Byrne Consultants was established in 2005 by Director Simon Byrne, providing civil design solutions as an independent consultant. Simon is Byrne Consultants’ Founder and Director and has over 30 years’ experience in all areas of civil design and documentation, from advanced planning through to detail design and management of major projects. He is an expert in geometric design of major roadworks, intersections, roundabouts, subdivisions and building site works. Simon maintains close and productive relationships with Councils and Government Authorities and is able to advise clients on authority requirements and timely approvals.

Megan is as diverse as our team and applies her multifaceted skill set in managing the commercial operations of Byrne Consultants. She oversees all financials, such as cost monitoring and payroll, manages the administration of the practice, human resources, implementation of policies and procedures and contract management. Megan has been a valuable asset to the Byrne team for over 7 years.

Gary is an engineering manager with over 27 years of experience across both state and local government sectors. Gary has led and managed engineering teams responsible for the delivery of major works, minor new works and repair and maintenance programs including major programs in association with Australian Government agencies. His roles have encompassed program, project and contract management, leadership and management of engineering design and construction teams, design and documentation, infrastructure policy, research and development, community consultation and stakeholder management. Matt is a Lead Designer with over 26 years’ experience in all aspects of civil design and documentation. His experience ranges from minor traffic management issues through to major road and civil infrastructure and subdivision developments (rural and urban). Matt has developed positive relationships with all NT authorities, in particularly Power and Water Corporation by aiding the facilitation of approvals for water and sewer infrastructure.

Phillip is a delivery focused professional with over 25 years’ experience in the planning and design of a wide range of transportation infrastructure projects for state government, local government and private industry. Project ManagementByrne Consultants has experienced, Certified Practicing Project Management (CPPM) professionals available to ensure projects are delivered in full, on time and in budget. We are able to offer our clients a full project management service to take clients’ projects from concept to completion, including construction management of civil projects. Larrakeyah Barracks 97 Lot Residential DevelopmentCLIENT Halikos Constructions for the Department of Defence

AWARDS Winner of both the national and local 2013 Master Builders Association Excellence Award in Commercial Construction $50-$100m and Excellence in Residential Construction Over 5 Dwellings

SCOPE Byrne Consultants completed the design, documentation, approvals and construction certification of the subdivision, including all required services.

Our role included the re-grading of the site, upgrading of storm water drainage, new sewer reticulation, sewer pump station and water reticulation to current PowerWater standards.

PROJECT HIGHLIGHTS After assessing the existing infrastructure, it was deemed all existing services were unusable and would be abandoned. This required the complete redesign of site infrastructure for 97 lots.

Byrne Consultants was able to meet the challenge to design and construct new services and infrastructure during the simultaneous construction of 97 new houses.

Coolalinga 83 Lot Urban Residential / Commercial Subdivisions and Shopping Centre DevelopmentCLIENT Gwelo Developments

LOCATION Coolalinga, Northern Territory

YEAR 2011–2017

SCOPE The commission was to undertake the design of a mixed urban and commercial subdivision including service roads and access off the Stuart Highway in Coolalinga CBD. As the site is located in the Litchfield Council Shire it was necessary to verify council requirements and expectations as the project was the first greenfield urban development in the area. The site also contained a sensitive wetland area, which was to be retained and protected from proposed stormwater changes.

The scope of works included design and documentation of the subdivision and all services. Design took into account the requirements of a temporary and future access intersection with the Stuart Highway and modification of upgrade drainage structures. The road and lot layout, also took into consideration future road networks and land development zones.

Byrne Consultants role included supporting planning, preparing planning layouts and representing the client at Development Consent Authority (DCA) hearings. We were responsible for the detailed design, documentation, approvals and construction certification of the subdivision.

The project included design of the first stage of the shopping centre civil works and underground car parks. Excavation of which provided the fill required to construct the lower sections of the subdivision.

PROJECT HIGHLIGHTS This project presented several challenges given its location adjacent to a wet season lagoon and the associated high-water tables.

We were responsible for obtaining permits and approvals from the Department of Lands and Planning, NRETAS, Entomology, and Litchfield Shire Council.

The Boulevard Stage 1 & 2 and Goyder Square CLIENT City of Palmerston

LOCATION Palmerston, Northern Territory

CONSTRUCTION COST $7M The Boulevard Stage 1 & 2 and $6M Goyder Square

YEAR 2014–2016

SCOPE The Boulevard is the main civic street of Palmerston City Centre. Byrne Consultants was responsible for the concept development and detailed design of the road, stormwater drainage, street lighting, services, traffic signals at Chung Wah Terrace intersection and landscaping. We managed a multi-disciplinary engineering design team to successfully deliver the project under tight timeframes.

