Executive Summary
Two months into its humanitarian response to the earthquake of 25 April 2015 (and the second major earthquake of 12 May), Caritas Nepal organised a reflection to examine progress and to identify the next steps to support the recovery of the affected population, with a view to laying a foundation for a long-term, fuller recovery.
This Real-Time Reflection (RTR) took place in Dhulikhel on 18-19 June, with participation of 44 staff from Caritas Nepal national office, eight district teams, local partners and representatives from Caritas member organizations including CAFOD, Caritas Australia, Caritas Austria, Caritas Bangladesh, Caritas Germany, Caritas India, Catholic Relief Services and Cordaid.
Facilitated by Amy Anderson, CRS Humanitarian Response Department and Fr. Lawrence Maniyar, S.J., the Real-Time Reflection employed a participatory methodology to promote shared learning and enable programme management and staff to collect information, learnings and insights. The group formulated recommendations that maintain and reinforce existing areas of strength, and adjust strategies, focus and activities in order to improve performance on elements of concern.
The first day provided an overview of the massive aid efforts carried out by the Caritas network, Caritas Nepal and local partners in Nepal. Acknowledgement and recognition was given to this demonstrable display of the utmost commitment and solidarity shown by the Caritas family and the people of Nepal. Group work highlighted the main strengths, opportunities and recommendations that could be attributed to or derived from the first eight weeks of help delivered to the people so deeply affected by the earthquakes.
The second day prioritised six areas identified by the previous day’s work on strengths,
opportunities and recommendations and led to the drafting of action plans to pave the way for finalising the rapid response phase and the initial recovery effort. Detailed action plans including persons responsible, support needed and deadlines were formulated for 1) capacity building, 2) CN structure & staffing, 3) Programmatic considerations, 4) Beneficiary participation, 5) Resources and 6) CI Network Coordination (see pp. 12-15). Additionally, sister Caritas in consultation with Caritas Nepal discussed and agreed the next steps to address the external support needs for the coming two to three months (see pg. 16).

1. Introduction
A 7.8 magnitude earthquake struck Nepal just before noon on Saturday, 25 April 2015. Approximately 8 million people were affected, and 2.8 million still need humanitarian assistance1. More than 8,800 people were killed and over 22,000 injured2. There has been extensive damage to homes, buildings, communication lines, infrastructure and water supply. The earthquake caused full damage to 594,000 houses and partial damage to 280,000, emphasizing the need, not only for emergency shelter, but also for longer-term housing3.
Bolstered by an outpouring of generosity, solidarity and prayers from the international Catholic community, Caritas Nepal with coordination support from Caritas Australia, sister Caritas agencies and local partners have been responding since 25 April to meet the immediate needs of thousands of families in 14 of Nepal’s hardest hit districts. This response has included food aid, temporary shelter, emergency living supplies, safe water and hygiene kits and medical and psychosocial support. To date, Caritas has reached over 260,000 of the most affected and marginalised people with aid4.
As the response neared the two-month mark, Caritas Nepal felt the need to organise a reflection to examine progress to date and to identify the next steps to support and maximise the impact of the recovery of the affected population, with a view to laying a foundation for a long-term, fuller recovery.
The Real-Time Reflection (RTR) took place in Dhulikhel on 18-19 June 2015, with participation of 44 staff from Caritas Nepal national office, eight district teams, local partners and representatives from Caritas member organizations including CAFOD, Caritas Australia, Caritas Austria, Caritas Bangladesh, Caritas Germany, Caritas India, Catholic Relief Services and Cordaid.
The RTR enabled participants to share experiences and discuss the first phase of the emergency response, with a specific aim to:
Reflect on achievements and challenges in the first stage of the emergency response
Discuss needs and gaps in current emergency response & recovery programming
Identify programmatic and management recommendations to support ongoing improvement in the relevance, appropriateness, effectiveness, coordination (internal and external), and connectedness of the Caritas emergency response.

