Caritas is a living witness of the love of God for all Creation.Pope Francis calls on us to go to the “peripheries” to servethose in need and to enlighten society towards greatersolidarity, fraternity and justice.

Inspired by the gospels, by the teachings of the CatholicChurch and by the hopes and experiences of the poor, CaritasInternationalis strives for a world where the dignity of thehuman being is upheld and there is no exclusion,discrimination, violence, intolerance or dehumanising poverty.

Caritas is dedicated to serving the poor, responding todisasters, providing social services, promoting integral humandevelopment, speaking out against the causes of injustice andviolence and galvanising all people of good will.

Pope Francis reflected on the “great light” shone by PopePaul vI, who was beatified in october. We remember him as achampion of social justice, peace builder, author of landmarkChurch teachings Populorum Progressio and Evangelii Nuntiandiand founding father of Caritas Internationalis.

“When we fight poverty and oppose the unfair conditions ofthe present, we are not just promoting human well being; weare also furthering man’s spiritual and moral development, andhence we are benefiting the whole human race,’’ he wrote inPopulorum Progressio.

Blessed Pope Paul vI would see the realisation of his vision intoday’s confederation of over 160 national memberorganisations worldwide, which commits itself to working withand for the poor, irrespective of their religion or race.

“We have created a ‘throw away’ culture…the excluded are not the ‘exploited’ butthe outcast, the ‘leftovers’… no one is tobe ‘excluded’ from God’s love and from ourcare.”

Pope Francis wrote in his first Apostolicexhortation, Evangelii Gaudium, about thedivisions in our world. Sadly, those divisionshave only grown in 2014. Caritas will rise tothe challenge, remaining steadfast in

combating social injustice through itshumanitarian, integral human developmentand campaigning work.

the ‘throw away’ culture about whichPope Francis wrote is an issue both at localand global levels. the extremism engulfingthe Middle east is a local crisis for thoseliving in its vortex. But it is a global crisis: ithas had a profound impact on all of us inour own countries and in our hearts. So toohas the plight of migrants around the

world, the ebola epidemic in West Africaand global hunger afflicting families incountries, rich and poor.

this bleak picture could make us despair.But we can’t afford that luxury. So Caritasorganisations pressed on with their work,carried out in the name of the Church.

And out of the darkness, we saw signs ofhope. We saw god’s love for all humanity inthe welcome given to the millions ofrefugees from Syria. We found courage in

the actions of those who went to helpcommunities affected by ebola. And wefound solidarity in those who supportedCaritas in both richer and poorer countriesin our one Human Family, Food for Allcampaign to end hunger by 2025.

EmergencyrespondersThe number of people under threat as a result of naturaldisasters and conflict has reached unprecedented levels.Syria, South Sudan, Iraq and the Central African Republicwere top priorities and will remain so in 2015. But there aremany other places – West Africa, Ukraine, Darfur – wherepeople need our support.

Responding to people’s suffering is a shared responsibility.Caritas Internationalis promotes greater coordination amongits member organisations to close the growing gaps betweenneeds and resources in the world’s most troubled corners.

2014 was an unprecedented year for emergencies, with Caritas helpingpeople caught in crises in the Middle east, the Central African republic,South Sudan, ebola-hit West Africa and ukraine. Caritas ukraine


2014 saw the tragedy of Syria enter its4th year. Some 190 000 people havebeen killed: more lose their lives everyday as fighting rages between thegovernment, opposition forces andextremists.

By the end of the year, 7.6 millionpeople had been forced out of theirhomes but still remained in Syria, while3.8 million Syrians were living inneighbouring countries as refugees.Caritas organisations provided food, rent,clothes, education, counselling,healthcare, skills training, protection andmore.

Caritas is one of just a handful of aidagencies that has been able to continueoperating independently in Syria. Despitecoming under regular bombardment,Caritas Syria continued to assist tens ofthousands of people with food, medicalhelp, blankets, clothes, education andcounselling.

The rise of extremist militants knownas Daesh, the so-called ‘Islamic State’,made large swathes of Syria inaccessibleto Christian or international aid agencies.They took the violence across Syria’sborders into Iraq and Lebanon.

