* Western Railway, Ahmedabad & Vadodara division were having the problem of
procourment of various components / products which are being manufactured
locally and railway was not aware of it. Due to SVDP thay got the local supplier. * ISRO was in search of CDM (Highly precision machining) facility since years, which
they got from MSE of Surat who was the participant of SVDP which was
organized specifically for ISRO.
* Indian Navy, Bhavnagar is requiring many items for war-ship. This institute is
bridging the gap between the Navy and MSEs of Gujarat.

*The special effort was made to call the sr. officials of purchase dept. of around 30

NVDP.

INFRASRTUCTURE
MSME-DI AHMEDABAD
MSME-DI Ahmedabad is housed in rented premises at Harsiddh Chambers,
Ashram Road, Ahmedabad on the 4th Floor. The total area of premises is 327.96
sq. mtrs. and the training hall in the basement with 168.98 sq. mtrs. The Office
is accommodated in the premises available on the 4th Floor whereas the part of Cellar is used for training purpose/meetings and the part is used for stores.

Information Facilitation Counter:
The Institute has made arrangement for a special Information Counter where an
Officer has been deputed to guide the visitors. Their names and the requirements are entered in the register. They are suitably guided and if
required they are sent to concerned Technical Officer for the required
information. The visitors are treated in humanitarian manner and with good
hospitality. Following arrangements have been made for dissemination of
information to the visitors and compilation of other data.
(1) Computer along with Printer has been installed at I.F.C.
(2) Suitable sitting arrangements have been made for visitors.
(3) Technical Magazines/Journals have been subscribed and are kept at IFC.
(4) Visitors‟ slip has been prepared. Visitors are referred to the Technical Officers for their requirements.
(5) Proper arrangements for drinking water have been made.
HELP DESK:
The thaught of facilating MSME entrepreneurs at the door step of their mother
institutes like association or chamber where they are more comfortable, by
establishing Help Desk was flooted to Gujarat Chambers of Commerce &
Industries, Ahmedabad. This thaught was well recived by GCCI and this institute
has provided them all basic information and help to establishe the Help Desk.
MSME-Help Desk is inaugurated at the Gujarat Chamber of Commerce, Ahmedabad by then Honorable AS & DC Shri Madhav lal on 17.12.2010. The
detailed datas of help provided by GCCI MSME Helpdesk to entrepreneurs, is
given in the Annexure-I
By seeing the success of MSME Help Desk at GCCI Ahmedabad, Vadodara Chambers of Commerce & Industries was motivated to replicate the Help Desk
for the benefits of entrepreneurs of Vadodara and is successfully implemented at
Vadodara Chambers of Commerce & Industry, Vadodara. The detailed datas of
help provided by VCCI MSME Helpdesk to entrepreneurs, is given in the
Annexure-II
Training Hall
The Training Hall is located in the basement with an area of 168.98 sq. mtrs.
The hall has been totally renovated and carpeted with 3 A.Cs of 2 Tons each,
Tables & Chairs for the Dias. Regular Training programme on CAD/CAM in
collaboration with IGTR are also conducted.

SENET/TRC
A Technology Research Centre (TRC) has been established in the SENET to disseminate information on Modernization, Technology Upgradation, Web
addresses of Technology Providers & Technologies available with them,
Addresses of Machinery and Raw Material Suppliers, Quality Standards,
Addresses of Consultants etc. Generators of Technology can also avail this
forum for dissemination of information about their activities.

Library
The Institute is having its own Library with more than 2069 books on
all trades viz. Mechanical, Chemical, Electrical, Electronics, Glass &
Ceramics, Food, Metallurgy, Leather, Metal Finishing, Plastics, Rubber etc.
Important Technical Magazines and Journals are subscribed for updation of
knowledge of officers and to know the recent technological developments
taking place world over.
More than 1000 Project Profiles are available on different products of all trades. Updated Project Profiles are also available in the Library.
Entrepreneurs can refer technical books and journals from the Library.
The Institute is also having Hindi Cell to promote and encourage officers and staff to work in Hindi. There are 834 books available in the Library.
New/updated project profiles are provided to the entrepreneurs for getting
first hand technical information about the product to set up SSI units.
Literature/Booklets /Brochures/Policy Matters are also supplied to the visitors on request
Branch MSME-DI, Rajkot
The Branch MSME-DI, Rajkot is situated at 3rd Floor, Annexe Building, Amruta (Jasani), Building Premises, M.G. Road, Nr. Girnar Cinema, Rajkot-360001 in a
rented premises. The Branch Institute is headed by Dy. Director I/c. with
supporting staff in Mechanical trade. It provides similar services to the
entrepreneurs and small scale units of the Saurashtra region.

