The ProblemUnfortunately, bald, damaged,

unsafe used tires are available forsale in every state. New tires mustmeet stringent federal safety stan-dards to be sold in the U.S. In fact,U.S. tire testing standards are thetoughest in the world. Worn-outtires that have been removed fromservice can be resold as “used,” how-ever, with virtually no restrictions.

A SolutionThe Rubber Manufacturers

Association (RMA), the nationaltrade organization for tire manu-facturers, suggests there should bea law against that.

“We are working to educate pol-icymakers and consumers aboutthe dangers of unsafe used tiresand will advocate state laws toprohibit the sale of used tires withconditions that pose a significantmotorist safety risk,” said DanZielinski, RMA senior vice presi-dent. “Consumers may think usedtires are a bargain, but saving afew dollars isn’t worth the risk ifyour choice includes a worn-out ordamaged tire.”

To demonstrate the problem,RMA and its members purchasedseveral examples of unsafe usedtires from used-tire stores. Eachtire exhibited one or more condi-

tions that are clearly unsafe:worn-out, visible damage to thetread or other portions of a tire, orbeing improperly repaired.

What To Watch Out ForTires worn to 2/32 of an inch are

considered bald and are danger-ous. Such tires no longer providesufficient grip on the road, partic-ularly under wet conditions. Tireswith damage exposing steel beltsor other internal componentsthreaten a tire’s structural in-tegrity. Improperly repaired tirescan suffer loss of inflation pres-sure or have hidden damage thatmay contribute to tire failure.

“Any used tire is a risky pro-position since it’s impossible toknow the service history of a tireused by someone else,” Zielinskiadvised.

Dr. Larry Sanders, presidentand CEO of SFP, observed thatmarketplace volatility in 2008caused phosphorus prices to in-crease several hundred percent.“This scenario could happenagain,” he warns.

Sanders added that phosphateis finite in nature, and suppliesare threatened by geopolitical sit-uations, which are compounded bythe fact that phosphorus, whenapplied as a fertilizer, loses as

much as 75 to 95 percent of itsvalue due to “lockup” in the soil.He says the fixation of phosphorusin the soil makes much of the ele-ment unavailable for plantuptake.