Over 1 million people fled their homesin Iraq in 2014 – Christians, Yazidis and

Shia Muslims – who have been targetedby the extremists. Caritas organisationsworked through Caritas Iraq and localparishes to deliver aid to them in IraqiKurdistan after they arrived with nothing.

Caritas Jordan partnered withchurches across the country to providethe refugees with shelter, convertingparish halls into makeshift lodgings. Ofparticular concern was the large numberof children, so Caritas supported schoolclasses for them in the afternoons.

War returned to Gaza – the third infive years between Israel and Palestinianmilitants. The conflict made life evenharder for people there: water is scarce,much of the food comes fromhumanitarian organisations and thedignity of a job is beyond many people’sreach. Caritas supported them with food,healthcare and basic needs, while callingfor an end to the cycle of violence.

West Africa suffered the worst outbreak of Ebolain history. Teams from Caritas Guineaimmediately swung into action, takingmotorcycles to rural areas to tell people how toprevent the spread of the virus. They distributedsoap, bleach and buckets to more than 100 000people, urged them to avoid direct contact withpeople already showing symptoms of theinfection and worked with a private company tosend mobile telephone text messages aboutEbola to more than 1 million.

As Ebola spread to neighbouring Liberia andSierra Leone, Caritas began prevention workthere and trained parishioners about theimportance of proper hand washing – the firstline of defence. Caritas drew on its years ofexpertise in raising awareness about HIV andAIDS, using radio stations, posters andcommunity volunteers to educate people andfight stigma.

Caritas organisations brought in protectiveclothing for health workers. Caritas alsocollaborated with the UN’s World FoodProgramme to provide food to quarantinedfamilies and supported burial teams when thenumber of dead became overwhelming.

When schools were closed, Caritas distributedradios to children so they could listen to lessonson the airwaves. In both Sierra Leone andLiberia, Caritas found temporary placements forEbola orphans whose relatives were reluctant totake them in.

Caritas Internationalis advised the WorldHealth Organisation on how to revise its policyon safe and dignified burials during an Ebolaoutbreak. The Caritas Internationalis SpecialAdvisor on Health visited West Africa to assistnational Caritas organisations and CatholicChurch partners as they expanded theiroperations.

The city of Maiduguri in north-easternnigeria had been called the “Home ofPeace” for centuries. But the city andsurrounding area was thrown into chaosafter intensified attacks by Boko Haramextremists claimed the lives of at least10 000 people and displaced many more.

Caritas Nigeria responded to an appealfor help from the local diocese, which wasoverwhelmed by an influx of terrifiedpeople from surrounding villages. There wasan urgent need for food, medicine, shelterand clothing. Many churches were

Thanks to Caritas Serbia, help was given to13 000 households in the form of emergencyrelief. Assistance was given in removing deadanimals and restoring clean drinking water.Families with one parent – or with young,disabled or elderly members – were affordedspecial attention. Caritas Bosnia-Herzegovinaprovided a range of services to over21 000 people, even though its own officeswere badly flooded. Longer-term recoveryprogrammes have been launched in bothcountries.

Caritas was the last aid agency left in thetown of Kaga-Bandoro in the CentralAfrican republic, where 23 000 people hadsought protection in the parish church andthe bishop’s house. Rival militias surroundedthem. Working with the UN, Caritasprovided free health care, food andeducation.

It was a similar story in other parts of theCentral African Republic as governmentforces and international peacekeepers tried

to re-establish security. Since conflict brokeout in 2012, thousands of people have beenkilled and hundreds of thousands moredisplaced, either inside or outside itsborders. Caritas helped create peaceplatforms for young people from Christianand Muslim backgrounds and ArchbishopDieudonné Nzapalainga of Bangui andleading Muslim cleric Imam Oumar KobineLayama continued to travel to hot spots tocalm tensions.

