Camdenton Police Department 2016 Summary of Activities ALCOHOL & DRUG EDUCATION & ENFORCEMENT Officers made 28 DWI arrest in 2016, down from 35 arrests in 2015 (Wilson had 28% of arrests) Of those DWI arrests, 32% had at least 1 prior arrest & 36% were at least twice the legal limit Used MODOT grant to increase DWI enforcement (national & statewide campaigns) Participated in “Drive Sober or Get Pulled Over”, an Alcohol Enforcement campaign Officers made 67 drug arrests, down from 111 in 2015. (Wilson & Vela had 42% of arrests) Department renewed Associate Membership with Lake Area Narcotic Enforcement Group School Resource Officers spoke to 40 students at LCTC about Drug & Alcohol abuse. In April, a K9 Search was completed at the High School. TRAFFIC SAFETY EDUCATION & ENFORCEMENT Officers worked 215 vehicle crashes, up from 191 in 2015; 12.1% involved injury with 1 fatality Officers issued 1106 tickets, down 12% from 2015. (Wilson had 26% of all tickets) 3 Primary Causation Factors: Follow too Close, Failure to Yield and Distracted Driving 3 primary accident locations last 5 years: E54 @ Cecil, E54 @ Expressway, Hwy 54 @ Hwy 5 Officers conducted “Operation Safe-Way” Jul 11 & 12 to combat aggressive driving Sgt. Rector and Officer Lane attended Law Enforcement Traffic Safety Advisory Conf in July. Officers met with students during CSI (after school program) about traffic safety. Officer Wiseman attended “Below 100” training in April with information about officer safety MAJOR INVESTIGATIONS Assault – In January Officers began an investigation into a missing woman believed to have been assaulted. Officers interviewing several people and searching, she was found unharmed. Sex Abuse – January investigation led to conviction of Leona Martin for Use of Child in Sexual Performance, sentenced to 7 years prison & charges on Oscar Camacho for Rape & Sodomy Medical Call – In July Officers began an investigation into the circumstances of a medical call where the woman later died. This investigation continues in 2017. Armed Robbery – August 10 th Officers responded to an armed robbery call at Puff N Snuff. Bradley Smith was identified and charged with Robbery, Burglary & Armed Criminal Action. Child Abuse – In September, Officers began an investigation for Child Neglect after finding an infant severely malnourishment. Charges were filed on Jamie M. Rose but case is still pending. Stolen Motor Vehicle: In September, Officers responded to Sakalaris Ford where 4 vehicles were stolen. It appears connected to other thefts so officers are working with MSHP & FBI. OCCUPANT PROTECTION (Child Seats & Seatbelt Use) Clerk Stradt attended numerous to educate parents about Child Seats including Dogwood Festival & Air Show, special events such Health Fairs, Back to School Fairs, etc. Staff distributed 12 child seats & inspected 39 seats; the misuse rate is 59% - down from 82% in 2015. Officers issued 2 tickets (seatbelt & child safety seat) in 2016, compared to 19 in 2016. Officer Keeth attended Child Safety Seat Training in September & is now our 2 nd technician.

SCHOOL SAFETY • Officers investigated 116 incidents involving violence on campus; this is down from 151 in 2015. • School Resource Officers assisted the School in 10 Fire Alarm Drills, 8 Lock Down Drills and 1

Tornado Drill. • Officer Williams is certified ALICE Instructor so provided training to staff (required RSMo) • Officer Keeth attended SRO Training & School Resource Officers attended SRO Conference.

BUDGET & MAJOR PURCHASES

• The MULES connection was changed to Managed System & decreased access fees. • Purchased new Glock handguns to replace weapons that were 17 years old • Bar Code Scanner & new shelving were purchased to increase efficiency in evidence room • Purchased 2 New Police Interceptor SUV’s to manage the fleet in good condition • A Microfilm Reader/Scanner was purchased to improve efficiency in records management • New cameras were installed in the interview room which enhanced video quality • A repeater was installed & ten new portable radios purchased to improve communication • Department purchased 8 air soft pistols & protective gear to enhance active shooter training

GRANTS

• Awarded MODOT grant for Hazardous Moving Violations for $1,250; worked 18.25 OT hrs • Use the Ballistic Vest grant from Department of Justice to offset the cost for officer vests

DEPT GOAL - TRAINING: POST Continuing Education; Critical Incident Train; Prep for Critical Incident

• Changes to continuing education requirements by POST; 24 hours each year in 2017 • Staff was advised of the changes to POST & tracking forms @ PD were adjusted. • Researched training options (internet based training) to meet requirement & manage cost • Staff received approx. 883 hours of training in 2016 including: Chief Wright attended Police

Chief’s Conference; SRO’s attended School Resource Officer Conference; Pryor Interview & Interrogation training, Lane & Wiseman FTO; officers trained on TASER & MULES

• Officer Sansom attended CIT Conf in April; Lane & Thomas attended CIT Train • Officer Williams coordinated Active Shooter training for staff at city hall & police department • Department purchased hard ballistic panels for officers to use in case of a critical incident

DEPT GOAL - REPORTS: Timeliness of Reports, Increase Efficiency Investigations, Implement MIBRS