PROJECT HIGHLIGHTS Transforming The Boulevard into a feature street required careful consideration of landscaping and street furniture to create a street which catered for all users, including, mixed use, high density developments in an attractive environmentally conscious streetscape. Our design solutions focused on providing a finished product that enhanced the surrounding environment.

As a brownfield site, there were significant constraints on acceptable design outcomes due to the interface with existing infrastructure including roads and roundabouts, carparks, footpaths, existing buildings, stormwater drainage and utility services. We successfully managed and resolved numerous conflicts, and were responsible for consultating and negotiating the best possible solutions with all stakeholders involved.

Stuart Highway / Temple Terrace IntersectionCLIENT Northern Territory Government

LOCATION Palmerston, Northern Territory

CONSTRUCTION COST $10M

YEAR 2015

SCOPE This project included development of concept designs for upgrading the intersection for immediate traffic requirements and allowing for 15 years growth, intermediate layout (15-30 years growth) and a future grade separated interchange (30 years +). The concept designs enabled the road reserve for the future interchange to be determined and fixed in place, which ensured the current detailed design allowed for future upgrades.

Byrne Consultants design team undertook detailed design and documentation of all civil works, including design of roadworks and pavements, traffic signals, electrical reticulation, street lighting, underground stormwater drainage and relocation of existing services. Byrne Consultants also assisted the Department of Infrastructure throughout the construction phase.

PROJECT HIGHLIGHTS The signalised intersection was designed for a double diamond phasing configuration and allowed for multiple turning lanes and road train movements on all legs. The design included additional lanes on the highway, additional through, left and right turn lanes on Temple Terrace and development of the first stage of the Glyde Point connect road.

The detailed design included the relocations and/or protection works for major services such as under-grounding the 66KV HV transmission line, relocation of HV and LV power, design of sleeves for relocation of the 900mm dia. and 1000mm dia. water transmission pipelines, protection of the existing 900mm dia. and 1000mm dia. Water main’s and relocation of four Telstra optical fibre runs.

Palmerston Regional Hospital Headworks and Stormwater Detention SystemCLIENT Northern Territory Government

LOCATION Palmerston, Northern Territory

CONSTRUCTION COST $11M Headworks and $5M Stormwater Detention System

SCOPE Headworks

This project involved approx. $11M of new headworks to service the new Palmerston Regional Hospital. The scope of works involved site investigations and development of concept and detailed designs for Holtze collector road, Glyde Point arterial road and hospital access roads, including design of pavements, stormwater drainage, electrical reticulation and street lighting. As a separate commission, we also managed designs for associated water supply headworks.

Stormwater Detention System

We were commissioned to develop detailed engineering design and documentation for trunk stormwater infrastructure servicing the Palmerston Regional Hospital and adjacent land earmarked for future development.

Hydrologic modelling of the site was undertaken using RORB run-off routing software. Three detention basins were designed to attenuate post-development peak flow rates to match pre-development conditions downstream of the site for all storm events up to the 1% AEP Event, with additional considerations for severe storms. Hydrographs were also output at key points to establish peak flow rates for hydraulic design of the trunk drainage channels.

The site presented some challenges, as the development was proposed on top of a steep natural escarpment with conservation value. In lieu of conveying stormwater down the escarpment via large open drains with significant environmental impact, the basins were designed with regulating reservoirs to disperse basin outflows over wide spillways in to the natural environment.

Trunk drainage channels with low flow drains were also designed to convey 1% AEP flows. This involved upgrades to existing drainage lines which were significantly constrained due to their location within a major services corridor adjacent an Arterial Highway, as well as their proximity to an existing heritage listed railway embankment.

The design of these works heavily considered safety in design principles, in addition to operational and maintenance requirements. We operated under a close working relationship with all stakeholders.

PROJECT HIGHLIGHTS This project was a ‘greenfield’ site and involved extensive concept design development, with due consideration for immediate, medium-term and ultimate configurations. Similar to the Stuart Hwy/Temple Terrace Intersection project, the immediate design was required to be cognisant of future development constructability and constraints.

A large number of stakeholders were involved in the project, each with differing and sometimes conflicting demands. The success of this project relied on effective stakeholder engagement and frequent communication to establish the best path forward for the development.

Girraween Road Roundabout and Road Realignment and Coolalinga Bus Park and Ride FacilityCLIENT Northern Territory Government

SCOPE Byrne Consultants undertook the development of layouts for the Department of Infrastructure. This was followed by detailed design and documentation of the $2.3M roundabout and road realignment and $1.5M Park and Ride facility.

Scope included roadworks, storm water drainage, traffic signals, electrical reticulation, street lighting and miscellaneous service relocations. Byrne Consultants also provided assistance and advice for the duration of the construction phase to the Project Manager of the Department of Infrastructure.

