Implications of Development
-(or Interventions) Water resource is finite (within natural
variability) Any development big or small involves in
moving the water around (more often upstream)
Thus every intervention has an associated impact

What are the issues & concerns? No mechanism in place to arrive at
tradeoffs between the competing demands No mechanism to decide the extent of
watershed management Promoting rainwater harvesting without setting
the limits Ignoring the environmental demand Ignoring the hydrological health (interaction
between surface and ground water) Ignoring the water quality issues
Sustainability This brings us to the question of
sustainability Which is about maintaining the hydrological
and environmental health of the drainage system
IWRM philosophy has been the scientific option available but seldom used Watershed being the natural system where
water balance can be resolved and thereby impacts of the manmade interferences quantified
Way forward
Strengthen the scientific basis of decision making Use the basin approach for development Implement IWRM principles Bring in the environmental sustainability Be conscious of water quality issues
Involve the society in the decision making process on Water Resources development Generate scenarios to present various options Translate information that is integrated and
understandable – e.g., indices
Capacity building of various kind is required Strengthen the existing programmes Develop inter-disciplinary programmes Improve the in-service training
Introduce some portion of permanent faculty (open)
Have regular training of trainers Add experts on missing disciplines
Create comprehensive databases (initiative of NWM) and put them in public domain
Enhance interaction between water managers and academia

Data of IMD in public domain An extensive contribution being made
by NRSC WRIS put up by MoWR & NRSC A framework for an integrated water
