogramwillnotdrawanyresourcesawayfromexistingprogramsbutmayprovidethestructureandimpetustobuildadditionalprogramsinthefuture.

f.WhatistherelationshipbetweentheproposedinitiativeandtheinvolvedCWRUschools’(non---CAS)currentprograms(undergraduateand/orgraduate)?ThisprogramwillincorporateaselectivescoursesfromtheSchoolofLaw,andhopefully,intime,theWeatherheadSchoolofManagementandtheSchoolofMedicine.Wehavehadanenthusiasticresponsefromtheco-DeansoftheSchoolofLawandhavediscussedthedevelopmentofnewcourseswiththeirfaculty.Theprogramdoesnotdirectlyoverlapanyexistingprograms,butitmaybeseenasanattractiveadditionalprogramtobringstudentstoCWRU,especiallyJDandLLMstudentswhocouldthenalsoacquirethisdistinctiveMAinMilitaryEthics.

a.Aretheresimilarprogramsinthestateaddressingthisneedandpotentialduplicationofprogramsintheregionandstate?NoneintheStateofOhio.Indeed,thisdegreeprogramisuniqueinthenation.

b.Employmentopportunitiesforgraduates:ThisMAwoulddemonstrateunique,specializedexpertisethatcouldeitherstandonitsown,beastepping-stonetoaPh.D.programinafieldsuchasPhilosophy(includingBioethics),PoliticalScience,History,Psychology,Sociology,orStrategicStudies,orlikelybepairedwithaLawDegree(especiallyonewithanInternationalLawfocus),ordualundergraduatemajorsintheIntegratedGraduateStudiesprogram.TheU.S.andCanadianmilitaryserviceacademiesthemselvesareaprimaryemploymenttarget,asthesubjectistaughtatalltheserviceacademies(RMA-Kingston,aswellasUSMA,USNA,USAFA,USMMA,USCGA,etc.)asarequiredcourse(over1,000studentsayearperacademy).Thesubjectisalsoofferedatmilitaryprepschools,schoolssuchasVirginiaTech,VMI,andtheCitadel,andbymanyROTCandnROTCprogramsnationwide.ItwouldalsohavecrossoverappealtoindividualsintherelatedfieldsofLawEnforcementandPeaceStudies/ConflictResolution,aswellastograduatesintendingtopursuecareersinmilitarylaw(JAGCorps)ormilitarymedicine.c.Whatarethenationalandinternationalcompetitiveprogramsandtheirresources?TheonlyMilitaryEthicsMAprogramswecouldfindintheUSinareonlineprograms,whichlackthedepth,prestige,andlegitimacyofatraditionaldegreeprogram.TheserviceacademiesprefertohavetheirPMPs(PermanentMilitaryProfessors)receivetraditionaldegreesatcivilianinstitutions,ratherthanrelyingononlineprogramsorcoursesattheWarColleges.TherearesomeMilitaryEthicsdegreesavailableinothercountries,butUSgovernmentfundedprogramswillgenerallynotpayfortuitionatnon-USinstitutions.TheproposedMAinMilitaryEthicsatCWRUwouldalsohaveastrongadvantageagainstanycompetition,duetothenationallyandinternationallyrecognizedscholarswhowouldbeinvolved.

V.Projectedenrollment

a.Defineexpectednationalandinternationalenrollmenttargetsoverafive---yearperiod:ThisMAprogram,uniqueinthenation,wouldprimarilybeaimedatindividualsinterestedinlearningmoreaboutthiscomplexacademicsubfieldthathasrootsthatreachbacktotheworkofGreco-Romanandmedievalscholarsbutisrecentlyresurgent,thanksinparttomediaattentiongiventoemergingmilitarytechnologies,suchasdrones.Itwillalsoappealtomid-rankmilitaryofficersfromallbranchesoftheservicepursuingagraduatedegreeinordertoachieveseniorrank.TheInamoriCenterhasfieldedinterestedinquiries(bothfromexternalpartiesandfromrecentandcurrentCWRUstudents)aboutthepotentialforsuchaprogramforyears,sothat,inessence,aneager“waitinglist”alreadyexists.