PROJECT HIGHLIGHTS The Coolalinga Park and Ride facility was commissioned 5 weeks ahead of schedule.

Woolner Road / I’Liffe Street Roundabout and RealignmentCLIENT City of Darwin

LOCATION Woolner, Northern Territory

YEAR 2008

SCOPE Byrne Consultants developed the concept road layout and roundabout options to address conflicting traffic movements and congestion on Woolner Road, I’llife St, Bishop St and Brewery Place. An integral part of the design was taking into consideration the adjacent Fire Station by providing emergency access for fire trucks to the signalised intersection on the Stuart Highway by avoiding the roundabout and linking to the traffic signal to control green phase on exit.

The project included the design of roadworks, storm water drainage, street lighting, traffic signal documentation and service relocations. Byrne Consultants provided the City of Darwin with assistance and advice during the construction phase.

PROJECT HIGHLIGHTS A challenge of this project was to complete the project development and detailed design within 11 weeks of commissioning. This deadline was achieved.

This project provided emergency access for fire trucks from I’liffe St to the signalised intersection on the Stuart Highway, avoiding the roundabout and linking to the signal phases.

SCOPE Byrne Consultants were commissioned by Halikos Construction to undertake detailed civil engineering design, documentation and construction certification for a design and construct contract to provide a new school for children with disabilities.

We were responsible for the design of earthworks, site grading, roadworks, carparks, footpaths, storm-water drainage infrastructure, managing approvals with authorities, preparing construction specifications and schedules, providing technical advice during construction, construction inspections and certification of the works.

PROJECT HIGHLIGHTS The nature of this project presented unique challenges, requiring detailed understanding of legal and regulatory requirements in relation to access and mobility standards for children and adolescents. We reviewed applicable legislation and advocated for the adoption of normative reference standards, which ensured best practice design outcomes to suit the intended end users.

We also undertook detailed storm-water investigations to assess the hydraulic capacity of existing downstream stormwater infrastructure. After proofing the design we negotiated approvals with City of Darwin to permit discharge offsite without the need for onsite detention.

During construction, we encountered conflict with existing services. This included exposing an asbestos sewer rising main during the preparation of subgrade for a driveway crossover and identifying a clash between an existing high voltage reticulation cable and a proposed stormwater pipeline. Relocation and/or modification of these existing services would have been costly, time consuming and disruptive to the local community due to prolonged closure of public walkways along school routes. Considering this, Byrne Consultants developed alternative design solutions which mitigated these clashes through reduced cover and clearances. We negotiated approvals with PowerWater and obtained a compromise on commonly accepted standards.

SCOPE Our team developed layouts for Department of Infrastructure approval followed by detailed design and documentation the upgrade the intersection to a four way signalised intersection, including a roundabout to access Darwin High and Middle School. Works included roadworks, storm water drainage, traffic signals, street lighting and miscellaneous service relocations. We also provided assistance and advice during the construction phase the Department of Infrastructure Project Manager.

PROJECT HIGHLIGHTS The client requested that this project be fast tracked to ensure that the tender allowed sufficient time to complete construction prior to the opening of the new Darwin Middle School. We completed the design and documentation within 6 weeks of commissioning.

During construction, Byrne Consultants also acted as the civil consultant on the Darwin Middle School design and construct project.

Rosebery Pre, Primary and Middle Schools CLIENT Halikos Pty Ltd for Northern Territory Government

SCOPE This project involved the design, documentation and construction of 11 school buildings, several carparks and an oval. Simon’s role was Project Director, liaising with Halikos and the other project consultants and leading Byrne Consultants’ team of engineers and designers to deliver a quality outcome. Byrne Consultants where responsible for;

We provided detailed design and documentation of all civil works, including roadworks, carparks, stormwater drainage and grading of all external paving to AS1428.2. Byrne Consultants also undertook the design of common service trenches and coordination of all services.

We also provided technical advice during construction and undertook the inspection and certification of civil works.

PROJECT HIGHLIGHTS This project was designed to retain as much natural bushland as possible.

The detailed design and documentation was fast tracked to ensure tight timeframes for delivery were met and as such the client could handover the project one month prior to contracted completion date.

The fast tracked design included a total redesign of the tender earthworks design and building floor levels to balance earthworks and reduce the imported fill requirement by 60,000m3. This reduced truck haul movements through Palmerston by some 2400 semi-trailers avoiding associated infrastructure damage.

Significant perched ground water problems were encountered in the lower areas of the site. Our subsoil drainage design successfully drained the site allowing construction.

PROJECT HIGHLIGHTS During construction we dealt with a clay subgrade that broke down to low strength and became highly expansive when compacted. The pavement design and construction methods used were modified to successfully allow construction over the clay material.
