Education Seminar

“Alabama: Structured for Financial Success”

Seminar Location

The 2013 Spring Education Seminar will be held on the campus of Faulkner

University, 5345 Atlanta Hwy, Montgomery, Alabama. We will meet in the land-

mark E.L. Collum Rotunda Building located in the center of the campus. Look

for the round dome roof and you will have found your destination. The Rotunda

is one of the very first buildings on the campus built in 1965. It has one circular

hallway that passes by each of its administrative offices and classrooms. In its

center is a large auditorium used for special events.

Seminar Attire

Business casual attire is appropriate. We recommend that you dress in layers

and bring a sweater or jacket to the seminar in case the room temperature is not

comfortable for you.

Onsite Registration Please stop by the Registration Desk to receive your name badge and seminar

materials. Registration will be open on Friday morning from 7:15 to 10:15.

Giving Citizens Numbers They Can Understand Posted By Mark Funkhouser

As Jonathan Walters pointed out recently in Governing, hardly anyone under-stands Comprehensive Annual Financial Reports, the audited financial state-ments that governments produce. This is a problem that auditors and accountants long have struggled to deal with. On the one hand is the urge to be complete and accurate and to hedge or qualify every assertion, which leads to hundreds of pages of mind-numbing detail. On the other hand is the need to report financial infor-mation in ways that allow citizens to hold their governments accountable.

The Association of Government Accountants (AGA) has tried to deal with this through its "citizen-centric" financial reporting initiative. In 2006, the AGA came up with a formula for distilling the most important financial and performance information about a jurisdiction into a four-page document. About a hundred or so jurisdictions now are doing citizen-centric reporting, including huge govern-ments such as the state of Texas and smaller ones such as Scottsdale, Ariz. In an era when journalists and public officials are united on the need for transparency, it's surprising that more governments have not embraced citizen-centric report-ing.

Brent Stockwell, Scottsdale's director of strategic initiatives, says citizen-centric reporting is working well for his city, giving it a way to synthesize and streamline information that it already has produced and providing the basis for a deeper con-versation with citizens. The report is, he says, a beginning and not an end.

Texas was one of the early states to adopt citizen-centric reporting, producing its first report in 2008. Phillip Ashley, who directs the effort out of the state comp-troller's office, was familiar with the program because he'd been involved with the AGA for years and thought citizen-centric reporting would align well with Comp-troller Susan Combs' emphasis on transparency. Besides, he points out, citizen-centric reporting doesn't take a lot of effort: A couple of staffers pull the informa-tion from other reports the office does.

The AGA's guidelines for content and design of citizen-centric reports are very specific. They call for the first page to present the mission of the jurisdiction and demographic information. Page two should provide performance measures on key mission or service areas, and citizens should be consulted in deciding what ser-vice areas should be reported on. Page three is to present the costs of services and the sources of revenue to pay those costs, and page four should present the major challenges for the jurisdiction going forward.

Several federal agencies, five states, about a dozen cities, eight counties and a small hodgepodge of other governmental units have posted completed reports on the AGA's website. Despite the AGA's fairly rigid guidelines, the reports vary widely in form and content. Some seem to be not a lot more than standard gov-ernment propaganda, while others provide useful information in a manner that is clear and accessible without being dumbed down.

One of the best reports is Nevada's, which is produced by state Controller Kim Wallin. I was especially impressed with the fourth page, entitled "What's Next? Future Challenges and Economic Outlook." A section on that page, labeled "Intergovernmental Financial Dependency and Related Risks," details the amount of money the state gets from the federal government and points out that federal funds will likely be shrinking. Clearly Wallin doesn't think Nevadans need their government financial information sugar-coated.

The concept of citizen-centric reporting is sound, the need is clearly there and the accountants driving this thing are passionate about it. One tireless advocate is Johnson County, Kan., Auditor Bill Miller, who is chairman of AGA's accountabil-ity workgroup. He says that the governments that are doing citizen-centric report-ing see the value of it and that the idea is making headway. I'm not so sure about that, but I hope Miller's right.

The winning teams will be an-nounced at the awards luncheon on the second day of the conference. Cash prizes will be awarded to the winning team. AGA CEC BOARD MEETING MINUTES Thursday, February 14, 2013

The CEC meeting of the officers and directors of the Montgomery, AL Chapter of Association of Government Accountants (AGA) was called to order at 10:57 a.m. at the RSA Plaza 5th Floor Conference Room, Thursday, February 14, 2013, by President Pamela Henderson.

A quorum was present with the following officers and directors in attendance: President Pamela Henderson, Margie Toney, William Waldroff, Sandra Steele, Shelia Hatcher, Carmen Leonard, Costella German, Barbie Lee, Patrick Hemme, Dixie Black, Schenese Wade, LaTaya Lucas, Janice Duncan, Shaundra Morris, Gladys Gray, and Kay Wilson. President Henderson distributed agenda and other documents.

