Q. Is this a new sales tax?

A. No. In 2004, Independence voters approved a 1/8 of 1% Sales Tax to fund capital improvements for the Police Department. This tax will expire on December 31, 2016. Approval of this ballot question will continue collection of the existing tax until December 31, 2028.

Q. What is a capital improvement?

A. Per Missouri Statute, a capital improvement is a long-term asset intended to be held or used for at least two years, including (but not limited to) land, buildings, machinery, furniture, vehicles, vehicle equipment, computer hardware, etc.

Q. How much does the sales tax add to a purchase?

A. One-eighth of one cent is added for each dollar in sales, which equals 1¢ for each $8 spent in Independence.

Q. How much revenue will the tax provide?

A. It is projected to provide approximately $2 million per year for the Police Department capital needs.

Q. How much of the sales tax is paid by non-residents of Independence?

A. Per the Independence Economic Development Council, approximately 36% of the revenue collected comes from non-residents who make purchases in Independence.

Q. How will the Police Department use the sales tax funds collected?

A. The Capital Improvement Sales Tax would continue to fund equipment and technology, including replacement and repair of patrol cars, mobile data terminals, in-car video, and on-going technology support, repairs and updating for the radio system. In addition, the tax would fund replacement of officer safety equipment such as bullet-proof vests and radios.

Q. How much does a new patrol car cost, including the necessary safety equipment?

A. A new, fully-equipped sedan patrol car costs approximately $53,000. This includes purchase and installation of required safety equipment such as emergency lights, radios, in-car video cameras, mobile data terminal, etc.

Q. How do the citizens of Independence know the money is being spent correctly?

A. Twice a year, in April and October, the Citizen Oversight Committee appointed by the City Council makes a formal report on progress and expenditures at a City Council meeting. These reports are also made available on the City of Independence website.
