The County has an inventory of over 400 facilities and properties that require
on-going improvements and maintenance. The incumbent has responsibility for
the planning and implementation of various capital and facilities/maintenance
projects throughout the southern portion of the County under the general
direction of the Assistant Director. The successful candidate will assist in the
creation of the Five-Year Capital Improvement Program (CIP) and manage the
efforts of staff to create and implement time and funding efficient solutions.
The Capital Division Manager will manage all activities associated with
facilities planning and construction, including all efforts from project
development, cost estimating, to construction management, contract
administration, and project close-out. The position requires the development of
funding strategies and a progressive, customer driven approach to project
implementation. The position requires the successful candidate to provide
technical expertise to formulating project solutions, and for directing staff
through a consistent project management framework. Activities include, but are
not limited to project and program planning and support, financial management
of capital and deferred maintenance investment, directing and coaching staff, and developing short and long term strategies for project implementation.

EXAMPLES OF DUTIES
Responsibilities Include:
• Planning, organizing and managing County capital projects and major
maintenance project implementation.
• Serving as the primary point of contact for project or program requests with
County departments contractors, consultants, architects and stakeholders..
• Determining policies and objectives and setting project priorities and completion
timelines.
• Collaborating with various County departments on program planning and
budgeting.
• Monitoring the financial and development/consultation and progress of the
County and departmental Capital Improvement Plans.
• Ensuring that all projects are completed in a timely manner within budget
limitations.
• Developing reports and making presentations.
• Authorizing expenditures within the budget and providing cost controls.
• Adhering to local, State and Federal building codes, laws and mandates.
• Developing, recommending and implementing policies and procedures and developing strategies to ensure
consistent compliance by staff.
• Assist in developing and managing the Division's budget and participating in the budget process.
• Overseeing the Division's hiring and performance management processes.
• Evaluating results and goal progress and reporting on a regular basis. The Capital Divisions Manager is
responsible for the development and supervision of managerial and supervisory staff including hiring, training and
performance management (Project Managers and Project Coordinators).
Reporting directly to the Assistant Director, the Capital
Divisions Manager is responsible for planning, directing
and managing the South County's multi-million dollar
Capital Division Manager that supports the County's
goals and priorities. The Manager exercises a
considerable amount of independent judgment and
discretion in directing staff and providing significant
input and guidance to the Department Director, Assistant
Directors and County Executive management regarding
all phases of assigned projects.
EMPLOYMENT STANDARDS
• A bachelor's degree in construction management, engineering, architecture, planning, or a related field and considerable years of experience in a similar role and responsibility; or
• A combination of training, education, and experience that is equivalent to one of the standards listed above that provides the required knowledge and abilities;
• Track record of managing capital, large scale, multi-million dollar projects;
• Experience with public sector projects, knowledge of public contract codes required, and experience managing projects within the structure of local government a plus, including drafting Board Letters, preparing materials and presentations for Board of Supervisors;
• Experience utilizing various project delivery methods including design, bid, build; design build; Job Order Contracting; and Construction Manager at Risk public projects employing prequalification of major trades;
• Knowledge of the regional construction market, and experience with local vendor outreach a plus;
• Possession of valid California Driver's License, Class C or higher, by the date of appointment.
• Provide ethical and effective leadership and foster a customer focused, problem solving environment.
Knowledge of:
• Construction, engineering, procurement, and other project-related activities, including their interfaces and
interdependencies.
• Project management, construction administration, and construction management including a thorough knowledge
of building materials, costing procedures, and schedule implementation and review.
• Building codes, public contracting laws, ordinances, and regulations applicable to building construction.
• The California Environmental Quality Act (CEQA), including the processes and procedures for applying
categorical exemptions, completing environmental studies and supporting determinations ranging from MND's to
EIR's
• Business and fiscal analyses, process and techniques related to project management in building, design, and
construction.
• Analyzing data to make accurate projections and cost estimates using business mathematics and statistical analysis
techniques.
• Understanding proposals, plans, blueprints, process drawings, contracts, purchase orders, schedules, and
specifications for all phases of construction.
• Strong commitment to safety and environmental issues.
• Computer skills, with proficiency in Microsoft Word, Excel,
PowerPoint, AutoCAD, and Microsoft Outlook, Visio, Share Point,
Project Management Software.
• Excellent verbal and written communication skills.
• Must be able to work without direct supervision to accomplish goals
and meet schedules.
• Proven solid work ethic and ability to work well with others as well
as independently.

• Must be open-minded and adaptive to change, promote the collective
interests of the team more than self-interest, able to resolve problems
in a respectful manner