Caritas agencies and the Catholic Churchin South Sudan delivered emergencyassistance when conflict returned to theworld’s youngest country. Around 4 millionpeople were left reeling. Families lost theirhomes and loved ones and were forced toseek refuge in overcrowded camps. Theongoing conflict, combined with poor rainsand a lack of seeds meant the 2014 harvestwas poor. Caritas focused on helping over40 000 of the most needy people with food,clean water, hygiene, shelter, health andpsychological support.

Caritas marked a decade of leading thehumanitarian response to Sudan’s Darfurconflict, working in ecumenical partnershipwith the ACT Alliance of Protestant andOrthodox aid agencies. This lifeline of careprovides more than 1 million people eachyear with health care, clean water,sanitation, schools and training.

Almost 200 000 people have fled their homesas fighting continues in eastern Ukraine. Moreare trying to find ways of escaping the conflict.Caritas Ukraine has helped over 40 000 peoplewith aid. Finding adequate accommodationhas been a significant challenge so CaritasUkraine has been helping repair damagedhomes. In western Russia, Caritas South ofRussia cared for people who had fled over theborder. Food parcels were distributed alongwith hygiene kits, clothes and blankets.

one year on: Super Cyclone Haiyan, knownlocally as Yolanda, was the largest stormever to make landfall in the Philippineswhen it struck on 8 November 2013. Sincethat date, Caritas has helped almost800 000 Filipinos whose lives weredevastated by this catastrophic event,though emergency relief, improvedhousing, water and sanitation, psychosocialcare and livelihood reconstruction.

Five years on: Since Haiti’s earthquake on12 January 2010, Caritas organisations fromall over the globe have constructed schools,homes and hospitals and have providedvocational training, counselling and muchmore. Working at the national and diocesanlevels, Caritas Haiti assisted over 1.6 millionpeople through food aid, school and housereconstruction, improved water andsanitation, health care and livelihoodrecovery.

ten years on: At least 300 000 people werekilled on 26 December 2004 when acataclysmic tsunami devastated coastalcommunities across Asia. Caritas respondedwith a half-billion dollar programme. Thatmoney was first used to provide immediaterelief for one million people and then onconstructing 33 000 permanent homes andrebuilding the lives of 86 000 families in asustainable way.

Voices for changeAdvocacy is one of the foundations of Caritas’s work. We firmly believe thatmisery and injustice can be ended. We seek to persuade people to change theway our world is run. Caritas organisations actively campaigned for the right todevelopment, for more attention to be paid to our changing climate and fordecent and respectful work conditions and fair pay.

Caritas’s grassroots members took themessage that we can end hunger by 2025 togovernments, parishes and the public insupport of the confederation’s globalcampaign. Special workshops, rallies andeven cooking competitions to raiseawareness about the right to food were held.Initiatives included a Caritas Europa reportpresented to the European Parliament and asong from Caritas Panama being translatedand performed by other Caritasorganisations around the world, such as inJapan.

One Human Family, Food For All campaign

Pope Francis recorded a video messagecalling on all Catholics to get involved in aspecial Week of Action for the Caritas campaign.Pope Francis described Jesus’s words – “I washungry and you gave me something to eat” –as telling us today not to turn away, indifferent,when we know our neighbour is hungry. Over50 Caritas organisations ran special eventsduring the week.

The Women Sowers of Development Prizewas launched in March. The prize highlights thecontribution of women in ensuring food for theircommunities.

Caritas continued to raise its voice tocall for decent treatment formigrants – especially for childrenwho have been detained. Caritassupported the Global Campaign toEnd Immigration Detention ofChildren. Caritas organisations alsotook part in the Global Forum onMigration and Development inStockholm in May.

Migration and trafficking

Christian Organisations AgainstTrafficking in Human Beings Network(COATNET) – which Caritas co-ordinates– grew to 42 members. Its conference inMadrid in January focused on humantrafficking for labour exploitation andtrafficking in Africa. COATNET alsosubmitted statements to internationalorganisations on forced labour andtransnational crime.