Caritas participants were lead through the reflection by Amy Anderson, CRS Humanitarian Response Department and Fr. Lawrence Maniyar, S.J. to achieve these objectives. Melville Fernandez and Eleanor Trinchera of Caritas Australia, as well as John Coughlin of Caritas Internationalis formed part of the Steering Group to provide input as the reflection and planning event progressed. Several key reflection questions (see attached TOR) formed the basis for discussion.

2. Background
Nepal is a country that has experienced recurring natural disasters and civil conflict in recent years, and has high levels of poverty. An expression of the Catholic Church in Nepal, Caritas Nepal has been serving the communities for over twenty five years. In this context, Caritas Nepal has been managing programmes in relief work, education, other assistance to the refugees, agricultural programs, peace building and matters related to women and children.
Since the 25 April earthquake, much of the development work has been suspended, and most Caritas Nepal staff have been devoted to responding to the earthquake. Caritas Nepal has assumed its role as lead agency and has been coordinating with many Caritas member organizations who have arrived in country in support of the national Caritas, including Caritas Australia, Caritas Austria, Caritas Germany, Caritas India, Caritas Switzerland, CAFOD, CRS and Cordaid.
Based on Caritas Nepal’s needs in responding to the disaster, a coordination structure was established during the rapid response phase.
Staff from Caritas Nepal and CIMOs have also taken part in the UN cluster systems in the sectors of shelter, logistics, early recovery, food security, health, WASH and protection.

3. Methodology
The methodology employed in this Real-Time Reflection was based around the Real-Time Evaluation approach in which the actors directly involved in a programme are invited to look back on achievements and challenges, after a few weeks of implementation. This participatory methodology aims to promote shared learning and enable programme management and staff to collect and share information, learnings and insights, which inform recommendations that maintain and reinforce existing areas of strength and adjust strategies, focus and activities in order to improve performance on areas of concern.
Leadership from Caritas Nepal, field staff and local partners, national office staff, and CIMO staff present in country were invited to participate in the RTR event.
After constructing personalised timelines of their responses to the earthquakes, all targeted district teams shared their experiences of the first seven weeks following the first massive earthquake of the 25 April. This sharing of experiences attempted to capture not only the practical achievements of the programme, but also the human side of Caritas’ work and contact with those who had suffered due to these devastating shocks.

4. Progress Achieved
OPENING The morning mass was held by Honourable Bishop Emeritus Anthony Sharma, and President of Caritas Nepal. He warmly welcomed all and thanked people for coming here to contribute to the relief effort.
Later Honourable Bishop Paul Simick inaugurated the meeting. He began with an opening prayer and a brief inspirational talk on how we all got into the mode of emergency relief and he acknowledged the great work of Caritas Nepal in reaching a large number of households in 13 of Nepal’s most affected districts. Fr. Pius Perumana, executive director of Caritas Nepal gave an overview as well as shared objectives and ground rules of the reflection event. John Coughlin of Caritas Internationalis emphasised that the RTR is a good platform for learning and sharing.
To set the context, Manindra Malla, CN Head of Programs and Team Leader for Emergency Operations gave an overview on the response made to date.
ACHIEVEMENTS During the time of reflection, a number of themes emerged during the discussions as to the achievements made since the beginning of the response to the earthquakes. Here are just some of those achievements:
The large number of households reached by Caritas agencies in 13 districts of Nepal was recognised as an achievement by participants. To reach 38,000 households in 1 month with shelter kits, WASH kits and CGI kits was recognised as a significant success of the response. Several district teams reported that they had reached remote and difficult-to-access areas where no other organisation had been able to serve, and this was noted as a major achievement for all.
Cost effectiveness and timeliness were identified as strong qualities of the response, given the number of households reached with emergency supplies with a budget of 4 million Euros. The dedication and commitment of the Caritas Nepal staff working around the clock ensured things were done in a timely manner, which is especially important with the arrival of the monsoon season in June. This was coupled with care taken to provide quality goods, with feedback from the districts confirming that the goods given by Caritas were among the highest quality distributed during the emergency.
The high level of team spirit that continued even in the face of difficult circumstances, such as landslides and thunderstorms, was a theme that was common amongst RTR participants. This high level of team spirit was no doubt facilitated by the large number of satisfied beneficiaries who were pleased to receive relief support. For instance, the Nuwakot team experienced positive reactions from beneficiaries whilst they were taught how to use water purification.

