INTRODUCTION

The 1987 Indiana General Assembly passed House Enrolled Act 1683 which established a Capital Projects Fund that replaced the Cumulative Building Fund. The uses of the Capital Projects Fund are basically similar to the Cumulative Building Fund; however, the Capital Projects Fund broadens some purposes for which it may be used, thereby giving more flexibility for building repairs. Facilities used or to be primarily for interscholastic or extracurricular activities are limited within the plan. All motor vehicles are also excluded. These broadened purposes were added to the provisions of House Enrolled Act 1683 by the 1989 Indiana Legislature. In adopting a Capital Projects Fund plan, a plan must be presented for a three-year period; for this plan, 2017, 2018, and 2019. Year one establishes an annual budget and tax rate for the plan when it is advertised, adopted and finally approved by the Division of Local Government and Finance. Years two and three of the plan as presented may be changed to accommodate school district needs as planning for the budget year 2017 and 2018 progresses. The 2017 plan may be amended after adoption following a procedure similar to the adoption of an additional appropriation. The tax rate levied for the Capital Projects Fund is limited by the State and is established annually when the budget is advertised. In addition, revenue for the Capital Projects Fund is derived from auto excise taxes, bank property taxes, interest income for investments and other miscellaneous sources. Resources in the Capital Projects Fund may be used for:

GENERAL INFORMATION

The South Bend Community School Corporation was organized on July 1, 1962, on the recommendation of the St. Joseph County Commission for the Reorganization of School Corporations and ratified by the voters in a special election. The boundaries of the School Corporation are contained within 190 square miles and have an estimated population of approximately 161,000 persons. The School Corporation consists of the City of South Bend, Clay Township in Mishawaka, Indiana, the Towns of Roseland and Indian Village, and Clay, Centre, German, Greene, Portage, and Warren Townships in St. Joseph County. The School Corporation maintains thirty-six buildings containing over 4,752,093 square feet of space located on over 600 acres. Four additional buildings containing over 270,000 square feet of space located on over 50 acres of site are also owned by the School Corporation. The total building inventory has an estimated replacement cost of approximately $648,872,327. The Corporation is governed by seven elected members of the Board of School Trustees. The trustees serve four-year overlapping terms. Two are elected on an at-large basis and five represent specific geographic areas. The School Corporation presently has approximately 1,343 certified and 1,519 non-certified employees.

In addition, the Corporation operates an Administration Building, a Vehicle Maintenance Facility and a Service Building. One vacant facility, the Sample Street site previously leased to Ivy Tech, is also owned by the South Bend Community School Corporation.

NOTICE OF ADOPTION

Notice is hereby given to taxpayers of South Bend Community School Corporation that the proper officers of South Bend Community School

Corporation have established a Capital Projects Fund and adopted a plan under IC 20-46-6-5.

Ten or more taxpayers in the school corporation who will be affected by the plan may file a petition with the County Auditor of St. Joseph County,

not later than ten (10) days after the publication of this notice, setting forth their objections to the plan. Upon filing of the petition, the County

Auditor shall immediately certify the same to the Department of Local Government Finance. The Department will then fix a date and conduct a

public hearing on the plan before issuing its approval, disapproval, or modification thereof.
