As part of the National Agency for Employment, the County Agencies for Employment (AJOFM) provide
employment services for the Romanian labour market, significantly contributing to the increase of the
number of employees.
Facing long walk-in office waiting lines and piles of printed paper, AJOFM sought to improve the
efficiency of the administrative procedures for both citizens as well as public institutions. Therefore
AJOFM needed a way to streamline operations and provide citizens with a higher quality of service.
Achieving immediate and flexible service delivery implied creating a dynamic and powerful web-based
platform.

The 5 AJOFM agencies increase the mobility of public services and
improve citizen experience with the government by providing
more transparent employment programs. Besides high cost and
time savings, the important advantage of the portal is that citizens
receive immediate and efficient service deliveries.
Compared to the conventional approach of
public institution services, AJOFM’s web-based
system empowers public servants and citizens
to interact in a more dynamic way.
The e-Government portal increases the value of
public services by allowing applicants to
complete tasks more quickly, discarding the
bureaucracy that spans over the entire network
of agencies. Besides its capability to completely
tailor its services to user needs, what broadly
defines the application is the transparency of
the entire administrative process and the high
flexibility due to its mobile access.
The tool’s interoperability provides efficient
internal and external control of the requests by
cutting down the number of journeys and
mailings, saving costs and staff time as well. By
offering accurate and updated public
information, alerts and data concerning
workplaces, the 5 employment agencies ensure
professional services and build a trustworthy
relationship with the users.
Focusing on making citizen service bureaus
more flexible, the portal ensures cost-effective
task fulfilment, increasing the social and
economic condition of the end-users.

Software Services Case Study
Starting with the consultancy and concept
architecture, iQuest developed an application
that provides self-service platforms for five
County Agencies in Romania: Sibiu, Satu-Mare,
Hunedoara, Dambovita and Vaslui, upholding
the shift towards a full set of e-Government
services.
The web-based system enables users to access
the portal from a device of their choice:
personal computer, mobile phones or one of
the new 43 touch screens installed at agency
locations. The app’s distinctive services target
several groups of users, guided and
counselled through nine units: My Account, e-
Urn, e-Info, Alerts, e-Scholarship, e-
References, e-Employment, Electronic Visa,
Control Panel.
By integrating the system with the text-to-
speech technology developed by iQuest, we
obtained a complex and user-centric platform
that eased the communication process with
end users.
The specialised modules have been developed
in an open source framework, to build an
interoperable, authenticated and secure portal,
by addressing all aspects of security including
people, processes, technology and content.