President Elect: President-Elect Margie Toney reported that the second quarter’s Chapter Recognition Points were submitted De-cember 31, 2012 (total points 13,700). Deadline for third quarter is March 18, 2013. Insurance quotes and guidelines for voting offi-cers (online, email, etc.) for Spring Seminar were discussed. The deadline for nominations is Friday, March 22, 2013. It was recom-mended that Margie try the “personal approach” to seek volunteers. Minutes: Minutes prepared by Sandra Steele were submitted to the CEC in advance (copies were available). President Pam asked if there were any questions or corrections; none were noted. Motion made by Dixie Black to accept minutes; seconded by LaTaya Lucas. Motion carried. Treasurer’s Report: Treasurer An-drette Munnerlyn distributed June 1, 2012 through January 31, 2013 financial reports. Andrette explained the financial statement: Under Receipts, the amounts designated as “over budget” are shown in black (positive) and amounts designated as “under budget” are shown in red (representing that we have not collected amounts budgeted-negative). Under Disbursements, it is the opposite (red represents amounts spent over our budgeted amount-negative; and black represents amounts spent less than the amount budgeted-positive). Bank charges - The bank has been charging an IRS withholding fee because an incorrect FEIN was provided. The bank fees will be discontinued since the correct FEIN was provided. The January bank fee will be reimbursed. American Express State-ment fee – A statement fee has been charged because we receive paper statements. Andrette requested online statements this should reduce the fee from $10 to $3. Global Payments will refund the fee charged for the last three months. Kay Wilson made a motion to accept the treasurer’s report; Margie Toney seconded the motion. Motion carried. President’s Report: President Hen-derson reported throughout the meeting. Immediate Past President: No report. Meetings/Registration: President Hender-son welcomed Janice Duncan, newest CEC member. Janice reported that we have 66 registered to attend the meeting (including professors, early career and college students). Programs: Gladys Gray updated the CEC. She stated that the speaker today is Pam-ela Hill (Early Career Month), Kelly Butler (March is CGFM Month), and Awards Meeting in May (no speaker). Gladys needs Kelly Butler’s biography and his favorite charity for the speaker’s donation in lieu of a gift. Accountability: Carmen Leonard will send out a letter next week to the Junior League of Montgomery, Prattville and Troy encouraging them to submit a Citizen Centric Re-port. Awards: Costella German stated that the committee will give away two $15 Baumhower’s gift certificates today. Audit: No report. CGFM: Patrick Hemme stated that the study group has dwindled tremendously. He does not know if it is because of a lack of enthusiasm, interest or what. He also stated that Exam 3 will be delayed until further notice. Dixie Black asked for ideas from the CEC to “boost” attendance at the CGFM Study Sessions. She announced that there is a need for instructors for Exam 3 and that 12 CGFM exam scholarships are available. Patrick stated that if there are major changes to an exam that the instructor has already taught; the instructor can get credit (per ASCPA). LaTaya suggested a video webinar. CEC agreed that this was a great idea. There was a handout distributed stating that CGFM candidates are no longer required to have 24 credit hours in a particular field. How-ever, the candidates must have a bachelor’s degree and provide an official transcript documenting their degree. Sandra stated that proclamations have been received from the City of Montgomery and Troy. The CGFM Committee took a picture with the Mayor signing the proclamation. The Committee is scheduled to take photos with the County Commissioner and the Governor next week. Community Service: No report. Education: LaTaya distributed a sample of the Spring Seminar agenda. The information is on the website and individuals can register. CEC voted to keep the recommended $75 fee for members and $175 fee for non-members. She is going to do a site visit at Faulkner either March 26t r 28, 2013 if anyone is interested in meeting her there. She asked that an announcement should be made to let everyone know that Faulkner is a non-smoking campus. Employment: Schenese Wade will put future job openings on website. Membership: Shaundra Morris reported that there were 18 college students/early career members. There were two early career members sponsored by the CEC; four student members sponsored by CEC and 12 non-member students from area universities; six were sponsored by Pamela Hill and the other six by the CEC. There were two students from TU, two from ASU and two from AUM. Shaundra introduced Shenika Williams, Troy University student, who was in atten-dance. The Committee visited Troy University; four students showed interest. Troy University posted the scholarship application on their website. The Committee will speak at AUM Accounting Club Meeting next Wednesday, February 20, 2013. She is working on renewal changes. Newsletter: Schenese will put the CGFM requirement change in the newsletter today. She will add “no smoking campus” to the registration agenda. She said that if there are any changes or corrections needed just email her. The deadline for March newsletter is February 25, 2013. Policy and Procedures: Barbie Lee thanked CEC for support and card. She continues to work on policy and procedures. Scholarships: Kay Wilson reported that the scholarship applications are available on the website, in the newsletter and she has hard copies today. Sponsorship: President Henderson made report. No responses from sponsors yet. Webmaster: The Chapter still needs a webmaster. President Henderson asked that she be notified when making changes to website. Unfinished Business: Need to discuss not having a December luncheon meeting next program year. New Business: President Henderson asked the CEC to think about whether or not to have a social after the Spring Seminar. She also thanked the CEC for doing a great job and keeping her abreast of everything.