• Continue to track how long to get initial report filed & approved; time has decreased but still need improve

• When larger investigations come up, supervisor evaluations staff to adjust schedule if needed • Officer Williams is trained on FARO 3D Imaging Camera for Crime Scene Investigation • Admin. Assist. Shadrick & Clerk Stradt attended ITI Query Report Writing in April. • Officer Sansom & Admin Assist. Shadrick handled managing the property room & evidence. A

major upgrade improve efficiency – added bar code system & added bag type shelving. • Shadrick & Supervisors attended MIBRS in Feb; started submitted crime data in July; PD

became the 15th active law enforcement agency in Missouri to successfully submit MIBRS data in accordance to criteria

SPECIAL EVENTS & FUNDRAISERS • Operation Blue Light: In January, the Carlson family helped raise money to provide blue lights

for citizens to display their support for law enforcement as part of Officer Appreciation month. • CADV Chili Cook Off: Police Department had a booth at the event in March which raised approx

$4,000; special thanks to Clerk Stradt & Officer Schierding for their help on this project. • Dogwood Festival: Staff handled the parade detour, foot patrol & booth during the

festival in April. Other than 1 pedestrian accident, things went smoothly thanks to the pre planning by Lt. Beauchamp.

• Special Olympics: Officers sold tee shirts in Aug and raised $230. We have raised $25,690 the last 20 years.

• Lake of the Ozarks Air Show: Staff handled event security, foot patrol & a booth during the Air Show in Sep; the event was a huge success thanks to the work by the Organizing Committee and oversight of Sgt. Rector

• Pancreatic Cancer Fundraiser: Stradt organized this fundraiser including a 5K Run, Chili Cook Off & Silent Auction and raised $2,253. Officer Schierding’s chili took 1st place. Officers Schwartze & Keeth also assisted.

• Shop with a Cop for Christmas: Officers Schierding organized the Shop with A Cop program on December 17 thanks to a grant from Wal-Mart. Officers Williams, Bithell Schierding & Wilson took 12 kids shopping.

• Officers continue to assist with CSI Class (After School Program) for middle school students • Staff does community training: Bank Alarm procedures, Elder Abuse, etc. • Staff assisted with many other activities & community events: Assist with CSI program at

LCTC, work special events such as Alzheimer’s Walk, officers continue to work security at School ballgames & events, etc.

PERSONNEL & EMPLOYEE RECOGNITION

• Several staff members serve on boards & committees: o Chief Wright is Regional Vice-President for MO Police Chief’s Assoc. & Scholarship

Committee for COPS o Lt. Beauchamp serves on board of Major Case Squad & Dogwood Festival Committee o Chief Wright & Sgt. Rector serve on Lake Ozark Air Show Organizing Committee o Sgt. Rector, Officers Williams & Wiseman are on the SART and MDT investigative teams o Chief Wright, Lt. Beauchamp and SRO’s serve on the School Safety Committee o Clerk Stradt is Regional Liaison for Missouri Child Passenger Advisory Committee. o Clerk Stradt is the Terminal Agency Coordinator & Local Agency Security Officer. o Officer Lane serves on the safety committee for the city as the PD representative.

• Several staff members received Employee Recognition in 2016 o Officer Lane for going the extra mile to get recovery on a stolen wallet case o Officer Wilson for his positive citizen interaction; citizen commented on face book o Officer Vela for his quick response to a medical call, lessening concerns of the caller o Officer Bithell who went the extra mile and changed the tire for the woman o Officer Wilson & Thomas whose quick response to an intoxicated teen was appreciated

• Three staff members received letters of commendation in 2016: o Officer Pryor for his actions during a dangerous pursuit; rec’d Metal of Valor (Feb) o CSO Ivey for her dedication to Animal Control & Property Maintenance (Mar) o Clerk Stradt & Child Seat Program credited with saving the 2 children lives in crash

• Two staff members were nominated for Employee for Quarter: o Richard Sansom – Routinely thorough investigations results in high clearance rate o Clerk Heidi Shadrick – Implantation of MIBRS and new Property Room bar-code system

• Promotions: Two officers promoted: o Officer Pryor was promoted to POII in August o Officer Lane was promoted to POIII in December o Several other officers actively working toward promotion

GENERAL INFORMATION & ACTIVITY • Officer Appreciation Day: Mayor signed proclamation in January for Officer Appreciation

Day; City displayed blue lights at City Hall & square to show support for law enforcement • Animal Control: CSO Ivey worked June - September doing research on chickens, rabbits and

fowl inside the city limits as part of the new ordinance and implementation of the regulations. • Property Maintenance: CSO Ivey worked with 83 residents to get rid of extra junk & debris

during two separate city wide clean-up events. • Ordinance was changed in August to allow CSO Ivey to write citations for Property

Maintenance & Animal Control • Sgt. Rector attended Leadership Camden County Training (1 day per month for 8 months) to

enhance community knowledge & build working relations with our business community • Clerk Pierce attended 32 hours training on Missouri Uniform Law Enforcement System at

MSHP in December and received her MULES certification. • CADV partnered with the PD and adjust the interview room; we now have a “soft interview

room” to be used for crime victims. • The City is working to implement the many changes for Municipal Court due to Supreme

Court Rule 37.
