Overview

About NEIEP and the Rigger and Signal Person Advisory Group (RSAG)TheNationalElevator IndustryEducationalProgramwas founded in1967 toprovideaprogramof continuingeducationand training in thebasic, intermediate,andadvancedskillsnecessary tomaintainaknowledgeableandproductiveelevator industryworkforce.NEIEPprovides thebeneficiariesof theNationalElevator IndustryEducationalProgramTrustwiththemostcomprehensive,industry-specifictechnicaleducationforthecraftoftheElevatorConstructor.

NEIEPbeganofferinga“Qualified”RiggingandSignalingtrainingandqualificationprogramtoIUECmembersin2011.

In2012, theRSAGwasestablished todevelopaseparate,morecomprehensiveCertifiedSignalPersonandRiggerLevels1&2(CSPR-1/CSPR-2)examination.

Purpose of the Certified Signal Person and Rigger Levels 1 & 2 (CSPR-1/CSPR-2)ThepurposesoftheCertifiedSignalPersonandRiggerLevels1&2(CSPR-1/CSPR-2)Programareto:

• PromotesignalpersoncompetencyandasaferworkenvironmentforInternationalUnionofElevatorConstructors(IUEC)Members.

• OrganizeandimplementacomprehensiveprogramforthequalificationofIUECriggerandsignalpersons.• Promotethedevelopmentofknowledgeandskillsofthoseelevatorconstructorswhorequirecertificationtoperformriggingworkintheindustry.

Statement of Non-DiscriminationInadministeringthecertificationprogram,weadheretoprinciplesoffairnessanddueprocessandendorsetheprinciplesofequalopportunity.TheRSAGshallnotdiscriminateordenyopportunitytoanyoneonthegroundsofgenderorgenderidentity,age(40orolder),religion,nationalorethnicorigin,maritalstatus,military/veteranstatus,sexualorientation,statusasanindividualwithadisability,race,color,sex,arrestrecord,geneticinformation,oranyotherlegallyprotectedstatus.

Application Process

OverviewThestepsoftheapplicationprocessfortheCertifiedSignalPersonandRiggerLevels1&2(CSPR-1/CSPR-2)Programareasfollows:

1. SubmityourapplicationalongwiththerequireddocumentstotheCertificationDirectoratleast30dayspriortoyourdesiredtestingdate.

2. Within10businessdaysofreceiptofyourapplication,theCertificationDirectorwillsendyouan“authorizationtotest”letterconfirmingyoureligibilitystatusandanexaminationschedule.

3. Youmustsendanemailorcalltheprovidednumbertoconfirmyourexaminationappointment.4. Taketheexamsatyourconfirmedlocationanddate/time.5. Theexamswillbegradedonsiteandthosewhopasstheexamwillbeawardedatemporarycard.Within30

businessdaysoftheexamdate,theCertificationDirectoronbehalfofSchemeCommitteewillapproveyourcertificationandyouwillbemailedapermanentcardandaDetailedExamReport.Yourcardisvalidforfiveyearsaftertheexamdate.

6. Within30businessdaysoftheexamdate,theCertificationDirectorwillsendindividualswhodidnotpasstheexamaDetailedExamReportindicatingareasrecommendedforfurtherstudy.

7. Candidateswhodonotpassalloranyportionsoftheexaminationontheirfirstattemptshallbegiventheopportunitytore-taketheexamwithinsixmonths.CandidatesmustinformtheCertificationDirectoroftheir


intenttore-taketheexamwithinonemonthofthedaytheyfailedtheexam.

Scheduling an Examination AppointmentWithin10businessdaysofthereceiptofyourapplication,theCertificationDirectorwillsendyouan“authorizationtotest”letteroremailconfirmingyoureligibilitystatusandtestingdate.Yourauthorizationtotestletterwillserveasyourconfirmationofyourexamdate,time,andlocation.Youwillreceivenofurthernoticeofconfirmation.

Special Circumstances

Incomplete ApplicationsIncompletepaperapplications,alongwithalldocumentationsubmitted,willbereturnedtotheapplicant.Incompleteon-lineapplicationswillbenotifiedviae-mail,withinstructionstogobackandcomplete.

