ABOUT NORTHERN TERRITORY PHN (NT PHN)

Northern Territory PHN is a not-for-profit organisation fully funded by the Australian Government to work closely with the primary health sector to develop better coordination, support the health workforce and introduce new health programs and services. Our vision is that people in the Northern Territory enjoy their best health and wellbeing. ABOUT THE POSITION

Package This role is classified at a senior level within the Northern Territory PHN Enterprise Agreement 2016- 2018. The role attracts an annual base salary of $126,344 plus a superannuation contribution of 9.5%. A copy of the Agreement may be accessed through: https://www.fwc.gov.au/documents/documents/agreements/fwa/ae418842.pdf Employees of NT PHN are also able to participate in a voluntary salary packaging arrangement of up to $15,899 per fringe benefit tax year. Due to our not-for-profit status, employees are also able to salary package additional options such as meal and entertainment and holiday accommodation over the threshold. Relocation Assistance NT PHN may provide relocation assistance to the successful candidate to the amount of $10,000 on a reimbursement basis. Should your employment with NT PHN cease within six months from the commencement date, you will be required to refund the full amount of $10,000 to NT PHN. ABOUT THE PROJECT

Summary of the Transforming Mental Health and Suicide Prevention Services in the NT – A

move towards whole of system integration The Fifth National Mental Health and Suicide Prevention Plan was endorsed by the Council of Australian Governments (COAG) in August 2017. The plan committed all governments to work together to achieve regional integration in planning and service delivery for mental health and suicide prevention services. To support the scale of transformation required in the Northern Territory, all mental health and suicide prevention stakeholders will need to work collaboratively to plan for and embed integration through a whole of systems approach. This platform for change will address systemic fragmentation and barriers to integration of mental health and suicide prevention services to achieve better outcomes for individuals and communities. The project plan, Transforming Mental Health and Suicide Prevention Services in the NT – A move towards whole of system integration, provides an initial blueprint to guide our approach as we embark on the journey toward reform. This briefing paper has been produced using excerpts of the project plan. Our Partnership Approach NT PHN will lead the transformation work in partnership with NT Health, which encompasses the Department of Health, Top End Health Service (TEHS) and Central Australia Health Service (CAHS), through a formal and joint collaborative partnership.

Key stakeholders include consumers, carers, people with lived experience, community managed

organisations, Aboriginal Community Controlled Health Services, public and private providers, social

service agencies and other funders. Including of all the key stakeholders through extensive

engagement and participation will be vital to effect the transformation.

As such, our service integration framework will be underpinned using a collaborative co-design

approach that brings together all of these stakeholders to collectively create solutions that innovate,

change and improve our mental health and suicide prevention system.

The Journey to Transformation A continuum of planning and integration efforts is required to achieve the full scale of transformation. As such, we will commence our transformation journey with a mental health and suicide prevention foundation plan by June 2020 and progress towards the development and implementation of a comprehensive integration plan by June 2022. Our foundation plan will be focused on what can be done in the short term to better use existing resources and service systems to develop new ways of working together, as an important first step towards a comprehensive service development plan. Our comprehensive integration plan will be focused on looking at the future for how services should be developed to meet priority gaps as new funding and/or resources become available, or existing resources are redirected to meet agreed priorities and outcomes. Governing the Transformation To ensure it is a success, there must be clarity around how decisions will be made and who will be accountable for the outcomes. To achieve this, there must be a clear project governance structure detailing who has decision making authority, who will be accountable for the project’s completion and who will be responsible for the delivery of the project. Below is diagrammatical representation of the joint integration planning governance structure. The project control group (pcg) is the only layer of governance not already established.

Developing the Foundation Plan

Our approach to the development of the foundation plan for 2020 is underpinned by our service

integration framework which will utilise evidence-informed planning.

Our approach is based on two stages, with a significant component of work to be undertaken through

building the evidence.

Building the Foundation Plan NT PHN and NT Health have each committed resources toward the development of the foundation plan and early stages of the transformation. A project team will operate under the guidance of the PCG and in accordance with a formal collaboration agreement between NT PHN and NT Health. The project team will leverage existing and emerging networks and knowledge centres to build the evidence and commence service integration. A representation of the dedicated project resources within NT PHN and NT Health are as follows.

Essential

Demonstrated and proven experience in managing complex social and / or health related

projects at a system-wide level (ideally minimum 5 years’ experience)

Demonstrated transformational leadership style and skills to drive change towards agreed

results and/or outcomes

Demonstrated experience in applying project management techniques and processes to

successfully deliver within complex contexts

Proven knowledge and experience working in health and /or social reform including system

improvement for community benefit

Demonstrated ability to create positive and collaborative relationships with a diverse wide

range of people including health and social organisations, consumers, carers and people with

lived experience.

Desirable

Experience and /or qualifications in mental health, suicide prevention and social and emotional

wellbeing

A sound knowledge of the Northern Territory and Australian policy reform context for mental

health, suicide prevention and Aboriginal health.