Br. MSME-DI, Silvassa :
The Branch MSME-DI, Silvassa was established during Feb., 1984 at Masat
Industrial Estate.Silvassa is the part of Union Taritory of Dadra & Nagar Haveli.
The Workshop is also attached to Br. MSME-DI, Silvassa,having an area of

228.46 sq. ft. The Branch Institute has also been renovated. A Computer along
with UPS and Printer with Modem facility has been installed. The branch insitutte
have well equipped training hall.

CHAPTER-3
STATUS – GUJARAT STATE
Gujarat is one of the progressive industrial States on the map of our country.
The State has a very wide industrial base comprising of large, medium and small
scale units spread over the whole State & actively engaged in the manufacturing
activities. Most of the establishments are doing good business even in the
recession period. A number of important Public Sector Undertakings, State
Undertakings and Departments are effectively operating in the State. Gujarat
accounts for about 20% of India‟s export with a strong presence in various
sectors like Dyes & Intermediates, Chemicals, Pharmaceuticals, Textiles and
Engineering products. Gujarat is poised to substantially increase its share in
total exports with the completion of 10 more Ports in Joint & Private Sector.
There exists a wide network of infrastructure for the industries. There are 26
Districts in the State of Gujarat which are well connected by road and rail with
the neighbouring States and 22 Districts are connected by broad gauge railway
lines to big cities like Bombay, Delhi, Jaipur, Bhopal, Indore etc. The meter
gauge lines especially in the Saurashtra region are being converted into the
broad gauge.
The cities with major concentration of small scale units are Ahmedabad, Baroda,
Rajkot, Bharuch, Surat, Jamnagar, Mehsana, Bhavnagar, Surendranagar,
Banaskantha, Sabarkantha, Valsad etc. There are number of Industrial Clusters

During the year 2012-13, MSME-DI, Actively involved in implementation of the
various schemes under NMCP. It has assisted NPC and NID for implementation of two
schemes viz. 1) Lean Manufacturing Competitiveness Scheme and 2) Design Clinics
Scheme.
To create awareness among MSME sector of Gujarat, we have given presentation
on schemes across the state and motivated association so as to take the maximum
benefits by this vibrant sector, during the year. Where ever NPC & NID found any
difficulty, official of DI has intervene and seen that the deadlock is resolved. This has
resulted in the better performance of the schemes. The scheme vise performance is as
follow:
1) Implementation of Design Clinic Scheme at Gujarat :
Assisted the NID and Indian Textile Accessories & Machinery Manufacture Association
in organizing the Workshop of Design Clinic. Further we requested the NID & design
consultant to visit the participating enterprises and to explain on their shop floor-
about the possible design intervention. The suggestion was well accepted and design consultants visited the participating enterprises and given the on the spot design
solution were ever it was possible and also explained the major design intervention
along with its benefits.
Assisted to NID and Textile M/c Cluster to organize the Design Work Shop at Surat. The detailed status of design Clinic schemes in Gujarat is given below.

(3) Support for Entrepreneurial and Managerial Development of SMEs
through Incubators :
Following Five business incubation centers have been established in the state.
Various proposals have been submitted to O/o DC(MSME) by these centers. This
institute is assisting in motivating the prospective incubatee and selecting the
proposals of them.

(4) Building Awareness on Intellectual Property Rights (IPR) for MSME :
The IP facilitation center has been established at Gujarat Council on Science and

CII in creation of awareness among MSME sector of the state. The details of quarterly

MSME-DI FOCUS & ACHIEVEMENTS
Technical Support
The Institute has been providing technical information and support to the
existing units and basic information to new entrepreneurs for starting micro & small scale units in the State of Gujarat and Dadra & Nagar Haveli. Technical
officers are providing information at the Institute as well as at the premises of

Appraisal Reports
MSME-DI is rendering technical support to Banks and DICs in the preparation
of project reports and appraisal reports for which Institute charges 0.5% of the amount of project cost subject to maximum Rs. 5,000/- for financial
assistance from the Bank or for the purpose of availing cash subsidy from the
State Govt.
Capacity Assessment Reports
Capacity assessments of MSE Units are being carried out on the request from
DICs especially for the scarce raw materials. On the basis of the assessment
report, the unit gets the required quantity of raw materials from various
sources. MSME-DI is charging Rs.750/- as consultancy charges for joint capacity assessment with the officers from DICs.

