• Review the objectives and benefits of the Harmonization and the

Red Seal Occupational Standards Initiatives

• Provide a progress update and an overview of the next phase of

harmonization

• Present the new Red Seal Occupational Standards (RSOS) and the

suite of Red Seal products that will support apprenticeship training

and certification

• A CCDA initiative to continually improve the Interprovincial

Standards Red Seal Program

• A strengthened Red Seal Program will help facilitate stronger

and more harmonized apprenticeship training programs

• The foundation of the Program is the standard; there is much to

be gained by making the standard more robust and valued

• The enhanced standard will encourage greater consistency in

provincial and territorial apprenticeship training and assessment

Program – Introducing Changes

• The CCDA launched two initiatives in support of the

Strengthening the Red Seal Program:

– The Harmonization Initiative aims to substantively

align apprenticeship systems across Canada by

making apprenticeship training requirements more

consistent in Red Seal trades.

– The new Red Seal Occupational Standards support

greater consistency in learning resources, (both in-

class and on-the-job training); provide tools and

supports for assessment; and allow for increased

industry involvement in standards development.

The goal of Harmonization is to substantively align

apprenticeship systems across Canada by making

apprenticeship training requirements more consistent in Red

Seal trades*.

1. Use of Red Seal trade name

2. Consistent total training hours (in-school and on-the-job)

3. Same number of training levels

4. Consistent sequencing of training content, including use of

most recent National Occupational Analyses.

Harmonization will facilitate the mobility of apprentices across

Canada, support an increase in completion rates, enable

employers to access a larger pool of apprentices, and

increase consistency across apprenticeship systems.

Benefits of Harmonization

A broad cross section of national apprenticeship stakeholders representing

employers and workers have called for harmonization of apprenticeship

training.

Harmonization will facilitate the mobility of apprentices across Canada,

supporting an increase in completion rates and bringing benefits for various

players:

Key activities for each trade include:

• Conduct research and analysis to develop proposed recommendations for each trade on harmonization priorities.

Research and Analysis

• Consult with national and P/T industry and training stakeholders on proposed recommendations

• Identify areas of consensus based on stakeholder feedback; solution seeking through national webinars with stakeholders

• P/Ts establish implementation plans and apply required changes in apprenticeship systems.

Red Seal trades were selected based on high volume, high demand, or

trades with high levels of common training with other Red Seal trades.

Phase 2: stakeholder consultations launched for all trades

Occupational Standards Model

Goal

Objectives

Benefits

The CCDA worked closely with industry to explore and test

enhancements to the Red Seal Program including improving

the occupational standards.

The Red Seal model has historically been based on the

development of National Occupational Analyses (NOA) that

support the development of multiple-choice examinations.

The new model places increased emphasis on apprenticeship

training and skills assessment with industry-defined learning

objectives, outcomes and performance criteria.

The Red Seal Occupational Standards (RSOS) model supports

the development of flexible tools for various user needs.

It will replace the NOAs and Interprovincial Program Guides

(IPGs) while preserving and expanding on their content to

better reflect industry needs and expectations.

• The RSOS will be rolled out to all Red Seal trades.

• The following trades have an RSOS in development: Construction Electrician Industrial Electrician Automotive Service Technician

Steamfitter/Pipefitter Plumber Industrial Mechanic (Millwright)

Boilermaker

• Red Seal products will be made available on the Red Seal website

(www.red-seal.ca) as well as your jurisdiction’s apprenticeship authority

website.

• The Red Seal Program continues to provide options for apprenticeship

jurisdictions while recognizing that apprenticeship and trade certification

are the responsibilities of each province and territory. Jurisdictions will

continue to have the option to adapt the Red Seal products to their own

industry needs and apprenticeship systems.

• The official launch of new RSOS and suite of products will take place in

June 2016 at the CAF Conference.

Next Steps (continued)

• Industry and stakeholder engagement has been a critical success factor

for the Strengthening the Red Seal Program initiative.

• Your support and involvement was at the centre of this transformative

change and ensures a strong national standards program for the trades

that meets the needs of industry, partners and stakeholders.

• Strong collaboration between industry, training stakeholders and

apprenticeship authorities made the harmonization of apprenticeship

possible.

• Harmonizing apprenticeship systems will remain a challenge moving

forward; however, the CCDA is confident that with your continued

engagement and support, we will achieve greater consistency in Red Seal

trades training across Canada.
