    January 2014 | UNHCR Operation in:

    The UN Refugee Agency in the Central African Republic (CAR) provides protection andmulti-sectorial assistance to refugeesand internally displaced persons (IDPs) in the country. The organization leads three clusters:Protection / Shelter and NFI /Camp Coordination and Camp Management (CCCM) clusters in response tothe recentcivil conflict that has displaced more than875,000 persons in the country and over 86,000 into neighboring countries.

    Operational Highlights

    UNHCR Response to the L3 Emergency:Deployed emergency team of 20 international staff (including five senior staff), airlifted 15vehicles to increase its logistic capacity as well as NFIs and shelters.

    Joint NFI and Food Distribution: Since January 7, UNHCR with COOPI and WFP began distributing food and non-food items to IDPsstaying at the Airport Site. To date, more than 7,000 households / estimated 35,000 individuals have been assisted; the aim is to assistthe entire camp population gauged to be more than 100,000 individuals. UNHCR has provided assistance in XX other IDP sites.

    Civil-Military Coordination: The Protection Cluster led byUNHCR and in collaboration with the OCHA CIMIC Officer is working with theSangaris (French Forces) and MISCA (AU Peacekeepers) to secure neighborhoods of origins in Bangui as well as to ensure safedistribution of food and NFI at the Airport Site.

    Repatriation of Refugees: UNHCR continues to follow up on the repatriation of refugees willing to return home. More than 80 wereregistered by UNHCR in Bangui and an assessment mission to Batalimo, home to some 6,000 Congolese refugees, was conducted.

    PRELIMINARY ACHIEVEMENTSProtection Cluster Lead:UNHCR / Co-Lead: DRC

    UNHCR leads the Protection Cluster and acts Secretariat of the Commission Mouvement de Population, a working group of the ProtectionCluster. In both these role, UNHCR ensures a coordinated response to the current crisis and that qualitative and quantitative data on IDPs isharmonized and shared with all concerned actors.

    UNHCR also spearheads and undertakes protection monitoring in the provinces most affected by the crisis, these include: Ouham, Ouhampende and Ombella Mpoko.

    UNHCR meets with both religious and community leaders to sensitize them on protection-related issues.

    UNHCR has increased interaction and collaboration with the OCHA civil-military coordination focal point in order to ensure the mainstream ofprotection in activities of military actors (Sangaris, MISCA) in CAR.

    UNHR has organized radio broadcast on peaceful cohabitation and reconciliation throughout CAR. UNHCR leads the sub-national Protection Cluster in Bossangoa, which covers Ouham Region, second most affected region after Bangui.

    Site Coordination and Site Management ClusterLead: UNHCR / Co-Lead: IOM

    Pending official activation, the CCCM Cluster, led by UNHCR, was designated as the coordinator of the multi-sector assistance at IDP sites inCAR.

    A site-monitoring system is being developed in cooperation with local counterparts and other humanitarian partners in particular IOM, the DanishRefugee Council and Mercy Corps.

    UNHCR has initiated a partnership with Orange phone to broadcast assistance information for IDPs via text messaging.

    Shelter and Non-Food Item ClusterLead: UNHCR / Co-Lead: ACTED

    The Shelter and Non-Food Item Cluster, led by UNHCR is responsible for the coordinated assistance in shelter and relief items. Since

    January 8, more than 7,000 households (around 35,000 individuals) have been provided NFI packages. UNHCR, as a member of the CCCM and Shelter and NFI Clusters, arranged for the re-location of 25,000 IDPs to a secured site within the

    Airport in order to facilitate the delivery of assistance.

    Multi-Sector Protection to Refugees and stranded migrants in CAR

    Provision of multi-sector assistance to refugees in CAR and provision of transportation and repatriation grants for refugees willing to return.More than 85 families willing to be repatriated have already been registered by UNHCR.

    Identification and referral to IOM of third country nationals to be evacuated as well as exceptional emergency assistance to stranded migrantswith the setting up of tents in transit areas.

    UNHCR ensures freedom of movement by providing refugees with proper documentation.

    UNHCR has ensured that refugees have access to health care located within the IDP sites.