Training Support
The micro & small scale sector in the State of Gujarat is manufacturing variety of items and catering to the needs of the Consumers, Medium /Large Sectors and
other establishments. It is also contributing significantly in the Export Market.
Small Scale Sector offers a great potential for the employment. However, with
the changing scenario with reference to the implementation of liberalization and
globalization policy, small scale sector is facing tough competition for survival.
In order to gear up with the global market , there is a need for the small scale sector to improve upon the product design, quality, productivity, cost
competitiveness, better packaging, energy conservation, waste minimization
etc.
In order to help the industry, MSME-DI has been disseminating knowledge and information with the help of various agencies by organizing training
programmes, Workshops, Seminars etc. During the year, MSME-DI Ahmedabad

has organized following programmes for promoting new enterprises and
development of MSE Sector in the State of Gujarat:
A. Industrial Motivational Campaign for Entrepreneurship Development
124 Industrial Motivational Campaigns were organised during the year 2012-13
in Gujarat and UT Daman & Diu and Dadra & Nagar Haveli as per the Targets
allotted. These programmes organised at Engineering Colleges, Polytechnics and I.T.Is.

B. Entrepreneurship Development Programmes
As per the target, 38 Entrepreneurship Development Programmes of three
weeks duration were organised during the reported year 2012-13. Out of 38 programmes, 04 for General and 12 for ST, 14 for SC (Non-Stipendiary), 04 for
SC,03 for ST,01 for Woman & PH (Stipendiary). Total 850 participants attended
the programmes.

D. Entrepreneurship & Skill Development Programmes
92 Entrepreneurship & Skill Development Programmes were organised during
2012-13 as per the target by MSME-DI, Ahmedabad, Br. MSME – DI, Rajkot and Br. MSME – DI, Silvassa. The programmes were of six weeks duration. Total
2016 participants attended the programmes.
Out of 92 programmes, 05 for General and 36 for ST, 25 for SC (Non-
Stipendiary), 11 for SC,11 for ST,04 for Woman & PH (Stipendiary). Total 2016
participants attended the programmes.

MSME – Development Institute, Ahmedabad executed MoU with Indo German Tool Room during 2003-04 to conduct CAD/CAM training courses at MSME-DI
Cellar on various topics of CAD/CAM such as (a) Master CAM (b) Ideas (c)
Unigraphics (d) Pro-e (e) Auto Cad (f) MDT & CNC programming and other
software with or without practical exposure.
The primary objective is to impart quality education and training to
students/trainees in tune with latest trends in the CAD/CAM, conduct
examinations and to award certificates to the successful candidates. It also aims
at carrying out other similar activities and provides services which will increase
skill, potential, job opportunities, productivity and entrepreneurship capability of an individual on mutual agreement.
ACHIEVEMENTS OF MSME-DI, AHMEDABAD
UNITS ASSISTED FOR CLCSS:
During the year 2012-13 following enterprises were assisted for subsidy under CLCSS:

Proposal for inclusion of machineries / technologies under CLCSS for the benefits of
Diamond Industries was submitted to O/o DC(MSME)
Canera Bank, Ahmedabad has been assisted for clarification on the issues related to
the technology, under CLCSS.
EDUCATING SME ASSOCIATION ABOUT VARIOUS SCHEMES OF MINISTRY OF
MSME MEANT FOR MSE
To boost up the development of MSEs in the country various schemes
satisfying various needs of the SME sector have been introduced by office of DC,
MSME under –
1. Scheme of DC, MSME, New Delhi
2. Scheme under NMCP
To create the awareness among SME of the State as well as officials of
Industries Commissioner & District Industries Centre along with office bearers of
various SME associations and Chamber of Commerce & Industries, this institute
has prepared the power point presentation on various schemes and presentation
has been made on various platforms during the various seminars and
programmes. The senior officers of Industries Commissioner and GM, DICs of

