amazing association because of its members. You are profession-

ship; notifications, contacts, records keeping are among some

things we need to improve. We are working on getting excellent

CAPE Spring Training Conference April 23 & 24, 2021

Mark your calendars! CAPE will hold its spring training conference on Zoom. We are

unable to meet live in Sacramento as planned. The hotel cannot accomodate a group as

large as CAPE because of the COVID crisis. Our fall training conference, held on Zoom

last October, was a big success. This training should be just as good or better.

The conference will begin at 0800 hours on Friday April 23 and end on Saturday April 24

at 1700 hours. Plan on the general meeting taking place on Saturday. Our speakers will

include Ben Blalock (Director of the Peak Credibility Assessment Training Center), Scott

Sudaisar (AAPP Region I Director), Sabino Martinez (APA President) and possibly oth-

ers. The Board of Director will be presenting some ideas on state-of-the-art software that

CAPE could purchase to facilitate our members’ needs.

The registration fee for the training has been reduced from the regular CAPE member fee

of $175 to $150. More detailed registration information will be disseminated soon.

Secretary’s Report Tom Kinney

Happy 2021 to all. I am optimistic that the New Year will be much better for all of us.

This edition of the Newsletter contains very good information on membership. Membership Chair Brett

Bartlett and the Board of Directors have been working hard to update where necessary our membership

levels. As you read on, you will see Brett’s explanation of the different levels and classifications of

CAPE membership. Brett is reaching out to all of you suggestions on how to make our classification lev-

els work for you and still provide our customers with the significance of each classification and level. I

urge all of you to read Brett’s report and, if you think there is a better way for CAPE to serve its mem-

bers and our clients, please comment. Debbie Peecook has vital, current information on PCSOT.

2021 Dues were due by December 31, 2020. Please get them into Treasurer Daniel Ramirez before the

April conference arrives. Your dues have to be paid to get the CAPE member rate for training.

From time to time, you may have received odd emails from me, the President or other officers. These are

being generated by Bots. You can tell if the email is authentic by placing your cursor next to the sender.

Here is one recently received: [email protected]. The “sender” address will reveal itself if

it is bogus. Mine will always say [email protected]. The President’s email address will read

[email protected].

Remember, the CAPE Secretary does not handle funds. Checks go to Treasurer Daniel Ramirez. Our

website offers payment by credit card and PayPal. If you pay on line, print a copy of your transaction for

your our records.

Currently, CAPE has five classes of memberships. The classes are: Affiliate, Intern Mem-ber, Full Member (voting rights), Life Member (voting rights) and Honorary Member. This article will focus on the Intern Member and Full Member classes. Please refer to the CAPE website for information relating to the other membership classes. Potential CAPE memberships are confirmed or denied by a vote of the members during the CAPE general membership meeting held at each seminar. Due to Covid-19, the April 2021 seminar is now scheduled to be a virtual seminar. The CAPE Board of Directors understand that it is vitally important for us to recruit, ap-prove, and retain our membership. With that said, we intend to hold a vote to accept new members during the April 2021 virtual seminar. The following is the minimum requirements for the Intern and Full membership levels: Intern Member:

Proof of graduation from an American Polygraph Association accredited school. Successfully complete a background investigation conducted by the Membership Com-

mittee. Be present and accepted into CAPE membership by a majority vote of the Full and Life

CAPE members present during a CAPE general membership meeting. Full Member:

Proof of graduation from an American Polygraph Association accredited school. Successfully complete a background investigation conducted by the Membership Com-

mittee. Pass a written examination administered by the Membership Committee. Provide documentation of a minimum of one hundred (100) polygraph examinations. Be accepted into Full CAPE membership by a majority vote of the Full and Life CAPE members present during a CAPE general membership meeting.

Intern Members who would like to upgrade to Full membership will have the opportunity to complete the written examination prior to the April 2021 seminar.

Members I have been assigned to review our membership classes to ensure the different classes are still serving our membership effectively. The review will look at the membership class designations (names) and to what extent each membership class can participate with re-gards to voting and other forms of input. I will also investigate the benefits of eliminating or retaining each class. My recommendations to the Board of Directors, if any, will be based on what our member-ship desires. With that said, I am looking for input from our membership. Ideally, I need input from members of each membership class thougout the state. My research must in-clude different perspectives and expectations from our members for what your CAPE membership should look like. Ervin Youngblood: Longtime CAPE member, friend, officer and President

Ervin Youngblood can use our support His family is dealing with a chal-

lenging medical issue. Without going into any details, prospects are positive

but the journey will have its ups and downs. Please keep the Youngblood

family in your thoughts and prayers.

RETIREMENT RON HILLEY

Past CAPE President Ron Hilley has decided to retire. Over the years, Ron was a pil-

lar of the polygraph community. He served CAPE as an officer and President.

After leaving the U.S. Navy, Ron was hired as a Special Agent of the FBI. He became

a polygraph examiner and was held in high esteem by his fellow FBI examiners. He

was involved in many sensitive cases while with FBI, San Francisco. Following his re-

tirement from the FBI, Ron formed a successful private polygraph business. His ser-

vices were in high demand by attorneys looking for the truth.

