Dear Ms. Helton:
Regarding Case No. 99-266, Joint Application of Jackson Energy Cooperative and Inter- County Energy Cooperative Corporation for a Revision to the Service Territory Boundary Between the Two Cooperatives, the Commission requested that:

Jackson Energy Cooperative (“Jackson Energy”) and Inter-County Energy
I I Cooperative Corporation (“Inter-County”) filed a Joint application on June 23, 1999 for
approval for a change in the electric territorial boundary between the two utilities.
Jackson Energy stated that Tim Ledford has requested a single-phase service for
~
his new home, which is located approximately 1 mile from Jackson Energy’s existing
I lines and within its service territory. No road exists between the existing lines and the
~
new home. Jackson Energy indicated that serving this new home will be expensive,
and service reliability could be affected due to the remote location and the lack of road
access. Inter-County has distribution facilities within approximately 1,800 feet of the
new home. The cost to serve the new home by Inter-County would be substantially
less. Jackson Energy and Inter-County agreed to revise the territorial boundary, so the
new home and any future growth in the area will be served by Inter-County.
Based on the application and being sufficiently advised, the Commission finds
that the proposed boundary changes will prevent wasteful duplication of facilities, avoid

unnecessary encumbering of the landscape, and- provide adequate and reasonable
service to the affected area.
IT IS THEREFORE ORDERED that:
1. The boundary change as agreed upon by Jackson Energy and Inter-
County is hereby approved.
2. Jackson Energy and Inter-County shall file within 30 days of the date of
this Order two copies of the affected topographic quadrant map reflecting the approved
boundary change and the signatures of Jackson Energy and Inter-County.

APPLICATION
The application of Jackson Energy Cooperative (JEC) and Inter-County Energy Cooperative
Corporation (ICECC) respectively shows:
1. JEC and ICECC are nonprofit membership cooperative corporations without capital stock,
duly organized and existing under K.R. S. Chapter 279, engaged in the business of supplying
electric energy to its member-consumers in the Kentucky counties of Breathitt, Clay, Estill,
Garrard, Jackson, Laurel, Lee, Leslie, Lincoln, Madison, Owsley, Powell, Pulaski, Rockcastle,
and Wolfe for JEC and Boyle, Casey, Garrard, Larue, Lincoln, Madison, Marion, Mercer, Nelson,
Rockcastle, Taylor, and Washington for ICECC.
2. The name and postal addresses of the Applicants are as follows:

3 . Copies of the articles of incorporation of JEC and ICECC are filed with the Commission.
4. Tim Ledford, a new consumer has requested single-phase service for his new home that is
located in the northwest corner of Rockcastle County and is within the JEC service
territory. JEC would need to extend their facilities approximately 1 mile north from the
existing lines through solid woodland and rough terrain. There are no roads or trails large
enough for truck access to areas that our lines would cross. Refer to Exhibit A. If JRC
were to serve this consumer, it would require a substantial contribution in aide to our
construction. The line extension would require extensive maintenance and service
reliability could be affected due to the remote location and the lack of road access.
5 . ICECC’s distribution facilities are within approximately 1,800 feet of the new residence.
There are existing roadways to the new residence and ICECC’s cost to serve this
residence would be substantially less.
6. The proposed territorial boundary revision was drawn with the consideration of any future
growth in the area of the new residence that could not be served economically by JEC.
ICECC can access this area and maintain it more economically.
7. JEC and ICECC have included ten (10) copies of this application and Exhibit A.

AGREEMENT BY THE PARTIES
E C and ICECC hereby agree to the territorial revision as indicated on Exhibit A to provide
economical service to the consumers who request service in the territory. We request the
Commission approve the revision to our boundaries.