the State were also educated by power point presentation on the schemes twice
during the year. Total 30 presentations were made across the Gujarat by
this institute educating hundreds of SME entrepreneurs, Govt. officials
and office bearers of SME Associations and Chamber of Commerce &
Industries.
PROGRAMME ON PACKAGING FOR EXPORTS
One programme on Packaging for Food Industries was organized in association
with Indian Institute of Packaging, Mumbai at Ahmedabad on 05.03.2013. The
purpose of organizing such programme is to create consciousness about the
packaging, to educate the MSME entrepreneurs about scientific packaging
techniques, to improve packaging standards, to enlighten latest design of
packaging etc.. Total 20 participants were attended. The programmes was
coordinated by Shri P.J.Sangai, DD (Food), MSME-DI, Ahmedabad.
Single Point Registration Scheme
MSME-DI, Ahmedabad alongwith the Branch MSME-DI, Rajkot and Silvassa
helped the small scale units by registering with NSIC under the Govt. Stores
Purchase Programme. During the year following number of units were
recommended for registration with NSIC:

The awareness on the procurement policy declared by GOI, makes compulsory for

PROCEEDINGS OF STATE LEVEL VENDOR DEVELOPMENT PROGRAMME ORGANISED ON 26.12.2012 AT SOUTHERN GUJARAT CHAMBER OF COMMERCE
& INDUSTRIES, SURAT WITH INDIAN SPACE RESEARCH ORGANISATION –
SPACE APPLICATION CENTRE, AHMEDABAD.
Through the public procurement policy it has been made mandatory for the
Central PSUs in the Ministries to procure minimum 20% from Micro & Small
Enterprises, by Govt. of India. The Indian Space Research Organisation - Space
Application Centre, Ahmedabad is looking for expanding their vendor base for satellite
and the ground facility they need and in this endeavour they need support from micro
and small enterprises of Gujarat State.
To create awareness about the requirement of ISRO, their vendor registration
process and the technology ISRO want to transfer to industry alongwith its creative
awareness about the public procurement policy of Govt. of India among micro and

small enterprises of Southern Gujarat, the State Level vendor Development
Programme was organised by MSME-DI, Ahmedabad at Southern Gujarat Chamber of
Commerce & Industry, , Samruddhi Building, Nanpura, Surat on 26.12.2012 in
association with Southern Gujarat Chamber of Commerce & Industry, Surat Engg.
Vikas Association, Institution of Engineers (India) and Indian Space Research
Organization, Ahmedabad.
Shri Hetal Mehta, President, SEVA and Executive Committee Member, SGCCI,
welcomed the Scientist of ISRO, bank officials, officers of MSME-DI, Ahmedabad and
the participants of the programme. In his welcome address he narrated about the
scenario of MSME sector of South Gujarat and urged ISRO officials to share information
about their requirement and also on the technology which they want to transfer to
MSME sector.
Shri S.R. Desai, Chairman, Institute of Engineers (India), South Gujarat local
Centre, Surat, addressed the gathering by discussing on the engineering strength of
MSME sector of Southern Gujarat.
Shri K.H. Shah, Dy. Director(Mech), Br.MSME-DI, Rajkot presided over the
function. He urged the participants to grab the opportunity and to enter into high-tech
area through which they can modernise themselves.
Shri Y.P. Rana, Head, Technology Transfer and Industry Interface, Indian Space
Research Organisation – Space Application centre, Ahmedabad, presented the present
requirement of ISRO and the future plan of ISRO alongwith discussing the expectation
of ISRO from the micro and small enterprises of the region. In his detailed power point
presentation he also discussed the technology which ISRO can provide to MSME sector
for its societal benefits. Shri Dhruv, Scientist, ISRO-SAC, Ahmedabad presented on
the engineering side requirement of ISRO followed by presentation by Shri Singh,
Scientist of ISRO, Ahmedabad on the requirement of mechanical engineering followed
by one more presentation on the electronic and IT requirement of ISRO.
Shri P.N. Solanki, AD(Met), MSME-DI, Ahmedabad made power point
presentation on DC(MSME) schemes including NMCP schemes. This was followed by
presentation by Shree Deepakkumar, Senior Vice President, Canbank Factor, Canara
Bank, Ahmedabad on factoring service of Canbank Factor. Shri C. Chenrayan,
Divisional Manager, SME-Sulabh, Canara Basnk, Surat presented on the various
schemes and the assistance Canara Bank offering to MSEs.
The presentation was followed by question answer session. Many questions and
queries were raised by the participants which were satisfactorily answered by the
faculties. Shri Mayank dalal, Hon. Secretary, Surat Engineering Vikas Association and

