•NAVADMIN 365/09 announces requirements and solicits enlisted applications for the navy flight demonstration squadron (Blue Angels) 2011 season. Applications must be postmarked no later than 1 may 2010. Selection results will be available no later than June 2010. Personnel with a projective rotation date (PRD) of September 2010 through April 2011 are eligible, but others may apply with command and detailer approval. Personnel selected will normally detach from their present command in October 2010 and report in November 2010.•There are open e5/e6 billets within the following ratings: AZ, AD, AE, AT, AME, AM, AO, PR, MC, SK, AND YN. Outstanding PO3s will be considered. CPO billets are open in the AZ, AE, AND AD ratings with 8342 experience. Congratulations to IC3 Fleming of V-2 Air Department USS Nimitz for winning the JVC Everio Video Camera and was counseled via the winning puzzle by MA1 Robbins, VAW117 CCC, during the Annual Career Fair onboard USS Nimitz. (PHOTOS next page)

Career Fair 2009 was held at the Mess Deck led by Nimitz & Airwing CCCs. NC1 Wallace led in providing all the logistics & coordination. The highlight was the raffling of a $400+ Video Camera (sponsored by Nimitz MWR) but with a catch. In order to be drawn, Sailors must answer either one of the puzzles and to get the answers must approach any of the counselors at the table during the fair. A fun way to do a training from Post 9-11 GI Bill & NCPACE to PTS to STA-21. An estimated 1,000 Sailors participated & 500 in the drawing.

“Career Fair was not all about the $400 camera but about Sailor’s “priceless” career. We hope that everyone shall follow-through in what the Sailors have learned from the Career Counselors (from CCC down to divisional career counselors) during the fair. Counselors provided direction and counsel about the many programs & incentives.” – NCC Astro. Special thanks to Fun Boss for the Video Camera.

The Tuition Assistance (TA) program operated by Navy College is going digital. By Jan. 1, 2010 Sailors will be required to create and submit an application for Web Electronic Tuition Assistance (Web ETA). After Sailors fill out an application request online and their command approves the application, an electronic copy will be sent to the servicing Navy College Office. Once an account is created, Sailors can track the money they spend and how many classes they take, which gives them responsibility and control in pursuit of a higher education. The Navy Counselors Association (NCA) 22nd Annual Professional Development and Training Symposium will be held at the Marriott Norfolk Waterside Hotel, in Norfolk, Va., June 27-July 1, 2010. During the Symposium, the NCA will select three career counselors of the year. Nomination packages must be received no later than June 1, 2010 after routing through the respective TYCOM. The DoD released the 2010 Basic Allowance for Housing charts on December 15. This is potentially big news for veterans using the Post-9/11 GI Bill because the living stipend (aka housing stipend) is directly tied to the BAH for an e-5 with dependents. Although some may see their GI Bill Living stipend increase by as much as 13.6 percent in 2010, the average increase will be more like 2.5 percent. Some may see no increase at all because the rates for 43% of the military housing areas covered by BAH will actually drop in 2010. For more information visit www.gibill.va.gov

LIMDU Sailors May Transfer GI BillThe Navy recently established a formal policy for transferability of Post-9/11 GI Bill benefits for limited duty (LIMDU) Sailors. Sailors in a LIMDU status who require an additional service obligation for transferability must wait for a final determination of their medical status to be completed. Sailors cleared for duty and eligible for continued service must follow the standard transferability procedures. Sailors who are being medically discharged can still be eligible for transferability provided they completed at least 10 years of service and their discharge is honorable. Sailors can no longer use short-term extensions for the purpose of Post-9/11 GI Bill transferability after Dec. 31, 2009. Use myPay to Get 2009 Tax Statements

Military service members, military retirees and annuitants paid by the Defense Finance and Accounting Service (DFAS) can expect to receive their 2009 tax statements soon. DFAS customers with myPay access will be able to retrieve their tax statements electronically up to two weeks sooner than those relying on regular mail delivery. DFAS customers who have forgotten their personal identification number (PIN) or wish to open a myPay account can do so on the myPay website. https://mypay.dfas.mil/mypay.aspx

Navy MIT Program Seeks ApplicantsApplications are currently being sought for the 2010 Massachusetts Institute of Technology (MIT)/Woods Hole Oceanographic Institution (WHOI) master's degree program. The program typically requires 24-27 months to complete.Applicants must contact their detailer for counseling, and detailer endorsement must be included in the application package. Q: If member does not desire to reenlist on PTS, what does NPC (PTS) do to that member's profile, does it just gets roll-over all the time? A: Yes, if a member put a "N" in that block the application is automatically rolled over until they are 6 months from EAOS, at that time they would be directed to separate based on their decision to get out.

Principles of Naval Leadership8. Make sound and timely decisions.

• Develop a logical and orderly thought process by practicing objective estimates of the situation. • When time and situation permit, plan for every possible event that can reasonably be foreseen. • Consider the advice and suggestions of your subordinates before making decisions. • Make sure your people are familiar with your policies and plans. • Consider the effects of your decisions on all members of your unit.