Ron was an active member of CAPE during and after his FBI service. His wife and

children often joined him at our training seminars. Throughout Ron’s membership in

CAPE, he was highly regarded for his reasonable judgment, honesty and professional

integrity. Ron was elected to the position of CAPE Director in October 2002. He was

elected President of CAPE in October 2006 and served in that office until November

2010. He handled CAPE’S business affairs efficiently and helped develop future offic-

ers for the Association. Long after Ron stepped down as an officer, his successors

looked to him for advice, particularly on sensitive matters.

Our organization was fortunate to have someone of Ron’s caliber among our member-

ship and leading our collective efforts. We wish Ron, Carol and his family all the best

as he enters a well-deserved retirement from public service.

Farewell and Thank You, Ted Todd Ted Todd has done much to contribute to success of CAPE over the last several years.

Ted was elected to the Board of Directors as a Director in November 2009. He served

as Vice President under President Janene Gordon from November 2010 to October

2013. In Anaheim during CAPE’s fall training conference in October 2013, Ted was

elected President of the Association. He carried out his duties efficiently, doing what

was right for our members and making it easier for our members to meet the expecta-

tions of our customers who count on us for good polygraph work in state, local, private

and sex offender testing. He stepped down as President in October 2016. During this

time with CAPE, Ted operated a very successful private polygraph business in Benicia.

Several current CAPE members owe their development in the polygraph field to Ted’s

mentorship.

Ted has decided to move on. He and his wife are starting a new chapter in their lives by

moving to Eagle, Idaho where they will be closer to their daughter and her family. Ted

may or not remain as active in our profession as he was in California. We should be

grateful to Ted for all he did during his time as a CAPE member to advance our profes-

sion. Thank you and good luck, Ted and family.

In Memoriam Rod Martin Former CAPE Webmaster

Rod Martin was the webmaster for the CAPE website until he retired in May 2019. On

October 9, 2020. Rod passed away after a long battle with various ailments including

neuropathy. Rod was born in Caribou, Maine. He was a veteran of the U.S. Marine

Corps and served in Vietnam.

CAPE entrusted our website to Rod in the early 2000s. He kept our Association’s news

and membership information up to date and easy to access. It is believed that he had

managed over 50 websites before his retirement. He is survived by his wife Gerrie and

brother Roger. Rod was a good friend and partner to CAPE.

On October 20, 2020, CAPE received a memo from the California Sex Offender Management

Board (CASOMB) in reference to a change in CASOMBS current Polygraph Standards about a

polygraph examiner’s professional experience. The number of supervised exams for new

PCSOT examiners will increase from 10 to 25 exams, effective date November 1, 2021 and that

the new standards will be posted in January 2021. CAPE authored a letter with concerns about

the changes to their policy. As of January 28, 2021, CAPE has not received a response from

CASOMB. The CASOMB polygraph committee will be addressing CAPE’s letter during their

next meeting in April 2021. CAPE will continue to follow up with the CASOMB Board and

their polygraph committee in order to bring you the most current information on CASOMB’s

policy changes.

On January 1, 2021, CASOMB posted the Amendment to the POST-Conviction Sex Offender

Polygraph Standards. Please go to the CASOMB website to view their documents. These are

the changes as posted on January 1, 2020:

9. Suitability for Testing. Persons who are suitable to undergo polygraph testing should meet

all of the following minimum requirement.

Age. Persons who chronological age is 18 years or greater should be considered suitable

for polygraph testing unless they are substantially impaired. In rare cases, person age 16 or older

may be tested, as determined on a case-by-case basis by the Containment Team, in order to pro-

mote community safety. Person under the age of 16 should not be tested.

14. Examiner qualifications: Examiners whose work is to be considered consistent with the

requirement of this Model Policy shall have completed a basic course of polygraph training at a

polygraph accredited by the APA or meet other training, experience and competency require-

ments for professional membership in the APA.

14.3.1. Professional Experience: Beginning November 1, 2021 examiners shall complete a

minimum of 25 supervised PCSOT field examinations prior to undertaking PCSOT examina-

tions unsupervised. Individuals who complete 10 supervised examinations prior to November

1, 2021 will have their professional experience under existing guidelines.

14.3.2. During the completion of supervised professional experience, the supervisee m

ay not conduct more than three (3) PCSOT exams in one day.

14.3.3. The supervising examiner should quality control through a combination of ques-

tion construction, videos review, chart review and report review. If the supervising examiner

finds the supervisee’s performance to be unsatisfactory, they should provide the trainee with

additional training and support.

14.3.4. A supervising examiner must be a current trained PCSOT examiner and have

completed a minimum of 200 PCSOT exams

you must be a CAPE Member, please send me your PCSOT 40-hour training certificate with

your application. The application can be found on the CAPE Website under the PCSOT

Trained Examiners.

There may be some new examiners that are looking for a mentor to supervise them for their

initial PCSOT tests, prior to going solo per CASOMBS rules. If you are willing to be a men-

tor/supervising examiner, can you please email me your contact information. If I am contact-

ed with a request for helping examiners find a supervising examiner, I will forward that infor-

mation to the requestee as long as they are CAPE Members.

Please stay safe out there both in your personal life and when you are conducting polygraph

examinations and take all the required and necessary steps to stay healthy.