To create awareness about the requirement of Western Railway, their vendor
registration process and the expectation of Railway from micro & small enterprises and
also to create awareness about the public procurement policy of Govt. of India among
micro and small enterprises, the State Level vendor Development Programme was
organised by MSME-DI, Ahmedabad at Naroda Industries Association, Naroda, on
14.12.2012 in association with Naroda Industries Association and Western Railway,
Ahmedabad.
Shri Rayjibhai Patel, President, Naroda Industries Association, Ahmedabad
welcomed the dignitaries and the participants. He congratulated the MSME-DI,
Ahmedabad for the initiative taken to educate the MSEs about the requirement of
Indian Railway, their purchase procedure and vendor registration process. He further
appreciated MSME-DI, Ahmedabad about creating awareness on the public
procurement policy of Govt. of India.
Shri Arvind Patwari, Director, MSME-DI, Ahmedabad delivered key note address.
In his address he detailed the public procurement policy and informed the participants
that public procurement policy has opened up a huge market for micro and small
enterprises. While citing the example of market opened up for MSEs he shared the
information with participants that Indian Railway is procuring materials worth Rs.
30,000 crores in a year and 20% of 30,000 crores is Rs. 6000 crores. He urged the
participants to develop the various parts, components, product and services being
required by Indian Railway, He asked the participants to develop their capability in
terms of Quantitative & qualitative ability and to participate more and more in the
procurement process of Indian Railway.
Shri Mahesh Jethmalani, Divisional Materials Manager, Western Railway,
Ahmedabad Division, Ahmedabad made the detailed power point presentation on the
vendor registration process, purchase procedure of Railway in his presentation. He also
gave details of various items/component & parts being purchased by railway. Shri B.
Sridhar, Divisional Manager, Canara Bank, Ahmedabad and his team made power point

enterprises.

in association with Confederation of Indian Industries & Rajkot Engineering Association.
Welcome address was given by Shri Nitin Santoki, Chairman, CII, Western
Gujarat General Council, Rajkot. In his welcome address he deliberated the scenario of
MSE sector of Saurashtra region in general and Rajkot specifically. He thanked MSME-
DI, Ahmedabad for taking the initiative to educate the MSE about the public
procurement policy and also thanked ISRO for educating MSEs about their requirement
and technology ISRO can transfer to MSEs.

procurement policy and how it is going to help micro and small enterprises for their
growth.

registration process, ISRO‟s future plan, emerging requirement of ISRO and the
technology which ISRO wants to transfer to MSE.

Manager, Canara Bank, Ahmedabad by the officer of Canara Bank, Rajkot and
Ahmedabad on various assistance being provided by Canara Bank to micro and small
enterprises.

Western Railway among MSEs and also about public procurement policy of Govt. of

Programme was organised by MSME-DI, Ahmedabad at Western Railway, Vadodara
Division, Vadodara on 22.1.2013 in association with Federation of Small Scale
Industries, Vadodara.
Shri Navnit Patel, President, Federation of Small Scale Industries, Vadodara,
welcomed the dignitaries and the participants. In his welcome address he cited
number of examples of successful supply made by the micro and small enterprises of
Vadodara Region to Railway and he further urged the participants to develop their
enterprises to the extent to become capable enough to become vendor of Railway. He
also impressed upon the participants to take the maximum benefit of various
assistance provided by bank, Govt. of India, and the state Govt., to the micro and
small enterprises for the development.
Shri Arvind Patwari, Director, MSME-DI, Ahmedabad discussed about the public
procurement policy. In his address he shared some of the successful stories of how

micro enterprises could develop parts/spares for various PSUs which were earlier
imported and now supplied at lower cost and of the same quality standard.
Shri Ismail Saifi, Senior Divisional Materials Manager, Western Railway, Vadodara
Division made detailed power point presentation on the procurement process being
followed by Western Railway, Vendor registration process and items being
purchased by Railway.
Shri S.R. Doddappagoudar, Dy. General Manager, & Zonal Manager, Bank of
India, Vadodara delivered a detail talk on how banking sector can help MSEs and the
various schemes being offered by Bank of India to MSEs.

taken to Western railway workshop at Vadodara where they have seen various
components particularly engineering components being used by Railway and they
discussed about the technology with Shri Mahesh Rajput, chief Workshop Manager,
Western Railway,Vadodara.

