Changes to Disability funding guidelines previously enabling employment opportunities and supervisory provisions for IDSS clientele now preclude IDSS’s ability to continue provision of the service under the model which has served the community well. As a result, unfortunately IDSS is unable to continue to operate the theatre. IDSS have indicated they wish to cease operations at the end of October 2021. Ideally a new operator would transition during October and take over operations commencing November 2021. The process can be phased to allow interested parties to make a submission to Council for consideration. This is an ideal opportunity for community groups and/or not for profit organisations. Council would prefer a walk in, walk out handover to ensure continuity of service is provided to the community. IDSS are happy to discuss aspects of the operation of the Theatre with interested parties. The Kelly Theatre has recently undergone major upgrades including the installation of a solar power supply and refurbished amenities. If another operator cannot be found, the Kelly Theatre will cease to show movies and will revert to a performance space only. Any existing bookings beyond October 2021 will be honoured by Council. Camping on Private Property The Shire has been, and continues to experience, an influx of travellers utilising tents, caravans, motorhomes, RVs or similar to temporarily stop over or visit. It has been suggested that increasing uncertainty surrounding COVID restrictions appears to have also led to an increase in the number of people visiting our region. A small number of residents have contacted Council about persons camping on land at various locations across the Shire and it is important to understand when it is allowable to camp and when Council could intervene. In general, it is not unlawful for a person to irregularly camp on a private property, with the owners consent, subject to certain conditions. If a person, a property owner or someone with the owner’s consent, has established a camp, caravan, motorhome, or RV on private property, this is considered a lawful temporary use where it only occurs for a very short period – for example two or three nights. However, the person must ensure that waste or ablutions are directed and captured in a lawful receptacle and are disposed of appropriately to a lawful waste facility. If the person occupies a vehicle or camp on a regular basis without consent or permission or is disposing waste or ablutions in an unsanitary manner, Council can intervene to cease the activity. In addition, some complaints, for example excessive noise, must be made to different Government agencies, not Council. As with most amenity complaints, it is best to try and deal with the issue by communicating directly with the other party. Making a formal complaint when the maer can be resolved by discussion can damage relationships. Ordinarily, complaints about amenity are not considered emergencies. Council launched the Hinchinbrook H2O customer portal at the Ingham Show with many residents keen to hear how signing up to the portal will allow them to track their water consumption and set email and SMS alerts to be notified of water leaks and high consumption within days of occurring. Celebrating the best in current practices across several media, the Awards are an excellent platform for both emerging and established artists to showcase their work. Rotary Park Playground Guidelines It puts a smile on our faces to see the community enjoying the new playground at Rotary Park. Council has noticed the playground has been very popular however, this a reminder that the community need to adhere to the playground guidelines. Animals, bicycles, skateboards, scooters, glass, alcohol, smoking or sharps are prohibited inside the playground fence and children are to be supervised at all times. Council thanks the community for your cooperation in this maer. Kirks Bridge Replacement Council is pleased to announce that local contractor Keita Services Pty Ltd has been awarded the tender HSC 20/26 Kirks Bridge Replacement Design and Construct, for the tendered price of $1,648,313 (excl. GST). Kirks Bridge is located on Liborios Road Upper Stone and the replacement bridge will increase the trafficable width from 4.42m to 6.8m and in height by 1m. The upgrade is an InQuik Bridging System, which is an innovative semi-modular construction method to build reinforced concrete bridges. The replacement bridge will be positioned just upstream of the current bridge. The current bridge will remain open to the public whilst these works are undertaken. Kirks Bridge was identified for renewal following a level three inspection undertaken in 2019. It identified that the bridge girders were in poor condition, with heavy decay present throughout. This triggered the need for an option analysis to determine the most cost effective design for its replacement. Clearing works have commenced and it is noted that no old growth or riparian vegetation will be cleared for the development project (with the exception of introduced grasses and weeds on the lower river banks). Motorists are advised to exercise extreme caution whilst traveling in the area. Council would like to thank you for your cooperation during this necessary phase of works.