The Caritas confederation advocated forpro-poor policies at UN negotiations onclimate change. At an interfaith summitin New York in September, CaritasInternationalis President Cardinal OscarRodríguez Maradiaga joined otherreligious leaders in asking for socialjustice to be at the heart of plans fortackling climate change. In December,10 Caritas organisations took part in the20th UN climate change meeting inLima, Peru, calling for developmentfocused on the poor.

Caritas Aotearoa New Zealandpublished the report “Small Yet Strong –Voices from Oceania on theEnvironment,” which called for action tohelp vulnerable people who are battling

Universal access to diagnosis and treatmentremains central to Caritas’s advocacy work infighting HIV and AIDS. With this “people first”strategy in mind, the Catholic HIV/AIDSNetwork (CHAN), which is coordinated byCaritas, organised a faith-based meetingahead of the 20th International AIDSConference in Melbourne, Australia. There,scientists who work with Catholic institutionsshared their research on new low-cost andlow-technology diagnosis and treatmentoptions.

Caritas also continued its work with UNAIDS’sGlobal Plan to end new HIV infections amongchildren by 2015 as well as its HAART for ChildrenCampaign. HAART is a common name for thedrug therapy that suppresses HIV. Caritasorganisations either directly sponsor or supportAIDS programmes in 115 countries.

With funding from the World HealthOrganisation, Caritas launched a special websiteon the prevention and cure of non-communicablediseases – like cancer and obesity – and continuedto be given special status at the WHO.

The UN’s anti-poverty targets, theMillennium Development Goals, end in2015. Ongoing negotiations for asuccessor global developmentframework will conclude with anagreement by world leaders in

September 2015. Caritas organisationsfrom 22 countries came together in a‘post-2015 Working Group’ to provide aunique Catholic voice and urge povertyeradication to be the centre of theagenda.

the word “synod” means a walk or a journey together. Pope Francis ledmore than 250 bishops at the Synod of the Family at the vatican inoctober on a journey of debate and inquiry. the journey was into theproblems facing the family today amid the great joy which family lifecan bring.

Prior to the synod, Caritas Internationalis and the Pontifical Councilfor the Family hosted a seminar on the role of the family in the globaleconomic crisis. Around 150 people from the vatican, Caritasorganisations, pontifical universities, religious congregations andItalian dioceses looked at how Caritas, as the charitable arm of theChurch, can work through families to better promote development.

Calling for peace in the Middle East

Pope Francis’s visit to Israel and the Palestinian territories in May hasbeen described as a “tale of two walls.” In Bethlehem he reflected at thewall built by Israel to separate Jews from Palestinians and in Jerusalemhe pressed a prayer between the stones of Judaism’s holiest site, theWestern Wall. Pope Francis’s message was simple: “All of us wantpeace.”

the pope also travelled to Jordan where he celebrated mass andmet refugees from the conflicts in Syria and Iraq who are supported byCaritas. He praised Jordan for the “generous welcome” its people hadgiven to the refugees.

“I think too of the charitable work undertaken by Church institutionssuch as Caritas Jordan and others, who assist the needy regardless oftheir religious beliefs, ethnic origin or politics; in this way they revealthe radiant face of Jesus, full of kindness and love,” said the pope.


StrengtheningCaritasWe are living in times of great change where the gapbetween the rich and the poor is growing. Social justice hasnever been more important. As competition for resources tosolve the problem is stronger than ever, Caritas is workinghard to ensure it is as effective as possible in facing thesechallenges.

Caritas Internationalis approved severalimportant policies to further strengthenthe confederation. These are theconfederation-wide Code of Ethics, Codeof Conduct for Staff and ManagementStandards. All were effective fromJanuary 2015. It is a strategic priority forCaritas to be as professional andaccountable as possible in its mission ofdelivering charity on behalf of theChurch.

Caritas Internationalis is a confederation of over 160 national organisations.It consists of seven regions: Africa, Asia, Europe, Latin America and the Caribbean,the Middle East and North Africa, North America and Oceania. It has delegations atthe UN in New York and Geneva and a General Secretariat in the Vatican.

Coordination, communication, advocacy, representation and capacity building for theconfederation are funded through contributions from Caritas national organisationsand private donations.