INDUSTRIES, BHAVNAGAR IN ASSOCIATION WITH INDIAN NAVY, BHAVNAGAR & CONFEDERATION OF INDIAN INDUSTRIES

Enterprises, by Govt. of India.
To create awareness about the requirement, vendor registration process of
Indian Navy and also to be aware about the public procurement policy of Govt. of
India among micro and small enterprises, the State Level vendor Development
Programme was organised by MSME-DI, Ahmedabad at the Hall, Saurashtra Chamber
of Commerce & Industries, Bhavnagar on 23.3.2013 in association with Indian Navy,
Bhavnagar and Confederation of Indian Industries.

Shri Jatin Thakkar, Past Chairman, CII, Western Gujarat Zone welcomed the
participants and dignitaries. Shri Thakkar congratulated MSME-DI, Ahmedabad and
the CII for organizing such a useful programme for the benefit of MSEs of Bhavnagar.
Commander Ripon Paul, Officer Incharge, Warship Overseeing Team, Indian
Navy, Bhavnagar shared the detailed information about the various items being
procured by Navy, Procurement policy and vendor registration process. He cited
various examples of difficulties being faced by them in procurement of spares and
components from Bhavnagar region. By sharing this example he informed the
participants that various ships of Navy requires large quantity of galvanised pipe.
Since there is no facility of galvanizing of pipe at Bhavnagar the entire load need to
send to Vadodara through road transport which consumes time and increase the cost.
He shared the information with the participants that the Navy especially in Gujarat
requires material worth for approximately 1000 crore. He further informed that the
Navy has given ship building to M/s. Pipavav Defence & Offshore Engg. Co. Ltd.,
Pipavav, Bhavnagar. Discussing the item required in the ship building he informed
the participants that one ship nearly requires almost one lakh items. He urged the
participants to help the Navy by supplying various components and spares needed by
the Navy.
Shri Avikshit, President, New Project, M/s. Pipavav Defence & Offshore Engg. Co.
Ltd., Pipavav, detailed to the participant about the various items they are looking for
from the MSEs of nearby area. He gave an offer to the participant to visit their
manufacturing facility to see the items they procure and the services they need
practically so that they can develop the product and the services to become a vendor
of Pipavav Defence & Offshore Engg. Co. Ltd.

urged the participating MSE to develop the product and service being required by
ONGC.

and the benefits MSE sector will have through the public procurement policy. While
discussing the gap between the vendor and the vendees he cited the examples of ISRO
how they got the specific requirement from the MSE of Surat and how the MSE got
benefitted by becoming vendor of ISRO. He cited some of the example of the products
which are being required by ONGC which can be developed by MSEs.
Shri Bhattacharya, Dy. General Manager (Materials Management), ONGC, Surat
presented in detail the requirement of ONGC alongwith technical specification of
different spares, vendor registration process and procurement procedure. He also
shared the information about the product and services which they need from the local
MSEs. He assured the participants that ONGC, Surat can assist the MSEs by providing
technical information and even the samples so that MSE can develop a product for the
ONGC.

ORGANISED AT VADODARA FROM 14-18TH FEBRUARY, 2013.
During the year 2012-13 a Gazette Notification has been issued by the
Government of India titled „Public Procurement Policy‟ through which it has been made
mandatory for Central PSUs and Ministries to procure minimum 20% from Micro &
Small Enterprises. Gujarat is having around 500 large scale enterprises consisting
Public Sector as well as Private Sector. These large scale enterprises needs
components, spares, finished and semi-finished products alongwith various services.
The MSME sector is capable enough to produce spares, components, finished and semi-
finished products required by large scale sector efficiently and at a lowest possible
cost. If the MSME sector and the large scale sector are brought on one platform where
they can exchange information about the capability, requirement and the future plan, a
win-win situation can be created through which both the sector can prosper. To
understand each other‟s requirement and the capability, exhibition is one of the best
models. To fulfill these objectives and also to create large market for the MSME sector,
National Vendor Development Programame-cum-Industrial Exhibition titled Mega
Industrial Exhibition-Vibrant VCCI 2013 was organized in association with Vadodara
Chamber of Commerce & Industry at Navlakhi Palace Ground, Vadodara from 14-18th
February, 2013.
381 enterprises exhibited the products and the services in this Exhibition.
Separate pavilion was made in which 35 PSUs and Govt. Organizations have
participated in this Mega Industrial Exhibition. Around 80,000 visitors visited the
Exhibition including a team of senior officials from PSUs like Gujarat Refinery, ONGC,
Western Railway, Indian Air Force & Indian Navy. The Exhibition was inaugurated by
Smt. Anandiben Patel, Hon‟ble Minister for Revenue,Draught relief,Land
Reform,Rehabilition & Reconstruction and Urban Development, Govt. of Gujarat on 14th
February, 2013. She congratulated the organizers for organizing such important
events for the mutual benefit of industries. She further suggested that this type of
exhibition should organize periodically for the larger interest of the industries. While
discussing the State Govt. initiative for the development of industry, she briefed the
outcome of Vibrant-2013 organised at Gandhinagar during the month of January. The
inaugural session begins with the welcome address by Ms. Abi Sabawala, President,
Vadodara Chamber of Commerce & Industry. His Highness Ranjithsinh Gaekwad,
Gaekwad State, Vadodara also blessed the occasion alongwith Collector, Vadodara and
other dignitaries.

