West Middlesex University Hospital is an award winning, modern, busy acute hospital in West London.
We serve a local population of around 400,000 people, mainly covering the London Boroughs of
Hounslow and Richmond upon Thames. Our vision is to become a first class hospital for our
community and to provide high quality care in every way.
Employing over 1,800 people, the hospital has circa 400 beds. The Trust has an annual budget of over
£154 million. The Hospital has an impressive record, performing well in comparative assessments of
clinical performance.
The majority of the hospital is located in a modern facility, completed in July 2003, built and operated
under a Private Finance Initiative.
First Class Future
Under North West London’ strategy, Shaping a Healthier Future (SaHF), the Trust has been designated
as a major hospital, which will bring significant investments in our facilities and staffing, expanding a
number of our services. The change were planned to be implemented in 2017-18, although the North
West commissioners have already brought forward some elements of the programme. The change
identifies the need for additional capacity to accommodate the transfer of births, unscheduled and
elective care arising from the reconfiguration of services predominantly from the borough of Ealing.
Overall, the additional activity equates to:
1000 births i.e. up to 6000 births in total , in addition to the associated increase in non-birth
event attendances and neonatal cot days;
13,000 Accident and Emergency attendances;
72 inpatient ward beds; both medical and specialty;
7 ITU beds; and
5 paediatrics inpatient beds.
The wider strategic agenda around seven day working has already been included into the clinical
standards set out in the Shaping a Healthier Business case. North West London is a national pilot
site for seven days working and the Trust is actively engaged with this programme. Our seven day
working priorities in 2014-15 include: the establishment of an Ambulatory Emergency Centre,
weekend working in diagnostics, consultant onsite presence out of hours for specific specialities and
improved communication with local GPs.
In the summer 2012 West Middlesex University Hospital NHS Trust concluded that it could not achieve
Foundation Trust status as a standalone entity at that time, a decision driven by an assessment of the
financial viability of the organisation. A competitive process to find a partner was instigated and,
following a thorough investigation selected Chelsea and Westminster Hospital NHS Foundation Trust
as the preferred partner with whom to proceed to develop a business case. Discussions have revolved
around whether the enlarged organisation would be robust enough – in terms of financial viability,
and quality and sustainability of services – to enable it to flourish as a successful NHS foundation trust.
It is anticipated that the transaction, coupled with the Major Hospital status awarded to West
Middlesex as part of SaHF Future will lead to a vibrant, sustainable future for the site providing a
greater level of care closer to home for our local population. This is an exciting time to join the Trust

Quality and Patient Safety
The Trust has well developed systems for clinical governance and aims to further develop a patient
safety culture. Key to this development is the engagement of the clinical teams, in which the Medical
Director plays a central role. It has recently strengthened the systems and processes that support
morbidity and mortality reviews, with positive external feedback. Safety crosses have been introduced
in ward areas for the multi-disciplinary team to monitor improvements. A Patient Safety Fellow has
been jointly appointed with Imperial College Healthcare Trust to lead a research project called Head’s
Up, aimed at engaging the ward multi-disciplinary team to identify and manage their day to days risks
in more structured manner.
For purposes of revalidation, the role of Responsible Officer has been separated from the Medical
Director role. System and processes for revalidation are well established and notable areas of practice
include regular use of multi-source feedback as part of the appraisal and high rates of completion for
medical appraisals.
Awards and Accolades
Hospital gets highest standard for patient safety
Following a rigorous assessment, the West Middlesex University Hospital has achieved the highest
standard for patient safety. The assessment was undertaken by the NHS Litigation Authority and
West Middlesex is now one of the few trusts in England to have achieved their level 3 standards for
both maternity services and acute services.
The Trust has recently also received a number of awards for the quality of clinical services particularly
in maternity, our leadership development programme and for patient and public engagement.
Partnership working
The Trust works in partnership with Imperial NHS Trust with whom we share over 20 joint
appointments, Chelsea and Westminster Foundation Trust, Hounslow and Richmond Healthcare Trust,
Health Education North West London, Buckinghamshire College for Adult Nursing and Thames Valley
University for midwifery.