Over100flyersdescribingtheprospectiveprogramweredistributedatthemostrecentannualmeetingoftheInternationalSocietyforMilitaryEthics(ISME)attheU.S.NavalAcademyinJanuary2016andgeneratedenormouspositiveresponse.ThesameearlystagerecruitmenttacticwillcontinueattheupcomingmeetingoftheEuropeanchapterofISME,meetingatOslo,NorwayinMay2016.Theprogramisclearlydescribedasindevelopmentandnotacurrentoffering.Oneofthegovernorsofthe“PermanentMilitaryProfessor”programfortheNavyandMarineCorpshas,inresponse,proposedthatitmightbepossiblefortheirselectionprocessbecoordinatedtoprovideastreamofNavyandMarineCorpsofficerstothisprograminordertoqualifytofillexistingbilletsinthemilitaryserviceacademies,andforethicsinstructionintheFleet.ThecorrespondingU.S.Armypersonnelhaveexpressedsimilarinterestinutilizingthisnewresourcetoaddressthecurrentshortageofprofessionalexpertiseinethicsintheireducationalandtrainingsystems.Ourpreliminaryenrollmentestimatesare:

b.Describespecialeffortstoenrollandretainunderrepresentedgroupsinthegivendiscipline(s):WewillworkcloselywiththeOfficeofDiversity,Inclusion,andEqualOpportunitytotailorouroutreachandmarketinginordertoattractunderrepresentedindividualstothisprogram.Sincethisfieldisstillrelativelysmall,itoffersanexcellentopportunityforpersonsfromunderrepresentedgroupstoestablishinternationalreputations.Wealsobelieveitisimportantthatthedirectorofthisprogramwillbeawoman,aswomenarecurrentlyunderrepresentedinMilitaryEthics,andshecanserveasarolemodelforwomenenteringthefield.

VI.Resourcesrequired

a.Describetheavailabilityandadequacyofthefaculty,staff,facilities,andotherresourcesfortheproposedcurricularinitiative:Theprogramcouldbelaunchedwithcurrentfunding.TheVisitingScholarinMilitaryEthics(seebelow)positionwillinitiallybefundedbytheInamoriCenter,butmightinsubsequentyearsrequireadditionalfunds(andwillalternatebetweenDistinguishedandEmergingscholars).Itwouldalsohelptohaveapart-timeadministratororsomeofanotheradministrator’stimedevotedtothisprogram(e.g.20%timefromeitheranadministratorfromtheInamoriCenterorthePhilosophyDepartment).Ideally,incomefromtheprogramitselfcouldsupportthesepositions,ifthetimingworksandtuitionsharingagreementscanbearranged.

a.KarenThornton,theresearchserviceslibrarianforthePhilosophydepartmentsaidthatbasedonherinitialreviewofthelibraryresources,theexistingresourcesaresufficienttosupportthisdegreeprogram.Furthermore,shesaidthatitwouldbefairlyeasytoacquireadditionalresourcesifanywereneeded.However,theavailableresourcesarelikelycapableofsupportingthisprogramwithoutacquiringsupplementarymaterials.Apreliminarysearchofexistingonlineresourcesshowsthatstudentscurrentlyhavefullonlineaccesstoover300,000resourcestaggedunder“militaryethics.”MoreresourcesareavailablethroughdatabasessuchasJSTORandSocIndex.Furthermore,CWRUisassociatedwithoftheforemostjournalinthisfield,TheJournalofMilitaryEthics,throughtheInamoriCenterDirector(whoisanAssociateEditorofthejournal).MastersstudentswouldalsobenefitfromtheCETMONS(ConsortiumforEmergingTechnologyandMilitaryOperationsandNationalSecurity)andISMEconferences,someofwhichwillbeheldatCWRUandtheannualfalllawsymposiumhostedbyDeanScharfandtheCWRULawSchoolthatregularlybringsleadersinthisfieldtocampus.