CancellationIfacandidaterequestscancellationofascheduledexamdateforanyreason,eligibilityinformationwillhavetobere-submittedbeforetheyarescheduledforanalternatedate.Anewauthorizationtotestletterwillbeissuedforthecorrecttestdate.

The Examinations

Examination Formats The Certified Signal Person and Rigger Levels 1 & 2 (CSPR-1/CSPR-2) examination consists of a written(computer-based)testofmultiple-choicetypequestionsand2practicalexaminationswhichrequirecandidatestodemonstratephysicalriggingandsignalingtasks.Inordertoreceivethecertification,candidatesmustpassthewrittenandthepracticalexamswithinthesameexaminationtestingperiod.

To receive a Level 1 certification (CSPR-1), the following must be passed:• Level1cutscoreonwritten(computer-based)exam• Signalingpracticalexam• Level1practicalriggingscenarios

To receive a Level 2 certification (CSPR-2), the following must be passed:• Level1&Level2cutscoreonwritten(computer-based)exam• Signalingpracticalexam• Level1&Level2practicalriggingscenarios

Themaximumtimeforthewrittenportionoftheexamis150minutes.Thewrittenexamisautomaticallyscored.CandidateswhocompletethewrittenexamatLevel1willthenattemptthepracticalexamswithinthesametestingperiod.

Thetimelimitfordemonstratingeachsignalis30seconds;theminimumpassingscoreforthesignalingpracticalis19outof21correctsignals.Thetimelimitfordemonstratingeachriggingtaskisbetween10and25minutes.FortheLevelIportionofthepracticalriggingexam,acandidatemustreceiveaminimumpassingscoretoachieveCSPR-1status.CandidatesmustcompletetheLevel2portionofthewrittentesttotaketheLevel2portionoftheriggingpracticalexam.FortheLevel2portionofthepracticalriggingexam,acandidatemustreceiveaminimumpassingscoretoachieveCSPR-2status.

Candidateswhosuccessfullycompletethewrittenandpracticalexamswill immediatelybeissuedatemporary


certificationcard.ApermanentcardwillbeissuedbytheCertificationDirectoronbehalfofSchemeCommitteeandmailedtotheaddressprovidedoncertificantsapplication.

LanguageTheexaminationsareofferedinEnglishonly.

Preparing for the Examinations

ThecourseyouattendonRiggingandSignalingshouldcoverthesetopicsindetail.

1. Knowledgeofdifferenttypesofconstructioncranes(e.g.,trolley,tower,track,wheel-based),howtheyoperate,theirloadcapacities,etc.

2. Knowledgeofsafetyproceduresforconstructioncranelifting.3. Theabilitytodeterminewhichmovements(e.g.,boomin,raiseload)acraneshouldmakewhenliftingaload.4. Knowledgeofhowtomakecorrecthand/armsignalstocraneoperator.5. Knowledgeofhowtomakecorrectvoicesignalstocraneoperator.6. Knowledgeofsaferiggingprocedures.7. Theabilitytodetermineacorrectriggingsetupforapickorlift(e.g.,determineoptimalanglesofchokers/

Studying for the ExaminationTobeeligible to take theexam,allapplicantsare required tohave takenapreparationcourse inRiggingandSignaling(oftheirchoice)withintwelvemonthsoftheapplicationdate.

Thereareavarietyofthingsyoucandotoprepareyourselfforthetest:

• ReviewthestudymaterialsfromthecourseonRiggingandSignalingyouhaverecentlycompleted• ReviewtheContentOutlineandAuthoritativeReferencesList.• Practicedemonstratingthe21basicsignals.• Practiceevaluatingthesignalpersontasksasothersperformthem.

Whetheronyourownorwithastudygroup,therearemanyengagingthingsyoucandotoprepareyourselffortheexamination.

On the Day of the Examination

Test Admission ProceduresCandidatesmust report to the test site no later than fiveminutes before the posted start time of the exam.Candidatesmustbeontherostertotestandagovernment-issuedphotoID(suchasavaliddriver’slicense)withcandidate’snameonit.ThenameonthephotoIDmustmatchthenameontheroster.