Trust Management Structure
The hospital is organised into four clinical divisions: Medicine, Surgery & Critical Care, Women & Children’s and Clinical Support services. These are supported by corporate directorates including Information Management, Workforce & Development, Department of Nursing & Midwifery, Finance and Corporate Affairs. Clinical services provided include:
Medicine – The medicine division is the largest clinical division within the trust and spans the spectrum of medical clinical activity across the acute and emergency pathway through to the specialty areas. The Division expanded the Acute Physician led Acute Assessment Unit increasing both its capacity and opening times to radically improve the emergency medical pathway and improve our patients' experience. The division covers late in life services, an acute stroke unit and rehabilitation services. Our busy Emergency Department works with the co-located Urgent Care Centre to deliver more than 135,000 attendances per year.
Women’s and Children’s – includes maternity, an innovative integrated hospital and community sexual health service, gynaecology and emergency inpatient and outpatient children and young people’s services. The Trust is commissioned to deliver circa 5000 births, although this is will increase in the future due to changes within the North West London Health economy.
Surgery and Critical Care – includes a range of surgical services – Orthopaedic, General Surgery including breast, colorectal, urology, ENT, paediatric surgery, surgical podiatry. This includes the West London Day Surgery Centre. Critical Care service provides ITU and HDU facilities. The Trust is seen to be an exemplar for day surgery and the enhanced recovery programme.
Clinical Support services - supports front line services and covers pathology, clinical imaging, outpatients, clinical administration, health records and pharmacy.

JOB SUMMARY
The Medical Director is a key member of the Trust Board and the Executive Team. S/he is an executive member of
the Trust Board and provides advice and guidance to the Chief Executive, Chairman, the Trust Board, on medical
related matters to the Trust.
The post holder is the senior clinician within the Trust, and a Trust Board member, sharing the corporate
responsibilities of the Board. Accountable to the Chief Executive and through her/him to the Trust Board, S/he has
a key role in supporting the Chief Executive in leading and managing the organisation. This includes working closely
with the Chief executive in setting the Trust's strategic direction, monitoring quality and clinical standards, ensuring
effective clinical stewardship and high standards of clinical governance.
S/he will be pivotal in ensuring the provision of an effective high quality clinical function taking full regard of all
professional views within available resources, and facilitating the development of clinical strategies that ensure
the Trusts continued success.
The Medical Director plays a vital role in leading Trust’s Clinical Excellence Committee and other quality initiatives
to improve clinical outcomes and patient satisfaction. In realising these achievements, the Medical Director is
expected to ensure that there are structures in place to support the engagement of clinical staff. Together with
the Executive Team, the Medical Director will be expected to support the development of a culture that encourages
excellence in clinical practice, multi-professional working and development of a patient safety culture.
The Medical Director will be expected to provide clinical leadership in supporting the Trust to develop its services
to meet strategic challenges and opportunities presented by Shaping a Healthier Future, North West London’s
strategy for service reconfiguration, the development of partnership working arrangements with Chelsea and
Westminster Foundation Trust, transformation agenda and delivery of quality standards.

MAIN TASKS AND RESPONSIBILITIES
1. STRATEGIC AND CORPORATE RESPONSIBILITIES
a. Contribute to all major service development and investment decisions through membership of the Trust
Board and Trust Executive, as well as all aspects of performance management across all the services of the
Trust. Participate fully in the corporate management of the Trust, including the formulation of the strategic
framework, annual business plan and financial recovery plans.
b. Provide clinical leadership to development of the Trust’s strategic direction. Currently the key strategic issues
include Shaping a Healthier Future, the transaction process with Chelsea and Westminster Foundation Trust,
transformation agenda and delivery of the quality standards during period of change.
c. Develop and maintain productive collaborative working relationships with other members of the Trust
Executive.
d. Actively pursue opportunities for positive collaboration of mutual benefit, with other agencies/organisations
in the local health economy and /or across London.
e. Contribute to the achievement of all the Trust's objectives, including the financial, workforce and performance
targets within the Trust's standing orders and standing financial instructions, and the overall corporate
governance framework.
f. Bring to the attention of the Chief Executive any medical issues that which might affect the Trust's
performance and reputation.
g. Jointly with the Chief Executive, work closely with Imperial College School of Medicine and Academic Health Science Centre, in order to develop strong and mutually beneficial working relationships.
h. Participate in Executive on-call rota.
PROFESSIONAL ADVICE AND MEDICAL LEADERSHIP a. Maintain a high level of performance of the medical staff within the Trust. This includes the establishment of
effective local systems to enable individual doctors to discharge their professional obligations and to identify, help and, if necessary, bring to the attention of the Trust, any cause for concern that the conduct, performance or health of clinical colleagues might present a threat to patients.
b. Manage any disciplinary issue, which may arise involving the Lead Clinicians and other medical staff in accordance with Trust policies and procedures.
c. Lead the job planning process working together with Director of Workforce and Development. This includes regularly reviewing the job planning process to ensure that this is aligned with the Trust priorities and commissioning intentions business planning process, corporate objectives and that Trust is maximising opportunities to increase workforce productivity and effectively manage pay costs.
d. Work closely with the Director of Nursing and Midwifery as the two professional advisors to the Trust and to contribute actively to all major investment decisions through membership of the Management Executive. The Medical Director will also be expected to provide senior professional