On 15.2.2013, there was a separate seminar, organized by Chartered Accountant
Forum of Vadodara on Finance to MSME. Shri Arvind Patwari, Director, MSME-DI
chaired the seminar. Shri P.N. Solanki, Assistant Director, MSME-DI presented the
PowerPoint presentation on DC(MSME) Schemes as well as presentation on Delayed
Payment Act. Around 200 participants took benefit of the seminar.

A special effort was made to collect the data of the MSEs who have interested in
PSU and large scale to become their vendor. 650 MSEs are registered and their data
are compiled in excel sheet. MSME-DI is in process of providing the information to
PSUs with a request to assist interested MSEs in becoming their vendor. The details of

Under the Incentive Scheme of ISO 9000/14001 total 398 applications from
MSEs received and total 353 applications were disbursed and total amount of
Rs. 2,47,54,300/- was reimbursed under the Plan Scheme during 2012-13.
NATIONAL/INTERNATIONAL PRODUCT CERTIFICATION UNDER
INCENETIVE SCHEME OF DC (MSME)
Under this Incentive Scheme total 117 applications from MSEs received and total
87 applications were disbursed and total amount of Rs. 74, 66,720/- was
reimbursed under the Plan Scheme during 2012-13.
STRENGTHENING OF LIBRARY
MSME-DI Ahmedabad is having its own library with 2903 books on different
subjects viz. Technical, Management Development, Quality Improvement, BIS
Standards, Reference Books etc. In the Library Section, 834 Hindi Books are
also available. The Institute is also purchasing monthly magazines and journals
to upgrade the knowledge of the officers and to provide the latest information to
the visitors/industry. Visitors are allowed to refer Technical Books and Journals
from the Library. The details of expenditure incurred towards purchase of
Journals and Magazines are given below:

HINDI PROMOTION
The officers and staff worked with interest and enthusiasm to promote the use of
Hindi in the day-to-day activity of the Institute. All the officers and staff have
good working knowledge of Hindi. The correspondence in Hindi during the year
was 1497, which accounts 37.54% of the total correspondence in Hindi and

CONCLUSION
The Institute has significantly contributed towards the promotion and
development of MSME Sector in the State of Gujarat through its programmes
and activities both in the developed and backward regions. The Action Plan
Targets like Motivational Campaign, ESDP, EDP & MDP were achieved during the
year. Inspite of shortage of Officers and staff, it made all out efforts to
complete the Action Plan Targets allotted by DC (MSME).
In view of the advertisement given in the local newspaper, the Institute received
very good response for different types of courses and programmes. Course
material as a base reading material was also provided to EDP/MDP trainees and
also technical literature/papers were provided to the participants during the
Seminars/Workshops etc. The programmes organized during the year were
grand success and all the participants have been benefited at large.
In some of the schemes, Institute have exceeded the targets set by O/o.
DC(MSME).
The Institute has motivated various SME Cluster for cluster development and as
a result some of the clusters have taken up various developmental activities.
The proposals for CFC of various clusters are at different stage. The institute has
equally supported NID and NPC for imlimentation of Design Clinic Scheme and
Lean Mfg Scheme, respectively. Institute has well supported to various
Industries Association as well as Chambers of Commerce & Industries of the
state in their efforts of development. Institute extended services to state
Directorect of Industries and other state agencies for the development of MSME
sector.
During the year 2013-14, MSME-DI, Ahmedabad wish to do more services to
MSME sector for their development and to contribute in the development of our
country.