Candidateswhoarenotonthetestroster,don’thaveaphotoID,orthosewhoarrivemorethan5minutesafterthepostedstarttime,willNOTbepermittedtoenterthetestcenter.

Seatingofthecandidates,distributionoftestmaterials,andtestinginstructionswillbeginatfiveminutesafterthepostedstarttimeoftheexam.Thetotalwritten(computer-based)testingtimeis150minutes.Additionaltimehasbeenallowedforinstructions.Youcanexpecttoleavethewritten(computer-based)testingsiteatapproximately21/2hoursafterthepostedstarttimefortheexam.Therearenoscheduledbreaks.

Practical ExaminationsPracticalExaminationsareconductedonthesamedayaswritten(computer-based)examinations.Aminimumbreakbetweenthewritten(computer-based)examandthepracticalexamwillbe30minutes;however,thelengthofthebreakmaybelongerifcandidatescompletethewritten(computer-based)exambeforetheallottedtime,orifthereareothercandidateswaitingtotakethepracticalportionsoftheexam.

Theon-siteadministratorwillprovidedirectionstothepracticalexaminationareasofthetestingsite.Candidatesmustreporttothepracticaltestingareasnolaterthan5minutesbeforetheirdesignatedstarttimeforthepracticalexam.Candidatesmustbeontherosterandhaveagovernment-issuedphotoID(suchasavaliddriver’slicense)withcandidate’snameonit.ThenameonthephotoIDmustmatchthenameontheroster.

Instructionswillbegivenbeforethestartofthepracticalexam.Candidateswillbetestedoneatatime.

For the Signal Person Practical portion of the exam, the on-site administrator will ask each candidate todemonstratesignalpersontasks.Thetimelimitforeachsignalpersontaskacandidatemustdemonstratewillbe30seconds.

For theRigging Level 1 Practical portion of the exam, the on-site administrator will ask each candidate todemonstratephysicalriggingtaskscenariosthatdemonstratetheirknowledgeofbasicskillsforcreatingsimplehitchesandutilizingproper,non-damagedriggingmaterials.Thetime limit foreachscenarioacandidatemustdemonstratewillbebetween10and25minutes.FortheLevelIportionofthepracticalriggingexam,acandidatemustreceiveaminimumpassingscoretoachieveCSPR-1status.

For theRigging Level 2 Practical portion of the exam, the on-site administrator will ask each candidate todemonstratephysicalriggingtaskscenariosthatdemonstrateknowledgeofmorethecomplexskillsandjudgmentnecessary for rigging situations requiring independent judgment and decisionmaking about riggingmaterials,riggingmaterials,hoistingdevices,howtoavoiddamagingloadsandstructures,andtravelroutesofloadsbeing

Examination IrregularitiesAnyproblems,suspectedinstancesofcheating,allegedinappropriateexaminationadministration,environmentaltesting conditions severe enough to cause disruption of the process, or other irregularities related to testadministrationshouldbeaddressedtotheon-siteadministrator.Allsuchmatterswillbereported, investigated,andsubjecttofurtheractionbaseduponpoliciesandproceduresadoptedbytheRSAG.

Handling of TestsExamadministratorswilltakeallavailableprecautionstoensuretheappropriateandsecurehandlingofcompletedtests.Intherareandextremecaseinwhichthetestsbecomelostorunreadable,candidateswillberequiredtoundergore-testing.

After the Examination

Notification of ResultsCandidatesarenotifiedoftheirwritten(computer-based)examinationresultswithinthreehoursofcompletingthetest.

Candidateswho fail thewritten (computer-based)exam twiceare required to re-takeaRiggingandSignalingpreparationcourse(oftheirchoice)andreapplyinordertobeeligibletositfortheexamonasubsequentday.

Candidatesarenotifiedoftheirpracticalexaminationresultsimmediatelyaftercompletingthetests.Candidateswhopassthewrittenandpracticalexaminationswillberecommendedforcertification.

Results – PassingTemporary certification cardswill be issued immediately to all candidateswho pass all portions of the exam.Permanent certification cards, which are issued by the program’s Certification Director on behalf of SchemeCommittee(seenbelow),willbemailedwithin30businessdaysoftheexamdate.