Meaningful coordination and collaboration amongst the 30 plus Caritas agencies and local partners, as well as with Village Development Committees (VDCs) and government authorities resulted in an effective and timely response. This was evident in Gorkha district where Caritas coordinated well with the district authorities in regards to locations for interventions. Even though there were some delays with procurement border crossings, all things were done in a timely manner. This involved staff and partners working around the clock at times of peak activity.
Sharing of knowledge and experience that different agencies could bring was noted as a definite strength in this response. Partner CIMOs recognised the strength of Caritas Nepal in their knowledge of local context and relationships. Caritas Nepal also welcomed the technical assistance that CIMOs were able to provide, and it was noted that the involvement of CIMOs in various functional groups and committees was valuable.
STRENGTHS, OPPORTUNITIES & RECOMMENDATIONS Overall, the RTR’s first day sought to help participants relive their experience of the earthquake and their responses to its devastation. Sessions included timeline construction, district team presentations and strengths and opportunities analysis, with a view to sharing the successes of this brief period, and the prospects and recommendations arising for enhancing action as Caritas moves from an initial rapid humanitarian response towards the recovery phase.
After district and national teams and sister Caritas agencies built timelines that provided a view of each others’ response process and
reactions, partners and staff from the district shared their experiences from the field, recalling the achievements and salient moments from their efforts. These emotional and inspiring accounts of people’s life and
work experiences brought an added layer of substance to add to the reporting of quantitative and qualitative progress. Please refer to the boxes at right and below for two brief accounts.
Commitment
District teams and local partners recounted their at times risky endeavours in trying to reach those in need, even in the remotest areas. In Sindhupalchowk, the team encountered a few villagers who had been walking to request that the VDC assist their community. After coordinating with local authorities, the district team was on the road the next day, to assess the situation in this community. The team found people living outside exposed to the elements for the week after the earthquake, under the thunder, lightning and rains. Interviews, observation and focus group discussions enabled them to identify the needs and target the most vulnerable. The very next day, the team was back, distributing vital shelter items, including tarps to people in the community.

Solidarity
The Reflection time and again highlighted episodes of volunteer spirit and human solidarity both among responders and people in communities targeted. Chintan Manandhar (picture at right) of Kathmandu’s district team told the story of an elderly man whose house had been damaged in the earthquake and had been selected to receive food aid. The man had been able to begin rebuilding the house and declined the aid that he was set to receive advocating that it should go to someone who was in greater need than his family.
After reliving their labours from a programmatic and human perspective in the previous two sessions, groups composed of Caritas Emergency Management Committee members, Caritas Nepal District Officers (in charge), Caritas Nepal District Officers (partners and secretaries) and Caritas members organisations met to discuss and pinpoint the key pillars of the progress achieved, that is, the strengths, opportunities and recommendations that could be discerned from the first eight weeks of earthquake response. 5. Building on Progress
On the second day of the RTR, the group used the strengths, opportunities and recommendations identified on the first day, to design action plans and strategies for Caritas to build on the hard work of the first initial response, as it moves towards a recovery phase.
PRIORITIES Given the limited time available for the Real Time Reflection, it was necessary to prioritise the main themes that had come out of the previous day’s work. To decide this democratically, each
participant was given three votes to cast in order to assess which themes were deemed most important and would be treated with greater focus.
The votes cast gave the following outcome, from greatest to least votes received:

Four mixed groups were formed with the aim of identifying an action plan for each priority area, complete with people responsible, external support needed and the deadlines for the actions foreseen.
Since “Caritas Nepal Structure & Staffing” and “Capacity Building” were given such high priority, two groups were tasked with defining action plans for each of these themes.