i. Actively promote the role of the Lead Clinicians within clinical divisions and ensure appropriate involvement in strategic and divisional decision-making.
j. Demonstrate professional leadership by consistently representing the Trust in the wider health economy and by making visible to staff within the Trust, clinical involvement in strategic and divisional decision-making processes.
k. Arbitrate where differences of opinion arise between clinicians within their speciality that have not been resolved by the appropriate Lead Clinician or Divisional Director.
l. Act as professional link with the General Medical Council, Trust Development Authority and the Care Quality Commission.
SERVICE REDESIGN
a. Ensure that the medical profession understands the need for and implications of, service improvement and
change. This will include seeking out and introducing appropriate innovation and leading edge initiatives
found in other parts of the NHS and other health systems internationally, and acting as a change agent within
the medical profession.
b. Working closely with the Director of Workforce and Development, lead the modernisation of working
practices and conditions for consultant medical staff, including implementation of changes to the consultant
contract and the job planning.
c. Actively promote the role of clinicians in management and the development of effective relationships with
management. Develop future clinical leaders within the Trust.
d. Facilitating the implementation of key clinical systems working closely with clinical representatives and the
systems supplier to ensure that local priorities are met and resultant opportunities for the modernisation of
clinical care are maximised.
e. actively promote the full utilisation of e-technology by the medical staff
CLINICAL GOVERNANCE QUALITY AND RISK MANAGEMENT
a. Lead and Chair committees as appropriate, e.g. Clinical Excellence Committee and Trust wide Mortality and
Morbidity Review meeting, to drive forward improvements in clinical effectiveness and clinical outcomes.
b. To actively support work to develop a framework for clinical outcomes and benchmarking.
c. To be responsible for the development and implementation of a successful and comprehensive Trust-wide
Quality and Risk Management Programme, working closely with the Director of Nursing and Midwifery.
d. To champion patient safety initiatives and ensure that this agenda remains central to the annual business
planning process. Actively support the implementation of infection prevention and control strategies.
e. Together with the Director of Nursing and Midwifery ensure NICE guidance is captured and acted upon as
appropriate.
f. Ensure that effective clinical audit processes are put in place and that action is taken on the basis of findings.

g. Jointly with the Chief Executive, and in accordance with the Trust's Complaints Procedure, deal with all
complaints made regarding the services provided by the Trust, where these have not been resolved by the
appropriate directorate(s), and ensure that clinical and service improvements are made as appropriate.
h. To be the Trust’s Caldicott Guardian, working closely with the Assistant Director of IM&T and the Governance
and Risk team to deliver this role.
MULTI PROFESSIONAL EDUCATION, TRAINING AND RESEARCH
a. Actively work towards enhancing the Trust’s standing as a teaching Hospital.
b. Support the development of multi professional team planning and care delivery.
c. Liaise with Lead Clinicians and Director of Workforce and Development with regard to medical staffing levels
for the services within the Divisions to ensure an appropriate balance between service delivery and support
to the Trust's commitment to medical education and training.
d. Together with Director of Workforce and Development and Lead Clinicians, ensure that the targets for New
Deal for Junior Doctors Hours and European Working Time Directive are achieved and that the accreditation
requirements for all training posts are met in order that recognition is retained.
e. Support development of research within the Trust working with Academic Health Science Centre and CLARC.
COMMUNICATION AND COLLABORATION
a. Lead collaborative work, on behalf of the Trust, with external partner agencies in health and social care,
education, training and research, and other stakeholders in the development of comprehensive clinical service
networks across North West London.
b. Communicate the objectives, plans and progress of the Trust to all Medical Staff.
c. Foster effective relationships with fellow Medical Directors, the Trust Development Authority, NHS England
(London Office), Department of Health and Social Care, CCGs as well as liaising with professional bodies to
ensure that the Trust's interests-are properly met.
GMC and revalidation requirements
Medical practitioners are expected to be compliant with the GMC requirements for revalidation and standards
of behaviour.