SUPPORT NEEDS Seizing the opportunity offered by the presence of virtually all sister Caritas organisations represented in Nepal, representatives met to discuss and decide how to move forward in support of the priority action areas with particular attention to the urgency of preparing the recovery phase.
The group agreed that the following new Technical Assistance positions were needed to ensure the completion of quality assessments for the recovery phase, as well as the development of the new EA. The TAs would become part of the CN EA Support Team working in close collaboration with the existing Program Management lead (see below).

CLOSING The closing ceremony was performed by John Coughlin, Fr. Aseervadam and Fr. Pius.
John Coughlin from Caritas Internationalis thanked all the participants, district teams and Caritas Nepal staff for their active participation and commitment to provide needed support of the highest possible quality. Fr. Aseervadam concluded by thanking Fr. Pius, Executive Director of Caritas Nepal, resource people / facilitators, Caritas Internationalis, CIMOs, CN management team and staff for the good reflection activity and thanked the management of Dhulikhel Village Resort.
Finally, Fr. Pius brought the RTR officially to a close with his final remarks and prayer.

Terms of Reference Caritas Nepal Earthquake Response Reflection and Planning Event 18-19 June 2015 Background:
A 7.8 magnitude earthquake struck Nepal between Pokhara and Kathmandu, approximately 80 km
northwest of Kathmandu, just before noon on Saturday, 25 April 2015. Approximately 8 million people are
affected. Reports of casualties 10 days after the earthquake have reached to 7,000 people, and over
14,000 were injured according to the Government of Nepal. Extensive damage is reported to homes,
buildings, communication lines, infrastructure and water supply with an estimated 70,000 houses in the
worst affected districts completely destroyed, and some partial damage to 530,000 houses across
affected districts. This emphasizes the need, not only for emergency shelter, but also for longer-term
housing needs. The monsoon season is usually 3 months, starting in June, and families will not be able to
rebuild permanent homes until late August or September.
The Caritas network is responding to meet the immediate needs of thousands of families, while also laying
a foundation for a long-term, fuller recovery. The Caritas network has more than 100 staff currently in
Nepal. Staff or representatives from Caritas member organizations include CAFOD, Caritas Australia,
Caritas Austria, Caritas Germany, Caritas India, Caritas Italiana, Caritas Switzerland, Catholic Relief
Services, Cordaid and Trocaire.
Caritas Nepal is the lead agency for the Nepal earthquake relief efforts and Caritas Australia is mandated
as the Facilitating Agency to provide support to the coordination of Caritas’ Response to the Nepal
Earthquake. The current emergency response activities described below will lead to a more
comprehensive recovery.

Following the first eight weeks of the response Caritas Nepal is conducting a reflection event to examine
progress to date and to identify next steps to support the recovery of the affected population. The
reflection event will pull upon staff experience and will also be able to use the CRS RTE document as an
additional source of information to inform the reflection.
Objectives:
The Reflection event will focus on providing a space for staff to share experiences and discuss the first phase
of the emergency response, key objectives include:
Reflect on achievements and challenges in the first stage of the emergency response
Discuss needs and gaps in current emergency response & recovery programming
Identify programmatic and management recommendations to support ongoing improvement in
the relevance, appropriateness, effectiveness, coordination (internal and external), and
connectedness of the emergency response.
Staff will be lead through the reflection event by a CRS facilitators, Joanna Olsen, Len Foan, East Southern
Asia Regional Office and Amy Anderson, CRS Humanitarian Response Department and co-facilitated by Fr.
Lawrence Maniar, SJ on 18-19 June to achieve these objectives. Several key reflection questions will form
the basis for discussion.
